Participants in the public discourse pertaining to religious education and education for citizenship in English schools between 1934 and 1944 included many ‘Christian educationists’. They advocated a conservative and elitist form of education for citizenship as taught through indirect training, Arnoldian public school traditions and ecumenical, liberal Protestantism. This contrasted with the conception of education for citizenship promoted by the founder members of the Association for Education in Citizenship. They wanted pupils to be educated into a liberal, democratic and secular version of English citizenship by means of ‘progressive’ pedagogies and direct instruction. This article identifies the ecclesiastical and religious factors which preserved the Christian and traditional form of education for citizenship in English schools between 1934 and 1944. These factors included the revival of the Christian foundations of British national identity and citizenship, the development and acceptance of non‐denominational forms of Christian education, the increasingly positive response which an evermore coherent and professionalised cohort of Christian educationists received from the Board of Education and the Consultative Committee, and the political power of the Anglican Church within the dual system combined with the religious settlement agreed in the 1944 Education Act.  相似文献

My purpose is to examine and evaluate the implementation of market ideology and practices in education through the prism of both modern democratic theory and the discourse of rights. I examine the essence and defining characteristics of public schooling in modern democratic theory, explore the democratic purposes of education, and the unique mission of public schools. I also analyze the vision of public schooling that surfaces from the discourse of human rights and children’s rights, examining relevant UN declarations and conventions. I then proceed to discuss some major manifestations of markets in education, question their congruence with the democratic vision of public schooling, and examine their consequences for both citizenship and citizenship education. My conclusion is that markets in education, and the formulation of education policies and practices through decision-making processes dominated by business and parents, are not necessarily fashioned in the best interest of a democratic society.  相似文献

Decentralisation policy in Sweden emphasises school capitation allowance, the local upper secondary schools’ decision‐making and pupils’ choices in contrast to previous bureaucratic governing. The aim of this article is to discuss how pupils’ educational choice paths are a part of the different kinds of integration and differentiation processes within upper secondary education. By doing so, the intention is to make a theoretical contribution to the ongoing discussion in this research field. In the light of Habermas’s theory of communicative action combined with Fairclough’s critical discourse analysis, educational choice paths have been studied as a process within three educational practices in a local quasi‐market in Sweden: (1) choice of upper secondary school, (2) choice of upper secondary programme, and (3) choice of courses and subjects within a programme. Some of the results demonstrate that pupils’ choice paths can be vocation‐oriented, career‐oriented and consumption‐oriented. It is argued that these different types of choice paths are related to a market discourse. Other results demonstrate that pupils’ group‐oriented, interest‐oriented and tradition‐oriented choice paths are built upon an active citizenship discourse, which is about creating meaning in terms of seeking knowledge and establishing social relations in upper secondary education. The analysis of these two paramount discourses indicates that pupils’ integration and differentiation processes are ambiguous.  相似文献

Contemporary policy statements from government and reforms to science curricula in schools emphasise the importance of educating a scientifically literate public for democratic participation in science and technology. While such an aspiration is seemingly uncontentious and appears consistent with progressive educational thinking, the reality of democratic participation is problematic. I propose four frameworks for describing democratic participation in schools. The first two – deficit and deliberative democracy – fulfil a limited role for democratic participation. ‘Science education as praxis’ and ‘science education for conflict and dissent’ present more radical programmes but reflect tensions with the dominant discourse of scientific literacy and citizenship as reflected in school curricula. To operationalise aspects of democratic participation, teachers need to make explicit the role of scientific knowledge and decision‐making within each framework. While radical change is likely to meet with resistance, this process will in turn generate new discourses about the problems and opportunities of democratic participation.  相似文献

