The face of Modern Foreign Language education (MFL) in Scotland is changing. A major policy shift in Scottish education in 2012 set out the aspiration that all students up to the end of third level education in Scottish schools would have the opportunity to learn not one but two languages, in addition to their mother tongue. Over the last 20 years, there has been, concurrently, an undertaking by the Scottish government, in a series of policy documents, committing to provision that will ensure that students with additional support needs (ASN) receive equality of access to a broad and balanced education. This paper draws upon policy documents and published research in the area to review the extent to which the vision of language learning of all has been made available to students with ASN and the documented benefits associated with MFL education for those with ASN. Drawing upon case studies of inclusive MFL pedagogies, it identifies successful strategies that can be deployed by teachers. It then considers some of the mechanisms by which the current gaps in provision have arisen and proposes possible remedial steps, drawing on both an analysis of policy and case studies of effective practice.  相似文献

Early care and education (ECE) programs, policymakers and practitioners across the United States are facing the reality of the increase in the population of dual language learners (DLLs). To address these children's unique and varied characteristics and experiences, ECE programs find that they must adjust and adapt their efforts. However, there is limited evidence for early childhood strategies to support DLLs and limited understanding of DLLs’ development. There are increased accountability requirements for ECE programs to meet the needs of all children, including DLLs. This special section “The Development and Early Care and Education of Dual Language Learners: Examining the State of Knowledge” includes six articles reporting on the research activities of the Center for Early Care and Education Research – Dual Language Learners (CECER-DLL). The Center was federally funded to advance the research field to improve assessment, child care, and education for DLLs from birth through five years of age. This introduction and commentary discusses the most relevant findings from the set of critical reviews of literature and the secondary analysis of the Early Childhood Longitudinal Survey-Birth Cohort conducted by the Center. Also, the major methodological challenges and research gaps found in the literature reviewed, across topic areas, are presented and recommendations for future directions to advance research on the development and early care and education of DLLs are provided.  相似文献

Achievement goals predict learning in children and young adults, but it is unclear whether they apply to older adults and how they are related to approaches to studying. An online survey examined achievement goals, approaches to studying and academic attainment in distance learners. The Achievement Goals Questionnaire-Revised and the Approaches to Learning and Studying Inventory were given to 2000 students, yielding 1211 responses. The findings confirmed the 2?×?2 model of mastery-approach, mastery-avoidance, performance-approach and performance-avoidance goals in adult distance learners. Mastery goals were positively associated with deep and strategic approaches to studying but negatively associated with a surface approach. Performance goals showed only weak associations with approaches to studying. Performance-approach goals were positively related to attainment, performance-avoidance goals were negatively related to attainment, but mastery goals were unrelated to attainment. The relationship between achievement goals and attainment was partly but not wholly mediated by approaches to studying.  相似文献

The number of children living in the United States who are learning two languages is increasing greatly. However, relatively little research has been conducted on the language and literacy development of dual language learners (DLLs), particularly during the early childhood years. To summarize the extant literature and guide future research, a critical analysis of the literature was conducted. One of the challenges for educators working in multilingual settings has been to identify the causes of reading difficulties of language learners (LLs). It is difficult to distinguish between reading problems stemming from low levels of linguistic proficiency versus more general reading/learning difficulties. There is now growing research evidence of cross-language transfer in different literacy processes. Literacy components that reflect language-independent, metacognitive/metalinguistic processes show similarities across the two languages of students. Some examples are phonological awareness, syntactic awareness, knowledge of genres and meaning-making strategies. A possible way to use cross-language transfer as a diagnostic tool is proposed. If children have had enough exposure to and possibly instruction in their first language (L1), we can assess their skills and insights in L1. For LLs who have these skills and insights in their strong L1, we can expect transfer to their second language (L2). If they do not have these skills and insights in their L2 yet, it indicates a delay due to limited language proficiency, and not because of a disability. This way LLs who just need more L2 practice and exposure can be distinguished from those LLs who truly have special needs.  相似文献

