The controversial glory of the Brown decisions and the retraction of court-ordered reforms represent the limited gains of racial justice in education and the protection of white privilege through law and policy. The return to segregation, as propagated through the rise of racially and economically segregated charter schools, exhibits the circuitous nature of law and education policy, represents a return to unequal schooling, and reveals the enduring and meaningful connections between race, law, and education. Using the lens of critical race theory, this paper focuses on law as an instrument of racial justice and oppression in education during the era of school desegregation and the inevitable return to separate and unequal schools for African American students through new education policies that promote the proliferation of charter schools in large urban school districts.  相似文献

ABSTRACT

Racial segregation has remained a lasting legacy of rural schools in southern states. Our article explains a case where community leaders created a diverse charter school to change its historical practice of an isolated White private school and isolated African American public schools. We scan documents and literature related to this integration strategy to surface key themes when using rural charter schools to alter patterns of school segregation. First, we explain pressing issues in rural schools. Second, we describe how segregation and inequality have evolved in the South. Third, we explain research showing how charter schools maintain patterns of school segregation, but with exceptions and nuances in certain contexts. Fourth, we consider the benefits and tensions surrounding one rural charter school that offers an integrated educational program. Benefits range from societal to individual as the school fosters an environment where students are exposed to diverse educational experiences. Tensions include shifting power and funding dynamics and the possibility of using a good example to shepherd in less effective charter models elsewhere.  相似文献

An emerging body of research has explored “supply side” questions of school choice, or how schools and systems shape enrollment through locational decisions, recruitment, and marketing. This study focuses on how school websites market and communicate the distinct missions of charter schools to prospective families. Through a critical discourse analysis (CDA) of 55 elementary charter school websites in one demographically diverse metropolitan area, we explore how school websites operate as discursive texts that signal the potential “fit” between particular schools and particular families. Guided by a critical discourse analysis framework, we emphasize how websites (a) employ implicit discourses of race, culture, and diversity; (b) draw on different meanings of academic achievement, and (c) emphasize different ideologies of individualized learning. We argue that websites act as one mechanism that contributes to the segmentation and differentiation of an emerging local marketplace of school options.  相似文献

Ogbu’s theory of “burden of acting white” has been one of the most frequently cited studies to explain black and white achievement gap. However, emerging studies have argued that Ogbu’s theory may be limited when examining variability of school achievement among black and white students. Research shows that in addition to culture, other social forces, such as class, peer networks, and school context may play a significant role when accounting for minority students’ academic aspirations and achievement. In the midst of this on-going debate, however, there is a limited understanding of how, if at all, theory of “acting white” plays a role for racial groups other than black and white students. By extending the discussion beyond a black-and-white discourse, this research examines how Asian American students in two different social and economic contexts, negotiate their race and ethnic identities. Framed by a prevalent model minority stereotype that conflates Asian Americans with whiteness, the findings show that portrayal of Asian “success” much like black “failure” cannot be explained solely on their cultural orientation. By comparing experiences of two groups of Korean American students—both high- and low-achieving—in different economic and school contexts, this study illustrates how the two groups of Korean American students adopt different racial strategies depending on their socioeconomic backgrounds, peer networks, and school contexts. Using Korean American students in urban schools as a case study, this research complicates and challenges our understanding of the role of culture in school achievement and illustrates how culture intersects with class, race, and schools. This article analyzes how macrolevel institutional forces persist and limit the expansion of decentralized schools that attempt to challenge normative definitions and practices of traditional school organizations. Using qualitative case study methodology, the analysis focuses on how one decentralized charter school navigated and reconciled its internal objectives linked to meeting the needs of a Latino, inner-city student population, with the institutional pressures and demands external to the organization. The findings suggest that decentralized school choice options which promise community-based participation and control are constrained by institutionalized rule-based demands that limit the expansion of alternative schooling models which may hold potential for promoting access, voice and equity for parents, students, and teachers.  相似文献

