Access to Australian Commonwealth Publications

Access to government publications involves a number of problems: identification and acquisition, and finding relevant information within a particular work. This paper examines these problems for Australian Commonwealth Government publications. It shows the distribution of publishing responsibilities among Commonwealth Government agencies and discusses the role of the Australian Government Publishing Service. In particular, it examines the catalogs that the Service issues to advertise and record the titles it publishes, and it discusses their value as selection and acquisition tools. It also considers means of obtaining AGPS and other publications. The paper then examines some of the bibliographic tools that may be used to identify and gain access to publications and concludes with a discussion of access difficulties that may be met in using these.

Great Britain and Northern Ireland

The UK continues to produce a wide variety of government publications, although the gradual change in the structure of government, with the decrease in size of core departments as specialist divisions are given agency status, means publications can be hard to track down as they are published by different bodies with different methods of distribution. The creation of agencies combined with the Open Government initiative, which aims to make the process of government clearer and more accessible to the general public, has resulted in a number of publications which aim to explain the work of departments and describe what the public can expect from them.

Writing a Proposal for Electronic Reserves at Virginia Commonwealth University

ABSTRACT

This presents the experience at Virginia Commonwealth University Libraries in developing a pilot project proposal for electronic reserves. The proposal served as the blueprint for planning as well as gaining the support of the library administration and library staff by discussing goals, scope, intellectual property management, budget, and timetable. Implementation of the proposal provided opportunities to identified obstacles and solutions.

近年来,英国社群档案建设迅猛发展.文章通过介绍社群档案的概念及其产生背景,从社群档案建设主体、社群档案建设成效、社群档案馆三个方面对英国社群档案建设进行梳理和分析,以期对我国档案工作有所启示.     

英国图书馆的馆际互借制度

英国现有十个地区图书馆系统,其中七个在英格兰地区;一个在威尔士地区;一个在苏格兰地区;另一个在北爱尔兰.地区图书馆系统的主要任务是促进本地区图书馆之间的合作,实行馆际互借,共享文献资源.本地区各类型的图书馆基本上都参与地区图书馆馆际互借系统,如:大多数专业图书馆和学术图书馆都是地区系统的会员,或是参与某些服务项目.所有的地区系统及国立图书馆都有会员图书馆的联合目录.     

中英图书馆的交流

英国图书馆情况于晚清开始介绍到中国.20世纪二三十年代,中国图书馆界人士赴英访问或学习.抗日战争时期,英国科学文化界支援了中国图书馆事业.中华人民共和国成立后,尤其是1972年中英建立大使级外交关系以来,双方图书馆交流不断开展.

英国官产学研合作模式及其借鉴作用初探

英国的产学研合作自始就得到了政府重视和推动,具有很浓的官方色彩,官产学研合作对推动英国科技创新和经济发展发挥了重要作用。本文通过文献分析和对比研究方法,对英国官产学研合作进行了总体梳理,分析研究了具体的合作模式及其评价,并以英国经验为借鉴,结合我国创新体系建设目标,从政策环境和资助力度,合作园区和合作交流平台建设,科技中介机构培育与发展以及人才培养与交流等四方面提出我国加强产学研合作的建议,以期对我国官产学研合作机制的完善,为政府在科技创新中更有效地发挥推动引导作用提供借鉴参考。
