Using data collected in a provincial poll and provided by the Ministry of Education of Quebec, this article analyzes the impact of the urban-rural variable on different aspects of the management of school commissions at a time of economic recession and population decrease. The reduction in school enrollees as much as that of the educational personnel is more considerable in the urban environment than the rural one. When analyzing the consequences of management strategies in all assessments the decrease in enrolments and the urban-rural variable show constant results. Although some of these effects are direct, in most cases, however, they tend to be indirect because of the decrease in the number of staff members. In general, the consequences of management are less positive in the urban environment than in the rural one. Finally, according to the respondents the quality of the service linked to teaching has deteriorated more so in the urban environment than compared to the rural one.
Zusammenfassung Gestützt auf die bei einer Umfrage in einer kanadischen Provinz gesammelten und vom Erziehungsministerium von Quebec zur Verfügung gestellten Daten, wird in diesem Artikel die Auswirkung der Unterschiede zwischen städtischen und ländlichen Gebieten auf Aspekte der Schulverwaltung bei sinkenden Einschulungsraten analysiert. Sinkende Einschulungsraten und Personalkürzungen werden in Stadtbereichen für schwerwiegender gehalten als in den Landgebieten. Andererseits sind die Verwaltungsmaßnahmen bezüglich der untersuchten Variablen unabhängig von Stadt-Land Unterschieden konstant. Obwohl einige dieser Folgen direkt sind, sind die meisten mittelbar durch Personalkürzungen bedingt. Im allgemeinen sind jedoch die Folgen der Verwaltungsmaßnahmen im städtischen Bereich weniger positiv als im ländlichen. Teachers of pupils from working-class backgrounds emphasise short-comings (in lexis and syntax). School concentrates on verbal structure and tries to teach conscious, metalinguistic mastery of language. Children from working-class backgrounds, on the other hand, show preference for practical efficiency of communication over the values of correctness and precision; they display a pragmatic understanding of language. Their spoken narrations show that the stories they are reporting are more relived than retold. In order to follow accounts which appear confused, incoherent and incorrect by the norms of school evaluation, it is necessary to reconstruct the situations which are evoked. The speaker takes many things for granted, and fails to produce a narrative which is acceptable in the school context. These cultural differences lead both teachers and the pupils with the greatest difficulties to cultural misunderstandings, and to mutual incomprehension and denigration.
Zusammenfassung Die Lehrer, die Schüler aus dem Arbeitermilieu unterrichten, bemerken gewisse — lexikalische und syntaktische — Unzulänglichkeiten dieser Gruppe. Die Schule befaßt sich schwerpunktmäßig mit der verbalen Struktur und versucht, die Schüler zu einer bewußten und metalinguistischen Beherrschung der Sprache zu führen. Die aus dem Arbeitermilieu stammenden Schüler bevorzugen die praktische Kommunikation gegenüber einer grammatikalisch korrekten und präzisen Ausdrucksweise; sie praktizieren ein pragmatisches Sprachverständnis. Ihre Erzählungen zeigen, daß die Geschichten, die sie wiedergeben, eher neu erlebt als erzählt sind. Man muß die Situationen, an die sie sich erinnern, rekonstruieren, um die Redeweise, die im Schulverhältnis als konfus, unzusammenhängend und nicht korrekt bezeichnet wird, zu verstehen. Der Sprecher setzt viele Dinge voraus und erreicht keine schulisch akzeptable Erzählung. Successful schooling is a factor which significantly influences integration in its various forms. It is measured by the quality, quantity and content of what is studied. Educational structures and their accessibility to immigrant families are at the heart of successful schooling, or social failure. Recent data show that in French-speaking Belgium, school is more a place of failure than of success for immigrants. The imperfections of the school system and, in particular, its inability to manage ethnic and social plurality, produce massive failure, with all the attendant risks of socio-economic marginalisation. However, the main hypothesis of the study presented here concerns the socio-cultural environment, the standard of living of the home, the migration history of the family of origin, and the history of the individual. These are determined by many social factors, and can in turn influence school performance, young people's attitudes to school, and ultimately their success. It appears that the hypothesis is true, there being four global factors which explain school performance and success. These are the level of the parents' schooling, their socio-professional class, the level of use of the French language in the family, and the nationality of the parents. In this report, certain points relevant to the schooling of foreigners are touched on, and a more detailed analysis of the case of Moroccans in Belgian is attempted.
Zusammenfassung Die schulische Eingliederung ist ein Faktor, der die unterschiedlichen Arten von Integration bedingt. Sie wird nach Qualität, Quantität und Inhalt der absolvierten Studien bemessen. Bildungsstrukturen und ihre Zugänglichkeit für Immigrantenfamilien sind die Basis einer erfolgreichen Eingliederung bzw. eines sozialen Mißerfolgs. Kürzlich zusammengetragene Daten zeigen, daß Immigranten im französischsprachigen Belgien die Schule eher als einen Ort des Mißerfolgs als des Erfolgs empfinden. Die Unzulänglichkeiten des Schulsystems und insbesondere dessen Unfähigkeit, ethnische und soziale Pluralität zu meistern, führen zu massivem Mißerfolg und den dazugehörigen Risiken sozialer Ausgrenzung. Die Haupthypothese der hier präsentierten Studie betrifft jedoch die sozialkulturelle Umgebung, den Lebensstandard und die Migrationsgeschichte der Familie, sowie die persönliche Geschichte des individuellen Familienmitglieds. Diese werden durch viele soziale Faktoren bestimmt und können umgekehrt die schulischen Leistungen, die Einstellung junger Menschen zur Schule und schließlich ihren Erfolg beeinflussen. Es scheint, daß die Hypothese über die Existenz vier globaler Faktoren, die Schulleistungen und den Erfolg bestimmen, zutrifft. Zu diesen Faktoren gehören der Grad der elterlichen Schulbildung und deren sozialer und beruflicher Status, der Grad der Anwendung der französischen Sprache in der Familie und die Nationalität der Eltern. In France, as in all the countries of Europe, a concern to give all children an adequate level of teaching and an equality of opportunity of scholastic success has occupied the thinking of successive governments since the end of the second World War. The article offers an historical survey of the major reforms which have contributed to the democratisation of the French educational system. These reforms, undertaken without any far‐reaching changes in either contents or syllabus suggest a process of democratisation which is essentially quantitative, improving slightly on overall standard without affecting, to any significant extent, the pattern of socio‐cultural origins of public servants in France.
Currently teachers are facing a new set of problems as they sense a failure of the democratisation policies of the last decades; they are aware of the devaluing of qualifications and the re‐emergence of the streaming of pupils. Faced with this, freedom of action is inevitably constrained and the teacher is placed in the ambiguous position of having to participate in the failures of an institution while personally deploring them, in a complex system of guidance and selection while wishing to reject such a system.
Trapped between educational legislation and the power of administrations, between the contradictions of parents and those of children, the teacher has in fact very little freedom of action; this, at least, is the view of the author. 相似文献
