In this paper, the author reports on an analysis of an Australian university’s assessment procedure. The procedure – a major governance document of the university – is deconstructed by way of a Foucauldian discourse analysis in order to consider how students and academics are governed. There were three major findings. The dominant discourse operating in relation to student assessment was that of administration; a finding consistent with previous work in this area and at other universities. The main subject position in this discourse of administration is one of silence for the academic and of a performer for the student, one who is rewarded with the award of a degree if the performance is satisfactory. The passion to learn and to teach is nowhere to be found in this administrative discourse, one not unique to the said university, indeed one that flourishes in Western universities today.  相似文献

This article argues that the individual academic is all but absent from the assumptive worlds of policymakers in UK higher education. It is taken for granted in research on academic identity that those who work in higher education as teachers and researchers refer to themselves as, and indeed are referred to by others as, ‘academics’. Evidence is drawn from a study of policymakers in the UK to demonstrate that the word ‘academic’ is not a part of the lexicon of higher education policymaking. Moreover, the concept of the academic is cast into shade by an overwhelming emphasis on ‘the student experience’, and, from another direction, by a location of professional academic accountability at the level of the higher education institution rather than the individual. The article concludes with an exploration of what work this absence of the academic in policy does in disrupting the possibilities for engagement between the worlds of academia and policymaking and in perpetuating the discourses of marketisation and new management in higher education. It also suggests understanding the assumptive worlds of policymakers is a crucial counterbalance to a growing body of literature on academic responses to change, some of which has tended towards the self‐referential.  相似文献

Background:?A newly elected centre-right coalition government in New Zealand was forced to deal with the cumulative fiscal consequences of two unforeseen challenges: a global financial crisis in September 2008 and two major seismic events in the country's second largest city in 2009 and 2010. This paper examines the way in which policies for initial and continuing teacher education were reshaped thereafter and the justifications provided by government for these changes.

Purpose:?The paper examines the plausibility of the government's contemporary ‘crisis’ discourse and aims to show how ‘rational’ education policy changes also carry broader ideological and political agendas for teacher education. Thus, current changes to teacher education policy are located in the historical context of trends over the last two decades.

Sources of Evidence:?The paper uses official statements by government and officials to show how they justified the policy changes as the only possible responses to an external economic crisis. Secondary sources of statistical economic data and policy texts are used to demonstrate that equally plausible alternative responses were overlooked, rejected or ignored.

Main argument:?The paper construes teacher education policy as both text and discourse. It is argued that the media statements of politicians and officials are intended to secure popular approval for public education austerity measures, while at the same time masking an underlying political and ideological project and ignoring the informed policy rebuttals of some educationists.

Conclusions:?The steps taken in New Zealand to respond to a short- to medium-term national fiscal crisis have major long-term consequences for teacher education. Most apparent is the continued failure to acknowledge the major incremental reductions in public subsidies for initial teacher education that have occurred year on year since the early 1990s and, instead, to reiterate the new public management ideology of further public service efficiencies.  相似文献

This study provides a discursive analysis of World Bank policy documents in order to reveal the stark omission of a rights-based approach to education, while highlighting instead the support of an economic-instrumentalist approach. Plausible explanations are provided to shed light on this exclusion, including the feasibility critique of education as a right, and the Bank's limited institutional mandate. However, the rationales are presented as unsound and unacceptable justifications for the omission. By drawing on Amartya Sen's theoretical work on human rights and development policy frameworks, this study concludes by arguing for the Bank to integrate into their mandate a conception of education as a human right.  相似文献

A governmental research inquiry was conducted into the policy to raise the school leaving age in Western Australia. The study aimed to problematise the policy so as to identify and examine the rationale and intervening practices with young people who were deemed to be at-risk of not meeting the new school leaving age requirements. Drawing on interviews and policy documents, this paper elaborates the concept of ‘apparatus’ as defined by Foucault and Agamben to identify the contexts and consequences of the way the policy produced and reproduced an ‘at-risk’ youth subjectivity. The paper shows how a binary between school completers and non-completers emanated from a context about a crisis in falling retention and early school leaving, myopically focusing on NEET (Not in Employment, Education or Training) subjectivities as both the cause and solution to the policy objectives. Consequently, the policy apparatus is productive of the very circumstances it seeks to address, and therefore it recursively cycles around a problem it does not solve.  相似文献

