One of the core functions of the electronic resources librarian (ERL) consists of managing various stages of the electronic resource lifecycle. In order to do this effectively, it is extremely helpful to have a detailed guide on hand. An e-resources acquisition checklist can assist the librarian in covering all aspects of evaluation, acquisition, renewal, and cancellation of e-resources such as databases, e-books, e-journals, and more. Such a tool can be indispensable, especially for new ERLs attempting to get a grasp on the logistics of electronic resources management. Using the newly created Techniques for Electronic Resource Management, the author details the process by which librarians navigate the e-resources lifecycle.

On the surface, it might appear that libraries with different collections, staffing levels, and budgets would have to make use of different tools to address their e-resource management needs. However, in their review of electronic resources lifecycle work at North Carolina State University and Georgia Perimeter College, Tessa Minchew and Sofia Slutskaya discovered that this is not always the case. The presenters reviewed the electronic resources lifecycle and three distinct types of tools (content management systems/wikis, Microsoft Access, and Trello) that are being used in different ways to address different lifecycle-related tasks at each of their institutions.

As a part of NSTL proposed long-term preservation of digital information network, the National Science Library of CAS (NSLC) constructed a long-term preservation system of electronic journals called CAS E-Journal Archiving System, which was based on OAIS and adapted Fedora as the fundament system. The system chose a certain amount of electronic journals as pilot resources. Through three major system functional components comprising ingest, preservation management and data dissemination, the system took the long-term preservation of digital objects function into practice. The system is designed to be open and scalable. It realized digital objects management and lifecycle management. In this paper we describe the design of the system, and the issues we have learnt about long-term preservation.

This article describes a project documenting and analyzing the electronic resource workflows for the library at Baruch College, CUNY (City University of New York). The presenter discusses her approach, how background research informed the documentation process, and explains the methodology and framework used to analyze the lifecycle of the electronic resources. Multiple interviews conducted with staff, faculty, and stakeholders involved in these workflows offered clarification of the steps involved and afforded the opportunity to delve into lengthier discussions about the process. This presentation highlights some outcomes of the project, focusing on “gaps” in the lifecycle, indications of where the workflow could be streamlined, and examples of beneficial conversations within library departments.

An important aspect of the lifecycle of electronic resources is disseminating the arrival of new resources on campus and reminding the campus of currently subscribed materials. A database page accessible by subject, topic or format, training sessions by vendors, either live or via the Web, information literacy presentations for one-shot classes or workshops for the entire campus are standard marketing strategies; however, even with clear and comprehensive presentations demonstrating awareness of the strengths and limitations of subscribed resources, if only a handful of the 15,000+ users show up, the program may appear to be an exercise in futility. Another route to disseminate this important information is the library expo or vendor fair. Vendors set up booths for three to five hours to meet with users. They provide booth giveaways and help with door prizes to attract students, faculty, and administrators to the fair. Users can spare a short time to browse the booths between classes and meetings to learn about new resources and ask questions about their old favorites. This article will provide insights in the planning, marketing, and assessment of the library expo held at Indiana University of Pennsylvania.

The license negotiated at the beginning of the electronic resources lifecycle impacts access to the resource throughout the life of the contract. To simplify the negotiating process, the Texas A&M University (TAMU) Libraries developed a licensing checklist. In order to make completed licenses accessible to all library personnel, the TAMU Libraries use the electronic resources management system Centralized Online Resources and Licensing (CORAL) to store license documents and terms. This presentation reviewed the TAMU Libraries’ licensing process, the creation and evolution of the licensing checklist, and the suitability of CORAL to share license details. The presenters also recounted several examples of difficult negotiations and license violations.
