Empirical Studies on the Community＇s Education for the Aged ——Investigations to the 12 Cities

The text discusses the problem of form of organization and security system of old-age education in community from theoretical and practical aspects. From the practical analysis, we find that the main form of old-age education in community is school education. The statistics of the research shows that the level of old-age education in community is in primary stage. The teaching form, the teaching content, the mechanism of organization, and fundamental facilities need to be strengthened. The analysis in different areas shows that the teaching activities and fundamental facilities of old-age school in eastern cities are obviously better than that of cities in middle region. In theoretical analysis, it expounds the relationship between old-age education and the education in communities, old-age education and life long education. And it also raises the problem of the confusion of definition in the studying course of the old-age education＇s theories such as attribution, characteristic, and definition. Its content has been renewed. The theoretical framework has been raised in the research of security system.     

New trends of research in postgraduate design education in China

Although postgraduate design education has existed in western countries for several centuries, it is still new in China, including Hong Kong and Macao. In the past, although postgraduate design education has been claimed available in some universities in China, nearly all of them are fine-art or engineering oriented. Only in the past few years, postgraduate design education with significant design research elements has been incorporated in the curricula. This paper briefly reviews the trends and development of design research in postgraduate design education in the western world. It then identifies the limitations and constraints of the postgraduate design education in China. Based on case studies in several universities in China, the paper attempts to identify the opportunities and then new trends of design research in postgraduate design education in China.     

Inclusive education： Proclamations or reality （primary school teachers＇ view）

This paper deals with 2 focal points of inclusive education, which is the integral segment of the current education reform in the Bosnia and Herzegovina： its position in various proclamations and in primary school teachers＇ reality, i.e., legislative aspects vs. everyday situation in primary schools. The survey research was carried out through the 5-level Liken scale, on the sample of 105 primary school teachers working in Herzegovina-Neretva Canton （specific for its education reform implementation）. The aim was to examine the attitudes of the direct implementators of the education reform and the inclusive education （2003-2009）--primary school teachers, with particular reference to： teachers＇ acquaintance with inclusive education requirements; their involvement in its designing, planning and organization; relevant professional education; school preparedness for inclusive education; level of partnership with relevant subjects; and evaluation of the inclusive education implementation. The results obtained have indicated exactly the lack of the mentioned as the main issues of the implementation of inclusive education within compulsory primary schools in Herzegovina-Neretva Canton. Therefore, this paper gives a kind of guidelines for the improvement of the inclusive education, derived directly from the teachers＇ everyday experiences, problems, proposals, notes and suggestions.

Study on ecological balance of Chinese higher education in popularization stage

Special education in Turkey

The quality and the prevalence of education are the major indicators of the development of a society. It is a kind of human right to every person living in the society to be educated in a sufficient way. The education of the disabled people, a social reality in Turkey, is not sufficiently carried out. This paper aims at the education of the disabled people in Turkey. In order to mention about the education of the disabled people, this paper also mentions about the general characteristics of the disabled. The service of special education has not reached all the disabled, and the disabled and their families are not aware of the importance of the education. Only 90 thousand out of over one million disabled children receive the education. Disabled children continue their training in five groups： the sight impaired, the hearing impaired, the orthopedic impaired, the mentally impaired and children with long-term illness. Raising awareness is very important for all of the Turkish people. So a social education is necessary in order to deal with this problem.

The major of primary school teacher is a definitive undergraduate course in the teacher training field. Its importance directly shows in public education. One of the crucial points of education should be the formation of values of schoolchildren. General education is a cultural level different in every society and age that a society sets as a standard for its members. This education itself should have a European culture as a prerequisite with Hungarian characteristics.

Globalization and Foreign Language Education at a Chinese University

This essay begins with a brief introduction to the changes in foreign language education policy and the main motives for those changes in the context of socio-political circumstances. It then examines the development of language education system in a new college of a university in China over a period of ten years in relation to the issue of internationalization and globalization.The study shows that the language education system of the new college has developed in parallel with the recently-emerged trends in language education in China. Finally,it seeks to interpret these trends in terms of global,national,regional forces that currently drive it forwards.

