Organizing official statistics for the 21st century

Official statistical offices are often included in government moves to charge users for services. In New Zealand, the change from operating a public statistical service fully funded by government to competing in a contestable economic market has presented a wide range of challenges. Statistics New Zealand—the country's national statistics office—has found that this change has tested its ability to provide services that users will pay for. It has also caused the service to look closely at the interaction between the commercial market and the other, more traditional markets of the service. It is the government and public markets that drive the values of national statistical offices throughout the world. However, it is the move into the commercial market that is now leading to greater consumer responsiveness in both commercial and publicly-funded services, more effective rationing by price and other determinants, and greater promotion of services.

Five years later: A survey of state textbook reform

A survey was conducted to follow up the activities of a national project to improve the quality of textbooks available in American schools. The survey found that reform efforts have affected textbook policy in the adoption states throughout the country; nonadoption states, for the most part, have not addressed problems with textbooks. Changes in the adoption states are more incremental than dramatic; more diverse than focused; more in keeping with state cultures than national in character. Certain trends, however, indicate that policy makers continue to believe that their actions can improve the textbooks used in their schools. There is evidence that the adoption processes are increasingly focused on qualitive judgments about books being made by better-prepared and better-supported selectors. In addition, the adoption processes themselves are becoming less constraining on local district decision making through a variety of mechanisms.     

Tanzanian health libraries in the 21st century: initiatives and challenges

This article is part of a series in this regular feature, which looks at new directions in health science libraries. It highlights the initiatives health science librarians in Tanzania are implementing to ensure that their service meets users’ needs. To succeed, libraries must take steps to ensure that staff have access to education, training and professional development. Partnerships and collaborations are also vital to make the best use of scarce resources and to identify sources of funding. This article highlights the various challenges facing the library service and the opportunity for librarians to be recognised for the new roles they are taking on. J.M.

Ugandan health libraries in the 21st century: key initiatives and challenges

This article is part of a series in this regular feature which looks at new directions in health science libraries. This paper highlights new initiatives aimed at ensuring health libraries can contribute to the development of Uganda in the 21st century and the challenges facing libraries. It stresses that for libraries to be successful they need to form networks and collaborations for resource sharing; take advantage of the benefits of information technology; computerise their library systems; as well as invest in the development of staff. The paper highlights the main challenge facing the library service as inadequate funding both from government for public‐funded health libraries and the private sector (for privately funded health libraries). The paper concludes that, despite the bottlenecks brought about by inadequate funding, Ugandan health libraries have taken positive steps to support health research and education, as well as patient care, not just for Uganda, but for the whole of the East African region. Age of Aquarius—The FDLP in the 21st century

With the appointment of Bruce James as Public Printer of the United States in 2002 (confirmed by the Senate on November 20, 2002),¹ the Government Printing Office (GPO) began to forecast and plan for its future in the age of the Internet. During the spring of 2005, the Depository Library Council (DLC), an advisory body to the Public Printer, concluded it was time for depository librarians to play a more active part in envisioning the future of government information. Toward that end, DLC wrote a discussion paper, Knowledge Will Forever Govern: A Vision Statement for Federal Depository Libraries in the 21st Century, ² and with the GPO's support devoted the 2005 Fall Depository Library Council meeting to discussing and refining a vision for the future of the Federal Depository Library Program (FDLP).
