苏区的国家政治保卫局模仿了苏联国家政治保卫局的机构设置 ,其组织原则和职权划分也基本一致 ,实行局长单一集权制和单线垂直领导原则 ,缺乏监督和制约 ,成为三十年代苏区肃反扩大化的体制因素

利用合作解决社会问题是中国共产党在苏区时期的重要目标。中央苏区在发展合作运动的过程中,建立了消费、粮食、生产、信用、利用等多种形式的合作社,在诸多类型的合作社中,苏区政府优先选择了消费合作社,并作为合作运动的主体。尽管消费合作社是苏区民众最需要的,在发展消费合作社时,民众起初并不积极;随着苏区政府强力推进和消费合作社给民众带来了实实在在的利益,民众的态度逐渐变得积极,形成了中央苏区消费合作社发展的高潮。中央苏区的合作运动不是民众的自发运动,而是苏区政府主导下的产物。