‘Civil defence pedagogies’ normalise continuous emergency through educational channels such as school, community and adult education. Using critical whiteness studies, and critiques of white supremacy from critical race theory, as a conceptual base, the protection of whiteness, and particularly the white middle‐class family, is considered to be centrally important to civil defence in education. Civil defence is not only classed and state‐centred, but a racialised and eugenic discourse where the state considers not necessarily the survival of the majority of white people, but the continuity of whiteness to be prioritised above the survival of people of colour. Within these policies, the enterprising white, middle‐class, suburban family has provided a key role as main reference, beneficiary, activist and supporter of civil defence pedagogies. Through the use of policy analysis and documentation from the USA in the 1950s and the UK in the 1980s, I discuss representations of the family, race and class in civil defence pedagogies. Although whiteness is contextualised by geography and history, there is congruence in terms of the eugenic tendencies of these seemingly innocuous pedagogies.  相似文献

We analyze the geographical distribution of, and access to, charter schools in the state of Ohio. Using poverty and race data from the U.S. Census, as well as publicly available student achievement scores, we analyze the locational preferences of charter schools. We use Geographic Information System (GIS) to visual display charter school locations relative to these community variables. Results suggest that policies limiting charters to locate in low performing school districts (labeled “challenged districts”) lead charters to cluster in urban cities; thus students living in poverty in large portions of the state lack easy access to school choice options. Further, we find that charters tend to avoid areas of the highest concentrations of poverty and Hispanic (though not Black) students.  相似文献

A relatively small state, Utah presents an interesting case to study charter schools given its friendly policy environment and its significant growth in charter school enrollment. Based on longitudinal student-level data from 2004 to 2009, this paper utilizes two approaches to evaluate the Utah charter school effectiveness: (a) hierarchical linear growth models with matched sample, and (b) general methods of moments with student-fixed effects regressions. Both methods yield consistent results that charter schools on average perform slightly worse as compared to traditional public schools, a result that is primarily affected by the low effectiveness and high student mobility of newly opened charter schools. Interestingly, when charter schools gain more experience they become as effective as traditional public schools, and in some cases more effective than traditional public schools. This research has implications for local and state charter school policies, particularly policies that avoid “start-up” costs associated with new charter schools.  相似文献

This article examines the ways that the charter school movement is experienced and negotiated by educators who entered the profession through Teach For America (TFA). TFA’s impact has been significant in the larger educational trend towards market-based reforms and, in particular, the charter school movement. Analyzed through a critical theory lens that focuses on issues of power and on the ways individuals interact amid larger (and often distal) structural forces, the experiences of TFA corps members are situated within the larger changing context of education. Amid contested, fractured, and complex narratives about charter school reform, TFA’s idea of “relentless pursuit” shaped participants’ conceptions and actions around charter schools.  相似文献

This article identifies supporters and opponents of charter schools at all levels of government and describes their motivations and behaviors. It is explained that state and local support for charter schools is most often determined by educational needs and material incentives. Different political contexts produce different charter school policies. For example, charter school legislation in Michigan was designed to increase competition among public schools. Legislation in Georgia served to deregulate public education after a period of increased state centralization. The article concludes that there is no cohesive state or local charter political pattern, given the variations in charter schools and their contexts. It remains unclear whether national charter school advocates have enough influence to expand the number of charter schools significantly. Local policymakers in areas with few educational pressures, such as some suburban communities, may resist change. Charter schools could end up as a marginal reform that impacts small numbers of students in urban centers, or continue their impressive growth, but it is state and local politics that will decide.  相似文献

The question that drives this article is why some school districts decide to open up charter schools and others do not. Several answers are plausible: (a) entrepreneurial initiative, (b) structural explanations, and (c) spatial competition. We use data for the state of Wisconsin derived from extensive case studies of 19 charter schools and quantitative data on Wisconsin school district from state files and the U.S. Department of Education common core databases. We find evidence to support all three explanations for why districts “go charter.” First, in almost every school and district we visited for case studies, at the heart of either the district or the charter school, and often both, there were entrepreneurial administrators, school board members, teachers, or parents. Our evidence was anecdotal but very consistent across 19 case studies. Second, there are two general sets of structural characteristics that were shown to be quantitatively correlated with becoming a charter district. The first set comprised resource characteristics (size, federal revenue, and available seats); the second set comprised indicators of unmet students needs (the percentage of students eligible for free lunch). Finally, we argue and believe we provide significant evidence that competition is also a motivation for going charter. We posit that open enrollment and charter schools are working together to enhance the flows of students from homeschooling, private schools, dropouts, and other public school districts into charter school districts. Thus using several different indicators and models, estimating both which districts become charter districts and the flow and net gain directly from open enrollment, there is no question that charter schools are increasing competition for students in Wisconsin.  相似文献

