ABSTRACT

State-by-state comparison of charter school laws is complicated by the wide variation in terminology and by the idiosyncratic impact that interpretation and implementation by mid-level administrators has on the actual way in which charter school laws work. In this regard, each state is different and true comparison can best be accomplished by parallel studies conducted by local practitioners or researchers in each state. Also, longitudinal studies which trace the evolution of legislation over time provide greater insight into a state's charter school legislative environment in the same way that longitudinal studies of student achievement provide more information than one-point-in-time assessments.

This paper describes the first of such studies; a combined content-analysis and policy assessment of current charter school legislation in the state of Hawai'i. The current statutes are traced through eleven drafts and a 58-page report from a public Task Force brought into being as the result of earlier legislation. Lessons, which might be applied in other states, are explored. Similar studies of legislation in other states are proposed. doi:10.1300/J467v01n03_13  相似文献

After four years of failed attempts, lawmakers in the State of Florida sanctioned charter schools in 1996. This paper traces the political origins of the charter school movement in Florida and the USA as a whole. Examining legislation and reforms at the federal level, as well as state legislative proceedings, this paper identifies key political precedents. Nationally, the privatisation initiatives of the federal government created a climate conducive to charter school programmes. In Florida, a dual educational emphasis on local operational autonomy and accountability to the state appeared in the early 1990s, which paved the way for charter school legislation. By 1996, new federal charter school programmes solidified bipartisan support in Florida for this particular brand of school choice.  相似文献

This article identifies supporters and opponents of charter schools at all levels of government and describes their motivations and behaviors. It is explained that state and local support for charter schools is most often determined by educational needs and material incentives. Different political contexts produce different charter school policies. For example, charter school legislation in Michigan was designed to increase competition among public schools. Legislation in Georgia served to deregulate public education after a period of increased state centralization. The article concludes that there is no cohesive state or local charter political pattern, given the variations in charter schools and their contexts. It remains unclear whether national charter school advocates have enough influence to expand the number of charter schools significantly. Local policymakers in areas with few educational pressures, such as some suburban communities, may resist change. Charter schools could end up as a marginal reform that impacts small numbers of students in urban centers, or continue their impressive growth, but it is state and local politics that will decide.  相似文献

The first charter school law was passed in Minnesota in 1991 and with it, a new school reform movement began. After two decades, 41 states and Washington D.C. have adopted charter legislation. This special issue provides an opportunity for scholars to reflect upon the promises and limitations of charter schools and to offer policy advice for those in a position to influence future reforms. Together, the papers within this special issue examine the achievement effects of charter schools, their cost effectiveness, the competitive pressure created by charter schools, the degree to which charter schools are innovative and how some of the operational and policy features of charter schools may affect outcomes.  相似文献

ABSTRACT

Virtually all state charter school legislation addresses teacher rights and working environment. Relationships with teacher unions are either specified in the law, or approval of the charter requires suitable provisions for employee hiring, firing, grievances, etc. Charter school evaluation almost without exception includes some references to these issues. This study uses an online survey to gather information gauging the effect of the ambient union environment on charter school practices and attitudes related to teacher rights and teacher participation in school administration and governance. In the first phase of a projected national study, three states were selected whose public sector collective bargaining environments are very different. Analysis of attitudes, practices, and demographics showed significant differences in views about teacher involvement in school governance, but little difference in views or practices concerning teacher unions in charter schools. Limited survey response resulted in collection methods which will be corrected in an anticipated national study. The online survey method of data collection is discussed. Implications for public policy and future charter school legislation are explored. Further studies should address variations in the impact of union involvement between public, private, and charter schools.  相似文献

Australian youth income support and educational policies have focused on increasing participation and retention in schools. The assumptions and rationales underpinning these policies assert a positive relationship between educational engagement, employment and social inclusion. This paper examines these assumptions and rationales and, drawing upon Australian and international research (particularly the UK) over the past decade, questions the efficacy of these policies in achieving their stated goals. Furthermore, the paper argues that the neo‐liberal philosophical underpinnings of these policies, particularly the emphasis on responsibilisation, can undermine disadvantaged young people’s engagement with school and does little to create positive pathways to employment. Moreover, it is clear that disadvantaged young people are not assisted by these policies to make empowered social transitions.  相似文献

