Canadian National Site Licensing Project

Abstract

The Canadian National Site Licensing Project (CNSLP) is a national effort by a consortium of 64 Canadian university libraries to provide access to full text electronic journals. The first part of this paper describes the organization, funding structure, and activities, including license negotiations, of the CNSLP. The second part of this paper deals with the technical and operational issues related to electronic journal management. It describes the process developed at the University of Saskatchewan for incorporating the CNSLP material into the Library's collections and finding tools. An assessment of the jake utility as a reliable source of metadata is also presented.     

The UK's National Electronic Site Licensing Initiative (NESLI)

Summary

In 1998 the UK created the National Electronic Site Licensing Initiative (NESLI) to increase and improve access to electronic journals and to negotiate license agreements on behalf of academic li braries. The use of a model license agreement and the success of site li censing is discussed. Highlights from an interim evaluation by the Joint Information Systems Committee (JISC) are noted and key issues and questions arising from the evaluation are identified.

Lassoing the Licensing Beast: How Electronic Resources Librarians Can Build Competency and Advocate for Wrangling Electronic Content Licensing

The role electronic resources librarians (ERLs) have in licensing electronic content is the most relevant in the breadth of an ERLs core responsibilities. While ERLs are rarely lawyers in addition to being librarians, the role they play in educating stakeholders, negotiating with publishers and vendors, and crafting understanding of licensing terms is integral for the success of a rapidly growing and changing electronic collections environment. Often, new ERLs have to learn these skills on the job. Discussed are tools and resources for new ERLs to build their electronic content licensing competency and insight on how to educate to advocate for the ERLs role in licensing.

The Licensing Lifecycle: From Negotiation to Compliance

The license negotiated at the beginning of the electronic resources lifecycle impacts access to the resource throughout the life of the contract. To simplify the negotiating process, the Texas A&M University (TAMU) Libraries developed a licensing checklist. In order to make completed licenses accessible to all library personnel, the TAMU Libraries use the electronic resources management system Centralized Online Resources and Licensing (CORAL) to store license documents and terms. This presentation reviewed the TAMU Libraries’ licensing process, the creation and evolution of the licensing checklist, and the suitability of CORAL to share license details. The presenters also recounted several examples of difficult negotiations and license violations.
