The National Library of New Zealand is committed to promoting access to information. Government information is a significant component in the Library's operational and policy work. The Library collects published government information and provides policy advice on New Zealanders' ability to access and use information. Over the last decade, the National Library has initiated or contributed to a number of projects concerned with government information. Some, like the Depository Library Scheme, are solely focused on government information, whereas others discuss government information issues in the wider context of information policy at the national level. This article looks at the environment in which these projects arose, what they achieved, and the reasons why it has not been easy to gain agreement for a unified focus on government information.  相似文献

The imbalance between medical library resources and information needs of the health professional led to a reexamination of the mandate for the National Library of Medicine. Legislation known as the Medical Library Assistance Act (MLAA) was passed in 1965 which enabled the NLM to (1) initiate programs to assist the nation's medical libraries and (2) develop a medical library network with the establishment of regional medical libraries to link the NLM with local institutions.The National Library of Medicine, through the MLAA, has made available $40.8 million to the medical library community under a competitive grant and contract mechanism for the period July 1965-June 1970. A total of 604 projects has been executed in resources, research and development, training, construction, regional medical libraries, publications, and special scientific projects. An assessment is given of each of these programs and their impact on both the National Library of Medicine and individual medical libraries. In the aggregate, these programs have significantly improved library and information services to the professional health user. The principal limitation has been inadequate funding to accomplish the level of originally stated objectives.  相似文献

In 1995, the National Library of Medicine (NLM) and the Public Health Service (PHS) recommended that special attention be given to the information needs of unaffiliated public health professionals. In response, the National Network of Libraries of Medicine (NN/LM) Greater Midwest Region initiated a collaborative outreach program for public health professionals working in rural east and central Iowa. Five public health agencies were provided equipment, training, and support for accessing the Internet. Key factors in the success of this project were: (1) the role of collaborating agencies in the implementation and ongoing success of information access outreach projects; (2) knowledge of the socio-cultural factors that influence the information-seeking habits of project participants (public health professionals); and (3) management of changing or varying technological infrastructures. Working with their funding, personnel from federal, state, and local governments enhanced the information-seeking skills of public health professionals in rural eastern and central Iowa communities.  相似文献

[目的/意义]开放科学环境对研究型图书馆资源建设与服务提出新的要求,分析在开放科学环境下研究型图书馆--美国国立医学图书馆转型现状,有助于为国内研究型图书馆转型提供借鉴。[方法/过程]在分析开放科学构成要素的基础上,从图书馆发展战略、图书馆资源建设和图书馆服务3个角度,总结美国国立医学图书馆为应对开放科学的发展要求而做出的战略层面的演变,并重点分析其资源建设实践(开放资源建设、数据中心建设、资源语义化组织和软件工具开发等)和服务实践(科学信息开放共享服务、公共信息服务、数据管理服务、开放教育服务、新媒体及移动服务等)。[结果/结论]美国国立医学图书馆从政策引导、资源基础、平台支撑、服务方式、服务途径5个角度很好地践行了开放科学的发展要求。研究型图书馆应逐渐由信息资源中心向数据中心转变,从战略决策、开放获取平台建设、数据中心建设、软件工具开发等角度来推动开放科学发展。  相似文献

In 1993 the Virtual Library of Virginia (VIVA) was established to provide a source of electronic collections and services for Virginia higher education institutions. Over time it became apparent that issues related to providing access to these electronic resources needed to be explored. To meet this need the VIVA Cataloging and Intellectual Access Task Force (VIVACAT) was formed. This article discusses the development of VIVACAT and its projects and accomplishments. It examines how cataloging and intellectual access function in a consortium and relates challenges and opportunities of working within such an environment.  相似文献

National Library of Medicine resource grants provide assistance in developing information services or activities, which are then made available to others. The resource grant program was redefined in 1989 to establish information access grants and information systems grants. The preparation of a resource grant proposal is discussed, with examples included for some sections. All applicants must use the PHS 398 application form, which is geared to research grants. The review process and reapplication are described. Problems with National Institutes of Health grant proposals that have been reported in the literature are discussed.  相似文献

