Since the introduction of the National Plan for Music Education there have been significant changes in music education within England. Whilst some celebrate figures that report increased access and engagement, many teachers and others continue to have legitimate concerns regarding the quality of the music education on offer in schools and Music Education Hubs. There are concerns that the provision of music education is incoherent and patchy across the country. Many would argue that the opportunity to access high-quality music education has become a ‘postcode lottery’. There is a sense that the fragmentation of music education as a result of curriculum reforms and the diversity of approaches taken by Music Education Hubs and other bodies has significantly enhanced this incoherence. This article seeks to review the policy and practice of music education in England over the last 10 years. It draws on recent research from various sources and maintains a particular focus on government policy and the consequences of this for the field as a whole. It reflects on how things could be improved in the future. It argues for a clearer focus on a practitioner-led approach to research and advocacy, in particular one led by the notion of ‘policy as practice’ rather than continuing with the current approach and its intrinsic failings.  相似文献

Proliferating claims have been made for Learning Outcomes (LOs) potential to re-shape higher education: as forces for transparency and harmonisation, new forms for measurement or a format that fundamentally challenges traditional teaching and learning. Evidence of their actual influence remains sparse, however. This analysis of 45 interviews with university teachers, students and leaders from England and Norway investigates their experiences of LOs. The results suggest LOs are received as an ambiguous policy object, resulting in varied interpretations and uses. However, two persistent tendencies emerge. While LOs have been introduced in relatively flexible ‘process’ forms, which can support reflection and communication around teaching practices, respondents describe pressures to develop more high-level, standardised and measureable ‘product’ LOs. Tensions between the forms seem likely to reduce the scope for LOs to support teaching and learning practices.  相似文献

This paper reports on the evaluation of a major programme which is using telecommunications to link teachers and pupils both across the political boundary between Northern Ireland and the Republic of Ireland and across the boundaries of ‘mainstream’ schooling and those children in ‘special schools’. The paper examines the ‘contact hypothesis’ as a theoretical model for educational work supported by ICT and considers the impact of the programme on both teachers and students. It concludes that contact based on sustained curricular and social interaction has an effect on children's perceptions of each other. This effect is most marked when contact is between two schools, one on each side of the border. The author suggests that the management of the programme, based on a bi–lateral agreement between two government departments and a partnership between two universities with other key stakeholders, provides a model of international cooperation.

Cette communication fait état de l'apport d'un programme majeur qui utilise la télécommunication pour lier enseignants et élèves aussi bien à travers la frontière entre l'Irlande du Nord et la République d'Irlande qu'à travers les frontières tout aussi réelles entre l'enseignement ‘normal’ et celui des enfants scolarisés dans des ‘établissements spéciaux’. La communication se propose d'examiner ‘l'hypothèse de contact’ comme modèle théorique pour les activités pédagogiques soutenues par l'ICT et considère l'impact du programme sur professeurs et élèves. Elle en conclut qu'un contact basé sur une interaction soutenue tant en ce qui concerne le programme scolaire que les activités sociales se répercute sur les perceptions mutuelles des enfants. Cet effet se remarque le plus lorsque le contact a lieu entre deux établissements situés dans les deux juridictions différentes. L'auteur suggère que la gestion du programme, basée sur un accord bilatéral entre deux agences gouvernementales et un partenariat entre deux universités et divers groupes d'intéressés, fournit un modèle de coopération internationale propre à être imitée.

Der Vortrag beschäftigt sich mit der Evaluation eines grenzübergreifenden Experiments im Rahmen dessen durch Verwendung von Kommunikationstechnik (wie z.B. Internet, Email, Videokonferenzen etc.) Lehrer und Schüler in Nordirland und der Irischen Republik miteinander verbunden wurden. Ebenfalls wurde in diesem Zusammenhang ein Kontakt zwischen Schülern von Spezialschulen und Schülern herkömmlicher Schulen etabliert.Der Vortrag basiert auf der sogenannten Kontakthypothese ‘als erziehungs‐theoretischem Model ICT‐unterstützten Lernens’. Es wird der Einfluss des Programms auf Schüler und Lehrer erläutert, sowie die Schlussfolgerung gezogen, dass die Aufrechterhaltung curricularer und sozialer Interaktion die gegenseitige Wahrnehmung der Kinder untereinander fördert. Dieser Effekt wird besonders dann deutlich, wenn zwei Schulen jenseits der Grenze miteinander verbunden sind. Der Autor argumentiert, dass das auf einem bilateralen Abkommen zwischen den beiden Regierungen und dem Zusammenschluss zweier Universitäten basierende Programm, ein Model für internationale Kooperation darstellt.

