The change toward competence-based education has implications for teachers as well as school management. This study investigates which professional development activities teachers undertake related to this change and how these activities differ among schools with various human resource (HR) policies. Two types of HR policy were involved: (1) a government-enforced, national system of Integrated Personnel Management and (2) a voluntary, integrative approach of Schooling of teachers, Organizational development of schools and teacher training institutes, Action- and development-oriented research, and Professional development of teachers. Semi-structured interviews with 30 teachers in nine schools with different HR policies were held and analyzed both qualitatively and quantitatively. Findings show that teachers undertake professional development activities in five categories: maintaining knowledge base, applying and experimenting, reflection, collaboration, and activities indirectly related to teaching practice. Teachers’ professional development activities were found to be relatively similar across schools with different HR policies. It is concluded that neither government-enforced nor voluntary HR policies seem to play much of a role in the participation by teachers in professional development activities. Implications for further research and school practice are discussed.  相似文献

There are an increasing number of research studies concerned with the realm of middle management in schools. However, few of these studies have adequately defined what might be considered middle management in schools, or have clarified which posts constitute those of middle managers. In addition, these studies have rarely considered the way in which different departmental cultures and structures affect leadership style and departmental performance. This article acknowledges the importance of the role of the head of department in secondary schools in school wide change and outlines some of tensions and dilemmas facing those who manage from the middle. It considers the leadership tensions facing heads of department in secondary schools and points towards the variety of departmental contexts, structures and cultures in which heads of department, or subject leaders operate. The article offers an analysis of the dynamic between leadership and culture within the departmental context. It concludes by suggesting that heads of department have a major contribution to play in managing cultural change at both the department and whole school level.  相似文献

ABSTRACT

Tensions between schools and the outside world have often arisen out of the lack of contiguity between the aims of child‐centred education and the demands of society on education. Technology now offers the opportunity for neutralising these tensions; it is argued that technology confers on individuals more autonomy and reduces the power of the large organisation by exposing the weaknesses inherent in its structure; as society becomes more individual‐centred the logic of child‐centred education will become more clearly apparent. Yet education in its perception of the effects of technological change is short‐sighted and its response is marked by a kind of stereotypy. Some reasons for education's difficulties in understanding the effects of technological change are advanced while some developments in schools are identified as positive reflections of technologically‐induced change. It is suggested that recognition and understanding of the processes underlying these developments is necessary if we are to promote the benefits to be derived from the new changes.  相似文献

ABSTRACT

This article focuses upon differential strategies for school development and improvement. It argues that much school improvement work has placed an emphasis upon systemic change and has neglected to consider the extent to which schools have different capacities for change and development. We suggest in this article that different improvement strategies and types of intervention are needed for schools at different stages of growth. Our position is based upon a substantial body of school improvement research which has demonstrated the importance of differential strategies for schools at various developmental stages. We hope that this article will stimulate further discussion, debate and enquiry about the importance of differential approaches to school improvement.  相似文献

Abstract

FAST-Track is a support programme for pupils with social and emotional behaviour difficulties. It is designed to integrate the school curriculum, social skills training, reading development, parenting skills and home-school liaison. A 3 year longitudinal study is reported in which schools implementing the full FAST-Track programme were compared with those implementing only the curriculum component. Changes in behaviour were monitored using an amended version of the Rutter Behaviour Rating Scale. Results did not show any clear difference between the two groups of schools but did show substantial differences between individual schools, highlighting the difficulty of demonstrating the effectiveness of intervention programmes given the multiplicity of other factors which determine behaviour change. The implications of these findings for the methodology and practice of intervention programmes in this area are explored.  相似文献

ABSTRACT

American high schools present an extremely difficult, nearly intractable setting for serious educational reform efforts. Yet such efforts can succeed. This article reports results from a survey of 179 urban comprehensive high schools that were successfully implementing change programs based on effective schools principles.

All schools encountered problems of implementation. Larger‐scale, instructionally‐oriented, and longer‐lasting programs induced more problems. Problems were only moderated, not eliminated, by good‐quality planning.

Given the problem‐richness of change efforts, the major determinant of successful implementation was good problem‐coping. It was made more likely by the presence of consensus (shared vision), support of key stakeholders in and out of the school, planning quality, external assistance, and administrative time spent. Case studies showed that the presence of an empowered change management group aided all these critical factors.

Schools with the most impact (defined as student outcomes, teacher improvement, and organizational improvement) had focused on teacher or organizational changes to begin with, coped with the inevitable problems well, had internal and external constituencies supporting the change effort, and sustained the work for a longer period of time (typically 4‐5 years).

The key variables appear to form a coherent causal network. Implications for change management are drawn.  相似文献

Background: The use of 1:1 and Bring Your Own Device strategies in schools is in its infancy and little is known about how mobile devices such as tablets are being used to support educational practice.

Purpose: In this article, two suburban primary schools in Sydney, Australia were focused on with an aim to understand how mobile device strategies were developed and implemented and how the devices were being used in the schools.

