本文根据所有制的属性和国际上大学通用的命名原则,提出将“民办、改称“私立”为宜。强调教育的“公益性”,反对民办教育“营私性”的思潮。指出世界著名私立大学创办人都有正确办学理念,教育质量是大学的生命线,对困扰民办大学的办学经费问题提出了探讨性的解决办法。认为正确处理好民办大学董事会“领导”和校长“负责”的关系,是民办大学面向社会自主办学并具有活力的关键。  相似文献

Governance is a means for realising institutional goals and in an ideal world should enable the institution to respond to the demands of the political environment by regulating its internal affairs accordingly. In the case of universities, not only is that environment increasingly differentiated but so also is the ability of universities to access it. Changes in state funding arrangements, accountability mechanisms, the contribution of the private sector, and the public definition of university education have placed numerous and varied pressures on institutions. Yet there is a studied reluctance by institutions to accept that their ability to respond to these pressures is equally variable, that they should tailor their ambitions to their capacities, and that their internal governance should be adapted using the principle of fitness for purpose. In the main, this is because the dominant ideological themes of higher education do not support the idea of distinct university functions of equal status. Rather, they encourage the erroneous belief that all universities are homogeneous in their functions – or, at least, that all have the potential to be homogeneous.  相似文献

1990年以来,私有化成为美国高等教育发展的主流趋势。众多大学热衷于资助与企业合作的教育研究项目,并且积极参与商业活动。在高等教育领域中,营利性大学呈现出最为积极的发展态势。此外,各种形式的学生经济资助力度的加大使得美国高等教育财政发生了翻天覆地的变化。对于公立和私立大学而言,私有化均意味着市场力量的大力介入。本文从以下三个视角审视美国高等教育财政的发展变化:考察1990年以来高等教育私有化的宏观发展趋势,分析该时期高等教育在校生规模、大学学费及其收入支出的变化趋势,研究当前经济危机对公立和私立高等教育部门产生的影响。大学学费的稳步增长使美国高等教育财政由政府资助转向学生及其家庭分担。学生经济资助,尤其是联邦学生贷款的大幅增长对美国高等教育财政产生了重要影响,而这种影响作用在私立非营利性大学、公立大学、私立营利性大学的表现是截然不同的。最后,私有化潮流对不同性质高等教育机构的财政及其学术研究产生了不同的动态影响。面对高校收入来源及其总额的变化,美国大学的高度自主特质使得各院校必须独立作出适应,这也由此提升了高校对于市场力量的积极响应。  相似文献

In the post-Mao era, the reformers have taken significant steps to privatize social policy and social welfare. Revamping the social security system and commodifying social services have become more prominent since the mid-eighties. Despite the post-Mao leaders' discomfort about the term "privatization", signs of state withdrawal from the provision of social policy and welfare are clear. The author argues that the emergence of private educational institutions indicates that China's educational development has gone through a similar process of privatization or quasi-marketization though the Chinese experience is different from that of Western counterparts. Specifically, this paper tries to examine how the flourishing market economy and the policy of decentralization have affected the development of China's higher education. No longer solely relying on public schools, private and minban (people run) educational institutions are becoming more popular in the new socialist market system. This paper attempts to examine how privatization and quasi- marketization have affected educational development in mainland China. The paper concludes with a discussion of the policy implications of the privatization of education in China.  相似文献

Although most social work continuing education units operate within stable academic institutions, this stability does not extend to the operation of these units. The greatest impediment is the demand by university administrators that the units operate on a pay as you go basis and turn any surplus revenues to the university for its discretionary use. In trying to meet university conditions while maintaining high standards of service, the units face several difficulties including competition from private providers, high costs, fewer sponsors, and indifferent faculty.In funding and budgeting the units for continuing education, universities tend to ignore two key arguments. The first is that CEP provide public services with spill over effects that add indirect demand to the demand expressed through registration. The second is that building quality into professional programs requires long term investments that forego immediate profits.Because continuing education programs are an image of their profession, social work programs need to correspond to the profession they serve, a profession that produces public goods (and services) while seeking to assure quality within non-profit environments. Unless universities assume a lead role in supporting these efforts through new approaches, continuing education programs will only be partially successful in fulfilling their mission.  相似文献

