Public education discourse in the USA has been characterized by messages of crisis shaping education policies across national contexts. Education policy solutions target a lack of qualified teachers and insufficient oversight of teacher practice as central factors in the crisis, placing teacher identity as knowledgeable, authoritative professionals at the center of educational reform debates. Mainstream news media is a key site for education policy debate. I employ critical discourse analysis of education news published in a major US newspaper, uncovering how grammar patterns in news discourse situate teacher identity in relation to knowledge and authority. I demonstrate how the paper's discourse frames teacher identity in terms of Accountability and Caring and discuss how, in the context of larger economic and social policy debates, Accountability gains authority over caring to shape education policy. I call for teachers to integrate critical participation in public education debates as key element of professional identity.  相似文献

Since South Africa's first national democratic elections in 1994, the Government of National Unity has issued several curriculum‐related reforms intended to democratise education and eliminate inequalities in the post‐apartheid education system. The most comprehensive of these reforms has been labelled outcomes‐based education (OBE), an approach to education which underpins the new Curriculum 2005. While the anticipated positive effects of the new curriculum have been widely heralded, there has been little criticism of these proposals given the social and educational context of South African schools. In this article the philosophical, political and implementational dilemmas of OBE are systematically analysed and assessed.

This paper explores what some have described as a ‘crisis in meaning’ in religious education (RE). One region, Northern Ireland, is chosen as a focus for exploring the question of meaning-making as it provides an example of ‘agreed ambiguity’ – where a common syllabus for RE is believed to be ascribed different meanings by different schools. The web pages of RE departments were used as a data source, and a critical discourse analysis method was employed to investigate how a sample of departments construct meaning in RE. The findings identify three dominant discourses in relation to RE in the sample: Christian Community, Cultural Hegemony and Personal Quest. It is noted that when giving meaning to RE, schools show commonality and difference across three key areas: ‘stake and interest’; ‘pupil agency’; and ‘dealing with difference’. In conclusion, it is noted that, where freedom is given to schools to construct meaning in RE, it is possible to sustain a common curriculum across schools with very different views of the subject, however, this flexibility has implications for issues of power, identity, autonomy and difference which may require mitigation. It is suggested critical education may be a valuable partner in this work.  相似文献

ABSTRACT

The needs of a globalized economy are rapidly changing what is legitimated as school knowledge and values, and calling up new understandings of teachers’ role in stimulating democratic spaces. We have termed this Teachers’ Democratic Assignment. We examine changing notions of teachers’ democratic assignment in Ireland and Sweden using a Critical Discourse Analysis. We tested our hypothesis that teachers’ democratic assignment has changed in unprecedented ways using an analysis of policy documents in teacher education. Our findings reported a substantive converging paradigm shift from a predominantly progressive (reconstructivist) curriculum discourse where democracy was seen as inextricably linked to everyday practice in the early years of this century, to a more essentialist (perennialist) discourse in recent times. The findings will have interest for a wider audience and have implications for the role of democracy in teacher education as well as the question of education as a social responsibility for a vibrant democracy.  相似文献

ABSTRACT

Transitional justice and education both occupy increasingly prominent space on the international peacebuilding agenda, though less is known about the ways they might reinforce one another to contribute towards peace. This paper presents a cross-national analysis of truth commission (TC) reports spanning 1980–2015, exploring the range of educational work taken on by one of the most prominent forms of transitional justice. We find that TC engagement with education is increasing over time and that TCs are incorporating the task of ‘telling the truth about education’ into their work. However, when TCs engage with education, they tend to recommend forwards looking reforms, for instance decontextualised human rights and peace education. We argue that this limits the contribution that TCs might make towards positive peace by failing to use their backwards looking, truth telling work to insist on transformation in the educational sector.  相似文献

