This paper analyses recent educational reforms on teachers’ work in Sweden following the 2010 Education Act, and up to the School Commission Report released in April 2017. We draw upon key policy texts and associated documents from the Ministry of Education, and the Swedish National Agency for Education (Skolverket). We consider the background to the reforms, their relations with one another and how they have played out in the Swedish educational policy context. We argue that these reforms exhibit features of ‘fast policy’ in terms of how they have taken on an increasingly centralised and neoliberal character, and the rapid-fire way they have been directed at teachers as individuals, rather than broader schooling structures. We show how the fast policy reforms have recentralised schooling and teachers’ work—effectively de-professionalising educators. 相似文献

Our understanding of the transition from school to work has traditionally been underpinned by a three-stage model. This is one in which the first stage is a preparatory one, where the focus is on school, followed by a second transition stage and ending in a third stage, the successful entry to work. This is a model that has been challenged by work from the ‘cultural studies’ school but still informs much contemporary work. The study of freelance dancers’ entry into work reveals a very different experience of the transition. Rather than a sequence of experiences of school, preparation for work and then entry into established employment, the dancer’s experience is one of coterminus experiences of work, vocational training and family life that can start before the entry into primary education. This represents a serious challenge to the three-stage model as a general model for conceptualising transitions. Using the experience of the dancers and building on the work of Becker and Wyn, this paper explores how the concept of belonging points the way forward towards a more comprehensive conceptualisation of the transition. 相似文献

ABSTRACTIn this article, we analyse the implementation and change of a specific school reform in Germany using the example of external school evaluation in Lower Saxony: the school inspection. We investigate how and why a newly implemented reform is itself subject to reform shortly afterwards. We begin with a historical background of German school reforms over the last 40 years. Then, we consider school reforms through the lens of organisational theory. Finally, we combine the historical and theoretical perspectives on school reforms placing particular emphasis on more recent developments in external school evaluation. Project-based learning is undoubtedly one of the best instructional methods for developing students’ broad learning capabilities, beyond teaching specific subject matter. However, experienced engineering teachers often tend to concentrate on merely teaching pupils the technical side of project work. This paper describes a programme aimed at fostering self-regulated learning among high schools pupils working on projects in electronics, control systems and robotics. The programme sought, for example, to promote pupils’ conceptual knowledge regarding the subjects they dealt with in their projects, enabling the learners to gain experience using simulation, laboratory testing and troubleshooting in a system that they were constructing. The change in project work also required pupils to document systematically all stages of system development and reflect on their learning by preparing a printed or web-based ePortfolio on the project. Outcomes of the in-service training course given to teachers countrywide and the first signs of change in project work in schools are reported. 相似文献

This paper seeks to examine current policy reforms that situate education as a means of addressing social inclusion. Borrowing from the work of Popkewitz and Lindblad, the paper takes the form of a cross‐disciplinary literature review that informs understanding of the relationship between educational governance and social inclusion/exclusion in policy research in Australia. To do so, the author examines the assumptions, omissions and contradictions in policy direction via two problematics – the engagement problematic and the early intervention and prevention problematic – to emphasise how policy discourse produces ways of thinking about inclusion/exclusion. The author argues that discourses of engagement and intervention and prevention reinscribe each other, acting as a palimpsest which produces notions of the ‘proper’ family and ‘proper’ participation. These notions of propriety ironically exclude particular types of individuals and families by situating them outside of possibilities for ‘success’ in social and systemic participation. Therefore, the author seeks to examine the ‘systems of reason’ that enable these discursively produced notions of propriety to become normalised. 相似文献

This article connects two fields of research: ‘learning to learn’ and school-based teacher development. The context is a cross-curricular project between English and modern languages teachers. Carried out in two London schools, the study aimed to encourage students to transfer common language learning strategies across the two subjects. Findings from interviews with teachers and students highlight the gap between the government's ‘learning to learn’ agenda and the realities of implementing it. A distinction is drawn between providing school-based opportunities for teachers to share generic ‘good practice’ in relation to initiatives such as Assessment for Learning and those where the actual content of lessons crosses subject boundaries. Recent government guidelines appear to mask inherent tensions in the aims and pedagogical approaches of the two languages – tensions exacerbated by the current preoccupation with performance measures. It is suggested that the differences are unlikely to be resolved without a supportive school culture that provides adequate release time for teachers to engage in extensive cross-curricular dialogue. 相似文献