Based on the assumption that schools can play a significant role in the citizenship development of students, in most contemporary modern societies schools are obligated to provide citizenship education. However, the effectiveness of different forms of citizenship education is still unclear. From the empirical literature on citizenship over the period of 2003–2009 28 articles were selected on effects of citizenship education on students’ citizenship. Our review showed the political domain of citizenship to be emphasized more than the social domain. An open and democratic classroom climate in which discussion and dialogue takes place appears to effectively promote the development of citizenship among secondary school students. Moreover, a formal curriculum that includes citizenship projects and courses also appears to be an effective type of citizenship education. The effects of citizenship education are discussed in relation to the quality of the studies reviewed.  相似文献

In countries that embraced democracy after the fall of communism, education became a particular focus for policy change, particularly within their citizenship programmes. Schools that had been used to inculcate obedience to and unfailing support for authoritarian regimes were now being required to adopt citizenship programmes incorporating democratic values. This paper reports a study in Malawi that explored the school as a location where democratic citizenship is practiced. Using a multiple case study approach in three different kinds of secondary schools to explore students’ participation in school affairs, the study found that different forms of participation were being encouraged, with each school apparently socialising students to distinctive kinds of citizenship roles. The paper highlights a conflict between democratic values and traditional roles of schools leading to new and hybrid school cultures. Providing scope for student voice to be heard can lead to tensions and paradoxical practices.  相似文献

In this article, we illustrate the creation of the education policy paradigm that constitutes the framework of vocational education and training (VET) programmes, and analyse local school representatives’ perception of VET in upper secondary schools in Sweden. The education policy paradigm, established through three periods of reform during the twentieth century, undervalues VET as being less worthy than general/academic education. This paradigm generates the rhetoric used by interviewed school representatives that encourages school pupils to choose the ‘right’ (academic) programmes in order to foster a specific citizenship competence, even if this competence is not fully compatible with labour market demands. Young people who cannot, or will not, attain the ‘right’ education, and thus the advocated citizenship competence, lose out in a school system where general/academic education and higher education preparatory programmes are consistently prioritised over VET. An educational system that advocates discrimination and suspicion of VET limits career options and restricts entry into the labour market, as well as risk stigmatising pupils undertaking VET; this paradigm is neither justified nor democratic.  相似文献

Concerns about pupil disengagement from school and society have led to compulsory citizenship education in state schools in England. However, there is little evidence that the new citizenship education is meeting its goals. The research described here assesses a new approach to citizenship education that appears to overcome some of the identified obstacles in current practices. Hampshire's ‘Rights, respect and responsibility’ initiative is a rights‐based whole school reform of school policies and practices. Under this initiative the contemporaneous citizenship status of pupils is respected, pupils are taught about their rights under the UN Convention on the Rights of the Child and democratic participation is made meaningful in classroom and school functioning. Of particular interest is that the initiative starts in infant schools. This research indicates that young children can understand their rights and responsibilities in ways that are meaningful to their everyday behaviour and that rights‐based whole school reform has the capacity to improve pupil learning and citizenship behaviours.  相似文献

Ideas relating to identity and belonging are central to the public discourse around citizenship that has emerged in Ireland and internationally in recent years. One thread of that discourse relates to the role of national identity in societies that are increasingly diverse and multicultural. In view of the growing importance of citizenship education, understanding children's ideas about national identity is vital if educators are to engage children in the construction of an hospitable, critical and reflective citizenry. This research was undertaken in two phases during 2003 and 2004. Participating in the study were 119 children, drawn from a range of social contexts. Premised on a social constructivist view of children and childhood, the research drew on participative and democratic methodologies. While the study suggests the existence of an essentialist conception of Irish identity, it also demonstrates the capacity and willingness of children to engage in critical reflection on their constructions of Irishness.  相似文献

The recent restructuring of higher education in Japan has been carried out in the context of neo‐liberalism with an emphasis on the unbridled workings of market forces. However, civic discourse on issues such as active citizenship and social inclusion/exclusion, which is significant to higher education as a democratic public sphere, has been left behind. Focusing on this omission, this article aims at a critical analysis of the government expansion policy initiative in Japan. It includes discussion of a wide‐ranging group of participants, in particular adults who are disadvantaged with regard to access to higher education in a knowledge‐based society, from the point of view of lifelong learning. It is a very important subject in Japan to encourage the active participation of adults in higher education. Regarding this aspect, the article discusses significant points for building new concepts and systems in higher education, instead of the established traditional concepts and systems, which have contributed to the exclusion of adults from higher education.  相似文献

