This article focuses on the increased power of venture philanthropy to shape education in urban communities of color in the USA. The author situates venture philanthropy’s expanded influence in urban school districts in the nexus of urban disinvestment, neoliberal governance, wealth concentration, and economic crisis. The author argues that billionaire philanthropists are using the fiscal crisis of the state to shape education policy and governance, operating as part of the ‘shadow state’. Capitalizing on austerity politics and their philanthropies’ embeddedness in the state and advocacy organizations, venture capitalists deploy their enormous wealth and political influence to restructure urban school districts that predominantly serve low-income African American, Latino, and other students of color. The goal of their neoliberal agenda is to restructure education to serve economic competitiveness and to open up the public education sector to capital accumulation. The fusion of the state and capital, through the interrelation of venture philanthropy and government at all scales, to impose policies of disenfranchisement, public school closings, privatization, and appropriation of Black urban space, constitutes a new colonialism. The article illustrates this dynamic through case studies of Detroit, Philadelphia, and Chicago.  相似文献

The restructuring of higher education (HE) according to neoliberal market principles has constructed the student consumer as a social category, thereby altering the nature, purpose and values of HE. In England, a key government attempt to champion the rights of the student consumer has taken the form of institutional charters which indicate the level of services students can expect to receive and what they will be expected to do in return. Pierre Bourdieu’s conceptual framework is applied to analyse the dynamics of practice in the context of the intensification of marketisation in English universities. The impact on student identities and learning processes, on the curriculum and on the academic practices of faculty is explored. By studying the production of institutional information related to charters, a particular image of the ‘good’ student is promoted to prospective students, which simultaneously regulates current student expectations. We argue that the marketisation of learning may result in passive and instrumental learners, a reduction in the range of disciplinary knowledge and a deterrence of innovation in teaching practices, all of which impact on the public good functions of universities.  相似文献

This article begins by observing how education is currently appreciated primarily for its utility value, a view informed by utilitarianism and neoclassical economic theory. A critique of that framing is offered and an alternative way of valuing education informed by a Capabilities Approach is presented. In doing so, I also observe that while key proponents of the Capabilities Approach promote the idea of freedom, they deny it to children and some young people. The argument they present is that in the hands of children, freedom destroys their capabilities because they lack capacity for good judgment and therefore should only make minor decisions. The focus should be on adulthood because only at that stage can we exercise good judgment and exercise freedom properly. I explain why this view limits the application of Capabilities Approach, why it is problematic and offer a way of overcoming that constraint.  相似文献

ABSTRACT

Postsecondary institutions remain bastions of oppression, threat and harm for faculty who hold minoritized identities. While some scholars have explored the ways in which monoracial faculty of color and LGBT faculty members navigate an academy that is steeped in racism, genderism, sexism and other systems of oppression, there remains a paucity of scholarship focused on the experiences of multiracial faculty and nonbinary trans* faculty. Given the need to focus on faculty who hold liminal identities in relation to hegemonic identitarian illogic, we used Gloria Anzaldúa’s borderlands theory and an auto-ethnographic analysis to explore our academic experiences as faculty members whose identities place us betwixt-and-between socially constructed monolithic identity categories.  相似文献

In schools, the notion of ‘care is often synonymous with welfare and disciplinary regimes. Drawing on Foucault, and a study of alternative education (AE) across the UK, and looking in depth at two cases of complementary AE, we identify three types of disciplinary regimes at work in schools: (1) dominant performative reward and punishment, (2) team-building and (3) therapeutic. We argue that while all three regimes aim to steer identified students back to the norm, the two complementary approaches that we saw avoided the narrow instrumental behaviourist approaches of the dominant pattern. In so doing, they also opened up wider horizons of possibility and ways to be and become.  相似文献

This paper analyzes the challenges embedded in the conflict between the right to accessible education, which implies a prohibition on discriminatory practices in school admission, and the right to adaptable education, which accommodates children’s cultural affiliations. It shows that a normative lens, which examines the ways by which legal rules correspond to conflicting rights and interests, cannot fully capture the tension between legal prohibitions on discrimination in education and the sociocultural norms in religious communities. Thus, the paper offers a socio-legal lens, which focuses on the context of admission policies to Jewish religious schools. Based on three test cases of admission policies to Jewish religious schools in Israel, England, and Flanders, Belgium, the paper demonstrates how the legal rules regulating the admission policies are influenced by social forces. In Israel and England, these forces have facilitated a descent down slippery slope, originating with religious criteria, but concluding with discriminatory criteria. They also shaped admission practices reflecting the asymmetric power relations between the institutional school systems and individual families. The paper highlights the benefits of the Belgian policy, which proscribes religious classification of school candidates. This policy circumvents the ambiguous distinction between religion, ethnicity, and social class, and expands educational choices.  相似文献

