Special Education in Arab Countries: Current challenges

Arab countries have undertaken various measures to develop special education programmes and services over the last three decades; nevertheless, major challenges remain regarding the expansion of these programmes and services and improving their quality. This article provides an update on disability and special education in Arab countries. Reflections on the historical development of special education in Arab societies are briefly presented. Major challenges currently faced by Arab countries in the field of special education are described, and some recommendations for action are offered.

高校阿拉伯国家留学生在宗教信仰、文化观念、语言背景及学习需要上有其自身的特点。在留学生管理工作中充分认识和考虑阿拉伯国家留学生的这些特点并采取相应的管理方法和策略,有利于提高留学生教育的质量和水平。     

德国在阿拉伯国家海外办学模式研究

随着全球化进程的加速,海外办学成为德国高等教育国际化的重要内容,而处在经济社会转型期的阿拉伯国家对高等教育有着迫切的需求,这为双方的教育合作打下了基础,阿拉伯国家因此成为德国海外办学的重点区域。德国大学在该地区设立海外分校、开设联合专业、联合开办大学,其中联合开办大学是德国在该地区海外办学最重要的形式。德国在阿拉伯地区的海外办学有着不同于其他国家的特色,体现出强烈的政治化倾向、分布在经济欠发达国家及新兴市场、带有发展援助性质、专业以工科自然科学为主、并提供海外交流机会。     

阿拉伯六国高等教育财政投入比较研究

突尼斯、摩洛哥、叙利亚、埃及、黎巴嫩和约旦等六个阿拉伯国家在高等教育财政投入政策上,前四个国家以公立高等教育为主,后两个国家中私立高等教育较为重要。通过对阿拉伯六国高等教育财政投入充足度、投入效率和公平性进行比较分析我们发现:高等教育发展与公共部门提供或私人部门提供关系甚微;高等教育发展是政府长期持续改革所致;免费不是高等教育公平入学的保证。未来阿拉伯六国高等教育发展将面临质量低下和专业结构不合理、从公共提供向私人提供转变、青年人口膨胀等挑战。     

后疫情时代阿拉伯国家高等教育国际化的政策走向

新冠疫情的暴发与蔓延,在阿拉伯世界催生了新的高等教育需求,并且导致阿拉伯国家通过提升人力资源带动经济结构调整、通过提升软实力拓展地缘政治影响的需求变得空前迫切。在此背景下,尽管疫情给跨国人员交流带来巨大的阻碍,阿拉伯各国并未放慢高等教育的国际化进程,而是通过调整留学生政策、促进合作办学与联合科研、改革教育体系等方式,加大力度推动本地教育的对外开放。不过,该地区高等教育的发展尚面临办学质量难以提升、教育结构失衡加剧、本地保护主义抬头等难题,致使该地区利用疫情契机提升本地高等教育国际竞争力的道路依然充满挑战。     

借鉴西方媒介教育有益经验，建构有中国特色的媒介教育

我国有关开展媒介教育的理论研究还不够深入，中小学校实施媒介教育的实践也在探索。以英国、加拿大为代表的一些传媒发达国家在中小学实施媒介教育中采取了种种举措，媒介教育的内容和发展模式既具有类似共性，也有不同的个性。本研究在探析西方主要国家媒介教育进展的基础上，从媒介教育实施目的的素养化、实施过程的阶段性、实施内容的层次性、实施模式的多样化、实施师资的专业化以及研究方法的整合化几个方面对我国的媒介教育提出建议。     

发达国家数字战略及新媒体在文化教育上的应用

中国新媒体应用主要在电子商务和娱乐游戏方面,而发达国家更重要的应用是在数字政府、公共文化服务、医疗军事和文化教育等方面,文章通过实地考察、原始一手资料的分析,特别考察和探讨了北美在公共服务和文化教育上的新媒体应用状况和战略计划,"新媒体能力(digital literacies)已成为发达国家社会关注热词,有关数字战略和新媒体学习已成为各国未来竞争的焦点,是为中国新媒体应用的有益借鉴。