Design and method: This qualitative study uses a case study method. It draws upon questionnaires, interviews and classroom observations, and builds upon previous research in English and Australian schools.

Findings: Results of the research indicate that the devices have only recently been incorporated into the school and suggest that their usage has been generally embraced by both school staff and parents. Key issues highlighted by these two schools included the importance of the school’s vision and uncertainty about the differences between models of provision. Participant responses also referenced some positive impacts on classroom practice, which amplify constructivist pedagogy: there were examples of device use extending student learning by supporting peer assessment, collaboration, research skills and projects.  相似文献

ABSTRACT

This paper considers claims that students from minority ethnic backgrounds are treated less favourably than their white peers in schools because their teachers make negative, ethnocentric judgements of their behaviour. The paper challenges the empirical basis of these claims and the implicit model of good practice on which they are based. It goes on to examine some of the implications for teacher practice of this discussion. The aim is to try to clarify the meaning of equality of treatment in schools, a right we expect all citizens to enjoy, and to examine the way this principle should be operationalised by teachers in multi‐ethnic schools.  相似文献

ABSTRACT

This article investigates whether the memories of women’s movements that grew out of the Italian Resistance to the Nazi-Fascist Regime during the Second World War have left any legacy to women teachers in early childhood education. The article focuses on the case of internationally renowned and high-quality schools for young children, the municipal schools of a northern Italian town called Reggio Emilia. In contrast to much of the literature on gender and early childhood education, this paper reveals that many women teachers in these schools think of themselves as agents of social change, and that this is tied to their memories of the Italian Resistance.  相似文献

Knowledge building is a critical capacity for all organizations, and especially for schools and school systems. Schools, however, are historically weak at knowledge sharing within and across schools. The present paper draws on school systems and successful business to identify what knowledge sharing looks like in successful organizations. It also focuses on what kind of school and district leadership is needed in leading change-oriented organizations. Six core capacities are identified in moral purpose, understanding the process of change, relationship building, knowledge management, and coherence making. Finally, the question of sustainability is taken up by identifying four conditions under which sustainable leadership could be developed.  相似文献

Abstract

This article reports on an investigation into how admission policies in general and the ‘zoning’ policy in particular are applied by the School Governing Bodies (SGBs) of two particular former Model C secondary schools in a town in the Gauteng Province, Republic of South Africa. It also examines the admission criteria currently in use against the background of allegations that the application of these criteria is a veiled attempt to exclude black learners from schools in order to retain a white learner majority. It also considers what can be termed the ‘channelling’ of learners. Interviews were conducted with a sample of disgruntled parents, a chairperson of the school governing body (SGB) of one of the schools and the principals of two unrelated schools, which were mentioned during the interviews with the disgruntled parents.  相似文献

The article attempts to provide a framework of future actions by schools and LEAs. It questions the basis on which certain of Swann's proposals were made and calls for a more open acceptance that what is envisaged is a form of bargain: a promise of change in schools in return for the confidence of the ethnic minorities. Areas of potential weakness are explored; in particular the role of the Churches as providers of education is examined in a way which looks forward towards partnership rather than in the negative and politically‐unrealistic context in which Swann views them.

The process of arriving at policy is seen as crucial. The prospect of policy statements without staff involvement in the processes of evaluation and development is viewed with scepticism. The major dilemma of the place of schools as organizations which operate with their own values in a situation where calls are made for a type of shared‐value context is addressed. Abstract

A number of schools in South Africa appear to be struggling with the changes that the government is introducing to improve the quality of education and lay a strong foundation for the country's societal transformation. Leadership has been found to be one of the factors that are associated with how schools cope with change and its complexities. This article focuses on a conceptual examination of the national Advanced Certificate: Education (School Management and Leadership) programme's capacity for promoting sustainable leadership in schools. The findings from the critical analysis of the qualification's documentation suggest that the current formulation of this school leadership development programme does not address the complexities of leadership and change, and is thus unlikely to adequately contribute towards leadership effectiveness or its sustainability in schools. It may, however, contribute to short- term school improvements, policy compliance, management effectiveness or economy and/or administrative efficiency.  相似文献

ABSTRACT

The 1988 Education Reform Act introduced a schools’ quasi‐market intended to reward schools financially for recruiting pupils and to give them a financial incentive for ‘good’ educational performance. The paper examines this linkage by analysing data on financial performance for over 300 English Local Education Authority (LEA) and Grant Maintained (GM) secondary schools from 1990/91 to 1995/96, correcting for inflation and changes in LEA delegation ratios. On average over 6 LEA areas, real school budgets per pupil declined by 0.6% a year while examination performance at GCSE improved. Statistical analysis shows that while change in pupil numbers is the most important variable explaining school budget change, half as much is explained by variations in LEA and government financial policy, thus weakening market incentives. It was also found that the proportion of socially disadvantaged pupils, as measured by free school meals, is associated with a loss of pupils over time and hence a decline in budget. GM status had no discernible effect on pupil recruitment, once social disadvantage and other explanatory variables were taken into account. It is suggested that both ecological and open systems theories of how organisations change in response to external environmental pressures explain the differential success of schools in attracting resources.  相似文献