The last three decades have witnessed great social, political and economic change in China since the market reforms in the late 1970s. A market economy was adopted as a replacement to the planned economy in order to allocate resources more efficiently. Consequently, higher education in China has undergone dramatic reforms to adapt to this socio-economic transition. This paper adopts a mixed-methods approach, combining fieldwork data with documentary analysis, to investigate the rationales of privatization in Chinese universities. It starts by examining the conceptualization of privatization. This is followed by an introduction of the public/private mix in the higher education sector in China. It then turns to explore drivers of the higher education reforms. A key contribution of this paper therefore is a systematic examination of the causes and the aims of privatization identified in Western literature set in the context of radical change as seen in the Chinese context. Drawing to fieldwork data, this paper presents findings that stand in conflict with prior studies. This investigation of the implementation of the Chinese privatization reveals both common features shared with Western practice but also a special uniqueness. It concludes by arguing that the neo-liberal reforms in higher education in China is likely to be used as a contingency strategy to encourage private spending, rather than suggesting a paradigm shift in university governance.  相似文献

The number of private higher education institutions in post-communist Eastern Europe has risen spectacularly since 1989. In some countries, private-sector enrollments have neared one-third of total enrollment. This article traces the development of these private higher education institutions. The argument is that while their quality is currently varied, they are structurally much better suited to serve the post-communist world than are the rigid, cash-strapped public universities. However, they must first overcome certain challenges, such as a lack of prestige, that arise from their very identity as private-sector institutions.  相似文献

This paper begins from the premise that school–business partnerships are part of marketization and privatization trends within education and the broader public sphere in several western industrialized countries. In contrast to a dominant construction of partnerships as necessary, benevolent, and unproblematic, I consider the idea that they represent a potential threat to democratic participation. I do this through a case analysis of a partnership between a high school and corporation in Alberta, Canada that was dissolved in 1996. Through interviews, I reconstruct some of the events leading to the dissolution and provide insights into the social processes that are revealed in the case. I conclude by arguing that while the case highlights the problematic aspects of this particular partnership, it also raises more general questions about the goal congruence of private and public institutions and about the implications of such generally lop-sided relationships for schools as public institutions.  相似文献

Privatization in higher education is usually understood either as the surge of private institutions or as universities’ growing reliance on private sources of funding or otherwise operating more like firms. Joining the growing literature on university entrepreneurship, this is a case study on the less examined problem of entrepreneurial universities in developing countries. In a period of roughly 15 years, the Pontificia Universidad Católica of Chile, founded in 1888, turned itself from a mostly teaching institution to a research-oriented university, responsible for one-fourth of the Chile’s mainstream scientific output and 40% of all Ph.D.s awarded nationally. Yet, public funding represents today only 17% of its revenues, down from almost 90% in 1972. How such academic development could have occurred as the State withdrew and the market took hold of Chilean higher education after the reforms introduced by the military rule of Augusto Pinochet (1973–1990) is the theme of this work. Universidad Católica’s policies and strategies are described, and the factors contributing to its success, together with their limitations, identified. The case suggests that orientation to the market can be more a means for survival and growth under the pressure of privatization, than a result of a ‘Triple Helix’ strategy of universities, government and industry to generate innovation out of academic knowledge. Secondly, while in the industrialized world, higher education entrepreneurship is associated with knowledge production for economic development (‘Mode 2’), entrepreneurial universities in the context of developing countries may just be finding their way to the academic, disciplinary mode of research.  相似文献

Internationalisation of higher education in Malaysia is seen as a means for improving and empowering higher education so that the higher education institutions in the country can become comparable to the best in the world. While the government has spelt out the directions as well as some of the targets for internationalisation, higher education institutions in the country have been internationalising for different reasons and with different levels of priority and intensity. Public universities, especially the older ones, have been engaged in internationalisation as part of their academic growth and development. Concurrently, a variety of private institutions of higher learning has evolved since the opening up of private higher education from the 1980s. These include private universities that have been established by large corporations, smaller private colleges that have been elevated to the status of degree-conferring institutions as well as branch campuses of foreign universities. The objective of this paper is to examine the different concepts and challenges of internationalisation faced by the different types of higher education institutions in the country, using the case study approach. It was found that in each of these cases, the concept of internationalisation and the challenges faced are different, although funding is raised as a problem in three of the four cases. These different challenges imply that current policies may have to be fine-tuned in order to address the different needs of these institutions in their respective efforts to internationalise.  相似文献

