The way disability is understood and positioned by key stakeholders informs how policies are implemented in the development of pathways to sporting excellence of an athlete with a disability. In this paper, the authors seek to identify which sports policy factors and stakeholders influence the development of athletic career pathways in Paralympic sport (i.e., attraction, retention, competition, talent identification and development, elite, and retirement phases). Drawing from the theories of disability and the literature on elite sport policy, an interview protocol on policy dimensions and principles to support para-athletes’ development was created, and 32 key stakeholders from the Brazilian Paralympic sport context were interviewed. The data revealed that coaching provision and education as a policy factor and coaches with disability-specific knowledge as a stakeholder were perceived as most influential during all the phases of para-athletes’ careers. The classification system emerged as a parasport-specific factor that can facilitate or inhibit the development of para-athletes’ careers, influencing the implementation of policies. The authors suggest that understanding the concept of disability is notably essential when stakeholders have to think strategically and adapt management principles from able-bodied sporting contexts. Therefore, critically positioning disability within policy decision making can improve the thinking, action, and behaviour of policymakers, coaches, and sports managers, leading to the more efficient delivery of successful para-athletes’ careers.  相似文献

Abstract

Few historical accounts of Australian sport policy have explicitly profiled the federal government’s involvement in disability sport. In this paper, we draw on the concept of ableism as a lens to address this lacuna. In doing so, we profile the history of the Commonwealth government involvement in disability sport and explore how the policy of ‘mainstreaming’ has emerged through partnerships led by the Australian Paralympic Committee with National Sporting Originations (NSOs) and government. We highlight that whilst these changes have arguably made mainstream NSOs more aware of their legal obligations and have led to positive changes in the provision of opportunities for people with a disability through the development of ‘Paralympic pathways’, there is some evidence of potential caveats of ‘mainstreaming’. Specifically, we point to an emerging body of evidence which suggests that despite these policy measures, people with disabilities still report being marginalized and excluded from ‘mainstream’ sporting programmes. Therefore, we question if less governmental leadership is the right path given the limitations of the present policy framework. Additionally, we highlight how performance-based funding mechanisms such as ‘Winning Edge’ are narrowing who is eligible for funding and thus curtailing finite resources for only the most ‘abled’ of the disabled.  相似文献

Disability is a complex multidimensional social construct. In a sporting context, people with a disability often face a multitude of barriers to participation in sport and achievement in sport. While other marginalised populations have received attention in the field of sport management, disability has received very little, or been used primarily as a context. This special issue focuses on “managing disability sport” rather than the medical, human performance or sociocultural issues facing people with disability. The collection of papers herein focus on management issues that centre on constraints to sport participation, supply side attributes, participant behaviours, consumption of disability sport, policy implementation, and sponsor congruence. We situate these papers in the context of further challenging researchers to think beyond disability as a context in their research and engage in the critical discussions necessary to advance the agenda of managing disability sport.  相似文献

Post-apartheid South Africa manifests poor social indicators with over half the population living below the poverty line and the worst levels of inequality in the world, with much work needed to overcome the skewed legacy of apartheid. Sport suffered in this system resulting in unequal access to sporting facilities and opportunities, meaning many South Africans cannot exercise their right to play. Despite this legacy, sport can fulfil a vital developmental role in alleviating some of these issues. The state has a major role to play but it must be supported by civil society and non-governmental organisations (NGOs) who have the ability to deliver in situations where government has struggled. This article researches the opportunities and challenges NGOs encounter when using sport for development within the education system, in post-apartheid South Africa. This study used a qualitative approach to collect data on the opportunities and challenges encountered by two NGOs based in Cape Town that use sport as a means of development, but in markedly different ways. The study suggests that NGOs face a variety of conceptual, technical, logistical and organisational challenges using sport in schools and should enact certain measures to reduce resistance from educators and ensure successful programmes. The interaction between NGOs, schools and the state Department of Education is a complicated process that presents obstacles and opportunities. Nevertheless, despite these challenges it is clear NGOs can support schools in South Africa to optimise their physical activity programmes in the backdrop of a stagnating education system and a lack of sporting support from the government. NGOs in an educational setting such as schools operate in what Houlihan has identified as a crowded policy space. Yet, the observations in this study suggest that, particularly in the context of education, a partnership policy model of NGO work is preferred.  相似文献

