Evaluating digital libraries in the health sector. Part 2: measuring impacts and outcomes

This is the second part of a two-part paper which explores methods that can be used to evaluate digital libraries in the health sector. Part 1 focuses on approaches to evaluation that have been proposed for mainstream digital information services. This paper investigates evaluative models developed for some innovative digital library projects, and some major national and international electronic health information projects. The value of ethnographic methods to provide qualitative data to explore outcomes, adding to quantitative approaches based on inputs and outputs is discussed. The paper concludes that new 'post-positivist' models of evaluation are needed to cover all the dimensions of the digital library in the health sector, and some ways of doing this are outlined.

This is the first part of a two-part paper which explores methods that can be used to evaluate digital libraries in the health sector. In this first part, some approaches to evaluation that have been proposed for mainstream digital information services are examined for their suitability to provide models for the health sector. The paper summarizes some major national and collaborative initiatives to develop measures for digital libraries, and analyses these approaches in terms of their relationship to traditional measures of library performance, which are focused on inputs and outputs, and their relevance to current debates among health information specialists. The second part* looks more specifically at evaluative models based on outcomes, and models being developed in the health sector.

Assessing the preparedness of university libraries for digital preservation

This study was carried out to assess the preparedness of libraries for digital preservation programs in terms of the availability of financial, technological, human resources, and policies and procedures. The sampling frame comprised of central libraries of 70 public sector universities and DAIs established till 2010. Out of the 70 targeted institutions, 63 participated in the survey with a response rate of 90%. Due to a lack of normality in the data, non-parametric tests (Mann Whitney U and Kruskal Wallis H) were applied for exploring significant differences and variances between different groups. Overall, a passive level of preparedness was observed for digital preservation in these libraries. A lower level of preparedness was noted in terms of policies and procedures related to digital preservation (M = 1.79, SD = 1.039), training opportunities (M = 1.98, SD = 0.944), and skilled human resources (M = 2.07, SD = 1.110). The availability of funds for acquisition of technological infrastructure (M = 2.59, SD = 1.364) was the only area where libraries had a good level of preparedness. Libraries of Islamabad Capital Territory and the Punjab province showed better preparedness than libraries in other parts of the country. The study has theoretical implications for researchers and practical implications for university libraries, higher education administrative bodies, and university and library administrators.

Automatic evaluation of digital libraries with 5SQual

Digital libraries (DLs) are complex information systems which can present changes in their structure, content, and services. These complexities and dynamics make system maintenance a non-trivial task, since it requires periodical evaluation of the different DL components. Generally, these evaluations are customized per system and are performed only when problems occur and administrator intervention is required. This work aims to change the situation. We present 5SQual, a tool which provides ways to perform automatic and configurable evaluations of some of the most important DL components, among them, digital objects, metadata, and services. The tool implements diverse numeric indicators that are associated with eight quality dimensions described in the 5S quality model. Its generic architecture was developed to be applicable to various DLs and scenarios. In sum, the main contributions of this work include: (i) the design and implementation of 5SQual, a tool that validates a theoretical DL quality model; (ii) the demonstration of the applicability of the tool in several usage scenarios; and (iii) the evaluation (with usability specialists) of its graphical interface specially designed to guide the configuration of 5SQual evaluations. We also present the results of interviews conducted with administrators of real DLs regarding their expectations and opinions about 5SQual.