This article describes the results of a comprehensive review of the research literature from 2000 to 2011 evaluating the effects of early care and education practices on the developmental outcomes of dual language learners (DLLs) from birth through 5 years of age. Across 25 studies that met inclusion criteria, study samples consisted primarily of Latino or Spanish-speaking children 3–5 years of age enrolled in center-based programs. The analysis focused on features of the early education programs and practices (intensity and language of instruction) and research methods (sampling, research designs) in relation to child outcomes for the various types of research interventions evaluated in these studies (center-based programs, professional development, curricula, and instructional strategies). On the basis of a few large-scale scientifically sound studies, the review found at least some evidence to suggest that DLLs benefitted from attending widely available, well regulated programs such as Head Start and public pre-k, particularly with respect to improving language and literacy skills. However, because the extant research has not systematically accounted for the separate effects of language of instruction versus type of intervention, very little can be concluded about how these factors contribute to the positive main effects of these interventions.  相似文献

Dual language exposure and bilingualism are relatively common experiences for children. The present review set out to synthesize the existing research on cognitive development in bilingual children and to identify the gaps and the methodological concerns present in the existing research. A search of major databases for research conducted with typically developing, preschool-age dual language learners between 2000 and 2013 yielded 102 peer-reviewed articles. The existing evidence points to areas of cognitive development in bilingual children where findings are robust or inconclusive, and reveals variables that influence performance. The present review also identifies areas for future research and methodological limitations.  相似文献

As the number of young dual language learners (DLLs) in early care and education (ECE) programs is increasing, it is critical to examine how well measures of the quality of practices in these settings reflect the needs of the diverse groups of children being served. This review of the research literature addressed these questions for ECE settings serving children birth-five: whether quality differs for settings serving high proportions of DLLs compared to typical samples, whether existing quality measures exhibit similar psychometric characteristics and associations with child outcomes in settings serving DLL and non-DLL children, and whether DLL-specific measures perform differently than general measures of quality. The search procedure produced 10 research studies that met the criteria for inclusion in the review out of approximately 3800 that were found initially and more than 300 that were reviewed. These studies included 10 out of 46 identified measures of ECE quality, including both general and DLL-specific measures. Findings suggested that widely used general ECE quality measures function similarly for DLLs compared to typical populations with regard to overall quality, psychometric characteristics, and child outcomes. Further research is needed to broaden the knowledge base for a wider variety of measures, beyond center-based settings, and beyond Spanish-speaking DLLs, as well as to enhance methodological approaches. There appear to be potential research opportunities through numerous existing studies that included DLL populations but had not analyzed their data in regard to these groups.  相似文献

Using nationally representative data from the ECLS-B, we examined children's outcomes and growth from 9 to 65 months as a function of language used in the home at 24 months (English only n = 7300; English and another language n = 1500; other language only n = 400). We also examined whether demographic variables moderated the effects of DLL status in predicting child outcomes. Results revealed substantial variation within the DLL population within and across language groups in immigration status, heritage country, child outcomes, and family socioeconomic risk. DLL status was associated with differential outcomes, gains over time, and processes in complex ways. Maternal birth outside of the U.S., child gender, and parental education moderated relations between home language and child outcomes. Use of the heritage language at home served as a protective factor for children of immigrant families for a few outcomes. Gender and parental education were more strongly associated with child outcomes among English-speaking households than among DLLs.  相似文献

The need for including English language learners in the regular classroom at all phases of their linguistic and cultural development is presented within a Vygotkian sociocultural theory of human development. Based on the social primacy of development within this theoretical tenet, all aspects of development are viewed to proceed from social interactions. Effective social interactions that lead to development are distinguished by a heterogeneous collective experience of all participants in the interaction. In accordance with the sociocultural perspective, the educational goal of this heterogeneous group is to acquire and use cultural tools deemed appropriate to their time and place. As others’ cultures and languages become rich resources for becoming competent in one’s own culture, the cultural and linguistic diversity gained by including all students in the classroom becomes a powerful source of development for all.  相似文献

