This article aims to discuss the relationship between higher education (HE), globalisation and regionalism projects focusing on HE in Latin America and Brazil. It is claimed that HE has predominantly taken the diverse, yet concerted and co-ordinated routes of globalisation and regionalisation and, by doing so, been profoundly transformed. The first section considers a set of theoretical categories in relation to the phenomena of globalisation and regionalisation. The second section analyses the global and regional dimensions of HE in Latin America, exploring: (1) the Common Market of the South (MERCOSUR), along with the processes and mechanisms put into place to settle MERCOSUR's Educative Sector. It is argued that despite the political relevance of this regional project, its major developments are still harbouring important but preliminary preparations for future regional positioning and empowerment; (2) it is argued that the commodification, privatisation and ‘marketisation’ of HE, having occupied the centre stage in determined nations of the world, have become the founding conditions of a global market in HE; and (3) the Brazilian HE policies are examined in order to develop an argument about the decisive role played by national government in promoting and adjusting the process of globalisation and the regionalism project for HE.  相似文献

We build upon and examine critically the framework for analysing accountability set forth in the World Bank’s World Development Report 2004 (WDR04) through a review of selected literature studying accountability‐focused reforms in three Latin American countries – Brazil, Colombia and Chile. We examine the successes and pitfalls of the three accountability‐related reforms (which also involve some type of decentralization) in fostering institutional environments in which the key actors involved in provision are held responsible for fulfilling their roles in providing education services. We apply the WDR04 framework in our analysis of the process of implementation and impact of different types of accountability‐focused reforms in the three countries. The framework was conceptualized by analysing case studies such as ours for a broad range of sectors, and now has widening influence in the policy‐making community, thus justifying a critical assessment. We discuss common challenges impeding implementation of the reforms, most notably political and technical challenges and discuss how well the framework and report capture and emphasize such challenges. In studying the impact of the reforms, we find that their effects are generally more positive in less poor communities and discuss the need for a strong central state to monitor and address such issues.  相似文献

For the past decades international organisations and governments have promoted and implemented analogous education policies on the grounds that education is the key factor to foster development and fight poverty. This article sets the context of these educational programmes and analyses their discourse on poverty in Argentina and Chile. Then, it shows how they institutionalise strict surveillance, institutional denigration of the poor and professional scepticism. In general, the conclusions underpin one hypothesis that leads the analysis: eventually, these targeted education policies ‘pedagogise’ poverty alleviation in that they aim to ‘instil flexible identities’ into the poor rather than open channels for social inclusion.  相似文献

There has been a dramatic growth in private higher education in Brazil in recent years. The World Bank has promoted this expansion on the basis of the private providers’ ability to ensure a rapid increase in enrolment, to improve quality through competition between institutions and to bring benefits for society at little public cost. However, the charging of fees means that the majority of Brazilians do not have access, and that inequalities are reproduced due to the relation between course costs and the value of the final diploma. Equitable access is, therefore, far from being achieved and is unlikely even with an increase in student loans and government subsidies. The contribution of private universities to the long‐term development of society is seen to be limited, due to lack of investment in research and academic staff.  相似文献

The arguments in the article are based on the ongoing discourse in the academic community and among stakeholders, which has contributed to the articulation of the concepts and premises of sustainable development and the role of learning modalities, technologies and networks. The article draws on this discourse to explore the economic aspects of sustainable development, focusing on pervasive poverty, and the implications for educational actions. The concepts and underlying premises of education for sustainable development (ESD) are discussed. The article presents the key elements of an integrated approach to fighting poverty in the context of sustainable development. The role of learning and education in this integrated approach is outlined, framing the educational elements within the perspective of lifelong learning.  相似文献

During the past decades, many developing countries have been severely hit by a combination of poverty and the HIV pandemic. However, there has been a debate about the relative contribution of these two factors. This study showed that poverty and orphanhood were two separate but interrelated factors contributing to poor schooling. There were no differentials shown based on double orphanhood or gender. We recommend that educational policies should put into consideration both poverty and orphanhood in order to increase schooling access for children affected by HIV/AIDS and poverty.  相似文献

Education for all as a global agenda has particular repercussions for those living in rural poverty. By adopting a Bourdieusian framework to analyse interview data collected from fathers, mothers, sons and daughters in 10 rural Punjabi households, we expose the intersections of education, gender, poverty and rurality. The concept of a rural family habitus focuses attention on the collective, relational and dispositional worlds of such families. Three dimensions are used to analyse reproduction and transformation in each narrative set: intergenerational educational dynamics; on-going gender dynamics; and, social dynamics within the rural field. The findings challenge the stereotyping and assumed homogeneity of rural families whose gender cultures and positive educational dispositions are diverse and complex. The gendered histories of parental education, their aspirations, and their social status in the rural field intersect with the changing gender relations which result from schooling, and the increasing differentiation between educated and uneducated rural families.  相似文献

This paper has two main objectives. First, it aims to analyse the connections between education and poverty established by the Poverty Reduction Strategy Papers (PRSPs), a central policy tool for the articulation of the Post Washington Consensus. Second, it intends to study how the PRSPs have been consolidated and expanded through different international organisations. With these objectives, the paper includes four sections: the first and second sections present the ‘model of poverty’ and the ‘model of education’ defined in the PRSPs. The third analyses how different international actors have adopted the PRSPs as a guide to orient their strategies and policies in the field of education, development and poverty reduction. The fourth and final section critically explores the current global development agenda and identifies some of its main challenges in terms of conceptualisation and implementation.  相似文献