Este trabajo informa sobre la evaluación de un importante proyecto que utiliza la tecnología de las telecomunicaciones para conectar a profesores y estudiantes situados en sendos lados de la frontera política entre Irlanda del Norte y la República de Irlanda y, asimismo, conectar a los que están separados por las barreras que existen entre el área de la escolarización ‘convencional’ y la de aquellos alumnos que están en ‘escuelas especiales’. El trabajo examina la ‘hipótesis del contacto’ como un modelo teórico para el trabajo educativo apoyado por la informática y considera el impacto del proyecto tanto en profesores como en estudiantes. Su conclusón es que el contacto basado en una interacción curricular y social sostenida tiene un efecto en las opiniones que los chicos tienen unos de otros. Este efecto está más marcado cuando el contacto se efectúa entre dos escuelas, una a cada lado de la frontera. Según el autor la gestión del proyecto, basado en el acuerdo bilateral entre dos departamentos gubernamentales y la colaboración entre dos universidades con otros socios clave, proporciona un modelo de cooperación internacional.  相似文献

Abstract

Background: Around the globe, education policy borrowing remains pervasive and prevalent. The strategies, interventions and innovations of education systems that perform well, in international assessments, are enthusiastically borrowed and copied in the anticipation of similar educational performance and outcomes.

Purpose: This purpose of the article is to highlight some of the implications and consequences of policy borrowing by comparing the preparation and development programmes for school leaders in various education systems. The article explores the way in which the leadership programmes and models are being adopted and developed by different countries.

Sources of evidence: The article draws upon findings from a contemporary, comparative study of leadership preparation and development across seven different education systems (Seven System Leadership Study). This large-scale, mixed-methods, comparative research study is collecting quantitative and qualitative data about the nature and impact of leadership development and preparation programmes in seven different education systems.

Main argument: The findings from the study reinforce how leadership preparation and development programmes are increasingly becoming standardised as a result of education systems borrowing and adapting from each other. This article also argues that in the contemporary policy discourse, important cultural and contextual influences that significantly affect subsequent implementation and outcomes are increasingly being side-lined and ignored.

Conclusions: This article highlights some of the limitations and unintended consequences of educational policy borrowing. It concludes that adopting some of the design features of effective interventions rather than simply borrowing policies or strategies, in part or in their entirety from very different contexts, may be a more productive way forward.  相似文献

This article uses ethnographic research from two Year 8 classes in two middle‐sized secondary schools about a kilometre apart in a Swedish west‐coast town to examine how new policies for personalised learning have developed in practice, in the performative cultures of modern schools in a commodity society. One school stands in a predominantly middle‐class area of privately owned ‘low‐rise’ houses. The other is in an area of ‘high‐rise’ rented accommodation, where the first language of many homes is not Swedish. The differences are important. According to the article, personalised learning mobilises material and social resources in these schools that support new forms of individualistic, selfish and private accumulations of education goods from public provision and a valorisation of self‐interest and private value as the common basis for educational culture. The article describes this cultural production in school and links it to processes of cultural and social reproduction.  相似文献

In this article, we quantitatively assess education policy change in OECD countries. While research has frequently underlined the importance of international exchange for national policy development, it is yet unclear whether resulting policies are converging. By distinguishing different kinds of education policy goals, we hypothesise that indicators related to macro-level goals are more likely to converge than those related to implementation. We then analyse the development of several education policies since the 1990s. We find strong convergence of some indicators and among some groups of countries, but no clear pattern emerges. Convergence is only partially influenced by the abstractness of education policy goals, and in particular the Scandinavian countries seem to pursue their own approaches in important education policy options.  相似文献

