用户隐私是图书馆在数字化建设中必须重视的问题。台湾很多公共图书馆都制定了用户隐私权政策,在政策的适用范围、网站收集个人信息的声明、个人信息收集的内容和目的、公开个人信息的条件、Cookies的使用、修改或删除个人数据的情形、免责声明、政策修订说明等方面,既存在着相同之处也各有差异。用户隐私权政策的有效实行还依赖于信息安全政策的实施。  相似文献

隐私政策作为档案网站建设的重要内容,在档案信息服务安全保障中发挥着至关重要的作用。因此,本研究以我国78个档案网站为研究对象,对其是否设有隐私声明,隐私声明的名称、位置以及内容等方面进行调研。结果显示,我国档案网站隐私声明定位有待提高、形式有待规范、内容有待健全,可从提升隐私保护意识、明确用户体验导向、实现多元研制主体以及出台专项法律制度等方面促进档案网站隐私政策的体系化和人性化,增强其民主科学性和社会影响力。  相似文献

While privacy is a core value of librarianship, privacy standards differ by library and library vendor. These types of guidelines are necessary and useful, but understanding them can be overwhelming. Academic libraries increasingly rely on third-party, cloudbased vendors to manage their systems and to provide access to their collections. When selecting library systems, library staff must understand privacy issues and be aware of how vendors use data. However, libraries do not always have the staffing, time or knowledge, and vendors are not always interested in upholding library values. The project examines the content of privacy policies for popular library systems used by Canadian academic libraries. The research aims to help librarians better understand the policies, to help them make informed decisions about their own library systems. The process used to code the privacy policies and the results of the coding are included alongside recommendations for vendors and library employees. Building on two seminal privacy studies, the methodology is revised for a Canadian context and updated with today's terminology and context, making it adaptable for other libraries and context around the world.  相似文献

Libraries have always been places where individuals feel free to explore new ideas and seek out information in the pursuit of creative and intellectual growth. Fear of exposure or surveillance could threaten an individual's inclination to search for and access information. Understandably then, privacy is understood to be a core professional responsibility of librarians. This study builds on a national report and a qualitative study, completed in the United States, which explored librarians' attitudes on privacy. Adding a Canadian voice to the literature, this study examines survey results from academic librarians in Canada on their perceptions and attitudes related to library practices and online privacy behaviors. Overall, Canadian academic librarians believe that protecting patron privacy and educating patrons about issues related to online privacy is important. However, many Canadian academic librarians doubt that libraries are doing all they can to protect patron privacy. Academic librarians stand to gain knowledge and understanding of peer attitudes toward online privacy, as well as how patron privacy is being advocated for and protected on university campuses across Canada. The results will guide future library policies and programming aimed at creating an environment where privacy rights are protected and patrons can make informed choices about their online actions.  相似文献

Many academic libraries are adopting 3D printing programs and researching, writing, and implementing policies for these programs. This article analyzes the content of 50 academic library 3D printing policies looking for commonalities. Five major themes emerged from the analysis: the policy's purpose, potential users of the 3D printers, 3D printing procedures, the acceptable uses of the 3D printers, and user privacy considerations. Various studies show that the display of a privacy statement on an organization's website can be a potent, but simple way of acquiring clients' and users' trust, which results in the completion of transactions with the organization through its website. Empirical studies that analyze the contents of privacy statements on commercial websites are profuse, while privacy statements posted on the websites of non-commercial organizations have been largely ignored by researchers. In this study, the contents of privacy statements on Dutch municipal websites are analyzed. Using the important provisions of the Wet Bescherming Persoonsgegevens (WBP) or the Dutch Personal Data Protection Act, the study also looked into the conformity of the contents of privacy statements with the existing law on privacy protection in the Netherlands. We also looked into the availability and findability of privacy statements on Dutch municipal websites. Three important findings resulted from this study: first, not all municipal websites bother to post privacy statements on their websites; second, most municipalities do not ensure that their online privacy statements are findable; and third, privacy statements on Dutch municipal websites emphasize diverging assurances and promises—with some privacy policies containing all the important provisions of the WBP, and others offering only general, and sometimes rather vague, guarantees.  相似文献

Some academic libraries use service philosophy statements to strengthen the quality of their service culture. A service philosophy statement communicates directly to users what they can—and should—expect from the library. This article describes a study in which the authors applied qualitative content analysis to service philosophy statements. The objective was to examine the form and content of these statements and identify themes, trends, and ideas in order to determine how and what they communicate about a library’s commitment to service. The results of the study found that statements in the sample varied significantly in strength and purpose.  相似文献

This paper demonstrates the divergent requestor privacy policies of professional librarians and the administration of the Freedom of Information Act (FOIA), and urges the federal government to adhere to librarian ethics in order to protect FOIA requestors. Section 1 of the paper provides information about the origins and purpose of the FOIA. Section 2 offers an overview of the philosophical and historical origins of library patron privacy ethics, discussing both the ethical basis for patron privacy and actual instances where library records have been sought for government surveillance of private citizens. Section 3 describes the state library laws that protect library requestors, as well as federal laws that protect non-FOIA requestor privacy rights, including the Video Privacy Protection Act (VPPA), which protects video rental records. Section 4 of the paper warns that, in the digital era, it is more important than ever to safeguard personal information like that contained in FOIA requests to prevent the stifling of information seeking activities in the United States. By modifying laws tomeet the needs of the “information age,” the United States government can embrace and utilize the ethical standards that are at the foundation of librarianship, and protect the principle that information should be free and available to the American populace.  相似文献

SUMMARY

The privacy and confidentiality of library use are often at odds with efficiency in and customization of library public services. When librarians make decisions about services and privacy, they should consider strategic approaches to defining and discussing privacy and become familiar with the law of library privacy and their ethical commitment to privacy in library use. A wide range of library services and efficiencies threaten privacy and introduce the potential for secondary uses of personally identifying information collected by the library. Market failure for privacy weakens the value of consumer surveys and consent as substitutes for librarians' choices between privacy and services. Compromises such as those outlined by the ALA Intellectual Freedom Committee offer reasonable approaches to libraries and librarians struggling with the uncertainties that characterize the challenge of meeting both service and privacy interests.  相似文献