The Paralympic Games are the pinnacle of sport for many athletes with a disability. The overall purpose of this paper is to highlight the role that the field of sports biomechanics specifically (and sports science in general) may play in improving performance in various summer Paralympic sports through research and consultancy. To achieve this broad aim, this review provides some history and background on the Summer Paralympic Games, discusses the eligibility and classification rules, describes the potential for the constraints-led approach of dynamical systems theory to inform practice and research in this area, and reviews selected studies examining the biomechanics of the primary forms of Paralympic locomotion. Some recommendations on how sports biomechanics can help facilitate improvements in Paralympic athletic performance through applied research and consultancy are provided, along with commentary on what may be some of the most important issues addressing Paralympic sport.  相似文献

This social-historical study aims to enrich contemporary knowledge of the history of the Paralympics in modern China. In addition, the paper also seeks to understand policy and politics through the development of the Paralympics movement. To achieve these aims, a comparison and contrast between a ‘social approach’ and an ‘elite approach’ is provided in order to assess which approach is better in terms of current challenges facing Paralympic sport in China. This study adopts a qualitative approach and uses grounded theory as its research process. Interviews and archival material are used to gather information relevant to this study. Critical theories such as enlightenment theory, empowerment theory, and Hosking's critical disability theory, are then used to interpret the findings. The conclusion is that Paralympic sport in China has greatly benefited by an elite approach. However, after this approach enlightened Chinese society with modern disability theory, it is the time to move on to a social approach for the welfare of all people with disabilities in China.  相似文献

Elite sport provides an exciting and dynamic emotional experience for spectators. Social marketers using sport sponsorship to promote health messages are yet to consider the impact of the temporal emotional sporting context in which health messages are promoted. The authors provide a critical review of the evidence for the influence of emotion on behavior and seek to elucidate the implications for health sponsorship in sport. Articles were identified via electronic database searches and returned-article references, with thirty-three suitable articles included. Drawing on evidence from sport sponsorship, social marketing, advertising, and cause-related marketing, the review highlights few studies have investigated emotion, health communication, and behavior in a sport sponsorship context. The findings indicate that positive (e.g. happiness, compassion) and negative (e.g. fear, guilt) emotions influence intentions and behaviors with the interaction of message framing important when delivering social marketing messages. A conceptual model presents how emotions may influence behavioral health sponsorship outcomes and provides areas of future research to develop best policy and practice when delivering health sponsorship in a sporting context.  相似文献

The formation of the Women’s Amateur Rowing Association (WARA) in 1923 marked the start of a new phase of the sport’s history. Apart from any direct influence it could exercise as a governing body, its foundation suggests a commitment to building the longevity, reach and relevance of women’s rowing. Yet in the context of the renowned conservativism of the Amateur Rowing Association (ARA) which preceded it, and the complex social permissions around women’s sport in the early twentieth century, it also raises important questions about the organisation and status of women’s amateur rowing. This paper aims to extend the understanding of the WARA using prosopographical data and analysis in conjunction with archival material. It challenges the existing depiction of this sporting community and administration as a female reflection of the ARA, aiming to replicate its structures and, in doing so, to bolster its respectability and the legitimacy of its practice among the middle and upper classes. Analysis addresses the intersection of domestic, professional and sporting lives, the role of education in sporting participation and administration, and the influence of class across these issues. The paper also interrogates the use of prosopography as an analytical tool for this type of analysis.  相似文献

Abstract

In this paper, we highlight the need to explore the excessive significance given to the Paralympic Games as a vehicle for the encouragement of participation of people with a disability within sport. The media spectacle around the games that the International Paralympic Committee (IPC) has worked tirelessly to develop has become, for policy-makers and the public alike, a sufficient outlet for disability sport provision. The honourable goals of the IPC articulated through the ethos of Paralympism have been assumed to be valid for all people with a disability, yet in terms of widening participation, their utility is limited. This paper first illuminates the relationship between the International Olympic Committee and the IPC before we turn our attention to the ethos of Paralympism. Highlighting the necessity for ‘sport for all’, we use a human rights lens, aided by a capabilities approach to facilitate better ways to educate the public about the need for equality of access to sporting participation opportunities.  相似文献