Disciplining and pastoral power are central to the strategies and practices of intervening in the lives of young people deemed at risk of disengaging from school, or not completing their compulsory education. As an expression of power concerned with young people's welfare and self-improvement, disciplining and pastoral practices push young people towards greater responsibilism and employability. From 2004 to 2008, the State Government of Western Australia embarked on legislative change and policy implementation to increase the minimum compulsory school leaving age from 15 to 17. This facilitated a programme of interventions with some groups of young people deemed at risk of not meeting the newly minted minimum education requirements. Drawing on governmentality theory, research into this policy identifies and problematises its disciplining and pastoral practices. Interview data and policy documents are analysed to reveal the way that practices with young people, although framed as empowering and benign, worked to further connect them with the imperatives of neoliberalism.  相似文献

Open methods for coordinating (OMC) education policies in the EU rely on a number of techniques, one of which is policy learning. This article examines how policy learning and governance transform each other. More specifically, policy‐learning in the education OMC becomes differentiated into four distinct learning styles: mutual, competitive, surface and imperialistic learning. While they overlap with some forms of policy learning discussed in the literature, they are also different by focusing upon interactions and political dynamics between the European Commission and the member states. In seeking to understand how governing through learning occurs, we argue that any ‘impact’ of EU‐level policy‐learning is co‐constructed by both the European Commission and the member states. The analysis of this article is grounded in a discourse analytical and institutionalist perspective. It draws on qualitative data derived from semi‐structured interviews with officials from the Directorate General for Education and Culture in the European Commission and on EU documents generated during policy‐learning activities.  相似文献

Drawing on data from a three‐year study (2008–2011) of partnerships of schools and colleges delivering the 14–19 Diplomas in England, this article examines how the dynamics of local partnerships were shaped by a contradictory policy landscape in which some policies strongly promoted collaborative working whilst others reinforced competition between institutions. Semi‐structured interviews with 136 Diploma consortium leads and case studies of 30 Diploma consortia were undertaken. Most partnerships founded in direct response to government demands for collaboration were strategically and operationally less effective than those that had been formed earlier as a positive, dynamic response to locally identified interests/needs and had evolved over time. When key levers towards collaboration were removed by the new UK Coalition government (2010) and new policies restated the arguments for institutional autonomy and competition between institutions, the fragility of the ‘enacted’ partnerships became immediately apparent. Although members of Diploma consortia with a history of effective partnership working remained committed to the principle of collaboration, other policy developments such as the introduction of the English Baccalaureate and the recommendations of the Wolf Review on vocational education contributed to uncertainty about whether partnership working could, or indeed should, be sustained.  相似文献

While the policy approach in Urban Regeneration Partnership tends to be viewed as participatory governance using an urban studies lens, this article posits an alternative theorisation that takes an adult education perspective. We draw from Lefebvre’s notion of space, Engeström’s Cultural Historical Activity Theory and Holand et al.’s concept of positionality and social identity to theorise Urban Regeneration Partnership as expansive participation that acknowledges discursive struggle and contradiction in authentic democratisation. We argue for a multiscalar understanding of citizenship that attends to sociocultural conditions, challenges hegemonic spatial modalities and inculcates conditions for transformative agency. Our theorising is illustrated using data from a doctoral study examining one Urban Regeneration Partnership in the Republic of Ireland. Three themes emerged from the study: market-led discourse of transformation versus a narrative of community; rhetoric of empowerment versus the unequal positioning of residents, and the dominant hegemony of official knowledge versus community-based experiential knowledge. The article examines whether the academy can make a difference in people’s lives through challenging the prevailing orthodoxy, revealing unexamined assumptions and offering alternative frameworks for deeper understanding of the policy cycle in Urban Regeneration Partnerships.  相似文献

This article explores how new public management policy ideas and technologies circulating in the globalised education space have been re-contextualised in the re-design of the Italian Higher Education System. In doing so, it uses the governmentality studies as a sensitising framework to problematise what we term here as the ‘calculative and instrumental turn’ in the evaluation of Higher Education. The work reflects on the complex assemblage of forms of knowledge, technical means and collective and individual subjects through which the evaluation of the Italian universities unfolds in its current form. The attempt is to highlight the changes produced in how Higher Education and its ethical subjects are thought and their qualities are conceived and appraised. The article presents some conclusive remarks on some of the paradoxical risks of the Evaluation turn, namely contractualisation, depoliticisation and fabrication, but also insists on its reflexivity potential, interpreting the current developments as a missed opportunity.  相似文献

