The IFLA Fax Guidelines

ABSTRACT

Self-Serve Reserve is an application developed at the Kreitzberg Library of Norwich University to meet five needs. The system was to: ? be easy to use (without Librarian intervention)

? reduce or eliminate the need for paper copies of reserve reading articles

? deliver imaged documents (including maps, graphics and other images as well as text in a graphical medium)

? require modest start-up costs for hardware and software

? be scalable (from an initial stand-alone workstation configuration to full network access)

In its first semester of student use, Self-Serve Reserve is meeting these goals.     

Word Spotting in Bitmapped Fax Documents

Images and signals may be represented by forms invariant to time shifts, spatial shifts, frequency shifts, and scale changes. Advances in time-frequency analysis and scale transform techniques have made this possible. However, factors such as noise contamination and style differences complicate this. An example is found in text, where letters and words may vary in size and position. Examples of complicating variations include the font used, corruption during facsimile (fax) transmission, and printer characteristics. The solution advanced in this paper is to cast the desired invariants into separate subspaces for each extraneous factor or group of factors. The first goal is to have minimal overlap between these subspaces and the second goal is to be able to identify each subspace accurately. Concepts borrowed from high-resolution spectral analysis, but adapted uniquely to this problem have been found to be useful in this context. Once the pertinent subspace is identified, the recognition of a particular invariant form within this subspace is relatively simple using well-known singular value decomposition (SVD) techniques. The basic elements of the approach can be applied to a variety of pattern recognition problems. The specific application covered in this paper is word spotting in bitmapped fax documents.

Using a Fax Modem to Request ALA Interlibrary Loans

ABSTRACT

ERes, an electronic system to put course reserves on the World Wide Web, is described. ERes runs as a stand-alone system, and uses intuitive, point-and-click interfaces and context-sensitive help to eliminate the need for technical training.

The ARIEL Document Delivery System: A Cost-Effective Alternative to the Fax

ABSTRACT

ARIEL is a high-speed, high-quality, cost-effective document delivery system that runs on the Internet. Journal articles can be sent from one place to another by scanning the article directly from the journal. The text and graphics are digitized into the computer, transmitted over the Internet, and printed on a laser printer at the receiving end. Developed in 1990 by the Research Libraries Group of the Research Libraries Information Network, ARIEL is becoming the document delivery system of choice for a rapidly growing number of users in the U.S. and abroad. The key advantages which ARIEL has over the fax are: (1) no long-distance phone charges; (2) high image resolution; (3) original source can be scanned; (4) can send and receive documents at the same time; (5) does not require dedicated equipment; and (6) documents can be stored and forwarded at a later time. In the very near future, ARIEL software will incorporate MIME (Multi-purpose Internet Mail Extensions) technology which will enable documents to be transmitted to the screen via e-mail from one individual to another. This paper describes the hardware and software requirements, the cost of getting started, and one library's experience, as part of a pilot project, with the ARIEL document delivery system.

基于党和国家关于保护和利用古籍的一贯政策 ,基于我国古籍善本的保护现状 ,2 0 0 1年 ,文化部、财政部以国家图书馆为基地 ,对现存古籍的收藏保存现状进行了调查 ,经过充分调研与论证 ,2 0 0 2年 5月 ,文化部、财政部决定在全国实施“中华再造善本工程” ,旨在“继绝存真 ,传本扬学” ,利用现代出版印刷技术 ,将分藏于各地各种机构的珍贵古籍善本有计划、大规模地复制出版 ,合理地保护、开发和利用 ,使珍稀的孤本、善本 ,化身千百 ,嘉惠学林。 2 0 0 2年 1 2月 1 9日 ,在北京人民大会堂召开了《中华再造善本》编纂出版座谈会 ,李岚清副总理出席了座谈会。会上 ,领导同志和部分专家做了重要讲话。今特刊出孙家正部长、金立群副部长、李致忠先生三篇讲话 ,以飨读者。     

The John F. Kennedy library

Housed since 1979 in a landmark I.M. Pei building, the Kennedy Library is noted for the large number of researchers it serves, its new museum, and its educational programs which encourage thoughtful citizen participation in the democratic process. The Library preserves and makes available important collections related to the life of John Kennedy and mid-20th-century American politics and government; it contains 32 million pages of documents, 180,000 photographs, 7 million feet of film, and over 15,000 museum objects, and also includes the papers of Ernest Hemingway. The Library is administered by the National Archives and Records Administration. A public-private partnership with the John F. Kennedy Library Foundation provides private funds to support many programs.

媒介研究对新媒介及技术发展早期阶段的关注,导致媒介在生命周期其他阶段与社会文化的复杂互动被忽略。文章运用实物分析及参与观察法,探讨传真机这一类型的旧技术,何以作为有效的交流体裁嵌入新的媒介结构：再中介化中的去中介化机制,使其承载了“先进技术”的想象,体现了媒介透明性的文化理想和“在场”的深层渴望。再制度化过程中,直感性较低的“旧媒介”成为一种弹性沟通机制,维系并建构了科层制的组织空间与社会关系。媒介的潜力取决于人们如何协调表达、参与结构和身份建构,其“新”与“旧”作为社会文化建构的产物,在与其他媒介以及与人的动态关系中不断地被协商。再中介化不仅是媒介之间互动的技术过程,还包含宏观的社会物质文化网络的变迁。     

Perceptions of the Freedom of Information Act (F.O.I.A.) and proposed amendments by the F.O.I.A. administrators

Recent efforts to amend the Freedom of Information Act (F.O.I.A.) suggest that the Act has caused widespread problems felt by its administrators. In order to test the validity of this suggestion, the authors surveyed F.O.I.A. administrators throughout the Federal government and report the findings from this survey here. These findings indicate that the administrators generally have positive perceptions of the Act, yet generally support specific proposed amendments to it.
