Teachers as mediators between educational policy and practice   总被引:1,自引:0,他引:1  
Teachers obviously serve as the medium for causing the result of policy as they carry it into schools and classrooms and deliver it to pupils. They mediate between education policy and practice. Knowledge of the exact nature and effects of this vital role is limited. Drawing on a range of research and evaluation of both national and local policy in practice, carried out by the authors in England, this paper illustrates how teachers mediate policy and the resulting outcomes. Further, it proposes a typology of teacher adaptation to education policy. The paper argues that as yet the appropriate professional role for teachers within policy‐making and implementation has not been achieved, and outlines what this might be. Finally, it outlines some implications for teacher education.  相似文献

Various studies have investigated the views of higher education staff and students about sustainability, yet educational developer perspectives are under-represented in the research. This project gathered educational developer perspectives about sustainability in the curriculum. It sought to capture their views about a national sustainability policy; about the relationship between educational development and sustainability curriculum change; and whether sustainability should form part of their own roles. It was informed by the ‘theory of the second-best’ and involved nine interviews. Educational developers raised concerns about the policy, whilst opinions about their own involvement varied. It is argued that policy should provide clearer statements about curriculum, and educational developers should be involved in its development.  相似文献

There have been appeals within the educational change (EC) and school improvement (SI) literature for research to explore more non-westernized and developing country contexts (Dimmock, 2000; Harris, 2009; Harris & Chrispeels, 2006; McMahon, 2006). This article is a response to those appeals. The study maps the SI educational policy contexts of Trinidad and Tobago (T&T), a developing country in the Caribbean from 1850 to 2010. Literature on EC and SI within this country and region is sparse. This article illuminates on research which reviewed the development of SI particularly in the secondary school sector. It identifies distinct phases of SI in T&T and proposes that these phases are linked to significant educational policy development eras within the country. A documentary-based research approach was employed. This investigation is significant because it documents the SI movement in T&T and provides an understanding of how the country experienced educational change.  相似文献

With a point of departure in the concept of democracy, this article aims to show how Swedish Popular Adult Education influenced the content of the established school system in Sweden. The Popular Adult Education and established school systems are studied through their relation to democracy, based on curricula, as well as on visionary and political steering documents. In accordance with conceptual history, the study shows how Popular Adult Education and the established school, with their different spaces of experience and references to separate traditions, gradually became accommodated through a common horizon of expectations about the importance of democracy. When this coalescence appeared, an administrative shift could be identified and the Popular Adult Education Movement was partially disarmed.  相似文献

This paper explores the culture of education policy making in Shanghai using the conceptual tool of a ‘global assemblage’. A global assemblage is essentially a collection of ideas and practices that arise from the interplay between a global form and situated sociocultural elements. Focusing on the global form of curriculum reform, this paper explains how the Shanghai municipal government justifies the introduction of the ‘Second Curriculum Reform’ using the global imperative while maintaining its socialist ideology and central control on high-stakes exams. This paper highlights the active roles played by the municipal government and other local educational stakeholders in assembling their own logics, tactics and counter-measures in the contested space of the assemblage. It is argued that the success of the curriculum reform is mediated and vitiated by the sociocultural elements of a dominant exam-oriented culture and the traditional approaches of memorisation, repeated practice and didactic teaching. The complex and unpredictable process of implementing curriculum reform in Shanghai illustrates the culture of education policy making against a backdrop of globalisation as a problem space.  相似文献

This article analyses the processes of ‘neoliberalisation’ in education as directed by Teach For All. Specifically, we explore the case of Empieza por Educar, the Spanish policy network included in Teach For All. The first section seeks to clarify what we understand by the term neoliberalism, using a theoretical dimension through different perspectives. The second section explores the meaning of the new philanthropy. Methodologically, in the third section, the piece of research is categorised under what is defined as ‘Network Ethnography’, an approach which unifies social network analysis with some traditional ethnographic methods. The fourth section explores the meaning Teach For All and its foundation in Spain (Empieza por Educar) as a philanthropic foundation which is changing the political arena. The fifth section explores how Neoliberalism (with big ‘N’) is constructed by means of a complex interconnection of actors and policies that establish the policy network within the Spanish context. The sixth section analyses how neoliberalism (with small ‘n’) is implemented in the curriculum through three aspects: hegemonic truths; the conduct of the conduct (performativity culture); and the modes of formation of the subject with practices of oneself (entrepreneur of oneself).  相似文献

Abstract

The Caribbean ranks second only to Africa as the region with the highest levels of skilled emigration, which is defined as the outward migration of people holding a bachelor’s degree or extensive/equivalent experience in a given field. Based on the cost of educating their citizens, there are strong arguments supporting the view that skilled emigration comes at significant economic and social cost, especially to small island developing states of the Caribbean. This paper, therefore, explores how the emigration of skilled labor from the CARICOM Caribbean impacts education policy nationally and regionally. Drawing on data collected through questionnaires and document analysis, the research unearths four dominant educational policy responses to skilled emigration: bonding and compulsory service at the national level; regional cooperation on the movement of skilled labor through CARICOM’s Single Market and Economy (CSME); market based approaches to educating skilled professionals; and education funding policy. The paper also analyses the efficacy of each of these four policy responses and their implications. Ultimately, these policy responses coalesce to highlight the national and regional complexities of educational policy-making under globalization, and the limitations of Caribbean national and regional educational policies aimed at controlling skilled emigration in the context of globalization’s market forces.  相似文献