This article explores assessment policy in two European universities with different political, historical and social backgrounds: the University of Glasgow and Tallinn University. The University of Glasgow is a well-established Russell Group university in the UK; Tallinn University is a relatively new university in post-Soviet Estonia, shaped by very recent neoliberalisation processes. By applying a Foucauldian theorisation and Faircloughian methodology, this article approaches assessment policy as not only relating to institutional contexts but also national and global policy environments. The article argues that the assessment policy in Glasgow relates to globally dominant neoliberal discourses of accountability and excellence. These discourses have turned assessment into a complex technology of government that manages educational processes as well as academic and student subjectivities. While Tallinn University is shaped by neoliberalism at strategic levels, the policy documents in Tallinn still indicate a strong sense of local tradition where regulations have a modest impact on academic freedom and assessors’ disciplinary power over students.  相似文献

This paper traces the key periods, players and events which have contributed to the shaping of the current landscape of teacher education in Scotland. Starting with the Wheatley Report and the formation of the General Teaching Council (Scotland) in the 1960s through to the most recent Donaldson Review of Teacher Education, we examine ebb and flow amongst GTCS, government, colleges of education and universities. Following its own trajectory, Scottish Education resisted and rejected policies emanating from an ‘English’ ideology, capitalised on respect for and influence of the GTCS, and successfully moved teacher education’s base from autonomous colleges to high-status universities. At the core of teacher education in Scotland is the continuing desire for partnership-working amongst key stakeholders: local and national government, GTCS, schools, teacher education institutions, teaching unions, parents and pupils. A teaching profession of trained graduates, underpinned by university-led subject study, is now moving steadily towards Masters-level professional learning for all. Although having faced some troubled episodes, this period has also been characterised by remarkable stability and consensus and, although still tackling the improvement agenda suggested by the recent Donaldson review, teacher education in Scotland has retained a high degree of public and political trust.  相似文献

Successive republican governments in France have constructed a complex educational context, which is rhetorically committed to a myth of provision of educational equality of opportunity whilst in practical terms it is characterised by a system focused on the production and reproduction of elites. This article aims to consider the political drivers and levers that are transforming French teacher education during the current challenging economic, social and cultural context. It uses a relatively new methodological approach to the analysis of policy evolution and development by applying a critical analysis of discourse, which considers the ways in which teacher education policy is ‘reproduced and reworked’. This is achieved through the discourse analysis of a policy speech made in October 2013 by the then Minister of Education, Vincent Peillon, contextualised by comparisons with reforms enacted by the previous Sarkozy government (masterisation). The article, therefore, utilises a systematic framework that allows analysis at the levels of contextualisation and deconstruction of the text and so highlights developments to date in the arguably unique approach of the Hollande government, driven by the relationship between the republican state and the education system in France. The article also considers how reaction following the Charlie Hebdo attacks of January 2015 afforded opportunities to assert new validity for the teacher education policy espoused within Peillon’s speech.  相似文献

This article presents a critical–political discourse analysis of the media debate over quality assurance in higher education, which occurred in Chile after the 2011 student movement. Students criticized the privatization of higher education and the multiple flaws of this sector, which included corruption scandals during the process of quality assurance certification. After the end of the movement, the government announced a new quality assurance system, triggering public discussion over this issue in the media. The most influential newspapers and educational authorities participated actively in this debate. Through editorials and columns, these education agents constructed quality assurance discursively as a domain for experts, who have to design and administer quality standards for all educational institutions and actions. These procedures regulate and discipline educational practices, but professors and students are excluded from this debate. Thus, this quality assurance discussion reproduces the traditional neoliberal power relations in education and does not problematize the role of education in society.  相似文献

