Teaching Social Policy: Integration of Current Legislation and Media Resources

Social work students enter the field of social work for many reasons—from wanting to become clinicians to wanting to advocate for a more socially just world. Social policy classes can be the ideal courses to provide instruction on conducting research on current policy issues. Teaching students about policy advocacy can lead to a class rich with practical application for future legislative action. This article summarizes methods of teaching social policy courses at both the undergraduate and graduate level. It includes details about resources (e.g., newspapers, news programs, blogs, Web sites) that students and instructors can use to track current policy topics.

Media Research and Policy: the triple null hypothesis

The modern world rests on the beliefs that activity can bring about improvements, that research can identify the actions which deliver improvements and that policy can set the framework for enabling these identified actions to take place. The triple null hypothesis postulates that all three beliefs are false. In the context of educational media, particularly in distance education, the triple null hypothesis states that:

• Media don't matter

• Research doesn't matter

• Policy doesn't matter

This paper discusses possible relationships between the three null hypotheses. Media is used here as an example. Other examples might be teaching paradigms, staff development, etc. The general argument can apply to any activity: neither the activity itself, nor research on it nor policy on it matter. If the triple null hypothesis is true then there is a vacuum of pressure for action, research and policy. Practitioners, researchers and policy makers construct beliefs to fill the vacuum.

在市场经济条件下,社会政策在弱势儿童的社会保护中发挥着不可替代的独特作用。我国在相关社会政策建设方面取得的成就应当肯定,但就现实而言,此类社会政策尚存在体系不健全、城乡差别大、执行主体缺乏协调、与其他社会政策不配套等等缺陷。今后在相关社会政策的建设中,应当采取切实措施克服上述缺陷;同时探索建立政策实施中的统一协调(整合)机制与适合国情的实施模式,以强化相关社会政策的实施效果。

社会政策以克服贫困和消除社会排斥为基本目标,在维护社会公正、促进社会民主、调整社会结构、增进社会团结等方面发挥着独特的功能。社会政策在中国的发展,源于解决社会变迁中出现的现实问题的强烈需求。为此,需要从科学执政的高度重视社会政策,确立“关注民生”的社会政策目标,积极扩大社会政策覆盖面,并逐步实行社会政策的城乡整合,促进社会整体和谐。     

Rethinking Social Policy

The swift nature of school reform enacted by the new Conservative-led coalition government has sparked debate over the future of state education in Britain. While the government rhetoric suggests a decisive break with past policies, there is evidence to suggest that these reforms constitute the next stage of a long revolution in education reform, centred around neoliberal market discourse. In the following paper, I examine the current government’s education policy discourse and, by employing techniques of post-structuralist discourse analysis, reveal the government’s attempts to rearticulate education around the logics of market, responsibilisation and self-esteem, which act to shift responsibility for social problems from the state to the individual. Furthermore, I shall argue that such rearticulation has been coupled with an ideological fantasy of ‘empowerment’, which conceals the subordination of actors to these neoliberal logics by constituting the parent and, more recently, the teacher as powerful actors who have been freed from legal and bureaucratic constraints forced upon them by central government.

发展型社会政策视角下的社会工作介入

米奇利和吉登斯两位学者关于发展型社会政策的理论观点认为,经济发展和社会政策是相互融合的,它的最大意义在于它使传统的社会政策对民众福利的保护方式从被动型、事后补救型、消费型向积极干预型、促进型和投资型转变。因此,笔者认为,在发展型社会政策视角下,社会工作者也要根据这一创新型政策,通过介入个人、社区和政府层面,来提供适当的服务。     

媒介再现与社会现实建构

媒介真实与社会现实存在着偏差,媒介再现现实的方法主要有对新闻事实的选择、新闻语言的运用和转换、报道对象的突出与淡化,媒介不能真实反映现实的原因除了意识形态方面的因素以外,还有强势阶层对话语权的掌控,弱势群体的集体失声以及媒介对经济利益的追逐等方面的影响。可见,社会"现实"是由媒介建构的。     

Social Control,Social Policy and Adult Education

This paper contrasts a number of different cultures existing within Adult Education. It incorporates theoretical perspectives from Bourdieu and Williams with case‐study material obtained through observation, questionnaire and interview at a South London adult education centre in 1986/87. Bourgeois culture is seen as the exception rather than the rule in adult education. Adult education provides space for a number of alternative cultural formulations, but they operate within a predominantly middle‐class atmosphere. Equal opportunities and the social justice dimension of adult education represent a new cultural formulation, but without further developmental work cannot yet be regarded as significant interventions in a society deeply divided by gender, race and class. While the case‐study material is set in the UK of the 1980s, the theoretical perspectives are relevant to the persistence of inequality in many advanced industrial countries.     

Attention Deficit Hyperactivity Disorder-Symptoms,Social Media Use Intensity,and Social Media Use Problems in Adolescents: Investigating Directionality

Cross-sectional research shows that adolescents’ social media use (SMU) and attention deficit hyperactivity disorder (ADHD)-symptoms are related, but it is unclear whether this relation is explained by SMU intensity or by addiction-like SMU problems. Also, due to the lack of longitudinal studies, the direction of this relation remains unknown. This study aims to disentangle which type of SMU is related to ADHD-symptoms, and in which direction, using a three-wave longitudinal study among Dutch adolescents aged 11–15 years (n = 543). Findings suggest a unidirectional relation: SMU problems increased ADHD-symptoms over time, SMU intensity did not. This implies that problematic use, rather than the intensity of use harmfully affects adolescents’ ADHD-symptoms.     

Tweeting Fast Matters,But Only if I Think About It: Information Updates on Social Media

Social media have emerged as increasingly important sources through which the public seeks information concerning crises or risks. Despite this increased dependence, little is known about the psychological processes associated with perceptions of source credibility or the desire to seek additional information related to the risk. The current study investigates the role of speed of updates in credibility perceptions and information seeking using Twitter. The results do not provide evidence of a direct relationship between update speed and the outcomes under consideration. They do, however, consistently support a mediation model in which cognitive elaboration mediates the relationship between update speed and perceptions of sender competence, goodwill, trustworthiness, and reader (follower/audience/rater/target) desire for additional information. These findings are discussed in terms of their implications and applied use.