ABSTRACT

To date, there is a paucity of research that examines differences between charter schools that operate in suburban and nonsuburban contexts. This article examines whether students in suburban charter schools perform better or worse than their counterparts in traditional public schools or students in urban charter schools. Boasting the largest and most diverse charter school population in the United States, California offers a fertile urban-suburban context for the study of geographically differentiated charter school impacts and, thus, serves as the focus of our study. The student achievement data (2009–2010, 2010–2011 and 2011–2012 school years) for this study come from the California Department of Education. Using propensity score matching and virtual control records, our findings show that suburban charter schools do not improve academic achievement relative to the matched comparison group of traditional public schools. Suburban charter schools (namely, charters in high-income areas) are largely ineffective and appear to leave their students’ achievement unchanged or diminished. This study adds to the existing literature by examining the effects of charter schools on the neighborhoods in which they operate. Methodologically, another important contribution of this study is that it supplements traditional selection criteria for suburban charters (NCES classification) with census-based neighborhood factors. Finally, this study provides evidence of the broader implications of school choice policies in a suburban setting.  相似文献

Despite several charter schools specifically targeting improving students’ noncognitive skills, the majority of charter school literature focuses on cognitive learning outcomes. Using behavioral measures as proxies for noncognitive outcomes, I find that North Carolina charter schools have no effect on tardiness or unexcused absences but are slightly improving total absences, suspensions, and disciplinary infractions. These positive results were driven primarily by charter schools that had been operating for at least five years. My results suggest that charter schools should be evaluated on a wider selection of outcomes than just standardized test scores.  相似文献

Across the United States, the ‘no-excuses’ charter school movement featuring strict discipline policies and rigorous academic standards has gained popularity among schools serving poor and working-class students of color. In this article, we examine how Black and Latinx parents of students with disabilities1 negotiated and experienced these charter school practices of rigor, which disciplined, managed, and regulated students’ social differences. Drawing from a yearlong qualitative research study, we examine interviews with Black and Latinx parents who experienced conflict with charter schools and the school lawyers, along with school artifacts we gathered such as parent handbooks and website information. We found parents experienced what we refer to as the ‘irony of rigor:’ the contradictory double-movement through which students of color with disabilities desired inclusion into ‘rigorous’ charter schools which then excluded them using ‘rigor’ as a central feature of student pushout practices. We present the irony of rigor in three interrelated acts: Act I: the lure of rigor (i.e. what drew parents to charter schools); Act II: the body meets rigor (i.e. how schools disciplined and managed student differences); and Act III: the consequences of rigor (i.e., what happened to students and parents while and after experiencing rigorous practices). We contextualize the irony of rigor within the relationship between disability, race, and neoliberalism.  相似文献

More than 6,000 charter schools exist in the United States, and of these 120 are Montessori charter schools. When studying charter school practices, researchers often examine issues such as performance accountability measures and effectiveness of charter school curricula. In doing so, the outcomes often overlook the challenges for teachers as they attempt to blend the demands of being a charter school with performance accountability and charter school philosophies, such as the Montessori philosophy. In this longitudinal case study, I examined the ways in which teachers in a charter Montessori school used professional development to help balance the demands for standardized testing performance and Montessori goals. The findings illustrate that significant challenges exist for teachers blending multiple educational goals but that professional development can aid teachers in filling in gaps in their existing curricula. This study encourages (1) researchers to question the ways in teachers can be supported through professional development to meet accountability measures and (2) stakeholders to consider how accountability measures focused solely on student performance can have detrimental effects on charter school curricula implementation and teacher retention.  相似文献