This paper brings to the forefront students’ views on one of the most significant aspects of educational reform in the 14–19 phase in England, specifically qualifications, examinations and assessment reform. In this respect, the paper foregrounds students as ‘policy actors’, they are significant players in the mediation of national qualification systems rather than just subjects in their implementation. Data from a national dataset of focus groups with 243 students are presented. Key themes are highlighted relating to young people’s experiences of qualifications, examinations and assessment at this stage of education in a context of continuous initiatives and change as well as the impact on students of qualifications reform in situ which can be confusing, unsettling and ultimately detrimental to future success.  相似文献

Not only are school-age ethnic and racial minority children one of the fastest growing segments of the U.S. population, they are also one of the most vulnerable. Hispanic children in particular are representative of the at-risk status of minority populations, displaying a portrait of unrealized social, educational, and employment success. This paper addresses the background and history of U.S. social and educational policies as they relate to the Hispanic student. Recent empirical findings are presented which support the following: (a) the bilingual character of Hispanic children is not a linguistic, cognitive, or educational liability and, in fact, should be employed to promote academic achievement; (b) the culture of the Hispanic family and child are better understood with regard to socialization variables and the potential differences they produce when directly compared to Anglo culture; and (c) educational strategies for Hispanic students that respect and integrate students' social, psychological, and linguistic attributes serve students effectively.  相似文献

This paper provides a case study of the Centre for Independent Studies (CIS) in Australia with a focus on its education policy work, specifically the report, School funding on a budget (SFoB). CIS is a conservative right wing advocacy think tank, established in 1976 in the aftermath of the Whitlam government’s policy activism, framed by classical liberalism or neoliberalism with a provenance in the political economy of Hayek and Friedman. As such, it is committed to smaller government, individual responsibility and more market driven solutions to social problems. CIS gives more emphasis to academic research than other think tanks of its kind. This paper theorises think tanks as hybrid, boundary spanning organisations that work across academic, media, political and economic fields. An argument is proffered that it is the restructured state, with its loss of research capacity and fast policy making, which has strengthened opportunities for think tank influence across the policy cycle in education. With SFoB, CIS used a political moment, the first Abbott federal government budget focused on ‘budget repair’, to argue a case for reducing government educational expenditure as a percentage of GDP in the long term. That policy moment was used for recommending the abolition of the federal department of education and further dismantling of public schooling. SFoB is shown to be exemplary of the conservative advocacy think tank report genre in its usage of ‘mediatized’ language, surface accoutrements of academic research, and user focus. SFoB is a manifestation of what can be seen as the ideas for policy work of CIS, dressed up as research.  相似文献

Abstract

When historians discuss the impact of examinations on elementary education in mid-Victorian England and Wales they typically focus on the Revised Code of 1862. The Revised Code is famous for instituting a policy of “payment-by-results” for teachers in state-supported voluntary schools. “Payment-by-results” made government grants to schools – and, by extension, for teachers’ salaries – contingent upon student attendance and pass rates in reading, writing and arithmetic. As this article emphasises, however, “payment-by-results” was not the first, or even the most significant, instance in which competitive examination was used by the state as an instrument for establishing the pedagogical fitness and salaries of teachers. Less often explored by historians is the formative role that state-mandated competitive examinations for teachers played in developing a professionally aspirant body of schoolteachers and, consequently, the schoolteachers’ later role in developing competitive examination as a broad-scale national accreditation apparatus. But while the use of competitive examinations came to shape modern British academic and professional life in fundamental ways, the strengthening effects that they had for certain occupations and institutions, such as physicians, civil servants and middle-class secondary schools, were in fact ultimately denied to state teachers and the elementary education sector generally. With the introduction of “payment-by-results” in 1862, competitive examinations were converted into an instrument that weakened rather than strengthened teachers’ professional identity and policy influence. This article explains how the nineteenth-century English state structured examinations and examination results to manipulate the professional status of teachers in order to suit state priorities during different stages of national development. This historical narrative is framed in reference to present-day examination-based reforms of teacher compensation systems such as performance-related-pay and value-added modelling.  相似文献

