ABSTRACT

Formed to promote high standards in teacher education and provide a national forum for matters relating to it, the Universities Council for the Education of Teachers has been constrained by recent government reforms to become more a campaigning organisation. ABSTRACT

In the contemporary literature of educational philosophy and theory, it is almost routinely assumed or claimed that ‘education’ is a ‘contested’ concept: that is, it is held that education is invested – as it were, ‘all the way down’ – with socially constructed interests and values that are liable to diverge in different contexts to the point of mutual opposition. It is also often alleged that post-war analytical philosophers of education such as R. S. Peters failed to appreciate such contestability in seeking a single unified account of the concept of education. Following a brief re-visitation of Peters’ analytical influences and approach and some consideration of recent ‘post-analytical’ criticisms of analytical educational philosophy on precisely this score, it is argued that much of the case for the so-called ‘contestability’ of education rests on a confusion of different concepts with different senses of ‘education’ that proper observance of well-tried methods of conceptual analysis easily enables us to avoid.  相似文献

Objective To investigate the attitudes of the main stakeholders towards the introduction of sex education in schools in Russia.

Design Qualitative semi-structured interview study.

Setting Altai Krai, Volgograd Oblast, Moscow, Russian Federation.

Participants One hundred and fifty-three interviews with Intersectoral HIV/AIDS Committee members, government officials responsible for HIV policies and interventions, non-governmental organisation and private-sector representatives.

Main outcome measures Perception of and attitudes towards the introduction of sex education in schools.

Results Ninety-one per cent of stakeholders welcomed the introduction of sex education in schools and emphasised its importance for a child's personal development, public health, sexually transmitted diseases and HIV/AIDS control, and pregnancy planning. The majority of respondents suggested providing different information for each age and grade. Despite the claimed support of interviewed policy-makers and main HIV stakeholders, there has been no action to introduce sex education. The majority of respondents were of the view that wider positive support through propaganda about health, sex and healthy lifestyle should be gained prior to introducing sex education in schools by addressing the stigma surrounding sexual issues.

Conclusions There was little opposition to the introduction of sex education in Russian schools expressed in our survey, but there are uncertainties regarding curriculum quality, teaching methods and the starting grade of teaching about sex, and there is a need to cover local sensitivities in the territories. These concerns could and should be addressed during curriculum design, development and programme implementation by the federal and local authorities. Wider involvement of educational specialists, peer-adults, health workers, celebrities and religious representatives in discussion of the curriculum could help prevent opposition to its implementation.

Contribution to knowledge Discussion of sex-related topics has been taboo in Russia and there has been little research into opinions on issues related to sex education. The contribution of this research is in gaining theoretical in-depth understanding of the attitudes of the interviewed stakeholders in Russia about the introduction of sex education in schools.  相似文献

ABSTRACT

The Salamanca Statement is a primary point of departure in research and policy on inclusive education. However, several problems have surfaced in the 25 years since its publication. In particular, several different interpretations of the concept of inclusive education and its enactment in practice have arisen. For instance, the definition of the pupil groups in focus varies greatly. There are also varying definitions of the importance of pupil-placement, when it comes to organisation of inclusive education. Using a theoretical framework combining Bacchi’s [1999. Women, Policy and Politics. The Construction of Policy Problems. London: Sage Publications] poststructural policy-analysis and concepts from Popkewitz [2009. “Curriculum Study, Curriculum History, and Curriculum Theory: The Reason of Reason.” Journal of Curriculum Studies 41 (3): 301–319. doi:10.1080/00220270902777021], this article illustrates that The Salamanca Statement allows for a variety of interpretations of inclusion. As a policy-concept, inclusion encompasses an amalgam of political ideals, including welfare-state ideals where education is viewed as a public-good, as well as market-ideals of education as a private-good. Policies of inclusion also define the desired citizen, through categories of disadvantaged children, the ones excluded but to be included for their own good as well as for the good of the future society. The conclusions are that researchers and policy-makers should elucidate what they mean by inclusion with for instance moral- and practical arguments rather than vague references to The Salamanca Statement.  相似文献

Abstract

Spirituality encourages the individual to make sense of oneself within a wider framework of meaning and see oneself as part of some larger whole. This article discusses Confucian spirituality by focusing on the spiritual ideals of dao (Way) and he (harmony). It is explained that the Way represents a shared vision of human excellence that is embodied in the guiding discourse inherited from one’s cultural predecessors. The Confucian Way covers all the manifestations of Zhou culture, including its knowledge base, values, beliefs and practices that have been passed down through the generations. The Way is achieved through harmony where human beings find inner peace as well as co-exist with one another and their surroundings. Harmony encompasses an appreciation of beauty, joy and ethical values that may be obtained from arts education. The essay further illustrates an application of Confucian spiritual ideals through music education in a school. A Confucian aim of learning, the article concludes, is one that fosters spiritual development and contests the performativity agenda and school culture.  相似文献