The objective of this paper is to analyse the role of education and poverty in the current global development agenda. It intends to analyse the emergence, evolution and consolidation of a global agenda, which attributes a key role to education in the fight against poverty. With this objective, the paper addresses four main issues: first, it analyses the context in which the emergence of the agenda must be placed, analysing specifically the changes generated by globalisation; second, it focuses on the role of the actors, and especially on the role of the World Bank in setting the agenda; third, it explains the consolidation of the agenda by the Education for All Conferences and the Millennium Development Goals; finally it presents some of the main limitations of the hegemonic agenda.  相似文献

This study presents several Latin American research initiatives in the field of learning analytics (LA). The study’s purpose is to enhance awareness and understanding of LA among researchers, practitioners and decision makers, and to highlight the importance of supporting research on LA. We analyzed case studies of LA research conducted at four levels of the educational system (the national, institutional, classroom and student levels), which were implemented in four countries (Brazil, Ecuador, Mexico and Uruguay). Diversified cases were selected to demonstrate the use of LA in primary, secondary and higher education, and to allow the inclusion of different types of datasets. These cases also showed the development of legal frameworks for handling ethical issues, and they met the requirements for data privacy protection in Latin America. The study concludes with a discussion of the findings and their implications for further research and practice in the field of LA for teaching and learning.  相似文献

In contrast to the common deficit approach, this self-study explores the relationship between the funds of knowledge possessed by people of poverty and their development of professional identity in academia. All three authors have moved beyond conditions of financial poverty, but all find that the mental conditions of poverty persist. We conclude that select skills and dispositions developed in conditions of material poverty helped us to navigate graduate school and continue to productively inform, yet complicate, the development of our professional academic identities. We tease apart the myth of meritocracy and identify the value of transferable funds of knowledge developed in poverty. We document how our own practices have changed as a result of recognizing our funds of knowledge developed in poverty.  相似文献

This article explores how different ways of experiencing poverty affect the possibilities of poor children to make the most of their education. The study uses the concept of conditions of educability to reflect how the different dimensions of the experience of poverty facilitate or hinder the success of educational practices and the learning of poor students. In the first part of the article, the concept of conditions of educability is discussed in relation to the notions of capabilities and functionings, and a framework to investigate conditions of educability is presented. The second part of the article is based on the results of a study conducted in Belo Horizonte, the capital of the state of Minas Gerais, Brazil. Through an analysis of interviews conducted with students, families and teachers, the different dimensions of the social experience of the children who inhabit the favelas are described. Two cases are presented and discussed as analytical examples of the conditions of educability of poor children. The last section of the article assesses some of the consequences of conditions of educability for the policy debate.  相似文献

The article examines how blame and disconnection from the lives of the poor feature in a nexus of ideas about implementing education policy articulated by education officials and teachers in Kenya. Three different approaches to understanding marginality are distinguished, each associated with a different process of setting a boundary concerning the marginalised. This differentiation is used to analyse qualitative data collected between 2007 and 2011 in three sites – a school, a provincial education department, and the national education ministry. Analysis shows how work practices in all sites entail processes of distancing and exclusion which confirm the boundaries associated with marginalisation, rather than overcoming them. We conclude on the need to pay attention to shifting cultural perceptions concerning the marginalised, opening educational opportunities for officials and teachers to examine their presuppositions, and making space for the poor and the marginal to engage politically and culturally in developing inclusion and social justice in schools.  相似文献

The successful implementation of comprehensive sexuality education (CSE) programmes in schools depends on the development and implementation of strong policy in support of CSE. This paper offers a comparative analysis of the policy environment governing school-based CSE in four low- and middle-income countries at different stages of programme implementation: Ghana, Peru, Kenya and Guatemala. Based on an analysis of current policy and legal frameworks, key informant interviews and recent regional reviews, the analysis focuses on seven policy-related levers that contribute to successful school-based sexuality education programmes. The levers cover policy development trends; current policy and legal frameworks for sexuality education; international commitments affecting CSE policies; the various actors involved in shaping CSE; and the partnerships and coalitions of actors that influence CSE policy. Our analysis shows that all four countries benefit from a policy environment that, if properly leveraged, could lead to a stronger implementation of CSE in schools. However, each faces several key challenges that must be addressed to ensure the health and wellbeing of their young people. Latin American and African countries show notable differences in the development and evolution of their CSE policy environments, providing valuable insights for programme development and implementation.  相似文献

In our present research we address the question of whether it is valid to apply the Quality Assurance and Evaluation (QAE) umbrella concept, which was formulated to explain new phenomena in European educational governance, to similar developments in Brazilian basic education. This led us to reflect on the possible pitfalls and potential strengths of using umbrella concepts as analytical tools. This article presents this exploration and its operationalisation. We confronted in-built assumptions in QAE with the contested, consensual and creative use of the notion of quality in Brazilian basic education, and looked for relationships. Our analysis shows that the Brazilian developments reiterate the relationships concerning global interconnectivity, and challenges those pertaining to conformity. We argue that the main risks of using umbrella concepts seem to concern the re-production of understandings, which frequently leads to the disregarding of deviation.  相似文献