Given that research outside of sport and exercise has found that stigma may cause severe consequences (e.g. depression), it is important to explore the concept in regard to its connection to socio-cultural issues in the development and persistence of stigmatisation in sporting contexts. Analytic autoethnography and Goffman’s theory of stigma was used to explore one female swimmer’s experiences of ‘enacted’ and ‘felt’ competitive performance stigma occurring in elite swimming and a masters swimming context. Competitive performance stigma has not been conceptualised or explored as a stigma type in sport research, however through the presentation and analysis of two vignettes and the use of Goffman, this is achieved. The social agents that contributed to both ‘enacted’ and ‘felt’ competitive performance stigma and the consequences/effects (e.g. withdrawal from sport, feelings of shame) for this swimmer are highlighted. Our analysis further highlights the role of particular cultural insiders (e.g. coaches, team managers and other swimmers) in the reproduction of competitive performance stigma through acts of labelling, discrimination and social isolation. These acts positioned the female swimmer as an ‘outsider’ because of her competitive performance which in turn led to her withdrawal from these two sporting contexts highlighting the implications for recipients of stigmatisation.  相似文献

This special issue was designed to advance a research agenda focussed on the management of abuse in sport. Despite progress in the field, greater attention to the structures, policies, processes, practices, and sites in which abuse occurs is required. As such, there is a need for evidence-based solutions to improve the management of abuse and integrity in sport. The authors identified five overarching themes across the 12 papers included within the special issue: the harms and legacies of abuse; abuse in mediated environments; abuse of referees; frameworks that sustain abuse; and safeguarding. The articles included in this issue highlight the complexity of abuse in sporting spaces, the impact it can have on victims and the challenges faced in appropriately managing sporting spaces toward the reduction of harm. This special issue is driven by the authors’ desire to promote integrity and enrich the sporting experience for all, with the hope of driving further research into the management of abuse and integrity in sport.  相似文献

ABSTRACT

This article focuses on the context of private sporting clubs, previously referred to by sports historians as ‘the long residuals of sport’, as important sites of sporting culture and sport heritage in local communities. The project explores the history and meaning of sport through intergenerational collaboration between the academic researcher, primary school children and experienced members of Glasgow Southside's sports community. The research reflects on the process of intergenerational learning, reminiscence and heritage activities to inform future cultural histories of sport, as well as sports development and future well-being. Through a focus on interpreting cultural and social change in Glasgow sport by educating children and elder members of the community in the use of sport media archives, as well affording opportunities to examine the usefulness of intergenerational communication in community settings, the project investigated the cultural transmission of sporting cultures of the past, and its influence over, or disconnection from, contemporary sporting practices of young people. The article concludes that by acknowledging and sharing the heritage of private sport clubs, such ‘communities of practice’ have an important role to play in fostering stronger socio-cultural ties between clubs, their members and young people.  相似文献

As the governing body of world motorsports since 1904, Fédération Internationale de l’Automobile (FIA) has, through the growth of Formula 1, become increasingly embedded in the globalization of commerce and faced with difficult political issues. Specifically, FIA events are used to sanitize the image of undemocratic countries, and FIA is, thus, becoming increasingly entangled in spheres other than sport. This presents a challenge to a sporting body which traditionally follows the principle of not mixing sport and politics. To explore this topic, two Formula 1 races where sport and politics are intertwined are chosen as examples: the 1985 South African Grand Prix and the 2016 Azerbaijan Grand Prix. As the holding of both events evoked controversy, for various reasons, this paper investigates whether something has changed at FIA along the way, and, in that case, what? As findings demonstrate, while the races differ and the context has changed, the FIA has kept its policy despite the fact that it has become increasingly difficult to maintain its neutral stance.  相似文献

Our knowledge of sports-related injuries in para-sport is limited and there are no data on how Paralympic athletes themselves perceive an injury. The aim of this qualitative study was to explore Paralympic athletes’ perceptions of their experiences of sports-related injuries, risk factors and preventive possibilities. Eighteen Swedish Paralympic athletes with vision impairment, intellectual impairment, spinal cord injury, cerebral palsy, myelomeningocele, dysplasia and neuromuscular disorder, representing 10 different para-sports, were interviewed. The qualitative phenomenographic method was used to interpret the data. The analysis revealed nine categories of perceptions of experiences. The athletes perceived that their impairments were involved in the cause and consequential chains associated with a sports-related injury. Other categories that denoted and described these injuries were: sport overuse, risk behaviour, functional limitations, psychological stressors, the normalised pain, health hazards, individual possibilities to prevent sports-related injuries and unequal prerequisites. This qualitative study revealed that Paralympic athletes’ perceptions of their experiences of sports-related injuries are complex and multifactorial, and in several ways differ from able-bodied athletes. This needs to be considered in the sports health and safety work within the Paralympic Movement as well as in the design of future injury surveillance systems and preventive programmes.  相似文献