ABSTRACT

During the past 15 years managed care has greatly influenced all forms of health services, including at colleges and universities which have long functioned like health maintenance organizations but without commercialism. This article discusses managed care's rise to power, the new forces countering it, and its influence on psychotherapy practice. The article suggests that preventive and developmental ideals are better served generally within institutions of higher education than by external, commercial managed care companies.  相似文献

Abstract

Commitment to a single, inclusive education system has been the aspiration of reform in education in a democratic South Africa as articulated in White Paper 6: Special needs education: Building an inclusive education and training system (Department of Education 2001). This article reports findings from a qualitative study which took place in KwaZulu-Natal (KZN), which ascertained participants’ evaluation of the extent to which the policy ideals of inclusive education, as articulated in White Paper 6 were being achieved. Findings revealed that there was evidence of inclusive education beginning to be implemented in KZN in that barriers to learning for many students were being addressed and removed. The specific provision in policy documents directed towards children with disabilities was behind schedule, however, and there was little evidence of full inclusion of students with disabilities in regular education. One component that was furthest behind in the milestones was the implementation of the information and advocacy programme. Implications and further consequences of this are discussed.  相似文献

Abstract

Decency and good manners are not optional but essential ingredients of good lives in a democracy. Decency in a democratic society, it is claimed, is a matter of having an attitude of goodwill towards non‐intimates (though there will be overlaps with the treatment of friends and intimates), which will be expressed in different ways in different groups. It will often involve not insisting on one's rights and giving other people more than is due to them. It is argued that the fact that expressions of decency vary between social groups may cause misunderstandings. Objections to ideals of decency and good manners are then tackled. Finally, it is claimed that there is a role for the school in implicitly and explicitly teaching decency as part of its education for citizenship in a democracy.  相似文献

This paper explores the connections between physical education (PE), sport, nationalism and citizenship in Wales, focusing upon how recent education policies relating to PE and sport are implicated in the cultural production of ideational differences between and among the peoples of Wales and England. The analysis suggests that tendencies towards narrow, conservative, cultural restorationist ideals, as evident in Wales as they are in England, may obstruct progress towards more innovative and progressive ideals in the curriculum of PE.  相似文献

Summary

Controversies over the usefulness of student teaching practices have been raging for a long time now. The arguments become more acute in face of teachers' increasing claim to professional status. These teachers refer to their ‘specialized’ training to reinforce their professional claim. The opposition is more pronounced in the developing countries or in countries facing high inflation rates or severe cuts in the budget allocation to education, where the choice is between competing demands upon public expenditure and about the reconciliation of the requirements of education with the other economic and social needs of the society. The study reported in this paper was undertaken to ascertain more objectively the relationship between student teaching and the post‐training performances. A general conclusion from the study was that there seems to be much divergence between student teaching grades and their post‐training performances. Although set in Nigeria, this study will be of relevance to any other country, in which it might indeed be replicated.  相似文献

Abstract

For education to be moral enough, its goal is defined not as to help individuals to learn the life ideals of church or state (which means centuries of practice whereby a group of individuals is trying to impose these ideals upon another group) but to create moral individuals‐‐people who are willing and able to treat each other as equals, and who are willing and able to feel compassion towards one another. Consideration is given to lessons from psychotherapy about the potential of autonomous human individual development for programmes of social change, in order for these programmes to be carried out without government and education resorting to imposition of the life ideals presupposed by them. In conclusion recognition is given to a trend of ethical thought, revitalising the moral significance of responsiveness to the reality of other people, grounded in the virtue of care for particular people. Adding the virtues of care and compassion to the virtues of impartiality and fairness offers a much deeper understanding of the moral grounds of society in its communitarian aspects, as evidenced by Solidarity as the social movement of the early 1980s in Poland.  相似文献

Abstract

This article attempts to present education for work in the kibbutz, with regard to the most up to date international literature in the field. The first part explains how the ideals of the Jewish tradition, of Socialist Zionism and progressive education made education for work so central in the kibbutz. In the second part, the unique philosophical and practical approach to self‐realisation in society and in study in the kibbutz is described. In the final part, the success of the kibbutz is evaluated on the basis of the attitudes of kibbutz parents, children and educators.  相似文献

Abstract

This paper aims to argue that school rituals played critical roles for the educational purpose in Confucian school education in the Joseon period. Diverse rituals were performed in Confucian schools of the Joseon period, and these rituals formed a comprehensive ritual system of the school education. These school rituals can be read to manifest the ideals of Confucian philosophy of education and to be also utilized as one of the important educational tools or programs through which to hand down the Confucian values. Based on this interpretation, this paper asserts that school rituals were in no way irrelevant to their educational function for the society then nor that they served only for the political edification, but constituted part of a comprehensive system of education in pursuit of the formation of the Confucian personhood as one of the important pillars of Confucian school education in the Joseon period.  相似文献