Abstract

This paper provides a review of the current literature that examines the uptake of sustainability policies in higher education. Articles were retrieved from both ERIC and Scopus databases and then manually reviewed to ensure that they focused on each of: higher education; sustainability; and policy. A total of 91 articles were analysed using a multi-stage process that involved sorting data according to typologies (i.e. temporal, terminology, methodology, geography), coding the text of the articles based on topical content, and an indexing method used to label data for further analysis and the development of broader code categories. Results suggest that drivers and barriers associated with the integration of sustainability policy in higher education are well known; yet increased research is needed to understand best practices and processes by which sustainability can be furthered through higher education policy. In addition, findings demonstrate the need for future research to focus on various aspects of the policy process, including policy development and enactment, and on implications of policy for practice. While there have been some reviews of sustainability policy in higher education research to date, this review contributes to this literature by highlighting research primarily focused on sustainability policy within higher education.  相似文献

ABSTRACT

This paper explores the vocabulary and frameworks offered by two theories of public policy process: the advocacy coalition framework (ACF) and the narrative policy framework (NPF) and what they offer to the study of global education reform. The foci of ACF are policy subsystems, formation of advocacy coalitions around policy issues, and their impact on policy change; the emphasis of NPF is the divergent narratives developed and used by these coalitions. This paper reviews each theoretical framework, summarizes existing research literature on their education policy applications, and then poses alternative questions and suggest alternatives to study global education policies, especially those presently critiqued using the term neoliberal which we position as nebulous in its current usage. The aim is to open channels of communication for scholars from different disciplines by introducing different theoretical approaches to analyse the role of the numerous elements that shape global education policy.  相似文献

Learning theories are rarely considered in the design of conservation education programs in Mexico. However, if students are taught in a way in which they can easily relate, this could improve the educational experience through better attitudes toward the natural environment. The learning preferences of 354 Mexican children at the primary level were evaluated to identify the effect of context (rural or urban) and gender on learning preferences. Statistical differences related to the children's context and gender-associated context were found. The authors discuss different discourses of critical thinking and experiential education, the predominance of traditional education found in rural communities, and how conservation education could enrich these processes. Studying how children learn can provide valuable information for the development of effective conservation education programs, establishing a dialogue about learners' strengths and weaknesses, enhancing their participation, and empowering them to take action.  相似文献

A review of publications about educational research in Guinea-Bissau in the last 40 years is the subject of this paper. Published articles have permitted us to map the research terrain and produce new knowledge without collecting new empirical data. We reviewed 148 studies published between 1975 and 2015 in journal articles, theses, monographs, research reports, conference papers, books, edited volumes and grey literature. Moving from title to introduction/abstract and then the entire text we explored thematic focuses, methods, findings, conclusions and funding. This paper argues that education policy receives more attention followed by language issues and it also suggests that the research agenda is mainly due to external pressure with a tendency for applied research.  相似文献

Research suggests that high-quality school improvement planning reflective of the school’s needs and objectives is central to a principal’s success in leading a school. Some American scholars contend that successfully planned and executed “quick wins” are critically important to launching high-level organizational change processes necessary to turn around low-performing schools. Yet, lack of research suggests that the concept of quick wins may be built more on assumptions than evidence. In this study, we evaluate formal quick wins as planned by school principals participating in a turnaround leadership program in the United States. Our results suggest that principals struggle to develop high-quality quick wins despite their relative simplicity as an improvement planning starting point, especially in comparison with the development of traditional annual improvement or development plans. Finally, we consider the implications of these results in relation to traditional school improvement planning, especially in response to low-performing school contexts.  相似文献

The article traces the policy history of Kenya over more than 40 years (1963–2006) in order to tease out the tensions between the key themes of its own national agenda and the priorities of its principal development partners. The national concerns with the education-and-employment connection and with the orientation of schooling towards skills for work in the formal and informal economies can be contrasted with the aid agency priorities on quality and on education-for-poverty reduction. Equally, national preoccupations have been with the whole of the education and training system—from early childhood, to technical, to university. By contrast, external donors have frequently prioritised a particular sub-sector such as primary schooling. In the most recent period, 2002–2006, the paper identifies the emergence of common ground between the national and external agendas. Thus the international education agenda, as marked out by the UN Millennium Project, the Commission for Africa, and the World Bank's most recent education policy paper, is not dissimilar in its priorities to the latest Kenyan education agenda, as expressed in the Kenya Education Sector Support Programme. There is also an agreement that the education sector, on its own, cannot deliver the many benefits so often associated with schooling; rather, there needs to be an enabling environment in other sectors of the economy, if the investment in education is to be most productive. The one area where there is serious divergence, between the Government of Kenya, and, at least, its principal Western donors is on the treatment of corruption. At the point of writing, the extent of corruption remains a major threat to the external funding so necessary to Kenya's large educational ambitions.  相似文献

ABSTRACT

This article presents a critical policy historiography of how Early School Leaving has been understood as a social problem and what policy responses have been enacted to tackle it in the Italian context, devoting a specific attention to the analysis of the translation of EU policy ideas, tools and recipes to reduce ESL. It shows how the formulation of a global and integrated national strategy to tackle ESL in Italy in 2018 can be interpreted as the result of a troubled process of re-culturing. Such a reculturing is the effect of the complex interplay between the legacies of the Italian welfare regime in education and the co-option of the ESL issue within a EU political frame that struggles to combine economic rationalism and social justice. Such a struggle is interpreted as contributing to a profound rethinking of education and its mission.  相似文献

The present article explores the making of education policies in weak states, particularly in the context of developing nations and in view of the increasing influence of international organisations, such as the World Bank, in definition of education reform agendas. The discussion seeks to contribute to the theory of weak states by highlighting the importance of political processes of interest articulation and mobilisation, and by suggesting that state weakness can vary internally from one policy to another. It does so with reference to education and to a study of radical discontinuity in Peruvian education policies.  相似文献
