Performance funding has become an increasingly prevalent state policy to incentivize student retention and degree completion at public colleges. Using a Cox proportional hazards model on state-level data from years 2000 to 2013, this study analyzes the latest wave of policies that embed base appropriations into the state budget to fund student outcomes. Results indicate that having a greater proportion of bordering performance funding states diminishes the likelihood of policy adoption, capturing a “reverse policy diffusion” effect. States with Republican-controlled legislatures, more professionalized legislatures, and rapid growth in unemployment rates are more likely to adopt the policy, while those with higher educational attainment levels and more bachelor’s degrees awarded per student are less likely. Implications include the surprising finding of reverse policy diffusion, which suggests that states are delaying adoption until after they can observe the political consequences and impacts of the policy in neighboring states. Findings point to a policy learning effect—by observing other state’s experiences, policymakers can make more informed decisions about whether to pursue performance funding as an accountability tool.  相似文献

Cultures of performativity in English primary schools refer to systems and relationships of: target‐setting; Ofsted inspections; school league tables constructed from pupil test scores; performance management; performance related pay; threshold assessment; and advanced skills teachers. Systems which demand that teachers ‘perform’ and in which individuals are made accountable. These policy measures, introduced to improve levels of achievement and increased international economic competitiveness, have, potentially, profound implications for the meaning and experience of primary teachers’ work; their identities; their commitment to teaching; and how they view their careers. At the same time as policies of performativity are being implemented there is now increasing advocacy for the adoption and advancement of ‘creativity’ policies within primary education. These major developments are being introduced in the context of a wide range of social/educational policies also aimed at the introduction of creativity initiatives into schools and teaching. This complex policy context has major implications for the implementation process and also primary teachers’ work and how they experience it. The ethnographic research reported in this article has been conducted over a school year in six English primary schools in order to analyse the effects of creativity and performativity policy initiatives at the implementation stage. The article concludes by arguing that in the schools of our research the drive to raise pupil test scores involves both performative and creative strategies and that this critical mediation goes beyond amelioration toward a more complex view of professional practice. Implementing creativity and performativity policies provided important contextual influencing factors on teacher commitment. These were: curriculum coverage and task completion; and providing psychic rewards of teaching.  相似文献

Australian post-compulsory education policies have been subjected to theoretical critiques which question assumptions behind the articulation of policy. One line of critique derives from Foucault's analysis of power, and makes particular use of the theme of ‘docile bodies’. A limitation of these critiques is the adoption of a ‘top-down’ model of policy which fails to test the model against empirical evidence. This article draws upon recent research evidence ‘at the extremities’ to test the applicability of Foucault's ideas within the Australian context. The research challenges the monolithic image that results from a Hop down’ analysis and counteracts untested assumptions about the inevitability of current policies. While it suggests ways in which Foucault's ideas might enables us to lay bare the disjunctures between policy and its plurality in practice, it also highlights the limitations of Foucault's imagery of power.  相似文献

This article highlights factors that either facilitated or hampered the work of a local Safe Schools Coalition in advocating adoption and implementation of their school district’s policies that include sexual orientation. Non‐discrimination policies that include sexual orientation and gender identity are needed to help stop anti‐gay peer abuse directed at gay, lesbian, bisexual, transgendered and queer/questioning students. However, community opposition to the inclusion of sexual orientation and gender identity in school policies frequently arises from morally conservative parents. Findings of this case are compared with a model of gay rights policy adoption that illustrates strategies the local Safe Schools Coalition used to effectively communicate their message, garner support and effect change, as well as factors in the political and cultural climates of the community that either facilitated or impeded the adoption and implementation of the policies. A group of morally conservative parents opposed the policies and saw them as the school’s promotion and legitimization of homosexuality. Advocates for the policies argued they were simply intended to ‘enhance safety.’ Opponents’ claims are analyzed within a democratic and social justice framework.  相似文献

It has long been acknowledged that adult and lifelong educators have exercised little influence over national education policies. This article addresses the issue, with particular reference to the research elements of policy advocacy. Researchers and policy‐makers are distinguished and related as communities of practice and intellectual categories of social function. It is argued that the concept ‘policy‐maker’ is too ambiguous to be of either theoretical or practical use, especially since the focus has shifted over the years away from the advocacy of adult education to the implementation of lifelong learning. Also, the concepts of both ‘policy’ and ‘research’ have undergone significant shifts of meaning, so that traditional ideas of the relation between research and policy are now outdated. We live in an age of public scepticism about the political uses to which research is put, and this also needs to be taken into account in the case of lifelong learning. Thus, the relation between research and the policy process needs to be reconceptualised in a future beyond lifelong learning in order to be meaningful, with the focus much more upon process than outcome. Only in this way could adult and lifelong educators expect to have any influence upon national policies.  相似文献

