A growing number of organisations are emerging as partners to districts pursuing systemic improvement. Given the critical role a consulting organisation could play in supporting system reform efforts, how does a district leader looking to establish a consulting partnership determine what characteristics in a consulting organisation may be more likely to yield success? This paper utilises an exploratory sequential mixed methods approach for two purposes: (1) to assess whether the quality domains of consultants most prevalent in the literature are consistent with multiple sources of expert knowledge at the point of practice and (2) to determine which, if any, quality domains of consultants are perceived as more important than others for partnership success. Overall, the findings corroborated that the domains identified through the literature are influential to partnership success. While no specific domain or set of domains emerged as most dominant, interpersonal skills and content expertise are foundational indicators that crosscut the other domains.  相似文献

Teachers who organize for educational equity and social justice generally do so through teacher-led professional networks. Community organizations (COs) that seek to support such teacher leaders can face challenges in working with their organic and often horizontally organized networks. The leadership of educational change in schools is a complex task, particularly at a time when schools are being granted greater autonomy but are also under greater scrutiny through the publication of high stakes test results. This paper examines the complexity of the task of changing a school culture and the challenges faced by leaders engaged in this task. It is informed by case studies of two principals involved in a project designed to bring long-term change. The study provides insight into the qualities which make change leaders effective, and the different ways that leaders manage the task. The paper concludes with implications for the management and sustainability of change in schools.  相似文献

School leadership as a key for school reforms has become a dominant theme in education, as demonstrated by a growing body of research during the last 15 years. Still, little attention has been paid to how changing international discourses on school leadership are translated into national public policy documents during the last decade. As such, this study provides additional insight into this field by analysing how Norwegian policy documents translate international discourses and re-contextualise national constructs of school leadership. Inspired by a critical approach, the authors address this issue by identifying discursive shifts in ideas about school leadership roles and practices. Based on an examination of four recent white papers on Norwegian education and school leadership, the authors argue that the policy documents constructed a tension between an international ‘explicit’ principal and a national ‘docile’ principal in 2003–2004, while recent documents construct a consensus-oriented, distributed leadership role for principals through the term ‘facilitating school leaders’. This may lead to contested interpretations as to how to perform school leadership in practice.  相似文献

School leaders play a central role in affecting the educational development of the young people for whom they have responsibility. This is especially the case where school leaders are operating in challenging low-income environments. This paper argues that a focus on Sen’s notions of individual agency and freedom are a necessary but not a sufficient factor in the conversion of capabilities into functionings for these school leaders. This is done through using the Capabilities Approach as a lens through which to carry out a retrospective analysis and evaluation of the activities of a group of primary school headteachers in Ghana involved in a UK Government-funded project focused on education quality. The paper argues that headteachers with the capability of initiating change in the education process in their schools are unlikely to act in this way unless they feel that they have permission to do so. It is also important that headteachers feel that they are working within a context and an environment where acting in ways which aim to improve pupil learning is seen as central to their role. This kind of supportive context for school leaders (and for other educational practitioners) cannot be divorced from a policy environment which sanctions such activities, and, hence, it is argued that such a context is crucial to policy developments which seek to establish and sustain the core capabilities which are at the heart of Nussbaum’s essentialist approach. The paper also brings to the foreground the tensions that exist between the notion of individuals being free to make choices about what they have reason to value, on the one hand, and the implications that these choices have for the freedoms of other individuals with whom they are connected to make such choices. Finally, it is argued in the paper that the action research approach used in the Leadership & Management Project in Ghana, allied to a positive policy context, provides both the sensitivity to context and a practice-oriented focus which can enable school leaders to bring about the conversion of their individual capabilities into functionings.  相似文献