ABSTRACTThe challenges faced by learner-centred education (LCE) reforms in developing countries may be partly explained by their failure to engage with the culturally shaped beliefs in which teachers’ practice is rooted. Drawing from a mixed methods study of 60 government primary teachers in India, this research points to cultural tensions faced by LCE reforms in India. Although India’s own Constitutional values and pedagogical reform movements support LCE’s ideals, many teachers’ beliefs are shaped by dominant ideologies that contradict LCE’s assumptions. Imposing a predetermined, ‘Western’ model of LCE practice will inevitably face challenges if not supported by teachers’ underlying beliefs – and in fact contradicts LCE’s own ideals of empowering teacher agency. Instead, the paper argues for pedagogical reforms to focus less on a predesigned model of learner-centred practice and more on its underlying beliefs: by seeking to instil culturally relevant learning-centred beliefs, and involving teachers themselves in determining what learning-centred practice might look like within their context. 相似文献

This paper considers Labour's education policy portfolio in two loosely related ways. Firstly, I argue for the need to see the policy continuities between the Conservatives and Labour in an international context and to suggest that in a sense Labour's policies are not specific to Labour at all; they are local manifestations of global policy paradigms. Secondly, I begin to sketch out an argument which suggests that in one key respect Labour's policy thrust is contradictory in its own terms. That is, the over‐riding emphasis on education's role in contributing to economic competitiveness rests on a set of pedagogical strategies the effects of which are actually antithetical to the needs of a ‘high skills’ economy. This contradiction arises in part from an inherited, and ultimately self‐defeating, impoverished view of ‘learning’. The period 2010 to 2014 is widely acknowledged as a time of highly significant education reform in England, including of Initial Teacher Education (ITE). The Conservative–Liberal Democrat coalition government introduced a programme of ‘school-led’ education policies, of which ‘School Direct’ was intended to shift the balance of power, resources and modes of training teachers away from universities towards schools. Through an analysis of interviews with leaders of ITE in universities in two English regions, we examine the mediations of the School Direct policy from a socio-cognitive and activity-theoretical perspective. We identify three emotional frames for perceiving School Direct within the policy environment, drawing on the Vygotskian concept of perezhivanie. We also identify two policy enactment activities that involved bargaining within and rebrokering relationships between universities and schools. Consequently, we argue that the mediations of School Direct reported by the university leaders in our sample can be understood as limited appropriations of the policy within a highly charged emotional context where institutional risks were felt to be ever-present. We conclude that these leaders did not believe that School Direct achieved a transformation of ITE on the basis of a reconceptualisation of existing practices. The article contributes both to the scant research literature on School Direct as a significant reform by studying university leaders’ accounts of policy mediation and the socio-cognitively informed literature on policy enactment by foregrounding the emotional-affective dimension of sense-making. 相似文献

In children's lives the start of school is a turning point: compulsory education is their first encounter with civil duties. This important step in the process of becoming individual citizens is permeated with strong emotions and ambivalent expectations. However, the representations of school are created, established and negotiated in educational experiences preceding the start of school. In this article I explore the ways in which school is constructed in a Finnish preschool context. I build on ethnographic data generated in two preschool classes. First, I focus on how school is constructed in the social practices of teaching and in the physical space of preschool. Second, I analyse how children construct themselves as future school children and citizens by taking up available discourses and cultural practices. I argue that in official preschool, an ethos of individual survival characterises representations of school. Psychological, social and physical challenges are emphasised. Although preschool teachers in interviews and informal discussions sometimes problematise the ways in which school operates, in their teaching school practices are represented as natural. However, children actively exhibit their agency by collectively reworking of discourses and cultural practices and by renegotiating their informal relationships. 相似文献

