The Asia‐Pacific region has witnessed a substantial and frequently profound surge of interest in civics and democratic citizenship in recent years. This change has been driven by global forces and educational policy initiatives at national level in most countries and more localized levels in others. In turn these policies have been driven by a perceived need for a more active, participatory citizenry in a time of accelerated capitalism and globalization. A key feature of the policies in the region has been the deliberate inclusion of a set of values based on concepts of the ‘good’ citizen and democratic citizenship. This article examines these developments in selected countries within the region, with particular emphasis upon the values initiatives taken, in an attempt to make sense of the changing scene in civics education.

Public education discourse in the USA has been characterized by messages of crisis shaping education policies across national contexts. Education policy solutions target a lack of qualified teachers and insufficient oversight of teacher practice as central factors in the crisis, placing teacher identity as knowledgeable, authoritative professionals at the center of educational reform debates. Mainstream news media is a key site for education policy debate. I employ critical discourse analysis of education news published in a major US newspaper, uncovering how grammar patterns in news discourse situate teacher identity in relation to knowledge and authority. I demonstrate how the paper's discourse frames teacher identity in terms of Accountability and Caring and discuss how, in the context of larger economic and social policy debates, Accountability gains authority over caring to shape education policy. I call for teachers to integrate critical participation in public education debates as key element of professional identity.  相似文献

The past fourteen years have seen a significant rise in the percentage of Asia–Pacific papers on educational technology (ET) published internationally: from 13.7 % in 2000 to 38.4 % in 2013. This study seeks to identify the overall trends and gaps in this research. Of the 4,332 articles published in five selected international journals between 2000 and 2013, 1,137 (26.2 %) from the Asia–Pacific region [the Asia–Pacific (AP) region includes countries specified by UNESCO and Western Asia (Middle East) countries defined by United Nations] were selected for analysis. It was found that the majority of these came from Taiwan, Korea, Australia, Singapore and China, revealing a need for more studies from such countries as Japan and Indonesia, West and Central Asia and the Pacific Islands. The papers most commonly addressed issues at the micro-level in formal education, particularly higher education, focusing on the introduction of digital technology into on- or off-campus settings. There were few macro-level studies into such areas as policy making, quality assurance or evidence of educational outcomes and impact. It is suggested that researchers should undertake more such comprehensive studies into ET integration, not only in formal education but non-formal, informal, incidental and implicit learning.  相似文献

This paper aims to investigate the marketization of higher education (HE) as it manifests itself in the concept of Student life on Danish HE websites. Taking Norman Fairclough’s critical discourse analysis as its starting point, this paper critically examines this particular practice of marketization by making a single-case study of the pages called Student life at the biggest university in Denmark, Copenhagen University (CU). The findings show that these page elements of social life are intensively and routinely used to soften up the more demanding aspects of being a university student, and that this involves a significant positive evaluation of life as a university student. The paper addresses the potential problems related to the findings in order to contribute to further discussion and reflection upon issues centred around the marketization of HE on university websites and around the construction of what it means to be a student today.  相似文献

This paper explores what some have described as a ‘crisis in meaning’ in religious education (RE). One region, Northern Ireland, is chosen as a focus for exploring the question of meaning-making as it provides an example of ‘agreed ambiguity’ – where a common syllabus for RE is believed to be ascribed different meanings by different schools. The web pages of RE departments were used as a data source, and a critical discourse analysis method was employed to investigate how a sample of departments construct meaning in RE. The findings identify three dominant discourses in relation to RE in the sample: Christian Community, Cultural Hegemony and Personal Quest. It is noted that when giving meaning to RE, schools show commonality and difference across three key areas: ‘stake and interest’; ‘pupil agency’; and ‘dealing with difference’. In conclusion, it is noted that, where freedom is given to schools to construct meaning in RE, it is possible to sustain a common curriculum across schools with very different views of the subject, however, this flexibility has implications for issues of power, identity, autonomy and difference which may require mitigation. It is suggested critical education may be a valuable partner in this work.  相似文献