Abstract

Public education is becoming increasingly privatized as private philanthropic organizations, such as the Bill & Melinda Gates Foundation, and corporations, such as Pearson, dominate the policy-making process, and more students enroll in publicly funded but privately administered charter schools. The privatization of education results from the dominance of neoliberal ideals promoting market competition, individualism, and standardized testing. In response, we call for replacing neoliberalism with social democratic policies emphasizing community, trust, and democratic deliberation.  相似文献

Abstract

Originating from philosophy and science, many different ideas have made their way into educational policies. Educational policies often take such ideas completely out of context, and enforce them as general norms to every aspect of education; even opposing ideals make their way into school’s curricula, teaching techniques, assignments, and procedures. Meanwhile, inside the actual classrooms, teachers and students are left in limbo, trying to comply with, techniques, evaluation forms and a growing technical educational vocabulary. Here I would like to propose an antidote to this absurdity by reminding us what teachers and students already know. Such an antidote can be found in J. L. Austin’s speech act theory. In this paper, I propose we revisit speech act theory and treat it as an educational theory. That might help us dismantle false dichotomies troubling education for decades. The point is not that the discussion over educational policies and priorities should stop, but that it should be kept in appropriate perspective. A modified speech act theory can help us facilitate such a perspective.  相似文献

ABSTRACT

This paper looks at how cosmopolitanism is practised amongst Singaporeans who have experienced Singapore’s education reform in the 1990s. Cosmopolitanism in Singapore is tied to state-intervention with a national orientation. To complement Singapore’s push towards cosmopolitanism, the education reform in the 1990s promoted the idea of a national citizen with a global orientation. I looked at 40 Singaporeans born after the year 1990 to investigate cosmopolitan attitudes that have emerged from the tensions between cosmopolitanism and nationalism. To meet the state’s ideals of cosmopolitanism, these Singaporeans employed strategies to practice a particular form of cosmopolitan openness which prioritise national interests. Nationalism and cosmopolitanism co-exist in Singapore and share a dialectic relationship as I argue that these Singaporeans are global national citizens.  相似文献

This paper argues that some educational policy slogans, particularly compound slogans, are inherently paradoxical, and that while this may have a strong motivational effect, in appealing to a wide range of ideals and aspirations, it renders both the implementation and the evaluation of certain policies problematic. ABSTRACT

Learning management systems (LMS) have been utilised for enhancing the quality of learning and teaching in higher education, yet the cultural needs of Indigenous students are rarely considered. The study reimagines culturally inclusive learning in an LMS by critically reviewing theories of culturally inclusive learning and Indigenous pedagogical values. It explores perceptual gaps between Indigenous cultural needs and the current use of an LMS through analysis of data collected from Indigenous students and academic staff via an online questionnaire (n = 100) and face-to-face interviews (n = 20) at one Australian university. As a result, it articulates and unpacks mythical perceptions of using an LMS. Consequently, there is clear evidence that Indigenous students expect to experience more human-to-human interactions and develop a sense of community through the use of available communication tools, whereas academic staff tend to rely on a binary opposition between pedagogy and culture in which culture is regarded as a subordinate concept to pedagogy.  相似文献

Abstract

The separating and isolating tendencies of measuring practices can lead educators to lose sight of the aims and purposes of education. These end purposes can be used to guide and ensure that the activities of educators are educational, and therefore, Biesta recommends there is a need for educators to reconnect with them. This article. explores this notion of a ‘reconnection’ and argues that if educators are to challenge any potentially miseducative measuring practices, then this reconnection must require educators to value and desire particular end purposes. Desires are recognised to be existential in character and are identified as being necessary for initiating actions. It is argued here that this aspect of desires is important for understanding the significance of a ‘reconnection’ because without it the purposes of education may remain only as abstract philosophical ideals. To make a difference and to challenge the isolating and miseducative tendencies of some measuring practices, educators must come to value particular purposes of education, and in addition, they must exercise the courage to enact them. This can be made possible because educators strongly care for and desire the actualisation of the purposes to which they are connected.  相似文献

Abstract

Recently it has been argued that women's choices play a significant role in the structure of job segregation. Drawing on a case study of women scientists and engineers, this paper focuses on the preferences and plans of women who entered gender‐atypical jobs in the technical professions. The evidence suggests that the women had to face considerable hostility in their choice of jobs from non‐specialist teachers and careers advisors. However, they withstood opposition with the support of specialist teachers in single‐sex schools and their parents. The findings imply that while women's attitudes to education, training and careers should not be neglected in the study of gender segregation, the social context in which they evolve should be emphasised in a sociological analysis of the labour market.  相似文献
