This article takes a close analytical look at the internationalization of higher education, asking penetrating questions with regard to its basis, its forms, and its results. The author is particularly concerned with problems of asymmetry with regard to the educational links, particularly at higher education level, between the developed western democracies and the developing countries. Going beyond the question of brain drain, the article probes the problem of the alienation of third world academics trained in the higher education institutions of developed countries. While on the balance the author praises the results of the internationalization of higher education and, at any rate, recognizes that it is here to stay, he cautions all those involved in it be aware of who in fact gains and who loses as a result of it.  相似文献

In the North America of today regional distinctiveness has become more pronounced. Economically, socially, and politically, local uniqueness of individual communities shines through. The issues in the Northeast, the Midwest, or the Sunbelt often seem very different from one another. 中文信息处理已发展到“词处理”阶段。在这一阶段中,现代汉语词库建设是一项重要的工程,文中论及的现代汉语颜色词属性库可视为汉语词库建设中的分支工程。现代汉语颜色词的特殊性,使现代汉语颜色词属性库的建设面临了许多难题,而这些难题恰恰为颜色词属性库的拟构提供了路径,针对现代汉语颜色词的实际,文中以《现代汉语词典》中的颜色词为例,对现代汉语颜色词中的一部分静态成员进行了尝试性的属性标记,并对相关颜色词素的构词能力进行了降频统计。试图在信息工程的大背景下借此研究管窥汉语符号系统对客观世界的表记功能  相似文献

During the last five years the counselling centre in Hamburg has dealt with the identification, counselling and offering of special provision to gifted children aged from 5 to 17. More than 300 children and their parents have been individually interviewed, particular attention being paid to the childrens’ motivational, social, and emotional difficulties in school. Various counselling strategies have been adopted, while a number of concerns and expectancies of parents, according to the children's different IQ levels, have become apparent. Early identification and special provision for the gifted are of particular importance.  相似文献

Although admittedly quality is very hard to define, UNESCO, particularly its European Centre for Higher Education and its Division of Higher Education, have undertaken a number of actions to further quality in higher education. Thus CEPES created EGAA (European Group on Academic Assessment) and the Division of Higher Education stressed the questions of quality in higher education in a recently prepared UNESCO draft policy paper. A strong component of the UNESCO UNITWIN and UNESCO Chairs Programme is directed at improving the quality of universities and university programmes in developing countries. The effort in favour of quality thus dovetails into other policies and actions of UNESCO, such as those in favour of the development of Centres of Excellence in the academic world. Yet quality improvement should not mean the imposition of one university model throughout the world but drawing upon what is best in local customs and indigenous culture.

苏联持不同政见者运动的性质歧见纷呈,各种定性和观点截然不同。然而,通过深入分析就会发现,大部分持不同政见者都是一些具有创新思想和敢于讲真话的人,他们看到苏联社会主义体制的弊端和社会弊病,希望通过民主化、公开性、言论自由来维护宪法赋予公民的权利,克服社会发展中出现的矛盾,建立一个多元化的社会,特别是持不同政见者运动前期,这些特征表现得尤为明显。当然,也有少部分持不同政见者的主张和行动客观上迎合了西方国家和平演变社会主义苏联的企图,但他们采取的手段是和平的,主要是思想和道义上的。  相似文献

文化是人类的本质显现 ,是人类创造性活动的总和 ,文化从本质上讲是人化、人文化。从这个角度出发 ,文化的特征有五个方面 :文化的人类共同性、文化的特殊阶级性、文化的时代性、文化的民族性、文化的地域性。三秦文化属于地域性文化 ,它是指在三秦大地 (即陕西地区 )历史上形成发展起来的有其价值与特色的区域性传统文化。三秦文化是中国文化的重要组成部分 ,在中国文化发展史上有着极其重要的地位。  相似文献
