通过对Q值法、d'hondt方法、"比例加惯例"法等公平席位分配方法的学习研究,建立了满足理想化原则的公平席位分配方法(SIP).SIP方法抓住了席位分配的周期性,将席位分配进行分段研究,先确定出席位分配顺序,然后按顺序进行席位分配,并在分配过程中施行席位的"给与"与"回收",最终确定出一个通用的公平席位分配方案表."给与"与"回收"的操作满足了理想化原则一的要求,预先确定分配顺序的方法满足了理想化原则二的要求.文章详细讨论了席位分配流程,最后通过实验验证了该方法的有效性.
