ABSTRACT

Public policies have a moral order, an ethical horizon. They offer a vocabulary of imagined micro-policies. Using the case of Chile, this paper examines the ways in which accountability policies are reworked within schools and how they affect actors’ subjectivities. It adds new findings to the existing body of research on school accountability policies, offering in-depth evidence based on the case of Chile, which has a high-stakes testing model and a widespread competitive voucher system. The research is based on case studies of ten public and private subsidised schools, framed by a sociological perspective of policy enactment theory. The research findings show the ways that accountability policies are recreated, expanded, and intensified at the local level, permeating an ethic of competition. The analysis focuses on three qualitative trends: school actors’ sense-making of test scores and labels; zones of safety and risk for teachers under an accountability regime; and the emergence of a sticky web of persuasion, surveillance, and coercion among school members in order to improve performance. The practices examined are not understood as ‘secondary effects’ or an ‘implementation problem’, as if they occur unconnected from the policy rationale. The outcomes are consistent with the policy itself in interaction with school life.  相似文献

Abstract

Background: International achievement studies such as the Programme for International Student Assessment (PISA) have an increasing influence on education policy worldwide. The use of such data can provide a basis for evidence-based policy-making to initiate educational reform. Finland, a high performer in PISA, is often cited as an example of both efficient and equitable education. Finland’s teachers and teacher education have not only garnered much attention for their role in the country’s PISA successes, but have also influenced education policy change in England.

Main argument: This article argues that the Finnish model of teacher education has been borrowed uncritically by UK policy-makers. Finnish and English philosophies of teacher preparation differ greatly, and the borrowing of the Finnish teacher education model does not fit within the teacher training viewpoint of England. The borrowed policies, thus, were decontextualised from the wider values and underpinnings of Finnish education. This piecemeal, ‘pick “n” mix’ approach to education policy reform ignores the fact that educational policies and ‘practices exist in ecological relationships with one another and in whole ecosystems of interrelated practices’. Thus, these borrowed teacher preparation policies will not necessarily lead to the outcomes outlined by policy-makers in the reforms.

Sources of evidence: Two teacher preparation reforms in England, the University Training Schools (outlined in the UK Government’s 2010 Schools White Paper, The Importance of Teaching) and the Master’s in Teaching and Learning (MTL), are used to illustrate the problematic nature of uncritical policy borrowing. This article juxtaposes these policies with the Finnish model of teacher education, a research-based programme where all candidates are required to complete a Master’s degree. The contradictions exposed from this analysis further highlight the divergent practices of teacher preparation in England and Finland, or the disparate ‘ecosystems’. Evidence of educational policy borrowing in other settings is also considered.

Conclusions: Both the MTL and the White Paper reforms overlook the ‘ecosystem’ surrounding Finnish teacher education. The school-based MTL contrasts with the research-based Finnish teachers’ MA. Similarly, the University Training Schools scheme, based on Finnish university-affiliated, teaching practice schools, contrasts heavily with the rest of the White Paper reforms, which contradict the philosophies and ethos behind Finnish teacher education by proposing the move of English teacher preparation away from the universities. The analysis highlights the uncritical eye through which politicians may view international survey results, looking for ‘quick fix’ options instead of utilising academic evidence for investigation on education and education reform.  相似文献

ABSTRACT

This article considers the implications of a ‘managed’ approach to skills policy in Scotland, in which Government policy and the role of national institutional frameworks can be seen to be influential, and which contrasts with the more marketised approach which has been a central aspect of policy in England. A number of themes within these national policies are discussed, and the continuing importance of balancing the skills agenda with social inclusion is noted. The ways in which these national policies and frameworks have shaped provision in a number of key areas including apprenticeship programmes, changing patterns of participation and relationships with employers are then examined. The strengths and limitations of the distinctive approaches taken in Scotland will be analysed in terms of their contribution to meeting the changing educational training needs of the workforce in the twenty-first century. This consideration of the distinctive policy led and ‘managed’ approach to the skills agenda will provide the context in which to consider the opportunities for policy learning within the UK.  相似文献

The change toward competence-based education has implications for teachers as well as school management. This study investigates which professional development activities teachers undertake related to this change and how these activities differ among schools with various human resource (HR) policies. Two types of HR policy were involved: (1) a government-enforced, national system of Integrated Personnel Management and (2) a voluntary, integrative approach of Schooling of teachers, Organizational development of schools and teacher training institutes, Action- and development-oriented research, and Professional development of teachers. Semi-structured interviews with 30 teachers in nine schools with different HR policies were held and analyzed both qualitatively and quantitatively. Findings show that teachers undertake professional development activities in five categories: maintaining knowledge base, applying and experimenting, reflection, collaboration, and activities indirectly related to teaching practice. Teachers’ professional development activities were found to be relatively similar across schools with different HR policies. It is concluded that neither government-enforced nor voluntary HR policies seem to play much of a role in the participation by teachers in professional development activities. Implications for further research and school practice are discussed.  相似文献