Patterns of participation in higher education (HE) in the UK, as elsewhere, have been marked by social inequalities for decades. UK Governments have responded with a plethora of policies and agendas aimed at addressing this broad social issue. However, little is known about how higher education institutions (HEIs) interpret and ‘enact’ these policies in relation to institution-specific contexts. Drawing on concepts from policy sociology this paper examines how HEIs in one nation state, Wales, enact its Government’s policy on ‘widening access’ to higher education. Interviews with a range of ‘policy actors’ along with analyses of institutional ‘widening access’ policy documents, reveal divergences between HEIs in how this policy agenda is interpreted and delivered. These differences reflect institution-specific contexts – not least their internal politics and assumptions about the type of students they admit, but also their interests and priorities in relation to their positions within a global, marketised, HE system. The implications of this for the reproduction of university hierarchies in the UK, as well as social inequalities more generally are brought to the fore.  相似文献

Across the country, states are considering policies that support civic learning among youth. Recent initiatives at the state level have changed graduation requirements and state assessments around high school civics. These initiatives can be grouped into three types: coursework, assessments, and accountability. The first type, coursework, refers to whether a state’s graduation requirements include a course in civics. The second, assessments, encompasses state requirements that students be assessed on civics or citizenship education. The third type, accountability, refers to whether a state’s accountability system includes state assessments in civics or citizenship education. The purpose of this study is threefold: (1) to describe state policies in civics education and the variation in them among the American states, (2) to document the changes in state policies between 2004 and 2016, and (3) to help unpack the reasons behind changes to civics education policy among the American states. We find considerable variation in civics education policies across states, as well as substantial changes within states over time. Using event history analysis, we exploit the variation to examine the extent to which political, economic, and demographic factors inside a state as well as the actions of neighboring or regional states condition adoption of assessment policies. We find evidence that the proportion of Hispanic and black populations in a state are positively associated with adoption and discuss implications and areas for future research.  相似文献

Sexuality education in Australian schools continues to struggle in its ability and willingness to address many of the broader social issues associated with sexuality, such as the needs of gay, lesbian, bisexual, transgendered, intersex and queer (GLBTIQ) students. Studies involving teachers have demonstrated that a reticence on their part to teach GLBTIQ-inclusive sexuality education is driven by a lack of training in handling ‘sensitive’ issues, a fear of backlash and confusion over their obligations under relevant departmental policies. This reticence may, in part at least, stem from a commonly held inference that the inclusion of queer sexualities is inherently ‘controversial’. There appears to be a tendency for curricula and government directives to ‘juggle’ principles of social justice for marginalised sexualities with ‘risk management’ policies, which seek to screen course content for potential ‘controversy’. Much of this controversy has its roots in the language and rhetoric used to describe and discuss issues dealt with in sexuality education curricula. The paper demonstrates, through the process of ‘languaging’, how the language and rhetoric of controversy and sexuality can be exposed so that they may be better addressed through policy and government directives.  相似文献

In 2005, a feminist educational organisation in the USA for young women, ages 14–21, adopted a policy in order to clarify their target constituency of girls and young women. The policy defined ‘girls and young women’ not as a designation associated with fixed biological sex, but instead as a self-determined identity label creating an explicit policy of inclusion to gender non-conforming students, including transgender youth, who self-identified as ‘girls’ or ‘young women’. This article traces the series of influences that prompted the development of the policy, as well as the learning curves for this feminist educational all-girls’ community, and the discussions that led to both the unanimous adoption of the policy and a subsequent larger cultural shift within the organisation. This analysis seeks to add to an understanding and exploration of policies that address the de facto exclusion of gender non-conforming, intersex, and transgender youth from gender-based educational settings.  相似文献

The articles in this special issue include different perspectives on comparative policy studies with an aim to understand transnational education policies in relation to the logic of national educational systems and to grasp the ongoing reframing of teacher identity and teaching as a result of the policy activities of ‘new’ and coordinated international actors. This special issue aims to contribute to a continued qualified investigation in curriculum issues at the various levels within the public education system, as well as in the international policy movements, affecting public education differently in different nations. A ‘comparative curriculum research’ inspired by theories and methods from comparative education might be helpful in this endeavour.  相似文献

This paper will explore private sector participation in public sector education in the Australian context, focusing on case studies of Queensland and New South Wales, with reference to developments in other states and territories and internationally. In Australia, most states and territories have PPP policies and key projects include the Southbank redevelopment in Brisbane and the ‘New schools’ Project in Sydney. The case studies are both supported by Labor state governments and typify the state of affairs nationally, For Queensland, the Southbank TAFE Institute and Brisbane State High School have been brought into a new education precinct in order to ‘free up’ the system by outsourcing non‐core services and ‘free up’ valuable inner‐city land. In NSW, nine new public schools are being built by a private consortium, for a cost of $100 million as part of a program totaling $5 billion in areas under‐serviced by government schools. Yet despite a concerted effort to sell the value of PPPs, Australians appear to be ambivalent about ‘privatization’ of public services. This paper will look at whether PPPs are robbing the public sector to pay the private sector, and where this strategy is taking Australia and the future of our education systems.  相似文献