Decentralisation policy in Sweden emphasises school capitation allowance, the local upper secondary schools’ decision‐making and pupils’ choices in contrast to previous bureaucratic governing. The aim of this article is to discuss how pupils’ educational choice paths are a part of the different kinds of integration and differentiation processes within upper secondary education. By doing so, the intention is to make a theoretical contribution to the ongoing discussion in this research field. In the light of Habermas’s theory of communicative action combined with Fairclough’s critical discourse analysis, educational choice paths have been studied as a process within three educational practices in a local quasi‐market in Sweden: (1) choice of upper secondary school, (2) choice of upper secondary programme, and (3) choice of courses and subjects within a programme. Some of the results demonstrate that pupils’ choice paths can be vocation‐oriented, career‐oriented and consumption‐oriented. It is argued that these different types of choice paths are related to a market discourse. Other results demonstrate that pupils’ group‐oriented, interest‐oriented and tradition‐oriented choice paths are built upon an active citizenship discourse, which is about creating meaning in terms of seeking knowledge and establishing social relations in upper secondary education. The analysis of these two paramount discourses indicates that pupils’ integration and differentiation processes are ambiguous.  相似文献

This paper revisits and discusses some of Paulo Freire’s theoretical tenets for participatory education suggested as part of a critical approach to the education of adults. Through data collected during a family literacy programme, the author analyses her discursive interactions as an adult education tutor with parents as learners. These discourse practices are analysed using critical discourse analysis and are discussed against Freire’s principles for participatory pedagogy. The author’s decision to insert the analysis and discussion of her classroom practices within these theoretical frameworks lies on their focus on language and their alleged commitment to the transformation of discursive practices that reinforce unequal power relations in society. The findings of the study indicate the presence of authoritarian discourse that does little to change the power relations within the classroom. The author posits that despite managing to give rise to a discussion of themes related to parents’ advocacy and language awareness in their interactions within their children’s school, a deeper realisation and discussion of these issues was hindered by her failure to challenge the order of discourses present in her interactions with parents. The author concludes by suggesting that there is a need for teachers to closely re‐evaluate the features of their own discourse practices if immigrant parents attending family literacy courses are to be given a voice within the classroom as a first step towards raising their prospects of advocacy and empowerment in wider social contexts.  相似文献

This paper focuses on the OECD’s PISA 2018 international framework for global competence. Given the growing national and international attention on educating for global competence, and absent of other measures, there is a need to scrutinise this framework. Our critical analysis is conceptually framed by academic literature related to (a) the OECD’s influential role in facilitating neoliberal education policy trends, (b) disjuncture and debate surrounding global competence, and (c) how influence is garnered through measurement technologies. We conclude by encouraging the OECD to be transparent in the reporting of results and educational stakeholders to be cautious interpreters of forthcoming results and rankings.  相似文献

A number of writers have drawn attention to the increasing importance of language in social life in ‘new times’ and Fairclough has referred to ‘discourse driven’ social change. These conditions have led to an increase in the use of various forms of discourse analysis in policy analysis. This paper explores the possibilities of using Critical Discourse Analysis (CDA) in critical policy research in education, drawing on a larger research project which is investigating the equity implications of Education Queensland’s reform agenda. It is argued that, in the context of new times, CDA is of particular value in documenting multiple and competing discourses in policy texts, in highlighting marginalized and hybrid discourses, and in documenting discursive shifts in policy implementation processes. The last part of the paper discusses how such research might be used by policy activists inside and outside education department bureaucracies to further social democratic goals.  相似文献

