This study investigates a unique incentive-based affirmative action program in Germany’s academic labor market. By analyzing a sample of business administration professors, we document that the probability that a newly tenured professor is female increases at universities that participate in this government program compared to universities that do not. By delving deeper into the mechanisms of the program, we show that program universities lowered the entry barrier for tenured professorships regarding publication records for new female professors. While favoring women, we show that the program had no harmful effects on male professors regarding the entry barrier to tenured professorships. Overall, we provide evidence of the effectiveness of financial incentives as a means of reducing female underrepresentation in academic labor markets.  相似文献

In this paper, we analyze the extent to which University-Level Support Mechanisms (ULSMs) and Local-Context Support Mechanisms (LCSMs) complement or substitute for each other in fostering the creation of academic spin-offs. Using a sample of 404 companies spun off from the 64 Italian Science, Technology, Engineering, and Mathematics universities (STEM universities) over the 2000–2007 period, we show that the ULSMs’ marginal effect on universities’ spin-off productivity may be positive or negative depending on the contribution offered by different LCSMs. Specifically, in any given region, ULSMs complement the legislative support offered to high-tech entrepreneurship whereas they have a substitution effect with regard to the amount of regional social capital, regional financial development, the presence of a regional business incubator, regional public R&D expenses as well as the level of innovative performance in the region. Results support the idea that regional settings’ idiosyncrasies should be considered for universities to develop effective spin-off support policies. This paper contributes to the debate on the evaluation of economic policies supporting entrepreneurship.  相似文献

This paper addresses the issue of public perception of modern biotechnology in the Netherlands. Contrary to expectations, data from the 1999 Eurobarometer on biotechnology indicate that the position of the Dutch public in general is rather ambiguous, which is in contrast to many of its neighboring countries. The issue is described in terms of differences between the Netherlands and other European countries on political-economic, social-cultural, or media coverage indicators. On many indicators, the Dutch population differs from that of other European countries, and the Dutch opinion-leading media present a rather balanced perspective on modern biotechnology.  相似文献

The transfer of scientific material and data, which are scientific inputs, is fundamental to knowledge creation dynamics. This transfer is being controlled, more and more, by the use of Material Transfer Agreements (MTAs). Therefore, the effect of MTAs on the dynamic of knowledge creation is an important concern. The aim of this research is to characterise the restrictions imposed by MTAs, and their determinants. We consider MTA diversity based on a comprehensive analysis of the clauses included in 171 MTAs signed by two French universities. We show that the clauses included in MTAs depend on several factors such as kind of material involved, research field, patenting and collection of material. We find that the presence of an industry actor is not associated to more restrictions on publication and intellectual property. We propose a typology of MTAs corresponding to different transfer situations. We discuss the role of MTAs as collaborative tools and the influence of the legal, scientific, political and organisational context.  相似文献

Although still a side issue in the German-language media, attention towards synthetic biology has risen clearly during the last years, in line with the first applications being presented. This paper presents findings from a content analysis of synthetic biology coverage in German-language media over the years 2004-2009. In the media, synthetic biology is not clearly separated from gene technology. News value is attributed to established categories such as persons and events. Many metaphors and analogies used in describing gene technology can also be found in the coverage of synthetic biology; however, engineering metaphors are more prominent. In addition, playfulness constitutes an aspect rarely found in genetic engineering coverage. Overall, the picture emerging is ambivalent, which leaves prospects for the further development of public debate ambiguous.  相似文献

This paper explores the possible job creation effect of innovation activity. We analyze a unique panel dataset covering almost 20,000 patenting firms from Europe over the period 2003–2012. The main outcome from the proposed GMM-SYS estimations is the labor-friendly nature of innovation, which we measure in terms of forward-citation weighted patents. However, this positive impact of innovation is statistically significant only for firms in the high-tech manufacturing sectors, while not significant in low-tech manufacturing and services.  相似文献

Internet stings to catch child molesters raise problems for popular tests of entrapment that focus on causation, initiative, counterfactuals, and subjective predisposition. An objective test of entrapment works better in the context of the Internet. The best form of objective test is determined by consequences of drawing a line at various places. Household sector innovation is significant in scale and scope. Thus far, it has been studied in isolation and with mixed evidence regarding the role of personal resources (consumers' income and discretionary time). We recognize that household sector innovation is embedded in the broader phenomenon of do-it-yourself (DIY) by consumers, as the literature reveals conceptual similarities, parallel motivations, and antecedents. The main distinction is that, whereas DIY goods may replicate existing products, household sector innovation is restricted to goods embodying a novel function. We explore if studying household sector innovation and DIY in an integrated framework helps to resolve previous inconsistent evidence on the role of personal resources. Based on a neoclassical model in which agents optimize their time allocation, we hypothesize that income and discretionary time positively relate to their DIY output, but—given that agents develop DIY goods—we hypothesize that income negatively relates to innovation. For discretionary time, we formulate a research question regarding its effect on innovation which we answer empirically. Our findings suggest that consumers with more personal resources derive more process benefits from DIY but that these benefits crowd out individuals' focus on the function of their objects, hence, the likelihood of developing innovations. Survey data from the United Arab Emirates (n = 2728) confirm our suppositions, showing that the relationship between personal resources and household sector innovation is more refined than suggested by previous studies.  相似文献

