Ontological politics has received increasing attention within education policy studies, particularly as a support for the notion of policy enactment. While policy enactment offers serious challenges to traditional approaches toward policy implementation, this paper takes up ontological politics as a concept that extends beyond implementation and holds consequences for policy formation as well. Analysing the different uses of evidence in recent policy documents from Aotearoa New Zealand, this paper argues that an ontological politics of evidence grounds policies in ways that define what can and cannot be enacted, what this paper terms policy enablement. The analyses illustrate an ontological politics of evidence that excludes non-experts in the first instance, and that sanitises the critical elements of enactment in the second. Both analyses highlight the ways policy enablement emerges from ontological politics and offers a supplement to policy enactment. Following these analyses, the paper offers some provisional thoughts on the relationship between enablement and enactment as an approach that attends to context as a constitutive element of policy-making.  相似文献

The article uncovers the complex process of educational policy enactment and the impact this process has on teachers as policy actors as they undertake the task of introducing a new mathematics curriculum in a Canadian secondary school. The three year study based on in‐depth qualitative interviews adopts a classic grounded theory approach of concurrent iterative cycles of data collection, conceptual categorisation and analytical abstraction, to identify six emergent concepts indicative of policy actor engagement with the policy process: (1) Professional and Emotional Investment; (2) Decisional Legitimacy; (3) Hierarchical Trust; (4) System Integrity and Viability; (5) De‐professionalisation; and (6) Identity Safeguarding. Further, and significantly, the grounded theory analysis identifies the core concept of Affective Disruption, conceived as an interruption to an individual's emotional equilibrium resulting from interference to their cognitive sense‐making in relation to policy. It is proposed these six emergent concepts and Affective Disruption as a core concept are precipitated within policy actors in response to the tensions created by the process of policy enactment; the research findings moving towards what might be tentatively termed a policy social psychology.  相似文献

This article is offered as a counterpoint and complement to the symposium on policy enactment in a previous issue of Discourse by Stephen Ball, Meg Maguire and colleagues. Although their focus was largely on the discursive, and policy actors and policy subjects, this article is concerned with researching the emergent materiality of policy and draws on an Australian Vocational Education and Training policy study. It focuses on one particular object (a mini-warehouse) and one policy (Productivity Places Program) and develops an approach to researching a topology of policy enactment along three intersecting axes. In this topology, the material is given an ontological status, which is ‘in-here’ as opposed to ‘else-where’; where reality is emergent in practice. The research focus therefore is on policy processes and the assumption is that these processes are not benign as the world continues to be (re)articulated unequally; the point of policy research being to investigate the ways in which policy processes contribute to or work against this inequality.  相似文献

ABSTRACT

This paper explores how six English primary school teachers enact assessment and attainment-focused policy and asks what this performative policy work does and whether it shapes or requires a new kind of primary teacher subjectivity. The paper draws on a small study of policy enactments in two primary schools in Greater London in order to discuss two dimensions of policy enactment that emerged from our data: first, shifting assessment regimes in primary schools which create an enactment environment of second-guessing policy; second, a shift in focus from the individual child to targeted groups that raises questions about more traditional primary school values. The paper concludes with a reflection on the effects of contradictory values and practices and how this policy context creates a form of ‘doing without believing’ in the English primary school.  相似文献

In this paper, teachers’ enactment of assessment policy within demands for accountability and consistency of teacher judgements is considered. Evidence is drawn from a qualitative study involving 50 middle school teachers from Queensland, Australia, who participated in online social moderation meetings with teachers located in dispersed areas around the state. The study presents how travelling policy is embedded in local histories and cultures, in particular within systems of accountability; and the different layers of what may be considered ‘local’. The paper examines the intersections of travelling and embedded policy, and global and local contexts as these are enacted through online moderation meetings.  相似文献

Adapted primary literature (APL) refers to an educational genre specifically designed to enable the use of research articles for learning biology in high school. The present investigation focuses on the paedagogical content knowledge (PCK) of four high‐school biology teachers who enacted an APL‐based curriculum in biotechnology. Using a constructivist qualitative research approach, we analysed those teachers' aims and beliefs, the instructional strategies they used during the enactment of the curriculum, as well as the outcomes of the enactment as perceived by the teachers and their students, and as reflected in the class observations. Some of the teachers' strategies applied during the enactment, such as the conversational model, were specifically designed for teaching APL‐based curricula. We found that the instructional strategies applied for the adapted articles were associated with cognitive and affective engagement, active learning, inquiry thinking, and understanding of the nature of science. Suitable teacher PCK promoted learning by inquiry in addition to learning on inquiry. Students' challenges were mainly linked to the comprehension of complex, multi‐stage, biotechnological processes and methods that are abundant throughout the curriculum and required the use of previous knowledge in new contexts. A complex interaction of factors, namely teachers' PCK, the APL genre, and the biotechnology content of the curriculum, shaped the instructional strategies of the new curriculum and the outcomes of its enactment  相似文献