This article concerns gendered dimensions of parental involvement in two US charter schools. Drawing on the narratives of parents who have founded charter schools, and on conversations with school administrators and parents in the main public school district, it presents an analysis of the way parent-teacher interactions are being reframed in the context of school choice. The author argues that in a context in which parents are being asked both to produce and consume new educational programs, parents-practically speaking, mothers-who involve themselves in organizing charter schools run the risk of being seen as stepping out of their roles as consumers and caregivers. The implications of mothers' involvement in charter schools for parent-teacher interactions and for the trajectory of school reform are explored.  相似文献

The school desegregation narrative often references historically white public schools as sites of massive resistance and historically white private schools as segregationist academies. Yet some historically white elite private schools or independent schools, such as The Westminster Schools (plural in name only), established in 1951 in Atlanta, Georgia, chose to desegregate. Such elite institutions, which have served as one catalyst for the creation and maintenance of social and cultural capital, became more accessible after Brown v. Board of Education through a combination of private and public decisions galvanized by larger social, political, and federal forces. Westminster's 1965 decision to consider all applicants regardless of race was emblematic of the pragmatic desegregation politics of Atlanta's city leaders during the civil rights movement and a national independent school agenda focused on recruiting black students. Drawing on institutional, local, regional, and national archival records and publications, this article examines the import of schools like Westminster to civic and business leaders, to the politics of race and desegregation occurring in large cities, and to the range of educational opportunities available in metropolitan areas. This examination yields an analysis of the leadership and politics of a southern historically white elite private school that black students desegregated in 1967.  相似文献

This paper seeks to elucidate a specific type of charter school. While much has been written about school choice and the expanding charter school segment, a growing and important number of charter schools do not fit in to the common understanding of these schools. Distinct from many of their counterparts, prestige charter schools have the following two features: elements which foster a reputation similar to that of elite private schools and a student population demographically distinct from local public district schools – whereby the prestige charters serve a disproportionate number of advantaged families. The prestige elements include: founding by advantaged community members; parental involvement; wait lists; popularity with advantaged professionals; high test scores; and niche themes. The authors will show through two in-depth case studies that prestige charter schools work hand-in-hand with gentrification in urban neighborhoods, and result in racial and class segregation and inequality. This paper examines how these charter schools struggle when a rise in prestige coincides with a decline in access for low-income students. The authors recommend that given the current system of school choice, prestige charter schools must use tools and mechanisms to maintain demographic diversity and educational equity which is in the best interest of all children.  相似文献

Charter schools are a relatively new phenomenon in American education. Since the first charter school opened in Minnesota in 1991, they have expanded to 42 states and represent 6.2% of all public schools in the country.1 This growth has been attributed to a number of factors, chief among them evidence that charter schools can improve performance (Lamdin and Mintrom, 1997). While there is a substantial evidence for relative performance benefits of charter schooling (e.g. CREDO, 2015) far less research been conducted on the efficiency of charter schools relative to traditional public schools. What research there is has produced both positive (e.g. Wolf et. al., 2014) and negative results (e.g. Carpenter and Noller, 2010). What can account for the disparity in these findings? In this paper, I make the case that differences in charter efficiency may be accounted for by differences in their level of autonomy from the school district. I base this argument on economic theories that the devolution of power to the lowest level possible tends to produce gains in efficiency (Johnson, 1991; Duncombe and Yinger, 1997). Those that are “on the ground” are thought to be more effective at monitoring expenditures, and allocations of resources have to pass through less ‘red tape (Hess 2006).’ In addition, more autonomous charter schools better fit the original purpose of charter schools in devolving power from centralized authorities (Budde, 1996). In order to test this theory, I take advantage of a unique situation that exists in Milwaukee, Wisconsin in which three types of charter schools with varying levels of autonomy operate simultaneously. Using school type as a proxy for autonomy, I find that more independent charter schools are more efficient than traditional public schools and charter schools with less autonomy.  相似文献