We explore how multimarket contact (MMC) explains competitors' intellectual property (IP) infringement-litigation dynamics. We build on role congruity theory to propose that the role played by each firm in shared markets generates expectations about their behavior, determining which of the following dynamics arise: mutual forbearance (low probability of IP infringement and high probability of litigation) or mimetic behavior (high probability of IP infringement and low probability of litigation). We look into two possible roles, imitators and innovators, and claim that (1) mutual forbearance dynamics are more likely to arise when firms play the role of innovators, whereas (2) mimetic behavior dynamics are more likely to arise when firms play the role of imitators. We find support for our predictions in a sample of 813 patent infringement cases in the biopharmaceutical industry. Increasing MMC from one standard deviation below the mean to one standard deviation above the mean leads to a 21.6 (20.6) percent decrease in the probability of infringement and a 22.7 (65.1) percent increase in the probability of litigation after infringement when the rival (focal firm) plays the role of an innovator in shared markets. Alternatively, this increase in MMC leads to a 14.3 % increase (no increase) in the probability of infringement and a 5.2 (16.4) percent decrease in the probability of litigation when the rival (focal firm) plays the role of an imitator in shared markets.  相似文献

In the August 2020 issue of Clinical Chemistry and Laboratory Medicine, Giuseppe Lippi and Mario Plebani proposed a definition of laboratory medicine, which ends with this sentence: “The results of these measurements are translated into actionable information for improving the care and/or maintaining the wellness of both a single individual and an entire population”. Nevertheless, the selfishness of individuals may, sometimes, jeopardize the interest of whole populations. The virtue of justice being within the reach of the entire human community more than of single individuals, the final sentence in the definition proposed by Giuseppe Lippi and Mario Plebani, should therefore, in our view, be rewritten, less selfishly, for example like this: “For a given investment, these measurements are preferably made when they bring as much beneficence, and non-maleficence, as possible to the whole population”.  相似文献

Existing scholarship on the debates over expertise in mid-nineteenth-century Britain has demonstrated the importance of popular writings on the sciences to definitions of scientific authority. Yet while men of science might position themselves in opposition to the stereotype of the merely popular writer, the self-identity of the popular writer remained ambiguous. This essay examines the careers of William Charles Linnaeus Martin (1798-1864) and Thomas Milner (1808-ca. 1883) and places them in the context of others who made their living by writing works on the sciences for the general reader. Martin wrote on zoology and Milner moved between astronomy, geology, and geography. The essay unravels the close but ambivalent relationship between the professions of authorship and of science and highlights writing as another aspect of scientific practice. Both writers were moderately financially successful, but Martin's sense of failure and Milner's satisfaction reflect their contrasting images of their professional identity.  相似文献

This study examines the impact of public subsidies, and specifically, Small Business Innovation Research (SBIR) awards on university spinoff companies. Using unique data for a population of University of California spinoffs, we find pronounced differences between companies commercializing digital technologies (software and hardware), and those that focus on other product spaces. For digital spinoffs, receiving an SBIR award has a negative impact on raising venture capital and no impact on IPOs, exits or first sales. Conversely, for non-digital firms (e.g., biotechnology, energy), receiving an SBIR award has a positive effect on raising venture capital and performance outcomes. We reason that digital technologies are subject to faster cycle times and higher market uncertainty, relative to technological uncertainty. Digital firms may therefore benefit less from subsidies designed to support technology development, and private investors may view the need of digital companies to obtain such subsidies as a negative certification. Our findings inform policy by suggesting that the industrial domain may be an important boundary condition for the effectiveness of SBIR-type subsidies for university spinoffs.  相似文献

Do world-leading researchers from developing countries contribute to upgrading locally, or do they disengage from the local context? The paper investigates the scientific collaborations of university-based science and technology researchers in the database of the South African National Research Foundation (NRF), and analyses the co-authorships of researchers who were ranked by the NRF during the 2001-2007 period. To establish the extent to which a researcher can access knowledge outside the South African academic science and technology research community, and share it inside that community, we develop a measure of ‘gatekeeping’. The evidence suggests that there is not a local/global trade-off in knowledge creation in academia in the developing world, and that the world-leading researchers in developing countries may play an especially important role as conduits of new knowledge in their country.  相似文献

Prostaglandins and (PG) have been reported to be an important gastric acid suppressive factor. However, the mechanism underlying is yet to be clearly established. In vitro study with gastric microsomes in presence of both PGE2 and PGI2 shows a stimulation of gastric H+ K+-ATPase activity below 1X10−6M and 2.5X10−7M concentrations respectively. However, with further increase in concentrations of both PGE2 and PGI2, H+, K+-ATPase activity shows an inhibition but PGI2 completely obliterates the K+ stimulated part of H+, K+-ATPase activity at higher concentration. The H+-ion transport study using chambered frog gastric mucosa shows that both PGE2 and PGI2 inhibit H+-ion transport at 5X10−6 M and 10X10−6M concentrations respectively but the effect of PGI2 is reversible. These differential effects of PGE2 and PGI2 on microsomal H+, K+-ATPase and on H+ transport my be caused by the differential effects of these phospholipid mediators with the gastric mucosal cell membrane. This in vitro investigation shows the role of prostaglandin (s) as a physiological switch/regulator of gastric H+ ion transport leading to the cessation of gastric acid secretion.  相似文献
