CAS forum for young scientists held in Yunnan

Co-organized by the CAS Graduate University （GUCAS） and the CAS Kunming Branch, 2007 Sciencel00, a CAS annual forum for outstanding young scientists, was opened on 28 November, 2007 at the CAS Xishuangbanna Tropical Botanical Garden （XTBG）, with an attendance of more than 90 experts and scholars from various CAS affiliates.     

The 10th Session of the Fourth CAS Presidium Held in Beijing

Chaired by Prof. LuYongxiang, executive chairman of the CAS Presidium and president of CAS, the 10th session of the fourth CAS Presidium was held on September 2 in Beijing. The CAS Presidium is the standing leading body of the CAS General Assembly, the highest organ of the CAS Academic Divisions (CASAD).

中国科学院科技扶贫创新举措及成效

中国科学院是我国科技扶贫的先行者和践行者。根据国务院扶贫办的统一部署,中国科学院承担了4个国家级贫困县的定点扶贫任务,包括内蒙古库伦旗、广西环江县以及贵州水城县和六枝特区。近年来,中国科学院发挥科技综合优势,根据贫困地区地域特点,通过部署科技扶贫项目支撑帮扶地区产业发展和脱贫增收,构建服务贫困地区发展的科技扶贫网络,培育贫困地区可持续发展的“造血功能”,取得了显著的帮扶成效。在国务院扶贫办组织的2018年度脱贫攻坚成效考核中,中国科学院定点扶贫工作考核等次为第一等次“好”。     

Key Laboratorles at CAS

CAS launched a plan to develop key laboratories in 1984. By now, it is home to one State laboratory, 55 State key laboratories (including laboratories under the joint sponsorship of CAS and Ministry of Education) and CAS key laboratories. Besides, the preparatory work for establishing three new State laboratories is under way.

CAS Action Plan for the Development of Western China Progressing Smoothly

Since CAS is charged with the key task of carrying out strategic, fundamental and forward-looking studies for this country, it is incumbent upon CAS scientists to take an active part in the National Program for the Development of Western China. This is also an important part of the national Knowledge Innovation Program (KIP) spearheaded by CAS. Over the past two years, CAS has made a series of remarkable advances in Western China with regard to the development of research bases, exploration of crucial scientific problems, the training of talented people, and providing consultation services for decision makers.With the furtherance of the national drive to develop the country's western region, CAS will step up its efforts and increase its funding, to make more and greater contributions to the overall development of the region.     

Institute of Nutritional Science Officially Inaugurated in Shanghai

The nameplate for the CAS Institute of Nutritional Science (INS) was unveiled on December 15 in Shanghai. CAS President Lu Yongxiang and Shanghai Mayor Han Zheng attended the inaugural ceremony.     

苏联专家在中国科学院：对1950年代中苏两国科学院交流与合作的历史考察

在举国上下全面学习苏联的氛围中,自1954年起,数百位苏联科学技术专家陆续来到中国科学院,以院长顾问、学科专家等不同身份,指导、规划中国科学院的制度设计和科研组织工作,并开展了大量科研合作与交流项目。论文依据中国科学院档案等原始文献,着重对这一时期苏联专家在中国科学院早期发展中的角色与作用做出历史的叙述。并以此为切入点,对中苏两国科学院在上世纪50年代这一独特阶段中的交流与合作关系作出基本评估,指出在中国科学院的苏联专家,其工作性质和职责范围以及在华地位,是一个逐渐弱化的过程;而这一变化,除受到两国不同阶段意识形态变化、中共高层对苏政策调整的影响之外,还与合作与交流中双方利益的冲突与调适有关。     

从遵循“理论联系实际”原则到瞄准“战略高技术”方针——中国科学院技术学科布局的历史脉络及反思

中国科学院自建院以来一直在国际科学前沿、国家经济建设与国防安全需求、社会可持续发展三个维度上寻求一种平衡。作为国家最高自然科学学术机构必须面向国际前沿、必须对人类有自己的贡献、必须自立于民族之林、必须引领中国科学的发展;作为国立研究机构又必须为新中国事关国计民生的经济建设与严峻的国防安全尽到自己的职责、必须成为国家高技术研发的重要基地、必须在国际高技术领域有一席之地：作为用纳税人的钱支撑的具有良知的学术团体又必须为社会可持续发展提供共享的资源与环境信息、必须为社会进步提供思想资源和文化食粮。中国科学院的技术学科布局与发展就是在这三种强大力量的左右下进行的,她所走过的道路就是由几乎全面扑向国家与社会的事无巨细的技术需求到抽身致力于更为关键与事关长远的战略高技术、建立研发“航空母舰”集群。     

CAS Invites International Panel to Evaluate Its Institute

At the invitation of the CAS, a group of eight international experts convened in Nanjing on October 7th and 8th to evaluate the CAS Nanjing Institute of Geology and Paleontology (NIGPAS). This is the first move of its kind ever made by CAS at the academy level. Earlier this year several CAS institutes had made similar assessments by themselves.     

中国科学院法律主体性质及其立法重构

由于历史原因,中科院法律主体性质从《中国科学院暂行组织章程(草案)》开始就存在着模糊的倾向。现有法律主体性质的制度性确认,缺失基础性的法律内涵,使得中科院法律主体性质稳定性和权威性不足,从而难以满足中科院治理体系现代化的客观需求。因此,从应然和实然的角度,建议尽快通过专门性立法确认法律主体性质,设立专门性国立科研机构法人主体,以及明确行政管理授权等方面重构中科院法律主体性质。

中国科学院成立至今,根据国情和院情,创办和管理过多所大学,其历程并非一帆风顺,有艰辛曲折,有成功的经验。中国科学院所办的大学为国家培养了大批专业人才,在促进科教融合,提升大学学术水平等方面,不断探索具有中国特色的高等教育发展之路。     

CAS physicist receives Tate Medal from American Institute of Physics

The American Institute of Physics （AIP） 2007 Tate Medal for Leadership in International Physics goes to Prof. YU Lu, a physicist from the CAS Institute of Physics and chair of the CAS Interdisciplinary Center for Theoretical Studies.

科学技术的发展归根结底需要优秀的人才,机构的良性发展需要不断地吸引并留住优秀人才。中国科学院是我国自然科学研究的最高学术机构,其发展状况对我国整个科研事业的发展态势有着举足轻重的作用。本文以中科院为研究对象,通过问卷调查和访谈,征询中科院各个层次的人员对所从事的研究工作以及研究环境对于科技人员的规模、结构、人才吸引和流动等方面的观点和意见,并基于此分析了中科院人力资源需求的期望格局和人才吸引方面的优势和不足。
