International recognition of the teacher’s role in student learning has increased attention to teacher quality and evaluation. In the U.S., policy has relaxed requirements for using student outcomes and granted more flexibility to evaluate teachers in ways that ostensibly improve instructional practice and student learning. This exploratory single case study examined the perceptions of practitioners at one high school in a large, suburban district during the implementation of a new evaluation system posited as focused on teacher support and growth. Findings suggest teachers and administrators appreciated the emphasis on communication. However, tensions inherent to the conflation of evaluation and support created challenges. These included distrust of policymaker motives, complexity of the model, technical challenges to implementation, time constraints, and teachers’ need for additional support. Practitioners’ lived experiences can inform policymakers reconsidering how and to what extent evaluation systems tied to accountability can meaningfully impact teacher professional growth and student learning.  相似文献

This paper discusses performance evaluation and the introduction of incentives into education in Latin America from an analytical and methodological perspective. The aim is to describe ongoing strategies and learn from practical experiences in this field. The cases analyzed reveal that school-level evaluations and collective incentives adapt better to the characteristics of the educational process and the potential for teamwork, while individual evaluations pose some difficulties. Several evaluation systems currently in use emphasize educational inputs and, in some cases, mainly compliance with rules and procedures, irrespective of education results (output). If the factors considered in assessing school performance do not correlate well with educational achievement, the incentives vanish. Hence, the importance of emphasizing output and ensuring that if measures are included for inputs and processes, these must line up with educational achievement.  相似文献

Teachers' perception of the educational policy is vital to understand the success or failure of the policy's implementation. In this article, we describe the development and use of the Policy Characteristics Scale to measure teachers' perception of a new teacher evaluation policy. An exploratory factor analysis (n = 347) and a confirmative factor analysis (n = 263) revealed a three-factor structure of teachers' perception of the new educational policy: policy's practicality, need, and clarifying function. Our research results indicated that teachers confirm the policy's need. They perceive the reform as clear but they have questions about the policy's implementation. Implications for policy makers and school leaders are discussed.  相似文献

The media suggest that accountability pressure increases teacher stress and drives teachers away from teaching, resulting in teachers leaving disadvantaged schools that serve larger proportions of poor and minority students. However, no prior work has systematically examined the changes in the national trends of teacher turnover in response to No Child Left Behind (NCLB) school accountability. Drawing on nationally representative samples of schools and teachers from the Schools and Staffing Surveys and Teacher Follow-Up Surveys from 1993–2009, this study applied difference-in-differences approaches to examine the effects of NCLB on teacher turnover. We found a weak increase in the average rate of teachers transferring involuntarily to other schools following school-initiated separations, particularly in disadvantaged schools that served larger proportions of poor and minority students. We also observed that NCLB reduced the involuntary attrition rates of teachers. Importantly, the policy effect is indistinguishable from zero on voluntary transfer between schools or voluntary leaving the teaching profession.  相似文献

In Flanders (Belgium), a new teacher evaluation policy was issued which placed a lot of autonomy with school principals to develop and implement a new teacher evaluation system. In this study, we explore how Flemish principals perceive the new teacher evaluation policy and what influences their perception. Results demonstrate that principals perceive the policy as clear, but they are rather negative about the need, practicality, and complexity of the summative teacher evaluation. This perception is influenced by policy, context, and individual factors as is demonstrated in our qualitative analyses.  相似文献

In 2001, the Government of Qatar began a comprehensive education reform (Education for a New Era) based on RAND's recommendations and options for building an educational system that would meet the country's changing needs. Nine years later, Qatar's educational landscape has significantly changed. Among these changes is the introduction of Professional Standards for teacher and school leaders and Qatar's first system for the registration and licensing of teachers and school leaders that are directly linked to the professional standards. This study seeks to analyze school leaders’ perspectives regarding the Qatar National Professional Standards for Teachers and School Leaders and the recently introduced accompanying licensure system. The study reports results from questionnaires addressed to 74 school leaders. These findings illuminate problematic issues and indicate that these policies use ambiguous terminology and procedures, ignore local educators’ input, and provide unrealistic expectations of society, lack consistency and created resistance on the part of educators. Discussion is provided that centers on the implications of importing educational products and the need to take into account the local culture in implementing these products.  相似文献