SUMMARY

This paper explores the influence of two government departments, the Department of Employment and the Department of Education and Science (now the Department for Education), on post‐16 provision during the last decade. In acknowledging the underlying move to vocationalizing the post‐16 curriculum and processes, two new concepts are introduced for distinguishing those policies intended for the short‐term control of entry to the labour market, regulatory vocationalism, and those longer‐term policies of anticipatory vocationalism intended to raise the skill and knowledge base of the workforce for an uncertain and highly competitive economic and employment future. The paper examines the main instruments of policy from A New Training Initiative: A Programme for Action (DE/DES, 1981) to Education and Training for the 21st Century (DES/DE, 1991), arguing that over the decade it has been the immediate social and political contexts which have largely determined policy towards post‐16 provision and therefore led to a period of superficially episodic initiatives. However, it is further argued that whereas the rhetoric of policy is shifting towards a longer‐term vision, the changes in education and training infrastructure are only compatible with short‐term concerns.  相似文献

Abstract

Recent studies of ideologies of sustainable farmers and conventional farmers suggest that these two groups have differing beliefs, values, and attitudes on agriculture and rural life. Although awareness of these differing attitudes and values is an important step in moving toward educational programs and policies for a more sustainable agriculture, actual behavior may not be predictable from this knowledge. A mail survey of Iowa farmers with membership in Practical Farmers of Iowa, a sustainable agriculture organization, was used to examine the attitude—behavior relationship of these farmers and the role social influences play in this relationship. Attitude and social influence scales were developed, as well as a chemical input index that measures commitment to sustainable practices. The results indicate that, when controlling explanatory factors, the attitude—behavior relationship is moderate and the social influences examined do not facilitate this relationship. Implications for educational programs and policies of these findings are discussed.  相似文献

Following the Commonwealth Government funding cuts in 1986, a hiatus has developed in in‐service teacher education in Australia. Recent curriculum innovations and expanding stresses in the educational environment have generated in‐service education needs which are possibly greater than at any other time in the recent past. The trend in other industrialized countries has been to encourage or even require teachers in primary and secondary education to achieve postgraduate qualifications. Similar pressures are currently mounting in Australia. The combination of the stresses and new emphasis, calls for a rethinking of existing approaches and policies. The restructuring of the education system in a number of States, the difficulties which have become apparent in solution‐centred in‐service programmes and the continuing unsatisfactory ad hoc arrangements for the design and delivery of such programmes across Australia indicate that the need for different policies and provisions in teacher professional development is acute. After analysing the state of the art of in‐service training in Australia, this paper provides possible rationales for such policies and programmes and suggests the development of a multiprogramme policy package which could assist the teachers to ensure a better quality and cost‐effective educational service.  相似文献

This commentary on the papers starts with the view that reform policies are additive, layered and unpredictable. Given this nature of reforms, the author suggests certain lessons for policymakers and policy researchers to learn. First, that a theory of learning should underlie policymakers’ implementation decisions. Second, that the multiplicity of reforms may block genuine learning. Third, that understanding the relationship between policy and practice requires an ‘inside‐out’ perspective which takes the changing of educational practice as the central concern rather than the policy environment.  相似文献

Whilst there have been major developments in the integration of students with special needs in Further Education in England and Wales, a number of policies and practices still inadvertedly hinder the integration process. These factors hindering integration are the development of discrete groups, the labelling process and the emphasis upon the ‘care’ role of Special Needs Teachers. Abstract

Background: This paper approaches evidence-informed practice from the perspective of evidence-informed policy-making. Using the findings of a recent study of evidence-use by educational policy-makers to raise questions about evidence-use by educational practitioners, it seeks to explore what such a study might tell us about how to understand and improve evidence-use by educational practitioners.

Purpose: The paper aims, therefore, to identify potential connections, shared insights and common issues between evidence-use in policy and evidence-use in practice. It does this by focusing on two specific areas: the nature of the evidence (i.e. what evidence is used) and the nature of the use (i.e. how evidence is used). The paper outlines what was found about each of these aspects of evidence-use in policy, and then considers what questions and issues these findings might raise for evidence-use in educational practice.

Sample: The empirical study on which this paper is based was an in-depth study of the use of evidence within educational policy development in Australia. It focused on the development of three specific education policies within one Australian state education department and involved interviews with 25 policy-makers who were actively involved in the development of these policies.

Design and methods: The policy-based study involved the following data collection processes: (i) in-depth semi-structured interviews with 25 policy-makers who were involved in the development of the selected policies; (ii) documentary analysis of policy documents, background research reports and other relevant papers relating to the selected policies; (iii) unstructured observation (where possible) of meetings and events connected with the development of the selected policies; and (iv) feedback from 40 wider policy staff who took part in a verification workshop to discuss the project’s emerging findings.

