制度转型是当前国际传媒发展的基本面,其特点集中表现在转型中的传媒政策上。全球化、新技术、跨国公司、公民社会、国家、超国家等历史转型激发了当代传媒政策新范式中的一系列关键范畴的矛盾与互动,由此也彰显了国际传媒的时代特征。竞争性权力体系是保证国际传媒业多元、开放、民主参与及其适度性的基础,多元、参与、竞争性权力体系的有机结合,这成为应对当前国际传媒制度转型与政策矛盾的主导原则。  相似文献