Contemporary campaigns for public education rest upon an assumption that public schools are fundamental to an equitable and inclusive society. In this paper, I reflect on this presumption by exploring the inherent tensions of the meaning and practice of ‘public’ education, especially when the ‘public’ in public schooling is linked to political contestation and change in relation to the nation state. In particular, this discussion considers the ways in which the contemporary heightened racial politics of fear of ‘Muslim radicalisation’ structures the ways in which the state creates boundaries surrounding ‘public’ schooling. Here, analysis of recent governmental attempts to addresses the concern of ‘radicalisation’ in schools reveals the difficulties the nation state faces in defining what exactly is the ‘public’, and demonstrates how the politics of race and fear become overarching logics in the constitution of the Australian ‘public’. These logics risk creating exclusions and boundaries in public schooling, which, I argue here, have repercussions for the defence and claim to public education more broadly.  相似文献

This article reports the findings of a study on the nature of parent–school engagement at an academically selective public high school in New South Wales, Australia. Such research is pertinent given recent policies of ‘choice’ and decentralization, making a study of local stakeholders timely. The research comprised a set of interviews with parents and teachers (n = 15), through which parents – all members of the school’s Parents’ and Citizens’ group – theorized and explained their involvement with the school, and teachers spoke about their views on this involvement. Results are organized around three themes: ‘how parents worked to nurture their children’s schooling’, ‘reasons behind parents’ involvement with the school’, and ‘communication and use of parental resources by the school’. Overall it was found that while parents were making significant efforts to involve themselves in the education of their children and with the school more broadly, the reasons for their involvement were not always consistent, but instead revealed a range of motivations for and conceptions of parents’ roles within schools, which at times were at odds with the teachers’. Through this, the study contributes to our understanding of middle-class parent engagement at an unusual and particular type of school.  相似文献

The aim of this article is to analyse how good intentions in Education for Sustainable Development (ESD) discursively construct and maintain differences between ‘Us’ and ‘Them’. The empirical material consists of textbooks about sustainable development used in Swedish schools. An analysis of how ‘Us’ and ‘Them’ are constructed and maintained is done with help from critical race theory, whiteness studies and Popkewitz’ notion of double gestures, exclusion through intentions of inclusion. The analysis departs from five dichotomies: tradition/civilisation, dirtiness/purity, chaos/order, ignorance/morality and helped/helping. We consider these dichotomies as cogwheels operating in an ‘Otherness machinery’. Through this machinery, ‘We’ are constructed as knowing, altruistic, conscious and good. The Other is simultaneously constructed as ‘uncivilised’ or as a ‘bad’ Other in need of higher moral standards. With help from these two Others, ‘Swedish exceptionalism’ is formed. The ESD project could then be understood as a colonial and excluding project, and we ask how it is possible to avoid that ‘our common world’ only belong to ‘Us’?  相似文献

In 2012 Spain inaugurated a reform of its higher education financial aid system inspired by three principles: cost-sharing, increasing academic performance and school efficiency. This reform has shifted the aim of the system from equality of access to a type of meritocracy that can be defined as class-biased, as it is only applied to low-income students who require scholarships to fund their university education. After contextualizing this changing Spanish financial aid system, the life-experiences of grant-holders are discussed, based on in-depth interviews with scholarship recipients. Our analysis shows how the hardships and constraints that these low-income students endure during their university education have been toughened after the reform. The paper concludes that the reform increases and naturalizes the social inequalities that traditionally exist between youths of different social classes when planning, accessing and staying in university, as the critical sociology of education has shown recurrently.  相似文献