Findings: Drawing on the findings from the original policy study, two areas of potential connection to evidence-use in practice are explored. First, in relation to ‘varieties of evidence and uses’, the negotiation of diverse evidence types and the potential for using evidence in multiple and varied ways appear to be features of evidence-use that are common to educational policy-makers as well as educational practitioners. Secondly, in relation to ‘narrowness of evidence sources’, there is potential for both policy-makers and practitioners to use a narrow (rather than broad) selection of evidence, due to a tendency to work with certain evidence types as a starting point (e.g. performance data) and a tendency to draw on certain evidence sources more frequently (e.g. well-known, familiar research sources).

Conclusions: This paper emphasises: (i) the need for more integrated (or joined-up) understandings of evidence-use across contexts of practice and contexts of policy; (ii) the importance of continued efforts to understand and represent evidence-use more effectively within educational practices; and (iii) the value of paying careful attention to the quality and qualities of evidence-use within and across the different settings of educational practice and policy.  相似文献

ABSTRACT

Based on an ethnographic study, this article presents the class-based disparities of Chinese parents’ usage of WeChat, the dominating social networking mobile application in China, in their educational involvement. We find that middle-class parents are the privileged ones who have exploited the use of WeChat not only as a medium for communication, but more as a mode of influence. Through WeChat, their various forms of capital are channelled to catalyse changes in their children's education. In contrast, working-class parents tend to act as absent participants in using WeChat for their educational involvement. We argue that WeChat has brought forth the consequence of widening the arena for winning or losing at the educational game for parents from different social classes. We call for corrective policies and guidelines on the usage of WeChat and other SNSs technologies in home–school dynamics.  相似文献

ABSTRACT

National education policies reference a representation of an imagined subject of schooling derived from a broader social imaginary that underpins the projects of the state, in a process which I refer to here as ‘the logic of policy’. I offer an account of how this representation is derived and propose three conceptual elaborations of this view. I then consider ways in which shifts occur in this social imaginary, especially at moments of substantial social, economic and political change, and ways in which these shifts are communicated. This imagined subject is referenced in processes involving both state and non-state entities, mediated by historically specific governance instruments.

The main part of this paper offers an illustrative historical example of the working of this logic in the context of the Cape Colony and apartheid South Africa, where the instrument of governance that was central to this process was the commission of enquiry. The concluding section briefly considers whether the logic of policy works in much the same way in a contemporary policy environment, where new policy technologies have largely displaced the commission of enquiry  相似文献

The chapters in Part IV of Handbook of Distance Education (2007), “Policies, Administration, and Management,” focus on the ways in which policies encourage or hamper the integration of distance education into mainstream educational institutions. The authors provide insights and perspectives into the key policies, roles, structures, processes, and standards that characterize the rapidly changing educational environment. Background: Despite decades of research, bullying in all its forms is still a significant problem within schools in Australia, as it is internationally. Anti-bullying policies and guidelines are thought to be one strategy as part of a whole school approach to reduce bullying. However, although Australian schools are required to have these policies, their effectiveness is not clear. As policies and guidelines about bullying and cyberbullying are developed within education departments, this paper explores the perspectives of those who are involved in their construction. Purpose: This study examined the perspectives of professionals involved in policy construction, across three different Australian states. The aim was to determine how their relative jurisdictions define bullying and cyberbullying, the processes for developing policy, the bullying prevention and intervention recommendations given to schools and the content considered essential in current policies. Sample: Eleven key stakeholders from three Australian states with similar education systems were invited to participate. The sample selection criteria included professionals with experience and training in education, cyber-safety and the responsibility to contribute to or make decisions which inform policy in this area for schools in their state. Design and methods: Participants were interviewed about the definitions of bullying they used in their state policy frameworks; the extent to which cyberbullying was included; and the content they considered essential for schools to include in anti-bullying policies. Data were collected through in-depth, semi-structured interviews and analysed thematically. Findings: Seven themes were identified in the data: (1) Definition of bullying and cyberbullying; (2) Existence of a policy template; (3) Policy location; (4) Adding cyberbullying; (5) Distinguishing between bullying and cyberbullying; (6) Effective policy; and (7) Policy as a prevention or intervention tool. The results were similar both across state boundaries and also across different disciplines. Conclusion: Analysis of the data suggested that, across the themes, there was some lack of information about bullying and cyberbullying. This limitation could affect the subsequent development, dissemination and sustainability of school anti-bullying policies, which have implications for the translation of research to inform better student outcomes.  相似文献