This paper examines teacher accountability and authority in early childhood policy. It reports on data from a study that investigated the influences affecting early childhood teacher decision-making at the preschool level in Victoria, Australia. Using a question raised by Ball ‘Where are the teachers in all this [policy]?’ provided a starting point for the critical discourse analysis into how forms of control, teacher authority, obligation and constraint within policies potentially influenced teachers’ curriculum decisions. The study found that despite no government-mandated curriculum framework at the time, teachers were held accountable for their curricular practice. Yet as professionals, early childhood teachers were denied public acknowledgement of their expertise as they were almost invisible in policy. In the four policies analysed, proprietors of early childhood settings and preschool agencies held authority over curriculum. Subsequently, teachers’ authority as professionals with curricular knowledge was diminished.  相似文献

ABSTRACT

Public policies have a moral order, an ethical horizon. They offer a vocabulary of imagined micro-policies. Using the case of Chile, this paper examines the ways in which accountability policies are reworked within schools and how they affect actors’ subjectivities. It adds new findings to the existing body of research on school accountability policies, offering in-depth evidence based on the case of Chile, which has a high-stakes testing model and a widespread competitive voucher system. The research is based on case studies of ten public and private subsidised schools, framed by a sociological perspective of policy enactment theory. The research findings show the ways that accountability policies are recreated, expanded, and intensified at the local level, permeating an ethic of competition. The analysis focuses on three qualitative trends: school actors’ sense-making of test scores and labels; zones of safety and risk for teachers under an accountability regime; and the emergence of a sticky web of persuasion, surveillance, and coercion among school members in order to improve performance. The practices examined are not understood as ‘secondary effects’ or an ‘implementation problem’, as if they occur unconnected from the policy rationale. The outcomes are consistent with the policy itself in interaction with school life.  相似文献

ABSTRACT

This article explores how the Base Nacional Comum Curricular (National Learning Standards), entered the policy debate in Brazil and became the most important reform initiative of the Ministry of Education between 2015 and 2017. We argue that this accelerated policy process was contingent upon the practice of philanthropizing consent: foundations’ use of material resources, knowledge production, media power, and informal and formal networks to garner the consent of multiple social and institutional actors to support a public policy. In other words, these foundations do not impose policies on governments; rather, they ‘render technical’ high-stakes political debates on pressing issues of educational equity and then influence state officials’ consensus about which policies to adopt. We argue that this philanthropic influence is not simply a neoliberal, profit-maximizing scheme; rather, it is an attempt by foundation and corporate leaders to garner power and influence on different scales, and re-make public education in their own image. Although this educational policy game is in many ways participatory and widely accepted, foundations are only able to play this role due to their tremendous economic power, a direct product of the unequal global political economy, and the systematic defunding of the public sphere.  相似文献

Sexuality policy is currently changing at global, national and local levels. This move is affecting the sexuality education discourses in education policies around the world. However, the changes are not always translating into a direct re-thinking of approaches, and in some cases result in a push for more conservative policy. This paper provides a discourse exemplar for understanding the broad range of sexuality education discourses currently at work in education policies and policy movements internationally. It is intended for use in sexuality education policy research, conception and practice. The different constructions of ‘the child’ at the core of the various discourses are examined, including the ways in which the different discourses attempt to ‘save’ these children from perceived sexuality problems through education. The article posits that such rhetorical children should not ‘stand in’ for the needs of actual children in sexuality policy, without being explicitly acknowledged as constructs.  相似文献

This article identifies the three discursive forces of ‘equity and redress’, ‘development’ and ‘academic standards’ in the structuring of access and admission policies in South Africa. It is argued that these forces undergo a process of complex repositioning within the policy making arena of the National Commission on Higher Education. The discourse of ‘development’, couched in neo‐classical economic terms, emerges as a dominant discourse in this process and shapes the discourses surrounding ‘academic standards’ and, more fundamentally, ‘redress’ policies and strategies. Such oblique effects of the dominant discourse, it is suggested, have fundamentally reframed access and admission policies and strategies proposed by the Commission.  相似文献

This paper traces the trajectory of New Labour education policy since the formation of the first New Labour government in 1997. During that time the policy discourse has moved from a position of individualized school improvement through competition, to one where there is an emphasis on ‘partnership’ and ‘collaboration’ as key mechanisms for improvement. We note, however, that ‘specialism’, ‘diversity’ and ‘choice’ are still key components of policy and that ‘partnership’ often denotes a deficit model, with more successful schools supporting (or in some cases taking over) less successful ones. Although there are the beginnings of a recognition that social class and social deprivation are factors which make achievement at school more problematic, generally New Labour policy has not attempted to alleviate the tendency to social polarization which has emerged as a result of school choice policies.  相似文献