Community benefit is a term used frequently in an Australian government context to justify the construction of sport facilities that require initial and ongoing financial support from the community. The purpose of this research is to investigate the community benefit derived from the development of a new sport facility, in this case the Darebin International Sports Centre (DISC), Melbourne, Australia and examine community (user) perceptions to verify claims that the venue delivers a range of community benefits. Interviews were undertaken with both facility users and key stakeholders at the venue, and the data was qualitatively analysed to identify specific incidents and coded into concepts to identify predominate themes or patterns: social/psychic impacts; community visibility and image impacts; developmental impacts and political impacts. The findings of this study indicate that, from a user perspective, DISC provides an extensive range of noneconomic benefits such as increased accessibility, exposure, participation and success. The majority of facility users stated that the development of DISC has had a positive effect on their sport, sporting community and sporting experience.  相似文献

Increased activity of multiple stakeholders (e.g. agents and owners) have created new challenges for some coaches working in professional sports clubs. The purpose of this project was to draw attention to the normative or accepted practices inherent in sport work, some of the day-to-day realities of some coaches working in this context, and to understand how coaches’ perceptions of other stakeholders come to bear on their individual circumstances, career expectations/objectives and professional agency. Data were generated from semi-structured interviews with seven professional basketball coaches who worked in top-level European clubs. The analysis reveals the coach’s relationships between some owners and agents differed with respect to exercising professional agency, and, coach’s decisions and actions were tied to their professional ideals as well as understandings of what they need to undertake their work effectively and negotiation and/or adjustment strategies. Occasionally coach’s work practices could be viewed as antithetical to employment security, however, the presence of insecurity was at times embraced and used strategically to affect workers’ career decisions. Amid contemporary regional geo-political shifts, this work aids examinations of global sport settings, structures and issues that may contour sporting professionals’ lives.  相似文献

随着人们参与体育活动需要的增加,政府的体育政策已成为政策的制订者,体育方面的专家和体育科研工作需全国以赴研究的重要议题。1993年,韩国政府开始实施名为“提升国民体育的5年总体计划”的体育政策,该文旨在通过回顾全民健身的措施来阐述全民健身政策的成就,引用了文化旅游部的报告和国家针对国民体育参与的调查。结果表明,从1993年到2002年两个5年总体计划实施期间,全民健康政策在全民健身的基础设施建设方面已经取得了成效。在体育设施的兴建,体育活动计划和比赛项目的发展,公益体育俱乐部的增加以及体育活动指导者和练习的大量出现方面效果显著,因为人们有规律地体育参与已经明显增加了。然而,文章指出,全民健身应从数量的增长转变到质量的提高上;公共体育设施应得到切实和有效的管理,地方政府在全民健身中的角色应加强并被赋予相应的权力;体育俱乐部要比以前更有活力;用好体育锻炼指导者要比大量培养他们得到更多的考虑;老年人、妇女和乡村居民参加体育锻炼的障碍应该通过出台合理的计划和调节城市和乡村的体育设施建设来消除。最后,文章强调,第三个5年总体计划(2003-2007)应把焦点集中在解决在前两个5年计划期间经常出现的失误上。  相似文献

This essay is an analysis of the reality of Singapore's Asian Games' aspirations and achievements and the responses to the challenges it faced in Guangzhou in 2010. How did ‘Team Singapore’ respond to the challenges that they met at what represented a crossroad in their sporting history at which they met the vehicle carrying China's sporting and soft power products. How did they react and were the effort, industry, hyperbole and not insignificant government financial outlay and policy initiatives worth it? The analysis constitutes a critique of articles relating to the Guangzhou Asian Games of 2010 that appeared in the three major English language newspapers in Singapore, The Straits Times, The Sunday Times and The New Paper before, during and after the Games. From the analysis, major themes emerged which characterised the environment of elite sport in Singapore and revealed that it is very much part of the nation's inimitable social, political and diplomatic schema; sport, as with all other socio-cultural institutions in Singapore, has not and does not evolve accidentally.  相似文献