Abstract

The aim of this article is to investigate the impact neoliberalism has in shaping the discourse of the European Union’s policy of Lifelong Learning. The literature review initially presents the theoretical framework of neoliberalism as the dominant ideological and economic paradigm of our time. Thereafter, it takes a view on how neoliberalism perceives the four objectives of the European Union’s Lifelong Learning policy, namely employability/adaptability, personal fulfillment, social inclusion, and active citizenship. Through the analysis of European Commission’s policy documents on Lifelong Learning, this article explores whether these objectives, with focus on social inclusion and active citizenship, can be realized within the ideological, political, and economic framework set by the neoliberal paradigm. The data underwent Qualitative Analysis using the methods of Critical Discourse Analysis and Qualitative Content Analysis as well as Quantitative Analysis of textual data. The results indicate that only employability and adaptability seem to be compatible with the neoliberal rhetoric since the flexible and adaptable employee better serves the needs of the markets. The role neoliberalism holds for the individual is that of the consumer, product user, and voter. Therefore, the non-economic objectives of Lifelong Learning cannot be equally developed as they constitute the complete antithesis of neoliberalism’s basic principles.  相似文献

ABSTRACT

This study uses a Foucault-inspired discourse analysis to examine two ideas about learning which reinforce the terminology whereby theory means campus-based training and practice means work placements. The purpose is to problematise this theory–practice terminology and provide scope for a non-dualistic alternative. The ideas examined are the idea of theory vs. practice as the point of departure for learning and the idea of theory and practice as harmonious points of departure for learning. These ideas were voiced by interviewed students who discussed the usual design of Work-integrated Learning (WIL) whereby students go to university to learn ‘theory’ and into working life to learn ‘practice’. The analysis shows how the ideas are formed by different ranking orders between theory and practice which are mutually exclusive, while also working together to reinforce the theory–practice terminology. The discussion on how a non-dualistic terminology can emerge highlights how the usual WIL design forms a dualistic setting where the theory–practice terminology thrives and how designing WIL at a third place between university and working life can provide scope for the terminology we seek.  相似文献

Research on the role of teachers in supporting students with autism spectrum disorder (ASD) in schools in the Republic of Ireland has largely focused on primary and special schools rather than secondary school settings. This study examined the theoretical and practical knowledge base of Irish secondary teachers regarding the inclusion of learners with ASD using an ecological critical discursive perspective. Findings revealed teachers’ strong desires to include students with ASD in their classrooms. Teachers’ discourses exposed their sense of low self-efficacy in relation to pedagogical skills required to meet the needs of learners with ASD. At a school level, teachers positioned themselves outside the dominant school discourse on special education needs. Using critical discourse analysis (CDA), teachers’ narratives re-focus the spotlight on issues such as ineffective legislation and inadequate policies at national level, and identified the impact that these have at a micro-analytical level on teachers’ practices in relation to inclusion.  相似文献

This paper presents a neocommunitarian conception of citizenship identified in two textbooks of the programme ‘Education for Democratic Citizenship’, organised by the Council of Europe. Critical discourse analysis is applied to the key themes of the textbooks T-Kit 7: Under construction: Citizenship Youth and Europe and Compass Manual enclosing citizenship and human rights discourses, respectively. An intra-disciplinary discussion follows drawing on critical political economy. The findings of the analysis are that the textbooks exhibit an abstract representation of social reality as well as moral relativism stemming from neoliberal communitarianism. The identification of the neocommunitarian conception of citizenship reveals the power of citizenship education today.  相似文献

This study explored how Korean pre-service teachers with international learning experiences in the United States negotiated their understanding of multiculturalism/multicultural education. The findings demonstrated that the participants’ position of a racial/linguistic minority in a foreign country and their teaching experiences in a culturally diverse setting helped them understand the importance of multicultural education. Nevertheless, participants continued to regard multiculturalism as a celebration of diversity, without considering their own racial privilege and the historical/socio-political underpinnings regarding racism in both countries. This study discusses implications for international teacher education and professional development that support critical and reflective learning for future teachers.  相似文献