Systemic reform of Latin America’s ‘social sectors’, such as higher education, has progressed at a much slower rate than economic reform. The reason is that such reform efforts are derivative or ‘finance-driven’, and have been undertaken only as a reflection of economic reform policies. This outcome is explainable using the observations on Latin American reform formulated 40 years ago by Albert Hirschman. The experience of Ecuador with higher education reform provides the empirical basis for this case. All recent reform programs have followed Hirschman’s ‘Route C’, which suggests they will not have support necessary for enactment and if enacted will have minor impact. There are other experiences of more effective, Route B, reforms in higher education. This study concludes that only if a new understanding of the role of higher education in development is brought to maturity will systemic reform occur, guided by the implications of this new conceptualization. It must also be guided by new conceptualizations of how the social sectors, and higher education in particular, can help realize this new understanding. 相似文献

This paper documents local practitioners'divergent understandings of the purpose of one language arts innovation‐Extension with Parallel Block Scheduling. This study posits that the strikingly different lessons they learned from the innovation grew out of a potent legacy of past policy and the active and underspecified climate of current instructional policy. Further, both the structural features of the innovation itself and the lack of shared discourse across the district impeded practitioners’ ability to construct shared meanings. Accountability and responsibility: ‘rogue’ school leaders and the induction of new teachers in England 总被引:1,自引:0,他引:1
This paper considers the professional responsibility of schools in England to provide effective induction practices in the context of a central government mandated policy. It looks at individual schools as ‘habitats’ for induction and the role of school leaders and LEAs as facilitators or inhibitors. Notions of professional responsibility and public accountability are used to analyse the small number of ‘rogue’ school leaders who, within the new legislative framework, treat new teachers unprofessionally and waste public resources. A typology of ‘rogue’ schools that are in some way deviant in transgressing induction requirements is developed and the various sanctions that can be deployed against such schools are examined. How LEAs handle their monitoring and accountability role and manage deviant schools is considered. Finally, suggestions are made for improvements, such as the need to clarify professional responsibility and refine systems of professional accountability. 相似文献

AbstractEducation policy increasingly takes place across borders and sectors, involving a variety of both human and nonhuman actors. This comparative policy paper traces the ‘policy mobilities,’ ‘fast policy’ processes and distributed ‘policy assemblages’ that have led to the introduction of new computer programming practices into schools and curricula in England, Sweden and Australia. Across the three contexts, government advisors and ministers, venture capital firms, think tanks and philanthropic foundations, non-profit organizations and commercial companies alike have promoted computer programming in schools according to a variety of purposes, aspirations, and commitments. This paper maps and traces the evolution of the organizational networks in each country in order to provide a comparative analysis of computing in schools as an exemplar of accelerated, transnationalizing policy mobility. The analysis demonstrates how computing in schools policy has been assembled through considerable effort to create alignments between diverse actors, the production and circulation of material objects, significant cross-border movement of ideas, people and devices, and the creation of strategic partnerships between government centres and commercial vendors. Computing in schools exemplifies how modern education policy and governance is accomplished through sprawling assemblages of actors, events, materials, money and technologies that move across social, governmental and geographical boundaries. 相似文献

This paper reviews the historical context behind the ‘manpower shortages’ argument underpinning proposed educational reform in South Africa circa 1980. It seeks to explain how such an argument became a dominant theme and ideological rationale for reform, by examining its passage through liberal reformist discourse into official state‐appointed commission reports. The paper then considers why the ‘manpower shortages’ argument was taken up at that particular time, and argues that it was part of an overall “Total Strategy’ for commodifying black labour through education in the face of the manifest failure of Bantu Education to achieve this end. The paper concludes by discussing briefly the failure of this strategy, and the disappearance of the ‘manpower shortages’ theme from arguments for educational reform. 相似文献

This paper explores the introduction of market‐oriented reforms into school‐based education in England and Finland. The contexts into which reforms were introduced differed, with a fully comprehensive system being in place in Finland but not in England; the motives were also different; and different trajectories have since been followed. Whilst there are apparent similarities, with choice and diversity having a high political profile in each country, the policy mix varies: two different models can be discerned, with the Finnish reforms being characterised by more regulatory control in relation to school access and choice, but less in relation to the financing of schools by local authorities. It is argued that the mediating role played by local authorities in jurisdictions with high levels of decentralisation means that the legislative framework needs to be taken into account when examining policy implementation and educational outcomes. 相似文献