A relatively small state, Utah presents an interesting case to study charter schools given its friendly policy environment and its significant growth in charter school enrollment. Based on longitudinal student-level data from 2004 to 2009, this paper utilizes two approaches to evaluate the Utah charter school effectiveness: (a) hierarchical linear growth models with matched sample, and (b) general methods of moments with student-fixed effects regressions. Both methods yield consistent results that charter schools on average perform slightly worse as compared to traditional public schools, a result that is primarily affected by the low effectiveness and high student mobility of newly opened charter schools. Interestingly, when charter schools gain more experience they become as effective as traditional public schools, and in some cases more effective than traditional public schools. This research has implications for local and state charter school policies, particularly policies that avoid “start-up” costs associated with new charter schools.  相似文献

In this essay, Kathleen Knight Abowitz makes the case that charter schooling can enable multiple publics to develop and create educational visions. Charter schooling policies can enable these publics to pursue these visions and agendas on behalf of both public and common educational goals as well as goals associated with particular identities and interests. This vision of a plural public sphere, with its movement away from purely state‐run traditional public schools, challenges the common school ideal that has been part of the Western nation‐state narrative for several centuries. Yet the common school ideal need not focus on one particular kind of school structure; rather, the ideal represents a moral claim: that schools receiving public funds should provide participatory parity to all students, achieved through educational structures and curriculum shaped by principles of democratic justice. Participatory parity and its guiding normative principles, Knight Abowitz concludes, help to qualify and clarify our faith in the common school ideal shaped for a new era.  相似文献

Increasing numbers of educators and parents are recognizing that traditional educational models can be unsupportive and, at times, alienating to children, particularly those with special needs. SAIL, a public charter* school in Washington, DC, for children 5–12 years old (often labelled as having special needs), has used an innovative education model that infuses the arts in learning experiences. Providing a unique physical and social environment, an arts‐based curriculum, and authentic assessment methods, SAIL is steadily achieving or exceeding its goals after two years of operation. Enabling pupils with special educational needs to participate more fully in the assessment, planning and evaluation of their own learning has become a principle enshrined within the legislation of many countries in recent years. Educational policy in both England and the Republic of Ireland has recognised the desirability of increased pupil involvement, and this is reflected in policy documents and in legislation which highlights the requirement of schools to take greater account of the views of pupils. This paper documents the approaches to increased pupil involvement in decision‐making adopted in England and Ireland and provides an overview of the key challenges that face policy‐makers and educators in ensuring meaningful participation for children and young people with special educational needs.  相似文献

More than 6,000 charter schools exist in the United States, and of these 120 are Montessori charter schools. When studying charter school practices, researchers often examine issues such as performance accountability measures and effectiveness of charter school curricula. In doing so, the outcomes often overlook the challenges for teachers as they attempt to blend the demands of being a charter school with performance accountability and charter school philosophies, such as the Montessori philosophy. In this longitudinal case study, I examined the ways in which teachers in a charter Montessori school used professional development to help balance the demands for standardized testing performance and Montessori goals. The findings illustrate that significant challenges exist for teachers blending multiple educational goals but that professional development can aid teachers in filling in gaps in their existing curricula. This study encourages (1) researchers to question the ways in teachers can be supported through professional development to meet accountability measures and (2) stakeholders to consider how accountability measures focused solely on student performance can have detrimental effects on charter school curricula implementation and teacher retention.  相似文献

This paper draws on interview data from national policy makers in England, Scotland and the European Commission to illustrate differences in the referencing of ‘Europe’ in education policy‐making in England and Scotland in order to highlight the emergent complexity of post‐devolution policy‐making in education through a focus on relations and interactions with Europe, as expressed in the negotiation and development of performance data systems. We suggest that policy‐makers in England reference global influences, rather than Europe, while policy‐makers in Scotland reference Europe in order to project a new positioning of Scotland in closer alignment with Europe. Europeanisation in education thus produces differing policy responses from closely aligned, indeed, in the case of England and Scotland, contiguous policy spaces. Thus the paper seeks to contribute to the literature on ‘travelling’ education policy and its ‘local’ mediation and to connect the development of devolution and the changing policy space of education in Europe.  相似文献

