赋能“理科选择性教育”的高考等级赋分制度优化研究

自2014年秋上海、浙江实施新高考以来,体现学生选择权、张扬学生个性发展的“3+3”选考的新高考方案在以等级赋分的方式确保相对公平性的同时,也在一定程度上牵引着学生不断逃离传统理科的学习。选考科目的计分方式也存在诱发考生“避难就易”的选考倾向,未能进一步彰显高考制度公平性。本研究通过对浙江省普通高校2021年普通类招生计划和调研学校考生学考、选考匹配度衡量等方面的分析,提出了基于学考的高考新等级赋分方案,让选科真正彰显选择性教育理念,尤其是赋能理科选择性教育实践。

在新高考综合改革中,高中学业水平考试选考成绩作为高考成绩的组成部分。高考选考科目由于考生能力和题目难易度不同,原始分无法进行比较。如果各科使用标准分或者比例等级计分,虽然解决了题目难易度不同的问题,但因考生能力不同导致的计分不公问题会更加突出。为解决上述问题,提出了计分定级方式,在强假设和弱假设下分别得到选考科目的统计校准分数,然后让学科专家小组在此基础上设定专家校准值。根据选考科目在必考科目有成绩之前还是之后定级,分别给出等级赋分方法,从而解决考生选科时"避难选易"和"避强邻弱"的问题。     

新高考改革背景下等级赋分制政策研究

自2014年新高考改革正式启动以来,各省陆续采用等级赋分制进行高考计分,而等级赋分制直接影响选考制度的实施效果,进而影响新高考的改革质量。运用文本分析法对我国21个省市的60份等级赋分制相关政策文件进行分析研究,其结果表明,各省市等级赋分制的相关政策文件在发布、实施的过程中存在下述问题：政策调整不及时;高考改革政策数量繁多而缺乏等级赋分制专项政策;实践先于政策出台;政策工具使用单一。这些问题不利于等级赋分制的优化发展以及新高考的平稳推进。为此,教育主管部门应该及时调整并完善政策文件,尽快出台等级赋分制专项政策,对政策工具的使用进行优化组合,促进等级赋分制的合理完善,以推动新高考改革实践的良性发展。

高考选考科目定级计分和校准的若干问题

新高考方案包含了选考科目,而在各选考科目中,考生能力高低不同、试题难易不同,因此原始分不具有可比性。如果使用标准分或者比例等级计分,那么它在摆平各科难度的同时,也会将各选考科目考生的整体能力差异抹平,因而带来新的问题。本文在讨论了几个典型的新高考方案中选考科目成绩不校准带来的问题后,认为解决问题的一个可行方法是使用必考科目成绩去校准选考科目成绩,同时还澄清和回应了几个有关校准选考科目成绩方面的问题和疑虑。本文认为,用必考科目成绩去校准选考科目成绩的方案可以设计得很简单,包括在比例等级计分基础上只加不减。     

“3+1+2”高考综合改革方案评析

新一轮高考综合改革“3+1+2”方案相较于之前六个省市的“3+3”方案既有延续也有调整和改进。“3+1+2”方案在选考机制上进行了结构优化,物理、历史成为必选科目,统考和选考均调整为一次,有效避免博弈竞争、保证考生质量;在赋分方式上进行了技术优化,利用线性转化方法呈现选考成绩,增加成绩区分度;在招生录取机制上推进“两依据、一参考”,并采用“院校专业组”志愿模式,逐渐形成多元评价和录取体系。     

新高考选考科目分数合成的现状与改进途径

在新一轮考试招生制度改革中,选考科目的设置是一项重要举措,备受各界关注。为了更好地进行新高考选考改革,我们梳理新高考考试改革的相关政策,分析新高考选考政策的制度优势,从合格考分数利用、等级考试分数转换、等级考科目成绩之间的可比性、"一年多考"分数计算以及分数合成等方面,探讨选考科目的分数计算与合成存在的问题与挑战。为此,参考测量学理论与美、英、法、澳等国家的相关经验,提出可以通过建立能力水平通用量尺以及优化分数合成方法和招生方案,对新高考选考科目分数合成与计算的方法进行改进。具体做法是建立能力水平通用量尺,借助合格考预测考生总体在等级考科目上的成绩分布,借助高考必考科目校正等级考科目成绩;通过采用加权相加的方式计算总成绩,采用连续栏栅的方式进行招生录取,以达到优化分数合成方法和招生方案的目标。