Moral Education and Improvement of Coexistence in Secondary Education （12-16 Years） in Spain

Coexistence and moral education are areas of great interest in Spanish compulsory education, especially in the period that comprises between 12 and 16 years of age, named ＂compulsory secondary education＂ in Spain. With the aim to improve the processes of coexistence within this level, this research team on education from the University of Salamanca has conducted an experimental study, implementing a programme to provide moral education through ICTs （information and communication technologies）. So as to verify the positive influence of the programme, a series of means have been applied with consideration for two groups--control and experimental--and certain stages of pre- and post- test assessment. The first results denote that there has been an improvement in social-personal values in the students that were involved more actively in the programme.     

From lofty ideals to painful failures： Lessons from the rapid expansion of higher education in Taiwan

For the past few decades, many countries have been giving increasing stress on expanding their higher education system, in the belief that greater access to higher education will bring abundant rewards in the era of globalization and knowledge-based economies. Taiwan is no exception. Between 1986 and 2006, the government of Taiwan dramatically expanded the number of higher educational institutions from 28 to 147, expecting that this action would enhance educational equity and lead to greater economic prosperity. Popularization, however, does not necessarily result in equity. To be sure, the increase in the number of institutes of higher education in Taiwan has made it possible to accommodate almost all interested students. Yet, because the government has failed to make commensurate increases in public funding for higher education, the quality of university education in Taiwan has seriously deteriorated. Moreover, since many students from poor families still cannot afford the increasingly expensive cost of higher education, neither equity nor equality of opportunity has been achieved. In light of this phenomenon, this article focuses on： （1） describing the changes which Taiwan＇s higher education system has undergone over the past two decades; （2） examining the equity issues relating to higher education in Taiwan; and （3） putting forth some suggestions which Taiwan＇s policy makers can use to address the problems which have arisen as a result of the expansion of higher education.     

On General Education in Higher Education Institutions of China Mainland

Promoting accountability and enhancing efficiency： Using national education accounts to track expenditure flows

Increasing accountability and efficiency in the use of public and out-of-pocket financing in education are critical to realizing the maximum impact of the meager allocations to education in most developing countries. While broad estimates and numbers are routinely collected by most national ministries and state departments of education, the lack of accuracy and reliability as well as the obtuse nature of recording and presentation of the data does not facilitate any serious policy use. A major advance in this area has been brought about by the development of NEA （National Education Accounts）, which is a new tool for measuring education expenditures in a systematic policy-~endly manner. In essence, NEAs measure the ＂financial pulse＂ of an education system, answering 4 key questions： Who is financing education？ How much do they spend？ How are funds distributed across different education providers, levels and activities？ Who benefits from or receives the services？ NEAs gather information on all spending from public, private and donor sources, and provide a snap-shot of all expenditures on education in the state or country. While not an auditing tool, it provides real time information on the flow of funds that can be used for evidence-based decision-making. It provides information to policy-makers, enabling them to discern systcm-wide inequities and identify areas that require changes in policy. In addition, the use of a standard classification of expenditures allows for data from NEAs to be comparable between and within countries. This paper provides an assessment of accountability and efficiency in the use of public and private resources in the education sector in 2 states of Nigeria. Using comparative data from implementation of education accounts in 2 states of Nigeria, it presents a breakdown of education spending by public and private sources as well as donor agencies, by types of providers, by geographical regions and by category of expenditures. It analyzes educational expenditures for the 2 states in the context of state government priorities for education, and proposes a novel way of tracking trends in education spending as a means for policy-makers to organize a strategic vision supported by resources and to evaluate the outcome of policies.     

Benchmarks and quality assurance for online course development in higher education

As online education has entered the main stream of the U.S. higher education, quality assurance in online course development has become a critical topic in distance education. This short article summarizes the major benchmarks related to online course development, listing and comparing the benchmarks of the National Education Association （NEA）, the benchmarks of the American Distance Education Consortium （ADEC）, the benchmarks of the American Federation of Teachers, and the benchmarks of the Quality Matters project. In doing so the author hopes to promote awareness of and commitment to quality assurance in online education.