Continuing unresolved problems in the field of special education include the continued use of discrepancy models; the need for better identification models; continued debate over programmatic issues, ranging from inclusion to self-contained models; and the continued overrepresentation of certain ethnic and racial groups in the learning disabilities (LD) category. This article focuses on students with mild learning disorders in general, and LD in particular, providing a perspective on how this problem has been addressed and suggesting a multilevel approach in which local context plays a central role. We suggest that overrepresentation is best conceptualized as an indicator of underlying issues rather than as the proper focal point of remediation efforts.  相似文献

This article discusses the issue of the sustainability of educational change in the light of findings from research undertaken in tandem with a development project initiated by a Scottish Education Authority, The Highland Council. The paper reviews some of the key themes that have emerged from recent literature on educational change, before drawing on the project data to address two key issues: the factors that have helped to promote and sustain changes within the schools; and the barriers to innovation experienced in these schools. We conclude the article by identifying a range of considerations that should be taken into account by those seeking to innovate and we suggest that, while the Highland model for change has enjoyed a degree of success in inculcating change, more needs to be done to address systemic issues, such as the pervasive influence of a narrow attainment agenda in shaping classroom practice.  相似文献

Many schools throughout the UK are experiencing challenging behaviour from pupils and high levels of absence and exclusion as they seek to implement initiatives aimed at raising pupil attainment [National Audit Office (2005). Improving school attendance, London: The Stationery Office]. These initiatives often presuppose that pupils will receive adequate levels of guidance and support to help them make curricular, personal, social, and health decisions. However, little is heard from teachers and students undertaking initial teacher education courses on how they have been prepared for this extended role of supporting increasing diverse student populations; nor do we know how they define guidance/pupil support and integrate this with their concept of the professional role of a teacher. This article presents evidence from a one-year study of pupil support in Scotland commissioned by the Scottish Executive Education Department. The study provided evidence for The National Review of Guidance Provision in Scotland [Scottish Executive (2003). The national review of guidance. The study explored the views of all 32 local authorities in Scotland, a sample of students in training in two universities and teachers, headteachers and pupils in eight case study schools, and also a sample of their parents. This article focuses specifically on the findings relating to teachers and students in training. It identifies the ways in which they support pupils and how well they think they have been prepared for that task. Two dominant models of pupil support emerge from these data: an embedded and a specialist approach, and these vary according to school and education sector. Primary school teachers were more likely to embed pupil support into their concept of being teachers, whereas secondary teachers perceived it to be a separate, specialist function, which many were reluctant to undertake. Some implications for teacher education are highlighted.  相似文献

This paper explores stakeholders' views on the desirability of collaborative continuing professional development (CPD) and examines potential barriers. It draws on two projects which each explore perceptions of CPD for teachers in Scotland. The data include interviews with key informants and with practising teachers as well as survey data from Year 2–6 teachers. Analysis of data reveals an aspirational view of collaborative CPD, yet some of the data also reveal a pragmatic, occupational approach to CPD where the structure of the CPD framework is seen as fixed and not conducive to collaborative endeavour. The data are analysed with reference to the triple lens framework which offers a composite framework for understanding teacher learning. The analysis is considered in relation to both the growing literature on collaborative CPD and the current policy context in Scotland, drawing out key messages of relevance to wider European and international contexts.  相似文献

This paper draws on interview data from national policy makers in England, Scotland and the European Commission to illustrate differences in the referencing of ‘Europe’ in education policy‐making in England and Scotland in order to highlight the emergent complexity of post‐devolution policy‐making in education through a focus on relations and interactions with Europe, as expressed in the negotiation and development of performance data systems. We suggest that policy‐makers in England reference global influences, rather than Europe, while policy‐makers in Scotland reference Europe in order to project a new positioning of Scotland in closer alignment with Europe. Europeanisation in education thus produces differing policy responses from closely aligned, indeed, in the case of England and Scotland, contiguous policy spaces. Thus the paper seeks to contribute to the literature on ‘travelling’ education policy and its ‘local’ mediation and to connect the development of devolution and the changing policy space of education in Europe.  相似文献