Drawing on a broader study that focused on examining principal leadership for equity and diversity, this paper presents the leadership experiences of ‘Jane’, a White, middle-class principal of a rural Indigenous school. The paper highlights how Jane's leadership is inextricably shaped by her assumptions about race and the political dynamics and historical specificities of her school community. A central focus is on Jane's tendency to deploy culturally reductionist understandings of Indigeneity that position it as incompatible or incommensurable with White culture/western schooling. The paper argues the central imperative of a leadership that rejects these understandings and engages in a critical situational analysis of Indigenous politics, relations and experience. Such an analysis is presented as imperative to supporting representative justice in that it moves beyond merely according a voice to Indigenous people to a focus on better understanding, problematising and remedying the racial relations that contribute to Indigenous oppression.  相似文献

This paper explores how the contradictions of neoliberal education reform and its companion, the self-made aspirational subject, are embodied by Sir Michael Wilshaw, former headteacher of Mossbourne Community Academy in Hackney, East London, through his leadership practices. Wilshaw creates powerful mobility and morality tales that pave over the contradictions and ambiguities inherent in the academies programme and Mossbourne’s approach. Drawing on a larger study of Mossbourne, the paper focuses on how raced and classed pathological discourses are mobilised and inverted both by Wilshaw and policy rhetoric, cultivating compliance through a belief in the aspirational subject capable of transcending social structures. The paper argues that neoliberal academy reforms are not about autonomy, but the imperative to comply with centralised policy demands at the expense of democratic participation and accountability.  相似文献

A substantial body of research suggests that incipient moral anxiety is growing in relation to excluded youth, and is manifestly cross-national in nature. While these anxieties are often assumed to be most evident in recent times, historians of childhood and youth persistently remind us of the long history of anxiety recorded in the public record about disadvantaged urban youth [e.g. Gleason. 2013. Small Matters: Canadian Children in Sickness and Health, 1900–1940. Montreal: McGill-Queen's University Press]. However, the degree and nature of local differentiation in the forms of moral anxiety being generated have yet to be systematically researched in relation to youth exclusion in diverse city spaces. There is also limited research on how senior members living in the same city spaces, many of whom were excluded as young people, remember and re-represent – through individual and collective memory – what it was like to be young in the past [Cubbit. 2007. History and Memory. Manchester: Manchester University Press]. Drawing on cross national studies and diverse sources, including oral history accounts, media representations, and interviews with young people, this article explores the perspectives of low-income young people living at the fringe of two different urban centres and who identified as having experienced varying degrees of educational and/or social exclusion. We argue that such multi-layered analyses challenge the binaries often invoked about inclusion, exclusion and marginalised youth, particularly concerning questions about history, memory, and the bordering and classification practices of individuals [see Balibar. 2009a. We, the People of Europe?: Reflections on Transnational Citizenship. Princeton, NJ: Princeton University Press; Rumford. 2011. Citizens and Borderwork in Contemporary Europe. London: Routledge]. More specifically, the article analyses representations of exclusion, in the present and past, in reference to what Balibar, We, the People of Europe?: Reflections on Transnational Citizenship, has termed ‘borderwork'. Overall, we argue that narratives of risk, forms of border anxiety [Newman. 2006. “Borders and Bordering: Towards an Interdisciplinary Dialogue.” European Journal of Social Theory 9 (2): 171–186] and the consequent moralising claims made about economically disadvantaged youth are crucial in understanding how youth exclusion is represented and remembered, and made and remade across time and place.  相似文献

Engagement of student-teachers with the community of practice they are entering is central to the formation of their identity as an educator. This paper outlines a teaching and research project that enabled early childhood student-teachers to gain insights into the field through interviewing past teachers and reflecting on their practices. In the process, students became aware of the complexities of their chosen profession, alternative teaching practices and different ways of relating with families. Their responses indicated that the experience had an impact on their identity with the profession, their learning about the nature of history and their understanding of research processes.  相似文献

With the launch of the ‘My School’ website in 2010, Australia became a relative latecomer to the publication of national school performance comparisons. This paper primarily seeks to explore the school choice experience as framed by ‘My School’ website, for participating middle-class families. We will draw on Bourdieusian theory of cultural capital and relationship networks and Australian-based school choice research in order to contribute to understandings regarding the application of ‘My School’ data within participating families. Data collection consisted of qualitative, semi-structured, in-depth interviews with five families, each based within inner-city suburbs of Melbourne, Victoria. The findings of this small-scale study indicate that participating middle-class families possessed highly developed strategies for locating and achieving enrolment in school-of-choice and therefore did not seek to apply available data on ‘My School’ to decision-making, despite each participant reviewing the available data.  相似文献