This article identifies similarities and differences between Head Start parents of European American and Puerto Rican backgrounds regarding their socialization goals and expectations concerning the early educational experiences of their pre‐school children. Semi‐structured interviews were conducted with 60 parents (30 European American and 30 Puerto Rican) in their homes. The results show that both groups of parents valued pro‐social skills, school readiness skills, and skills related to good behaviour. Both sets of parents considered creative and physical skills to be least important. However, differences between groups were found regarding the relative importance of skills in the different developmental domains. The findings suggest that to maximize the effects of early childhood programmes and interventions it is important that educators and policy makers recognize and respond to differences in parents’ goals and expectations.  相似文献

The paper is theoretically grounded in Cultural Historical Activity Theory, which holds that human development is founded within participation in social and cultural practices. In particular, the teaching of literacy is shaped not only by the curriculum as designated by policy makers and the institution in which it is located, but also by the individuals' understanding of what literacy and learning involves and how they act to achieve their goals. The paper explores data from a project that investigated the relationship between classroom talk and the teaching of writing in six early‐years classrooms. Participants' own understandings of teaching and learning need to be taken into account by researchers and policy makers. Cultural Historical Activity Theory has been used to explore the dynamic relationship between activity at societal, institutional and individual levels. It is argued that researchers and policy makers need to take account of the wider socio‐cultural context in planning and evaluating curriculum development initiatives.  相似文献

In the U.K., in common with a growing number of countries, school development planning has been embraced with enthusiasm by practitioners and policy makers. Both groups have responded to the potential benefits of an improvement process which can integrate educational, financial and human resource needs and set and monitor the achievement of measurable goals. This paper describes the outcomes of a thirty‐two month research project funded by the Economic and Social Research Council which studied the impact of development planning in nine primary schools. It draws out the implications for practitioners and policy makers and explores some methodological issues arising from the study. The paper concludes by identifying further research priorities.

As policy makers and educators respond to legislation promoting the inclusion of students with disabilities in general education classrooms, there is sometimes confusion about why this is being done and how it can be accomplished effectively. In this article, two categories of fallacies, or misunderstandings, are identified. The first fallacy is that students with disabilities are incapable of learning the general education curriculum. The second fallacy is that teachers are required to ‘cover’ the entire curriculum, sometimes at a pace that leaves students with and without disabilities behind. Facts are presented following each fallacy. These facts describe research‐based pedagogies effective for students with and without disabilities, indicating that students with mild disabilities can learn the general education curriculum when responsive pedagogies are used. These facts also describe how schools that promote differentiation can potentially achieve higher scores on large‐scale assessments than schools that promote ‘one size fits all’ instruction.  相似文献

Special educational provision in the Republic of Ireland has experienced significant changes in the past decade. A combination of interrelated factors including litigation, legislation, parental advocacy and international developments has radically altered the landscape of special education. As a result of these changes the move towards establishing inclusive learning environments appears irreversible though many critical issues remain to be addressed at this time of transition. This study examines how key stakeholders in primary education perceive the challenge of responding appropriately to increased diversity. The results indicate that many barriers remain in the development of inclusive learning environments. The conceptual understanding of special educational needs (SEN) was seriously deficient and this affected the coherence of policy and service delivery. The system lacked strategic leadership, according to participants, and this restricted the capacity to support schools. School capacity to deliver quality education for children with SEN was constrained by the serious shortfall in the range and level of skills required and opportunities for professional development available. There was strong support for the principle of inclusion into mainstream though this was principally perceived in terms of the development of socialisation skills. It was concluded that in this transition phase schools required strategic leadership from policy‐makers to address the many challenges that remain in the establishment of inclusive learning environments.  相似文献