Within policy discourses, teachers are positioned as objects of reform who enact policies under rational systems of observation and accountability and are, therefore, situated as de-professionalized actors lacking expert knowledge. This research project asks relatively straight-forward questions: If practicing teachers were given a voice in political debates over urban education policy and reform, what would they say? What macro-level policy problems would they identify as being important? Findings indicate the primary policy problems include Systemic Inequity and Bad Policy. The primary policy solutions include, Schools as a Community Resource; Shared Decision-Making; Contextual Goals; and Time, Space and Resources.  相似文献

This paper presents a first attempt in an ongoing research study of the policy environments in four UK secondary schools to examine policy enactment, where ‘enactment’ refers to an understanding that policies are interpreted and ‘translated’ by diverse policy actors in the school environment, rather than simply implemented. The paper is divided into two parts. The first part presents an audit of the policies encountered in four case study schools in the south‐east of England. The second part looks at one current English government policy, namely personal learning and thinking skills, and how this is taken up in two of the case study schools. In this way, the paper not just explores why a policy is adopted but also illustrates the capacity for school‐based policy elaboration, where schools produce their own ‘take’ on policy, drawing on aspects of their culture or ethos, as well as on the situated necessities.  相似文献

ABSTRACT

This paper examines lesbian and gay teachers’ identities and experiences in schools in the context of school policies relating to homophobia and to sex and sexuality education. Drawing on semi-structured interviews with 12 lesbian and gay teachers working in English and Welsh schools, and using the concept of ‘policy enactment’, I analyse the ways in which school policies around homo/bi/transphobic bullying and sex/uality education and their enactment are perceived by lesbian and gay teachers. The article examines teachers’ personal experiences in relation to sexuality in school, and then broadens out into related issues for pupils and a discussion of the varied approaches to sex and relationships education in the schools. I argue that the enactment of these policies is not straightforward, and that they could be better supported by a more inclusive and comprehensive sexuality education curriculum.  相似文献

This paper argues that the problems of educational access for non-nationals in South Africa lie not simply in failures of the current policies, although there are certainly instances where policies need modification, but largely in the implementation of existing policies, and the ways in which they are developed and modified. The paper reviews evidence in the international literature and draws on empirical evidence from a small study of a group of Zimbabwean migrant children to illustrate more clearly the dynamics that serve to exclude them from access to schooling, despite official policy commitments. Key research questions that are addressed are what main barriers to educational access exist for non-national and are these a result of policy gaps; how does the implementation of existing educational policies affect the educational access of non-nationals; what approaches to policy and practice would be more effective in ensuring non-nationals participate fully in basic education? The paper ends with some observations on how to address the policy gaps and how to develop a more effective approach to policy formation and implementation in order to improve both policy and practice.  相似文献

The period 2010 to 2014 is widely acknowledged as a time of highly significant education reform in England, including of Initial Teacher Education (ITE). The Conservative–Liberal Democrat coalition government introduced a programme of ‘school-led’ education policies, of which ‘School Direct’ was intended to shift the balance of power, resources and modes of training teachers away from universities towards schools. Through an analysis of interviews with leaders of ITE in universities in two English regions, we examine the mediations of the School Direct policy from a socio-cognitive and activity-theoretical perspective. We identify three emotional frames for perceiving School Direct within the policy environment, drawing on the Vygotskian concept of perezhivanie. We also identify two policy enactment activities that involved bargaining within and rebrokering relationships between universities and schools. Consequently, we argue that the mediations of School Direct reported by the university leaders in our sample can be understood as limited appropriations of the policy within a highly charged emotional context where institutional risks were felt to be ever-present. We conclude that these leaders did not believe that School Direct achieved a transformation of ITE on the basis of a reconceptualisation of existing practices. The article contributes both to the scant research literature on School Direct as a significant reform by studying university leaders’ accounts of policy mediation and the socio-cognitively informed literature on policy enactment by foregrounding the emotional-affective dimension of sense-making.  相似文献