ABSTRACT

This papers draws on the compelling example of a political movement in South Africa in the 1960s and 1970s to explore both how epistemic justice conditions of possibility and of failure play out in practice. It provides a springboard to understand how and why failures of epistemic justice matter tremendously for democratic and inclusive lives and how the historical example can point us in the direction of higher education as a space for Amartya Sen’s redressable injustices if underpinned by Miranda’s Fricker’s core capability of epistemic contribution being available pedagogically to all. The paper engages with ideas, practices and actions fostered by Black Consciousness against apartheid as both a hermeneutical and a testimonial injustice in South Africa, with both having a relational structure of giving and receiving, as Fricker argues and as Jose Medina elaborates by extending the structure to include the communicative and participatory. The paper then shows the importance of these conceptual frames to transformative higher education practices and how such practices might contribute to more epistemic justice in higher education.  相似文献

ABSTRACT

Aboriginal and Torres Strait Islander students’ experiences in Australian higher education continue to be influenced by the sociopolitical narratives of alterity which locate the students as more likely than their nonIndigenous peers to struggle academically and need support. These western-centric perceptions of indigeneities not only affect Indigenous students’ everyday university experiences but can even influence their decision whether to persist with their studies or not. Drawing on data collected in a large, metropolitan Australian university, this article presents a case study of Indigenous students’ ways of perceiving and resisting their positioning by the dominant university systems as ‘problematic’, at risk of failure and needing support. Specifically, the article explores educational pathways of three Indigenous students, their narratives exemplifying primary strategies of enacting and articulating resistances to the dominant education structures in order to fuel academic success.  相似文献

ABSTRACT

This comparative study examines patterns of inequality in participation in two different types of adult learning and education (ALE) – job-related formal ALE (JFALE) and job-related non-formal ALE (JNFALE) – as related to social origins at the micro-level and three categories of social inequality at the macro-level at the macro level (economic, education, and skill inequality). Using data from the Programme for the International Assessment of Adult Competencies (PIAAC), two methods are used to analyse 19 selected OECD countries: multivariate binary logistic regressions to explore the extent to which individuals’ social origins are associated with ALE participation and two-stage multilevel analysis to examine the relationship between social origins’ advantages in ALE participation and social inequality. Statistically significant advantages in ALE participation of social origins were observed in some countries. Additionally, statistically significant positive relationships between social inequality and social origins’ advantages in JNFALE participation are found, which implies that increases in social inequality strengthen advantages associated with social origins.  相似文献

The characteristics, experiences and long-term prospects of young people outside the labour market and education have attracted widespread international attention in recent decades, and the specific category of young people not in education, employment or training (NEET) has been a policy concern for the UK Government since 1997. This paper examines the analytical and empirical basis of our knowledge of NEET young people, in the light of more general conceptualisations of social exclusion and the individualisation of social risk. It relates the NEET category to a conception of social exclusion in which the central policy focus is on moving young people across a boundary between participation and non-participation, and inequalities within education and employment receive less attention. This focus, allied with discourses of individualisation, obscures the structural basis of inequality in education and training. However, the paper argues that the research evidence shows that individualised approaches based on personal and cultural characteristics of NEET young people are inadequate to understand this group and frame policy. The paper proposes that stronger versions of social exclusion need to be used in constructing solutions which acknowledge the basis of NEET issues in wider social inequalities.  相似文献

对20世纪90年代以来的多次调查资料的深入分析表明:高等教育的阶层差距在许多方面超过了城乡经济差距。在被调查的37所本科院校中,农民与非农民子女接受高等教育机会的整体差距悬殊。更进一步的问题在于,导致这一结果的制度性原因并没有随着高等教育的爆炸性扩张而消除,相反,大幅度增加的高校收费使低收入弱势阶层的子女在面对高等教育时遭遇更大的障碍。这样,在中国的高等教育基本实现大众化的同时,如何实现其质的结构性转变,促使位于高校金字塔顶端的“一流”或“重点”大学更多地向着低社会阶层开放,就成为一项新的制度和政策课题。  相似文献