ABSTRACT

Research on recently adopted methods for teacher evaluation are largely focused on issues of validity and pay less attention to the consequences of implementation for the everyday practices of teaching and learning in schools. This paper draws on an ethnographic case-study to argue that the joint tasks demanded by neoliberal teacher evaluation policies structure interactions among teachers and between teachers and administrators in ways that erode professional culture. The paper examines the effectiveness of recent reforms in teacher education in Turkey, specifically the restructuring of programmes in university faculties of education. It first, briefly, sets the reforms of the 1990s in an historical context, prior to the 1997 Act which increased the length of compulsory schooling from 5 to 8 years, and the 1998 restructuring of faculties of education. It considers the national need for the restructuring of teacher education and the issues involved. The thrust of the paper is a study of how teacher educators across the country perceive both the changes and their effect on the quality of teacher education, methodology as a discipline, school partnerships, and relationships with the Ministry of National Education.  相似文献

ABSTRACT

The Teacher Rotation Policy (TRP) is a recent teacher policy developed in the context of China. TRP seeks to close China’s teacher quality disparities through rotating ‘high-quality’ urban schoolteachers to teach in hard-to-staff rural schools for a period of time. This qualitative case study examined how five policy actors carried out TRP in one rural county from 2012 to 2015. Guided by a sensemaking perspective, the study generated interview and observational data over three months of ethnographic fieldwork in 2016. The analysis of the data revealed high administrative expenses as well as unintended consequences of rotating teachers across schools. Three sensemaking strategies, namely using argumentation techniques, tailoring policy incentives, and leveraging cultural logics have emerged from the participants’ efforts at enacting this policy. These research findings suggest implications for the efficacy and effects of teacher rotation for equalising teacher workforce in China and internationally.  相似文献

This paper seeks to explore the notion of risk as an organisational logic within schools, the impact of contemporary accountability regimes on managing risk and then, in turn, to posit a systems-based process of risk management underpinned by a positive logic of risk. It moves through a number of steps beginning with the development of an understanding of risk, the risk society and the logic of risk derived from the seminal work of Douglas (1992, Risk and blame: essays in cultural theory, London: Sage), Beck (1992, Risk society: towards a new modernity. London: Sage) and Giddens (1990, The consequences of modernity. Cambridge: Polity Press). Second, the paper juxtaposes this understanding of risk with the rise of accountability imperatives and an “audit culture” [Strathern (1997) European Review, 5(3), 305–321] in public institutions, including schools. It then moves to consider how a systems-based approach to risk management, drawing on Reason’s (1990, Human Error. New York: Cambridge University Press) model of human error minimisation, could be usefully developed for schools. Such an approach would be built on a positive risk logic which maintains the flexibility, innovativeness and adaptability so necessary in education and avoids the more deleterious effects of many current forms of accountability and risk management which reflect avoidance, conformity and rigidity.  相似文献

Educational development is one way through which Turkey enhances progress towards its social goals and prepares itself for European Union membership. A major effort to upgrade the Turkish educational system was made through a multi-phased comprehensive reform of the sector introduced during the 1990s. One part of this reform, perhaps most crucial to the long-term effectiveness of other developments in education, was a transformation of the approach to teacher education. This paper utilizes recently conducted research to assess the nature and extent of that reform as well as identifying the factors which enhanced its effectiveness.  相似文献

In response to the ever-declining status of the teaching profession, and its adverse effects on the country's educational system, the Federal Ministry of Education in Ethiopia introduced a policy of the teachers’ career ladder in 1994. While reformers believe that the introduction of the policy has improved the condition of the teaching profession, the net gains of the policy remain deceptive and even, in part, reduce some of the benefits teachers used to enjoy in the single salary scheme in the past. Among other things, central to the claims of the policy's advocates stands an improved salary scale for teachers. While this was admittedly true by the time the policy was introduced, the gain in salary raise has gradually been lost to the bureaucratic hurdles and watchdog structures erected to screen teachers’ eligibility at each stage of the career ladder. After critically assessing the major aspects of the policy, along with the voices of Ethiopian teachers, the current study argues that the policy of the teachers’ career ladder in Ethiopia is another prototypical case of a failed experiment both in terms of improving the lives of teachers and maintaining their professional rights.  相似文献