Abstract

In a recent keynote speech Paul Standish noted ‘there is agreement in judgments. But how the response to those judgments is realised is always cultural’ (paper presented to PESA Conference, Taiwan, 2012, p. 2). Making judgments about what constitutes ‘crisis’ for children is not necessarily agreed universally, though clearly there are some commonalities across many countries, as evident in United Nations on the Convention of the Rights of the Child (UNCROC) agreements. This article examines the local rhetoric and reality of ‘crisis’ for children in countries across the world. What constitutes a crisis for children, and how this plays out in the contexts of nine countries is explored by the authors based on the insights of each countries’ (OMEP) (www.omep.org.gu.se) Chapter representatives. Policies will be juxtaposed with provision based on the experiences of OMEP members reporting from their various contexts. Taken together they provide a contextualised perspective on ‘crisis’ and its relationship to a non-absolutist foundation to children’s rights. The article concludes that what constitutes crisis from a global perspective warrants consideration in the context of local reality—in this locale the concept of every child as having access to ‘rights’ is far from realisation.  相似文献

Trevor Owens’ paper provides a critique of the role of gender and authority in selected children’s books that presented biographies of Albert Einstein and Marie Curie. In the context of discussing Trevor’s (2009) article about children’s literature, this forum explores issues related to the (a) representation and construction of gender, science, and childhood in literature for children; (b) the need to consider socio/historical/cultural contexts in analytical and theoretical frameworks; and (c) the importance of fostering critical literacy perspectives in pre- and in-service science teachers and the children whom they teach.  相似文献

Latecomers to science are students who take non-traditional routes into postsecondary science because they are initially missing prerequisites. Latecomers have a lower rate of persistence than traditional science students. This critical discourse analysis of an online forum thread uses Gee’s toolkit to explore how latecomers, who have histories of not being recognized as smart enough to do science, find new ways to identify with science. Applying a theoretical lens in which identity is viewed as a process of continual negotiation, which is constrained and afforded by the resources of the relevant figured worlds, it is shown how four latecomers shared reinterpreted histories of being recognized as not smart enough to do science and in doing so, formed solidarity. As part of this process they co-produced a new cultural model in which the ability or inability to ask questions led respectively to success (good grades) or failure (low grades) in science. Used in conjunction with their solidarity, they were not only able to successfully position themselves in the elite figured world of science, but also to reify the result in a form that could potentially support future identification with science. Aspects of the online forum that supported the co-production are explored, including its ability to help students draw on resources from outside of the science program. The importance of encouraging students to discuss their struggles with science and the accompanying construction of solidarity is also discussed. This research is of particular interest to practitioners and researchers interested in supporting non-traditional science students such as latecomers, especially those wishing to move away from deficit views of these students and towards a more complex and agentic understanding of persistence and identity in science.  相似文献

Increasing mature students’ access to higher education (HE) is a worldwide priority. In Portugal, the 23+ policy which was launched ten years ago opened HE to these students. A critical analysis of eight years’ data on the universe of mature candidates in HE in Portugal shows that this “opening” varies in inverse ratio to the social prestige of institutions and subject areas. The private polytechnics and the soft sciences display a greater receptiveness than the public universities and the hard sciences. This article demonstrates that mature students save the HEIs that are less sought-after by “traditional” students and argues for fairer access to the most prestigious HEIs and programmes.  相似文献

Academisation of the English secondary school system has been extremely rapid and represents significant changes to the governance of the English school system. However, there has been a relative scarcity of attention to the rationales, rhetorics and discourses underpinning the academies programme. Seeking to address this gap, a poststructuralist discourse analytic lens is applied to 63 written submissions to the Academies Commission from a range of stakeholder groups, in order to map the different discourses and narratives drawn on in relation to academies and academisation. In setting out the various discourses identified, a cluster of discourses and rhetorical devices that produce the British education system as ‘in crisis’ are given especial attention. It is argued that these discourses provide the rationale and legitimisation for radical policy intervention as exemplified by the academies programme. The findings also provoke discussion concerning potential subjective agency in the promotion or otherwise of particular narratives and ‘conceptual emblems’ that inform the field of educational policy.  相似文献