In recent years, research on urban school–community relations has emerged with renewed vigor and a myriad of suggestions for how to best approach the topic. While most of these suggestions are anchored in positivist and interpretive epistemologies, a growing number of scholars are applying more critical approaches to school–community relations that center issues of equity and unequal power relations. However, these approaches are often perceived as being too impractical for educational leaders to implement. This article thus situates approaches to school–community relations across three epistemologies: positivism, interpretivism, and critical theory to make these ideas more accessible for educational leaders. With a focus on developing educational leaders to work equitably across school and community contexts, this article provides an operating framework for each approach that delineates assumptions, goals, views of families, strategies, and types of leadership. Finally, this article provides an epistemological grounding to propose that educational leaders develop what I call community equity literacy, and concludes with implications for future research.  相似文献

ABSTRACT

Turkey possess one of the most vibrant educational systems in the World. This study specifically aims at revealing Turkish school principals’ perceptions about the large-scale changes imposed by the Ministry of Education and the strategies they follow for coping with these changes. The study was designed as a generic qualitative study. Twenty principals from different schools at different levels were identified through snowball sampling and semi-structured interviews were conducted with each of them. The decoupling between change interventions and the needed change, inappropriate change implementation process, the passive role of the school principals in the design phase of change interventions are some of the major challenges that school principals encounter. The passivity of the principals during design phase put them into a state of reluctant activeness to find out resources, create readiness and adopt a mediating role between top authority and the teachers in order to implement the imposed changes.  相似文献

School leaders in Trinidad and Tobago (T&T) now have the important responsibility of initiating and implementing school improvement. This raises the question of their leadership capacity and the competencies that are required for school leaders to fulfil this new role. This article focuses on school leadership in T&T. The study presented in this article utilised a qualitative interpretive research design employing a range of data collection methods, including questionnaires and interviews. The results of the study confirm a need for developing a new type of school leader who is: better trained, more research oriented, more of a risk taker and autonomous.  相似文献

This article gives the background to the introduction of a statutory system of staff appraisal in schools in England. It explains and provides insights into the various stages of the appraisal process from a management perspective. It begins from the premise that a manager is responsible for the performance of staff which he or she manages. While educational leadership and management has experienced impressive development over the last three decades the fact that a robust comparative branch of the field has failed to emerge is equally conspicuous. This article builds a case for comparative and international educational leadership and management, arguing that the development of conceptual frameworks and instrumentation are imperative if the field is to keep abreast of globalisation of policy and practice. Accordingly, a conceptual framework is described and justified based on a cultural and cross-cultural approach focusing on the school level as the baseline unit for analysis. Specifically, the proposed framework is architectured around the interrelationship between two levels of culture, societal and organisational, and four elements comprising schooling and school-based management, namely, organisational structures, leadership and management processes, curriculum, and teaching and learning. Finally, limitations and implications of the model are discussed, including the need for the framework to be operationalised by developing appropriate research instruments.  相似文献

In urban school districts across the USA there are mandates to implement zero tolerance policies. As this occurs, there is an increasing number of students, specifically students of colour, who are being jettisoned out of the educative process. When school principals have little autonomy regarding how they handle disciplinary infractions within their schools, it becomes relatively easy for them to opt out of making tough decision. The authors assert that Culturally Relevant Leadership is a framework that, if applied correctly, can help school leaders reduce the multiple school suspensions and expulsions that are occurring among students of colour.  相似文献

This article addresses the distinctive role that artists play in education. Although there has been a growing body of research internationally into artists involved in teaching and learning processes, the practice of artists in education in Ireland has developed in an uneven and sometimes disjointed manner. The field of ‘arts in education’ and issues surrounding its policy and practice in Ireland are investigated here. This article takes music as a focus in examining musicians' engagement in educational partnerships. Discussions around the role of artists in educational settings, successful partnerships and professional development are presented. Interviews carried out with a purposive sample of eight musicians are thematically analysed to provide meaningful insight into these debates drawn from actual practice. In this way, the article contributes to developing research into arts in education and, more specifically, music in education. In doing so, it hopes to underpin future policy, practice and stimulate further research in this area.  相似文献