This article examines Austria’s efforts to reform teacher education during the period of the Dual Monarchy, 1867–1914. It offers insight into the role of teachers in Austrian society and how this role changed over time. It demonstrates that, during this period, teaching became an institutionalised and professionalised occupation. This process of professionalisation brought teachers firmly under state control, leading to conflict between teachers and the Austrian educational bureaucracy. This process also led to the development of a robust network of teachers’ associations to represent the interest of Austrian teachers and to contribute to their professional development. This article utilises documents from the Austrian educational bureaucracy, printed curriculum and pedagogical journals to illustrate that Austrian teacher training reforms offer crucial insight into the development of public education in the late nineteenth century.  相似文献

In 2002 Michael Bloomberg took office as Mayor of New York City and, over the next 12 years of his administration, oversaw a series of sweeping reforms in order to ‘fix’ the broken education system which he believed he had inherited. This paper details the key policy reforms in New York City’s public school system during this period, assessing the extent to which the reforms were successful and what can be learnt from a policy perspective for other urban education systems. It outlines the radical programme of school closure, structural reform, and the introduction of new measures of accountability and autonomy, concluding that reform in New York City can be grouped into four categories: leadership; structure and schools; accountability; and teachers. While a lack of targeted evaluation means that it is not possible to prove causation, it nonetheless shows that there is a correlation between this set of reforms and the fact that by 2013 New York City’s performance on national tests placed it amongst the best urban school districts in America when compared with other cities serving similar populations.  相似文献

Current trends toward international accountability and standards adoption is strongly influenced by economic globalization forces as nations attempt to become competitive in the global market and try to shape their education systems to provide those skills needed in the growing global economy. As more rigorous research helps to uncover the important role of effective teachers on student learning, global and national policy increasingly points to teachers as a major factor on increasing learning and quality. Throughout the issue we examine the forces internal and global influencing policies directed at teachers in policy contexts lacking systematic and rigorous empirical evidence on the effectiveness of regulatory mechanisms introduced to control the teaching profession such as standard setting, teacher testing, evaluation and accreditation of teacher preparation.  相似文献

This self-reflexive essay teases out the predicaments that I have encountered through my past publishing experience, while situating them in a critical review of the existing English-language studies of Japanese education. Drawing on postcolonial theoretical insights and recent critical sociology of academic knowledge production, I use my personal experience as a starting point to identify the particular discursive structure of comparative education that constrains the articulation of ‘other’ education in the field. My critical review of comparative studies of Japanese education demonstrates that many of them, including my own, unreflexively accept the subject positions offered by this discursive condition and thus further constrain space for those who write in English about ‘other’ education and Japanese education in particular. In conclusion, I discuss recent studies of Japanese education that partially address the dilemmas raised in this paper and the wider implications of this study for the field of comparative education.  相似文献

Decentralisation policy in Sweden emphasises school capitation allowance, the local upper secondary schools’ decision‐making and pupils’ choices in contrast to previous bureaucratic governing. The aim of this article is to discuss how pupils’ educational choice paths are a part of the different kinds of integration and differentiation processes within upper secondary education. By doing so, the intention is to make a theoretical contribution to the ongoing discussion in this research field. In the light of Habermas’s theory of communicative action combined with Fairclough’s critical discourse analysis, educational choice paths have been studied as a process within three educational practices in a local quasi‐market in Sweden: (1) choice of upper secondary school, (2) choice of upper secondary programme, and (3) choice of courses and subjects within a programme. Some of the results demonstrate that pupils’ choice paths can be vocation‐oriented, career‐oriented and consumption‐oriented. It is argued that these different types of choice paths are related to a market discourse. Other results demonstrate that pupils’ group‐oriented, interest‐oriented and tradition‐oriented choice paths are built upon an active citizenship discourse, which is about creating meaning in terms of seeking knowledge and establishing social relations in upper secondary education. The analysis of these two paramount discourses indicates that pupils’ integration and differentiation processes are ambiguous.  相似文献