Heterogeneity in Perceptions of Parenting Among Arab Refugee Adolescents in Jordan

Heterogeneity in parenting was examined in 883 Arab refugee adolescents in Jordan (M_age = 15.01 years, SD = 1.60). Latent profile analyses of five parenting dimensions rated separately for mothers and fathers yielded authoritative, authoritarian, indifferent, punitive, and for mothers, permissive profiles, with most mothers (60%) and fathers (66%) classified as authoritative. Parenting was more often authoritative for women than men and punitive (for fathers) or permissive (for mothers) of boys than girls. Authoritative fathers and authoritarian mothers were better educated than punitive parents, whose offspring reported more norm breaking and internalizing symptoms and lower academic achievement than other youth. Adjustment was better when adolescents had at least one authoritative parent than when parents were either consistent or discrepant but nonauthoritative.

本文以世界银行在2000年2月发表的《发展中国家的高等教育：危机和前景》一书为基础，考察知识的变化以及知识社会的来临给发展中国家等教育带来的影响，分析发展中国家高等教育的现状和出现的新情况。     

国外人工智能教育应用最新热点问题探讨

本文通过典型案例法和文献计量法,分析近三年来(即从2007年初到2009年底),国外人工智能教育应用研究的最新进展.典型案例法表明,一个成效显著的语言和文化智能教学系统综合运用了自然语言处理、智能代理等人工智能技术.文献计量法结果则显示,智能代理和自然语言处理是人工智能教育应用中出现频次最多的两个关键词.殊途同归,特殊案例和普遍性的文本分析结合起来,可以发现,自然语言处理、智能代理等是近三年来人工智能教育应用国际研究中应用最多的技术,也是最为关注的问题.     

发达国家中小学媒介素养教育比较研究

发达国家中小学媒介素养教育在媒介素养教育实施机构、教育模式、课程设置与规划以及年龄层次划分等方面有诸多不同点,但在发展历程中都经历了消极抵制的"保护主义"、依靠技巧的"解构媒介"以及"主动批判"的乐趣阶段,这些异同点也为我国刚刚开始起步的中小学媒介素养教育提供了有益借鉴。     

Teacher education for inclusive education in the Arab world: The case of Jordan

This article examines teacher education programmes in the Arab region and the extent to which teachers are prepared to work in inclusive education settings. In the Arab world, the emerging area of inclusive education faces various challenges, among them a teaching force that is not adequately prepared to teach all children. This challenge arises partly because, without content on inclusive education, current pre-service and in-service programmes produce teachers who lack the skills to work with children with special needs in mainstream classrooms. This article focuses on teacher education in Jordan, where the problems and challenges surrounding teacher education programmes for inclusive education mirror those in other Arab countries. In Jordan, training for inclusive education is very limited at both pre-service and in-service levels, both because the idea has only recently been introduced and because of limited financial resources in the country. Still, the growing interest in adopting an inclusive education system has raised awareness about the importance of providing teachers with education that enables them to work with children with special needs in inclusive settings.

构建民主社会是当今世界各国共同关注的话题,大众媒体在这一过程中的作用有目共睹。经过长年探索实践,媒体素养教育在西方许多国家已发展成为实现社会民主、促进和谐可持续发展的重要途径。全文结合信息时代的大背景,从培养公民民主意识、训练民主参与技能两个方面论证媒体素养教育对保障社会民主的重要作用。     

关于汉语国际教育国别化教材几个问题的探析

文章首先指出汉语国际教育编写国别化教材的必要性,分析了国别化教材的实质和内涵,论述了汉语国别化教材的编写原则和策略,强调在编写国别化教材的工作中应加强中外合作,并提出国别化教材建设的当务之急是编写通用的核心基础教材以及建设大型的万能语料库.