This paper revisits the abolition of the colleges of education in England and Wales, specialist providers of teacher training which were effectively eradicated in the years after Margaret Thatcher’s 1972 White Paper Education: A Framework for Expansion. Its central argument is that the way in which change was enacted thereafter represented a significant break with the model of policymaking which had held sway since the end of World War Two. Whilst more far-reaching change would come after Mrs Thatcher’s ‘conversion’ to neo-liberalism later in the decade, the fate of the colleges of education was, I argue, an important if largely overlooked episode in the history of education – especially in terms of violating the collaborative relationship between central government and local authorities which had, until that point, dominated education policy in post-war Britain.  相似文献

This multiple case study investigated 143 teachers’ responses to focus group questions about their experiences with the simultaneous implementation of three disruptive innovations as part of the U.S. Race-to-the-Top (RTTT) agenda: the Common Core Learning Standards, data-driven instruction, and annual professional performance reviews. We asked: How do teachers describe their experiences implementing these three RTTT innovations? How do teachers describe supports for their adaptation to these innovations? And, for each of these questions, and since the study purposefully included schools with above-predicted student outcomes (i.e. odds-beaters) as well as a comparison set of typically performing schools, we inquired: In what ways do odds-beating school teachers’ experiences differ from their peers in typically performing schools? Guided by an emergent framework that emphasizes the relationships among teacher agency, engagement, efficacy, and emotional resilience and how these vary in different school contexts, findings suggest that district office innovation leadership and resource allocations, school leadership structures and strategies, and collaborative teams and communities of practice vary and relate to teachers’ experiences of innovation implementation. This study advances an empirically-grounded and theoretically rich framework for investigation of teachers’ performance adaptation during policy innovation implementation and suggests implications for future research, policy, and practice.  相似文献

Turkey witnessed many educational and cultural policy innovations between 1938 and 1950. Realising strictly secular practices against religion and traditional culture pre-1946, political elites of the time aimed to construct a humanistic culture unique to Turkey. Educational policies were considered the most efficient tools in reaching this ideal. Despite the adverse economic conditions of the time, western cultural institutions were adopted without reservation for modernisation. It was throughout the same time period that a number of other innovative projects such as the village institutes, western translations, new journals, Turkish encyclopaedism, and physical education for the entire public were undertaken. However, as these developments were devoid of a solid historical and sociological foundation, they were forced to change under the new world order post-1945. Despite the changing perspectives on religion, history and cultural life, the policies of the ?smet ?nönü era succeeded in carrying the heritage of the Kemalist era to our day. The true dynamics behind this success are the educational practices of the 1940s and their formal and hidden curricula and rituals.  相似文献

ABSTRACT

The purpose of this research is to highlight the aging and elderly care in Pakistan, a country considered the seventh most populous country in the world with an estimated population of 220 million people (citation, 2017). In 2013, Pakistan signed a MoU with China for 56 billion in US$ to create opportunities for the youngsters, but there was no story of opportunity included for the senior citizens. An attempt has been made to raise awareness of the plight of seniors to the Pakistan Government’s attention; however since there is no formal policy dedicated to elders from the Chinese mega MoU and political instability, only little has been accomplished to better the lives of older adults. Modernization has had a major impact on the life of older Pakistani, and not always a positive effect. This research focuses on the important issues that are making the lives of senior citizens more difficult. The issues include psychological factors, anxiety, physical issues, and environmental issues. The research concludes while many factors are making the lives of senior citizens problematic, seniors are still living a satisfied life because they are not depending on their children or others. Senior citizens demand and desire time with their children and grandchildren. Increases found in elders’ psychological problems are likely correlated with modernization. Unfortunately, the China–Pakistan Economic Corridor (CPEC) and the mega project remain totally for the younger population with no economic prospects for elders to directly benefit. Thus, the question remains what will be the outcome for Pakistani seniors?  相似文献

This study examines teachers’ conceptions of assessment and related contextual factors at the classroom, school and national levels. A representative survey of Singaporean secondary school teachers resulted in a final sample consisting of 229 teachers from 9 secondary schools. Findings on that, teachers endorse views of assessment for school accountability, student accountability and student improvement, but little endorsement of assessment as irrelevance. Teachers report feeling capable and qualified to use assessments, but concerned about how much they are trusted as assessors at school and national levels. Follow-up latent class analysis identified groups of teachers based on their responses to the irrelevance of assessment; teachers who found assessment irrelevant were present across all schools and subjects, but showed lower sense of preparation for assessment, school-level support and importance of academic success in society.  相似文献