Two related but distinct questions are often asked by educators as they try to make their schools more effective. These are: “Which of the many activities that we do have greater benefits for students?” and, “How can we make our schools better than they are now?” The first question focuses specifically on the impact of schools on student outcomes and the characteristics of effective schools, whereas the second addresses the implementation of change and school improvement. ABSTRACT

Background: The international body of research on student voice concludes that active pupil participation has multiple positive effects on the work environment and learning for pupils. In a large study on gender equality and diversity work in Swedish schools, it became evident that pupils wanted to be active participants. However, pupils considered that their wishes were, to a large extent, ignored. Therefore, it is important to try to understand this further by investigating pupils’ perceptions of their experiences.

Purpose: The purpose of the study was to explore how discourses of participation and power are practised, not practised, and materialised, by focusing in-depth on pupils’ representations of gender equality and diversity work within a small sample of Swedish schools.

Methodology: The study is based on data from 10 focus group interviews with 43 pupils from 4 different schools, 2 compulsory schools (pupil ages 6–15) and 2 upper secondary schools (pupil ages 16–18), in Sweden. The thematic analysis utilised a gender perspective anchored in a critical policy analysis approach.

Analysis and Findings: The analysis of focus group data identified three pupil representations of gender equality and diversity work: a onetime occurrence, longing for participation and the (un)fair teacher. These representations were derived from and intertwined with discourses on pupil participation and power. Three sub-discourses were found within the discourse on participation and power: normative barriers to participation, structural barriers to participation and openings in the barriers to participation. The first two sub-discourses support the maintenance of unequal power relations between adults and pupils, while the third challenges these power relations.

Conclusions: Our study suggests that no substantial levels of participation or power among the pupils were represented at the schools. Instead, the analysis visualises pupils as expressing powerlessness and disengagement. However, the discourse Openings in the barriers to participation, together with pupils’ democratic abilities, has the potential to enable change and the development of pupil participation in schools.  相似文献

Background: There is worldwide interest in improving the effectiveness of teachers and teaching. This paper considers two strands of that interest. It revisits the impact of using enhanced feedback from teachers to pupils as a way of improving attainment, and it looks at the feasibility of teachers using research evidence to create their own interventions. Current evidence on the causal impact of effective feedback on learning is unclear: many studies have mixed results, are small in scale, lack randomisation or are not conducted in real classroom conditions. Purpose: The aim of this paper is to describe the experience of schools as they engage with research evidence to support their own enquiry into the effectiveness of feedback in the classroom. Research design: This study took place over one academic year, involving nine treatment schools in one local authority. The study involved teachers themselves using research findings to create an intervention, which took, as its focus, enhanced feedback in the classroom. Test results from these schools were compared to the results in 5 participating comparator schools, to the 49 other schools in the borough and to all state-funded primary schools in England. Results: Although teachers showed that they could engage with research evidence, the study indicated that the process was complex in practice. In addition, the independent impact evaluation suggested that enhanced feedback in itself does not necessarily lead to improved pupil test performance. Discussion and conclusions: The paper considers some of the challenges faced by teachers as they attempted to use research evidence, and discusses implications for schools wishing to use research evidence in practice. The findings of the study suggest that it may be feasible for practitioners to use research evidence to inform their own practice. However, to do it well would require clearer guidance, professional development and modelling of any strategies suggested. These findings have implications for policy on teacher development, and for the research community to make research outputs more comprehensible and accessible to research users.  相似文献

ABSTRACT

Using the stories of two autonomous public schools in Australia, this paper demonstrates how commercialisation can simultaneously position schools as both consumer and for-profit producer. Drawing on Foucault's articulation of discourse as that which constitutes and makes available what is possible to be said, done and imagined, the paper illustrates how the current marketised articulation of education is allowing for new possibilities of commercialisation in schools. Together these stories demonstrate that there are creative ways that these schools have embraced their autonomy, while relying on market solutions to acquire the resources they deem necessary for their students and their communities. However, it also shows how these resources and the attainment for them are inextricably constituted by the market orientation of education more broadly and how this presents potential dangers for what schools may be and become as a result.  相似文献

Abstract

This article is concerned with theoretical issues of pedagogy and how they relate to the use of information and communications technology (ICT) in teaching. The article reviews the context of recent developments in ICT pedagogy. It also draws upon thinking about pedagogy which derives from learning theories. These provide a theoretical framework for research by the authors into the Smart Schoolinitiative in Malaysian schools. This initiative is attempting to change the pedagogy of Malaysian schools in a radical way. This involves the use of ICT alongside other innovations and a refocusing of the learning agenda for school-aged pupils. Some early impressions of the initiative are presented  相似文献