Teachers’ attitudes towards inclusive education affect its successful implementation within mainstream schools. This paper reviews nine questionnaires which capture primary school teachers’ attitudes towards inclusion, with the aim to support researchers in selecting the most appropriate measure according to the purpose of their study. Most of the reviewed questionnaires showed acceptable reliability and validity. The Multidimensional Attitudes towards Inclusive Education Scale (MATIES) and the Sentiments, Attitudes, and Concerns about Inclusive Education Revised Scale (SACIE-R) were the only questionnaires with adequate psychometric properties which addressed the affective, cognitive and behavioural components of teachers’ attitudes. As another psychometrically sound scale, the Teachers’ Attitude towards Inclusion Scale (TAIS) was found to use more up-to-date terminology and suitably addressed the cognitive and behavioural components. This paper provides a useful resource to facilitate the appropriate selection of questionnaires that measure teachers’ attitudes towards inclusion.  相似文献

A pressing question about the expansion of higher education is whether it tends to be inclusive, in the sense of bringing in larger proportions of persons from disadvantaged backgrounds, or diversifying, in that higher education tends to differentiate as it expands, or both, by bringing more persons into an increasingly stratified system of higher education. This paper addresses the question with evidence on higher education expansion in Scotland. Data are drawn from six waves of the Scottish School Leavers Survey from the late 1980s to the start of the new millennium. Binary and multinomial logit models are estimated to examine changes in inequality during this period, which was characterised by substantial expansion in both secondary qualifications and postsecondary enrolment. The results show that, in contrast to the general pattern of stable inequality observed in most nations, overall social inequalities in Scottish higher education enrolment declined over time. However, this decline did not occur in all sectors but was limited to the lowest-status institutions. These findings illustrate how expansion can serve both inclusive and diversifying ends.  相似文献

This article reviews key findings from six surveys of technology-enhanced learning (TEL) across the UK higher education (HE) sector, conducted by Universities and Colleges Information Systems Association in association with Jisc. Updating the findings presented by Jenkins, Browne, Walker, and Hewitt [2010. The development of technology enhanced learning: Findings from a 2008 survey of UK higher education institutions, Interactive Learning Environments. First published on: 22 January 2010 (iFirst)], the article reports on the emerging and planned patterns of TEL across the UK HE sector over the last decade. Our analysis shows that against the backdrop of Higher Education Funding Council for England capital funding, institutions have made considerable investments in technology and infrastructure to support learning and teaching – specifically in the domain of learning management and assessment systems. While the drivers for TEL development have consistently focused on enhancing teaching and learning over the years, the subject of this investment has been directed to the implementation of enterprise-wide systems to manage and control learning processes, delivering efficiencies of scale and standardised learning experiences through centrally managed solutions, rather than support for student-controlled tools. In contrast, the diffusion of technologies supporting collaborative learning and knowledge sharing has been more a feature of local TEL provision, as evidenced through the informal learning practice of students and departmental projects. The evolution of course delivery models and pedagogic developments supported through the use of technology have been noticeably much slower to realise; growth in “web-dependent” rather than “supplementary” course design models has been quite limited across the sector and we have observed negligible growth in distance learning provision over this period. The evidence suggests that challenges remain in developing course delivery models which focus on active student learning, maximising the opportunities that web and mobile technologies now offer for interactive student-centred learning design. We speculate that the recent upsurge of interest in Massive Open Online Courses may act as a catalyst in this respect, in driving campus-based courses to embrace new learning models supported by TEL tools.  相似文献

ABSTRACT

This article provides an overview of the discourses on Dutch mosque education. Based on a review of the scholarly debates on mosque education in West, we conducted a qualitative content analysis of newspaper articles containing references to mosque education between 2010 and 2016 (N?=?45). The data are sampled from the five largest Dutch newspapers. Most of the themes emerging from the literature are also reflected in the discourses on mosque education in the press. In line with other media analysis on representation of Muslims, the portrayal of mosque education in the Dutch press is also mainly negative. The key issues in the press portrayals included use of corporal punishment, inadequate training of imams, reinforcement of conservative gender norms, intensification of social segregation, links with religious extremism and local opposition to mosques. Fewer references concern the positive influence of mosque education on cognitive skills and identity development of the Muslim children.  相似文献