ABSTRACT

In the UK, higher education (HE) policy discourse over the past 60 years has advocated flexible part-time HE for social mobility, personal development, economic advantage and leisure. However, part-time undergraduate HE in the UK is in steep decline. Against this backdrop, we were interested in how universities promote, or fail to promote, part-time study options today. We built a corpus of 90 UK undergraduate prospectuses for 2018 entry (5,673,799 words). Using a corpus-assisted discourse analysis approach, we found significant mismatch between policy discourse and marketing discourse regarding part-time study. In particular, we found that UK university marketing discourse positions full-time study as the dominant mode of study and writes of part-time study as ‘second-best’. This discourse mismatch is particularly marked when it comes to the elite Russell Group of universities. Viewing the absence of strong promotional discourse relating to part-time study alongside other factors such as increased tuition fees and the rise of global online education platforms adds a new perspective to the decline of flexible part-time undergraduate HE at campus-based universities in the UK.  相似文献

The European Convention on Human Rights has been signed by both the UK and Sweden as well as other European states, providing legal justification for accommodating the educational needs of religious minorities. This legal entitlement is explored in the paper, with particular reference to parental choice for schools based on an Islamic ethos. How the UK and Sweden have responded to accommodate the religious convictions of Muslim families is the focus of discussion, drawing on historical and policy backgrounds. The paper also draws on the theoretical work of Kumashiro and the concept of ‘Education for the Other’, examining the positioning of minority groups within the broad context of a multicultural society and the challenge of accommodating religious convictions in a climate of increasing support for cultural assimilation.  相似文献

This paper addresses an issue of increasing significance in the context of taught educational doctorates and argues that this may have wider applicability for doctoral students across a range of social science disciplines. It identifies the need to engage with policy analysis as a key element of such programmes and attempts to address students' concerns over a lack of practical approaches to do so by offering an analytical framework drawing on critical discourse analysis. This paper highlights the affordances of a taught doctorate context to consider the potential for more collaborative community approaches to doctoral pedagogies through reflecting upon the way the frame was introduced and used by one group of EdD students. In doing so, this paper offers both a practical analytical tool for doctoral students but also a pedagogical approach grounded in an invitation to dialogue and induction into the academic discourse community, through a notion of critical inclusion.  相似文献

Forming more effective partnerships with national governments in the Asia-Pacific region has been an important policy focus for the Australian Agency for International Development (AusAID) since 2006. AusAID is increasingly engaging in sector-wide approaches and working through partner government systems. This paper explores how new partnerships are impacting education policy in the vastly different contexts of Lao PDR, Vanuatu, Indonesia, and the Philippines from 2006 to 2009. Conclusions are that policy discourse and current practice indicate an active effort to develop partnerships in education with donors and partner governments. But the reality in the field is that while sector-wide approaches are outlined in policy discourse, practice indicates loosely harmonized arrangements with like-minded donors, and slow progress toward sector-wide involvement.  相似文献

In this paper we explore the various spaces and sites through which the figure of the parent is summoned to inhabit and perform market norms and practices in the field of education in England. Since the late 1970s successive governments have called on parents to enact certain duties and obligations in relation to the state. These duties include adopting and internalizing responsibility for all kinds of risks, liabilities and inequities formerly managed by the Keynesian welfare state. In this paper we examine how English parents are compelled to embody certain market norms and practices as they navigate the field of education. Adopting genealogical enquiry and policy discourse analysis as our methodology, we explore how parents across three policy sites or spaces are constructed as objects and purveyors of utility and ancillaries to marketization. This includes a focus on how parents are summoned as (1) consumers or choosers of education services; (2) governors and overseers of schools and (3) producers and founders of schools.  相似文献

The paper draws on critical discourse analysis to examine and discuss some of the key developments in the governing of education in Scotland since the election of the Scottish National Party (SNP) government in May 2007. It analyses these developments, drawing on a study of key policy texts and suggests that discourse analysis has much to contribute to the understanding of the governing strategy of the minority SNP administration as reflected in its education policy. We suggest that there is a self-conscious strategy of ‘crafting the narrative’ of government that seeks to discursively re-position ‘smarter Scotland’ alongside small, social democratic states within the wider context of transnational pressures for conformity with global policy agendas. Thus the paper connects to current debates on the relationship between an emergent global education policy ‘field’ and the capacity of ‘local’ contexts to develop and sustain particular, embedded assumptions and practices.  相似文献