我国民办高校的竞争对手是公办高校,民办高校在办学质量上必须优于公办高校,否则就没有发展空间。而我国民办高校目前面临的问题就是办学质量低,缺乏比较优势和竞争优势,可持续发展受到严重挑战。高质量的基础是高起点。民办高校办学质量低的原因是多方面的,但低起点建校是关键因素。因此,在目前情况下,整合民办高校,集中资源创建规模适度而高起点的民办大学,是比较可行的发展路径。  相似文献

The expansion of private sectors of higher education has usually been regarded as a factor of diversification in higher education systems. Some of this differentiation has been found to arise from the affiliation of private institutions with organizations outside the field of higher education. This article reports the results of a study of this form of interorganizational relationship in private universities in Chile. Cases include universities founded or sponsored by religious, business and military organizations. A typology of private universities is proposed, on the basis of the forms affiliation (or its absence), was observed to take in the cases examined. Weak and strong forms of affiliation are described, and affiliated universities are compared to “proprietary” universities, i.e., those owned by individuals who govern them from their positions in the board of directors, and “independent” universities, in which governance lies with internal – academic or administrative – constituents. Albeit derived from the case of Chile, the typology could be applied to the analysis of private higher education in other national systems. The second part of the article seeks to ascertain whether affiliation operates as a source of differentiation in Chilean private higher education. Results show that, compared to the other types of private universities, the affiliated ones possess distinctive mission statements and declarations of principles, consistent with the orientations of their sponsor institutions, they tend to be smaller, and to have more full-time and better qualified faculty. Some receive financial support from their sponsor organization or its members. Distinctiveness was not found in indicators of prestige and student selectivity, nor in tuition levels, program offerings, curriculum design, the weight of research and graduate programs in their functions, student socioeconomic profile, and faculty involvement in governance. This is not to say that there are no differences in these dimensions among private universities: much diversity exists, but most of it cuts across all categories of interest for our study. Overall, affiliation does not appear to be a strong factor behind the diversification that exists in the Chilean private university sector.  相似文献

Following the Learning for Life (Ministry of Education 1989) reforms in New Zealand, enacted in the Education Amendment Act 1990, and the development of an equivalent full‐time student (EFTS) funding system and student loan scheme, a taskforce was established to investigate the feasibility of a capital charge scheme for tertiary institutions, with responsibility also for examining the issue of governance. In late 1995 the New Zealand Vice‐Chancellors’ Committee in 1995 ‘became concerned that there were proposals for change in the relationship of universities to Government being developed at the officials level’, decided to be proactive in reviewing proposals on governance and commissioned Graham Scott, former Secretary to the Treasury, to write a paper on the ownership and governance of New Zealand universities. In essence, Scott in association with his colleague Simon Smelt (Scott and Smelt 1995) argue that the Crown is actively seeking ways to contain or reduce its financial risk. On this basis they argue for a private ‘not‐for‐profit’ trust model which, they maintain, would reduce the risk and performance concerns of the Crown while at the same time increase the commercial freedom of universities. This paper reviews current debates on governance and ownership of New Zealand universities, commenting upon the trust model and recent attempts to develop a model of ownership monitoring for TEIs (tertiary education institutions). It begins by contextualizing the discussion in terms of both structural adjustment policy and New Zealand's model of public management, before focusing on two opposing models of devolution. The paper then proceeds to review the governance of higher education in New Zealand against the background of the shift from so‐called ‘state control’ to ‘state supervision’, focusing on public sector reform, the contitutional consequences of privatization, and the issue of ‘representation versus technocracy’ arising out of the consideration of the ‘not‐for‐profit’ model of governance.  相似文献