During the last decades numerous studies have been conducted with the aim of finding predictors of an effective school measured in terms of the average level of the students' academic achievement. Few of these studies have examined how the students' perception of their work environment at school influences their academic achievement. The present article applies theory and findings from research on the adult work environment to the daily school life of children and adolescents. The analyses are based on self-reported data from the \"Health Behaviour in School-aged Children Survey\" (the HBSC study), using data from countries in both Eastern and Western Europe. Data from 11, 13 and 15 year old students in Finland, Latvia, Norway and Slovakia are used. The findings suggest that the most important psychosocial school setting predictors of students' perception of their academic achievement are that they feel satisfied with school, that they feel the teachers do not expect too much of them, and that they have a good relationship with their fellow students. The findings imply that interventions which enhance the students' satisfaction with school are likely to improve their achievement as well.  相似文献

Schools in difficult and challenging circumstances have received increasing policy and to some extent research attention in recent years. Improving schools in these circumstances is likely to prove a difficult process. This literature review has attempted to collect research on improving schools in these areas. Themes emerging from the literature include: a focus on teaching and learning, leadership, creating an information-rich environment, creating a positive school culture, building a learning community, continuous professional development, involving parents, external support and resources. When school boards are confronted with the challenge of unfamiliar, changing contexts, opportunities and governance responsibilities, they have to be able to respond appropriately. The research reported in this paper investigated the response of five Western Australian primary school boards to such situations. It analyses interview data from 49 board members on their roles and responsibilities using elements of Heifetz' framework of adaptive leadership, and explores the implications of these findings for the boards and their leaders. The findings reinforce the importance of the leader's role in choreographing the learning of the board members, and raise questions about the effect that the composition of boards may have on their capacities for strategic thinking. The paper concludes with a model of adaptive leadership appropriate for school boards, emphasising key elements that are necessary for sustained change.  相似文献

The reasons why many educational change initiatives have little impact are often framed in terms of either a poorly designed process on the part of the change initiator, or in terms of problems with the attitudes, skills and/or knowledge of those responsible for implementation. In this paper, we seek to integrate these two perspectives more closely by focusing on their interface and the competing theories frequently held by the change initiators and implementers. This concept of theory competition is illustrated with a case of a national literacy initiative in New Zealand in which the change initiators wished to raise the achievement of low performing students through the development of “learning-centred” leadership in schools and evidence-based practice. The desired outcomes were not achieved because theories about what it means to be a successful leader in such a situation, the data needed to undertake the type of evidence-based analysis envisioned and school personnel beliefs about the target students were understood differently by those responsible for initiating the change and those responsible for implementing it.  相似文献

Many countries design and implement school change with a focus on the fundamental reconfiguration in the structures of schooling. In this article, we examined the relationship between principal leadership and teacher resistance to school reforms driven by external interveners. For an empirical analysis, we took advantage of extensive data derived from 967 teachers and 32 principals in Korean vocational high schools that are now experiencing school reforms launched by the government. Our results revealed the importance of human aspects of school changes and reforms, in particular, driven by the external intervener. We first showed that a principal's initiative leadership is significantly related to the reduction of teacher resistance to change, in particular on the emotional and behavioural dimensions. Not surprisingly, teachers showed a higher level of resistance when their schools participate in the government-driven reform. Finally, teacher resistance depended upon characteristics of teachers as well as principals. These findings provide some useful policy implications for facilitating successful school reform efforts. Foremost, school reformers are advised to rethink the school change model design in a way of fully capturing human aspects in the reform process.  相似文献

This article presents and discusses the findings of a study which focused on student teachers’ evaluation of their practice teaching in the context of a university–school partnership model integrated for the first time into the academic programme of a university teacher education department in Israel. A questionnaire was developed to examine the contribution of the major curricular components of the partnership for student teachers’ experience of learning to teach, as evaluated by the student teachers themselves. The questionnaire was delivered to 119 student teachers placed in 9 selected school–university partnerships. The findings of the study underscore the added value of supporting different kinds of mentoring frameworks within university–school partnerships. The international significance of the study is discussed with a focus on implications for emergent tensions, dilemmas and connections between local and global forms of university–school partnerships.  相似文献