While there is a wealth of literature on young people and politics, most studies have examined their interest, trust and participation in politics as well as their attitudes toward and knowledge about formal politics. Little is known, however, about young people and the concept of politics. This article investigates 16‐year‐old students’ perceptions of the concept of politics and their conceptions of the relationship between people and politics. This knowledge is valuable for citizenship and social studies education, as an increasingly polarised political climate poses challenges to democratic politics and, consequently, to young people's political engagement and participation. In this study, semi‐structured interviews were conducted with nine students at five Norwegian upper secondary schools. The students varied in their interest and involvement in politics. A main finding is that the students perceived politics as processes related to shaping society, as decisions and activities related to ruling a country, and as the activities of discussion and debate. Three conceptions of the relationship between people and politics are presented: engagement, passivity, and detachment. In addition, while the 16‐year‐olds participated in political discussions privately and at school, they stated that they did not participate in political discussions in social media. Implications for citizenship and social studies education include the need to strengthen the bottom‐up perspective on politics and focus on in‐depth understanding of political processes and tools and methods of social‐scientific enquiry, as well as providing students with opportunities for and practice with handling opposition in political discussions online.  相似文献

Globalization and neoliberal practices have influenced leadership in education in various ways, including through curricula. One of the most vital sections in curricula is citizenship education. Supranational and international organizations, as well as governments, have advanced interest in elementary school, particularly kindergarten, curricula. This article sheds light on how leadership in democratic citizenship education influences kindergarten curricula in Ontario (Canada) and Hellas (Greece) as well as within a global context. The kindergarten education curricula of Ontario and Hellas are compared and supplementary reports published by supranational and international organizations are analysed in terms of democratic citizenship education, utilizing a critical pedagogic perspective through critical discourse analysis. This paper is a comparative analysis of global citizenship education (GCE) in two primary schools, an international school in Singapore and an independent school in Australia, focusing on the implementation of GCE practices through the adoption of international education models - the International Primary Curriculum (IPC) and the International Baccalaureate Programme (IB) respectively, to create hybrid curricula. The research findings indicate that the curriculum and resources, school culture, school leaders’ and teachers’ values, as well as the utilisation of human and financial resources all influence how the schools engage with GCE in their quest towards internationalisation. A key overarching finding of the research relates to the tensions between critical democratic and educational domains and neo-liberal market rationales, which had significantly affected the schools’ decisions in curricula and GCE enactment within both schools. Despite their commitment to GCE ideals, both schools were equally mindful about being distinctive and remaining competitive within their educational markets.  相似文献

This paper uses one national case to illustrate how diverse ideological agendas of central state agencies contest the discursive space within which major education policy reforms are developed. In Aotearoa New Zealand in 1988, ‘self‐managed’ schools were promoted ostensibly to allow parents more say in their children’s education and local school administration. The Tomorrow’s Schools reform policy texts included an existing social democratic partnership rhetoric, positioning principals as professional leaders working collaboratively with elected parent boards of trustees. However, the new ideology of ‘parental choice’ of school within a local schooling marketplace, underpinned by a chief executive or market managerial model of principalship, was later operationalised through mechanisms of ‘steerage’ from the centre. To explain this shift, we examine selected policy text pre‐cursors to the reforms and identify how contrasting forms of ‘principal’ and ‘teacher’ identity emerged within social democratic, neo‐liberal and market managerial ideologies. We further show that while radical (Treasury) market liberal arguments for labour market deregulation and consumer choice failed to gain widespread support, the State Services Commission preferred market managerialist strategies for promoting public accountability of schools (based on aggregate student achievement outcome data and centrally determined national educational priorities) were successfully embedded during the 1990s.  相似文献