This literature review aims to understand the factors that influence the adoption of school leadership policy reforms and whether there are some common trends that lead to policy changes in this area. The main question driving the study was the following: what are important reasons or contextual factors that have influenced the adoption of school leadership policy reforms? The analysis shows that there is an eclectic set of research that covers school leadership from different perspectives. Each tackle the question of school leadership reform adoption from different angles. A policy perspective associates school leadership reforms to contextual changes in relation to decentralisation, school autonomy, accountability or an increasing emphasis on education outcomes. School improvement perspectives acknowledge the key role of school leadership in education change. The research on school leadership impact has contributed to the adoption of school leadership reforms. The school leadership policy perspective shows that countries have introduced school leadership reforms, with practices varying by country and context. Some have been interpreted as a response to a new public management agenda or to the globalisation of education policies. Findings from this review indicate that whilst there is much research on school leadership, nevertheless, analysis and promotion of policies to support and strengthen school leader roles to support school improvement appears to have received less attention.  相似文献

This paper provides a critical analysis of the edu-businesses currently working in partnership with the Australian Curriculum, Assessment and Reporting Authority to deliver the Commonwealth government policy initiative of the National Assessment Program – Literacy and Numeracy (NAPLAN). These emerging public–private partnerships (PPPs) exemplify new heterarchical governance structures in Australia, where a network of public and private agents now contribute to education policy processes. In analysing the NAPLAN policy network, this account seeks to proffer a critical analysis on the evolving PPPs in Australia and ascertains in whose interests and with what outcomes these PPPs operate. The NAPLAN policy network is analysed in relation to the contemporary state and its changing modus operandi, in which I draw on the notions of heterarchies, networks and new governance structures in education to understand these developments. Network ethnography is employed to document the network of PPPs that are associated with NAPLAN and other government initiatives in Australia, and in particular, I reflect on the activities of Pearson and the Australian Council for Educational Research to problematise what these policy networks mean.  相似文献

This article discusses ‘minor key research’ and doing this kind of research as ‘response-ability’. We explore the possibilities that education policy enactment research might hold for theorising and doing research, not just for work on ‘how schools do policy’, but also for how researchers do policy research with schools. A methodological question is raised here by us with respect to what researchers might ‘do’ in schools and other policy locations (such as when working with bureaucrats or politicians). We also discuss our researcher responsibility with respect to such work, and we have attempted to respond to the questions: ‘Is there an alternative for the current regime of accountability? Are there ways to resist and intervene in the current culture of accountability?’ In the first section, we focus on minor key research, and in the second section we discuss doing minor key research as ‘response-ability’.  相似文献

In this essay, P. Taylor Webb and Kalervo N. Gulson argue that educational policy is a spatial process and that implementation processes in particular produce crucial emergent geographies for policy research. Webb and Gulson describe how emergent geographies are produced when policy folds actors through senses and enactments of policy. The idea that policy is sensed and enacted is developed into the concept of a policy intension that extends approaches to spatial and, in particular, micropolitical analyses in policy research. Webb and Gulson conclude by discussing cartographical methods that better map the geographies of subjectivity produced through policy intensions.  相似文献

In this article we argue that understanding the identities that teacher educators construct for themselves is central to effecting innovation within a changing policy environment. The article begins with a theoretical perspective on the nexus of change and identity. It then discusses the central features of identity amongst a group of teacher college educators who have been incorporated into a higher education institution in South Africa. The discussion focuses in particular on their new roles as researchers. We argue that the promotion of research needs to be based on what teacher educators already perceive to be their particular strengths and roles. The paper ends with some examples of strategies for research promotion in this particular setting.  相似文献

This paper introduces a serendipitous special issue of Discourse: Studies in the Cultural Politics of Education, focusing on the rise of large-scale international testing and performance data in school system accountability and the effects that such changes have produced in education policy and research. These developments are theorised in terms of the reworking of the State and networked modes of governance, including the increased involvement of edu-businesses in education policy-making and enactment, and the emergence of new topological spatialities and connectivities associated with globalisation. We contend that the prevalence of international large-scale assessments has greatly enhanced the mutual ‘visibility’ between participating national (and subnational) schooling systems within a commensurate space of measurement, which in turn makes possible new ways of acting in light of ‘evidence-informed’ policy-making. This analysing and theorising serves to both contextualise and introduce the papers included in this special issue. The paper closes by considering the implications of such developments on education policy and research, and how this necessitates the development for a new approach for researchers engaged in policy analysis, now and into the future.  相似文献