MEDLINE (MEDLARS-ON-LINE) is the new on-line, interactive bibliographic searching system which was recently developed by the National Library of Medicine. The system provides users with lists of bibliographical citations and other information from a three-year file of over 1,250 biomedical journals. A survey testing user reactions was conducted at the University of Virginia Medical Library. The results of the survey are based on replies by 246 users who requested one or more MEDLINE searches between September 1972 and March 1973. The findings indicate that over 93% believe that MEDLINE is a substantial improvement over the traditional methods of searching through the printed indexes. These respondents also stated that the results of MEDLINE searches had assisted them in their clinical or research work, or both. Asked whether they would continue to use MEDLINE after the imposition of user charges on July 1, 1973, about 75% said that they would. The remaining 25% expressed some reservations and doubts. The survey gives reason to believe that with the imposition of user charges the use of MEDLINE will decline.  相似文献

This article is about the conceptual framework of the original cataloging process that is used to catalog the audiovisual a materials at the New York Chiropractic College Media Resources Library. The cataloging norms serve as the conceptual underpinnings to the Cataloging Policy Manual of the New York Chiropractic College Media Resources Library. The Toxicology and Environmental Health Information Program (TEHIP) of the National Library of Medicine (NLM) works to organize and provide access to a wide range of environmental health and toxicology resources. In recent years, the demand for, and availability of, information on health issues related to natural and man-made emergencies and disasters has increased. Recognizing that access to information is essential in disaster preparedness, a new focus of NLM's 2006-2016 Long Range Plan calls for the establishment of a Disaster Information Management Research Center (DIMRC) that will aid in collecting, disseminating, and sharing information related to health and disasters. This paper introduces several of TEHIP's resources for emergency/disaster preparedness and response, such as the Radiation Event Medical Management Web site (REMM) and the Wireless Information System for Emergency Responders (WISER) . Several of NLM's other disaster preparedness and response resources will also be reviewed.  相似文献

Librarians at the University of Florida Health Science Center Libraries partnered with faculty to promote awareness of and access to research on women's health and sex and gender resources in an outreach project funded by the National Library of Medicine and the National Institutes of Health Office of Research on Women's Health. The project featured elements that facilitated cross-disciplinary collaboration (using CoLAB Planning Series®, or CoLABs), instruction to various groups (including faculty, undergraduate students, graduate students, and professional students), collection development, and information dissemination. Librarians leveraged existing partnerships with faculty and built new ones. Success in this project demonstrates that libraries can partner effectively with their faculty on emerging trends and new initiatives.  相似文献

ABSTRACT

This article describes the emergence of disaster information (DI) specialists, with particular focus on their presence in health libraries. Although literature on the subject of disasters and libraries is dominated by accounts of librarians preserving collections and ensuring continuity of library operations following a flood, fire, or other disaster event, the work of DI specialists extends beyond these traditional roles. DI specialists conduct outreach in the community, providing information services to emergency managers and other disaster workers. This article recounts a history of disaster information service in which public librarians served communities during disaster recovery periods, and health librarians became involved in organizational disaster planning activities. DI products from the National Library of Medicine are introduced in addition to federal funding opportunities for DI outreach projects. The development of the Medical Library Association's Disaster Information Specialization Program is presented, and the article shares recommendations for library administrators to encourage DI training for librarians and support the development of outreach services to disaster workers.  相似文献

The National Library of Medicine is charged with the development and management of a National Biomedical Communications Network. The Regional Medical Library Program is a forerunner of such a network; the product and institutions involved will be critical elements in its evolution. The immediate objective of the RMLP, the facilitation of biomedical information transfer, presents a logistical problem requiring substantial commitment from the health sciences community and extensive cooperation among libraries in each region.  相似文献

A National Library of Medicine information access grant allowed for a collaborative project to provide computer resources in fourteen clinical practice sites that enabled health care professionals to access medical information via PubMed and the Internet. Health care professionals were taught how to access quality, cost-effective information that was user friendly and would result in improved patient care. Selected sites were located in medically underserved areas and received a computer, a printer, and, during year one, a fax machine. Participants were provided dial-up Internet service or were connected to the affiliated hospital's network. Clinicians were trained in how to search PubMed as a tool for practicing evidence-based medicine and to support clinical decision making. Health care providers were also taught how to find patient-education materials and continuing education programs and how to network with other professionals. Prior to the training, participants completed a questionnaire to assess their computer skills and familiarity with searching the Internet, MEDLINE, and other health-related databases. Responses indicated favorable changes in information-seeking behavior, including an increased frequency in conducting MEDLINE searches and Internet searches for work-related information.  相似文献
