矿务危机与绅士的抉择——以安徽铜官山矿案为例

清末安徽绅士通过上书朝廷告知实情,相互合作增强实力,与外交涉坚持利权等途径收复铜官山利权。皖绅处理矿务过程体现了地方绅权和皇权的进一步分离,皖绅更倾向于维护地方的利益,以及斗争方式灵活多样、注重实效的特征。     

晚清时期＂兴绅权＂思想研究

晚清时期,"兴绅权"思想伴随着地方自治思潮的出现而产生.通过权力组织化和合法化,形成了绅权膨胀的局面.劣绅和新派绅士的大量出现,改变了政权、绅权、民权三者的平衡关系.最后"兴绅权"思想随着辛亥革命的爆发而终结.     

北洋时期绅权的扩张对地方治理的影响——以无锡为例

北洋时期无锡的绅权得以扩张，地方精英们借助自治组织与商会等公法团体掌管了地方管理大权，成为社会权力群体。当时中国基层社会的管治模式已由传统的政府为主、绅士为辅，变为绅商为主、政府为辅。绅权的扩张给了地方精英们更大的施政平台，但也给全国政权的稳定带来一定的负面影响。北洋时期始终未能解决政权、绅权与民权的平衡发展问题。     

论晚清中国的绅士、绅权和国家权力

清初抑绅权。此后的二百余年里,在籍绅士居于国家权力的规范之下,大半都 不再有搅动地方的力量。迨太平天国起东南,地方官以守土为责分,从而不得不以募勇筹饷为要务。但募勇筹饷都要由绅士来承担,因此,这个过程实际上又成了国家权力重新扶植绅权的过程。随后五十年,被扶植起来的绅权一面同官府合作,一面又在伸张和扩张之中同官府颉颃。而当灌入的西潮催化社会嬗蜕之日,这种古老的东西又获得了原本所没有的新义。

第二次鸦片战争时期,团练作为一项重要的战略筹码,成为清政府战争决策和外交谈判的博弈手段。广东战场团练兴办于省城广州陷落之后,由流亡城外的主政官员以在籍绅士的身份加以组织,因此官府主导、在籍官员督办的特点十分显著。清政府希望京津团练能够辅助正规军队作战,但是由于没有成例可以借鉴,官方不得不更多利用地方绅士的主动性。广东战场团练的财政以官方名义"劝借"为主,京津战场团练的财政依靠官府财政支持与绅士自助捐献。团练在战场上的实际表现不佳,相反,团练在地方社会管理方面发挥一定的作用。