ABSTRACT

This paper explores how bureaucracy impedes the implementation of higher education (HE) policy at Japanese universities. Administrative systems employ Weberian legal-rational bureaucratic practices that are central to the institutional identity of a university. Rather than the means to internationalisation and reform in general, these systems themselves become the end, usually in direct opposition to not only innovation and change but, indeed, the university mission itself. After first outlining the macro-level processes and policies of the internationalisation of Japanese HE, I take an ethnographic approach to illustrate the micro-level administrative practices and assumptions at the university, framing them within the social theory of bureaucracy to allow for comparison with HE in other parts of East Asia and worldwide. As a way forward, I propose we borrow theories on social entrepreneurship to potentially resolve the challenge of embedded administrative practices and static institutional identities, a bureaucratic ‘utopia of rules’ [Graeber, D. 2015. ABSTRACT

Inclusion is generally recognised as an ongoing, active process which reflects shifts in policies, practice and values as well as political choices made over long periods of time. Drawing upon research visits set 10 years apart, this study aims to examine how two schools with clear inclusive aspirations and intentions have weathered the last decade and reports on their perception of the journey travelled. Data from the research show that in both cases there was a shift away from practices that were previously seen as being central to the development of inclusion, caused by the interplay between political, pedagogic and social factors. The study also suggests that the pervasive influence of the special education and medical model can shape the extent of change in schools.  相似文献

Abstract

High-achieving African American students in California are not attending University of California (UC) campuses. Due to hyper-implementations of Proposition 209, which limited UC campuses’ ability to use race as a significant admission criteria, the UC system and individual UC campus policies have scaled back their efforts to recruit high-achieving African American students from California. This article presents findings from the qualitative portion (n?=?74) of a convergent mixed-method study of over 700 African American college-going students. Findings convey the critical role that access, outreach, diversity, and climate plays in the college choice process of African American high achievers. Drawing upon higher education and critical race literature, the findings further reveal the challenges and opportunities for states and elite universities in retaining its brightest students from diverse backgrounds. This research also conveys the potential of research to inform state, systemic, and institutional policies to increase access to selective public universities.  相似文献

In this article we describe and illustrate an analytical perspective in which educational policies are viewed as designs for supporting learning. From the learning design perspective, a policy comprises 3 components that we term the what, how, and why of policy: the goals for the learning of members of the group targeted by the policy, the supports for their learning, and an often implicit rationale for why these supports might be effective. We unpack the how of policy by describing 4 types of support for learning: new positions, learning events, new organizational routines, and new tools. Based on our discussion of the rationale for each type of support we conjecture that policies that are effective in supporting consequential professional learning will involve some combination of new positions that provide expert guidance, ongoing intentional learning events in which tools are used to bridge to practice, carefully designed organizational routines carried out with a more knowledgeable other, and the use of new tools whose incorporation into practice is supported. We present an analysis of a policy that was central to an urban district's efforts to support middle school mathematics teachers' development of ambitious instructional practices. The data that we analyzed included audio-recorded interviews conducted with teachers, mathematics coaches, school leaders, and district leaders. The sample analysis illustrates that the learning design perspective is useful both when designing policies and when revising policies after implementation to make them more effective.  相似文献

ABSTRACT

While past studies on school district decentralization found that central office leaders can limit school leaders’ decision-making power, the studies did not examine how they do so. We investigated this in eight elementary schools in two large urban school systems with official policies of school site-based decision-making. We found that even though school leaders had legal authority over most instructional decisions, they overwhelmingly made decisions consistent with central office preferences. The question is why. By examining the micro process of interaction between central office and school leaders, we found that central office leaders in both districts used a range of persuasive strategies to influence school-level decisions. Specifically, they linked their suggestions to institutionalized norms, rules, and shared understandings in the district and profession. By doing so, central office leaders pushed against their decentralization policies. Differences in the combination of strategies that central office leaders used and the amount of interaction they had with school leaders led to (a) greater variability in the degree to which school leaders in one district made decisions aligned with central office preferences; and (b) greater feelings of coercion among school leaders in the second. These findings unpack the dynamics among local education leaders as they implement and sometimes alter the rules within policies through their daily practice.  相似文献

Abstract

This paper examines the implications of farmers’ propensity to discontinue the adoption of agricultural technologies in southwestern Nigeria. This is predicated on the fact that extension education process should be proactive in addressing farmers in order to sustain the adoption process. Empirical studies looking at diffusion processes from an ex post perspective have failed to deliver in terms of effective ex ante policies and intervention strategies, and the transfer of the technology model has lost much of its lustre. Following a survey of arable crop farmers in two states of southwestern Nigeria, a Tobit model was estimated on the data collected during the 2002 growing season in order to identify variables significant in the farmers’ discontinuance behaviour. The variables identified are: attitude, extension visit, feedback provision, marketability and input availability. From the estimation, foremost among the significant variables leading to discontinuance of improved maize and cowpea varieties is extension visits.  相似文献