In this article the author explores the policy discourse on teacher professionalism (TP) in Singapore. Various types of relevant policy texts are collected and analysed, considering the three different perspectives of TP discussed in the existing literature – the managerial view, the professional view and the transformative view. The author argues that the current discourse presents a hybrid notion of TP that integrates managerial and professional views to serve policymakers’ intentions, but this is a constrained view that may de-professionalise the teaching profession by narrowing TP to faithful alignment and effective implementation of the national curriculum.  相似文献

The conceptions Queensland teachers have about assessment purposes were surveyed in 2003 with an abridged version of the Teacher Conceptions of Assessment Inventory. Multi-group analysis found that a model with four factors, somewhat different in structure to previous studies, was statistically different between Queensland primary and (lower) secondary teachers. Primary teachers agreed more than secondary teachers that ‘assessment improves teaching and learning’, while the latter agreed more that it ‘makes students accountable’. The inter-correlation of ‘assessment is irrelevant’ to ‘makes students accountable’ was statistically stronger for primary teachers. Teacher beliefs reflected the differing practices of assessment by level of schooling.  相似文献

ABSTRACT

In the last decades, most countries have adopted data-intensive policy instruments aimed at modernizing the governance of education systems, and strengthening their competitiveness. Instruments such as national large-scale assessments and test-based accountabilities have disseminated widely, to the point that they are being enacted in countries with very different administrative traditions and levels of economic development. Nonetheless, comparative research on the trajectories that governance instruments follow in different institutional and socio-economic contexts is still scarce. On the basis of a systematic literature review (n?=?158), this paper enquires into the scope and modalities of educational governance change that national large-scale assessments and test-based accountability instruments have triggered in a broad range of institutional settings. The paper shows that, internationally, educational governance reforms advance through path-dependent and contingent processes of policy instrumentation that are markedly conditioned by prevailing politico-administrative regimes. The paper also reflects on the additive and evolving nature of educational governance reforms.  相似文献

Since the turn of the century, teacher evaluation has been introduced around the world with the intent to improve teaching. However, in the literature on teacher evaluation, often findings reveal critical accounts about the effectiveness of feedback in teacher evaluation for teacher and school improvement. This article presents a qualitative study in eight schools where teachers did indicate to find the feedback they discussed with school leaders during teacher evaluation processes useful. In this study, we investigate whether we can identify what teachers actually do with this feedback and which factors contribute to their response. Our findings demonstrate the importance of school organizational characteristics and an integrated leadership approach for the feedback response of teachers. Also, our findings reveal how teacher evaluation is used in these schools to further school improvement.  相似文献

This paper presents a cognitive social–psychological theoretical framework on emotions, derived from Richard Lazarus, to understand how teachers’ identity can be affected in a context of reforms. The emphasis of this approach is on the cognitive–affective processes of individual teachers, enabling us to gain a detailed understanding of what teachers have at stake or what their personal, moral, and social concerns are. To illustrate the usefulness of this approach, a case of a reform-enthusiast Dutch secondary school teacher of Dutch language and literature is presented. The analysis of his emotions of enthusiasm for the reforms, and his emotions of anxiety, anger, guilt, and shame related to the way the reforms unfold in his school and influence his work, show the many ways his identity and concerns are affected, resulting in a loss of reform enthusiasm. The paper ends with a reflection on the possible risks of current educational policies to the commitment and quality of the current and next generation of teachers.  相似文献

This article investigates the problems and paradoxes of attempting to empower teacher voices within the context of an international conference of policy-makers, academic researchers and practitioners. We examine the distribution of talk within a teacher workshop: who spoke, how, and to whom did the group and broader audiences listen? We trace the emergence of ideas in the workshop discussions and their trajectory into the joint teacher-policy-maker panel in the conference and in the post-conference summary report. We identify four factors shaping the realisation of teacher voice – repertoires, social position, topics and gatekeepers – and highlight paradoxes of teacher representation.  相似文献
