The science of Kazakhstan in the scientific and technical development of the commonwealth of independent states

The problem of Kazakhstan’s performance in scientific activities as compared with the other Commonwealth countries according to scientific research costs, the number of institutions engaging in research and development activities, the financing sources, the staff number (specialists, doctors and candidates of sciences, salary level, and equipment costs) is discussed. Conclusions on the condition of science in Kazakhstan are given.     

Beyond plagiarism: Ethical misconduct in scientific and technical publishing

Ethical misconduct among scholars’whether plagiarism, data fabrication, data misrepresentation, or other forms of dishonesty’is on the rise, and increasingly in the public spotlight. Marcel LaFollette describes the context in which misconduct takes place, contrasting the nature of the scientific community before and after World War II. In the 1980s, the federal government facilitates, funds, and scrutinizes scientific research far more extensively than ever before. Increased political concern, LaFollette argues, will have far-reaching implications for scientists and their publishers. Marcel Chotkowski LaFollette is assistant professor, Massachusetts Institute of Technology, and visiting scholar, National Museum of American History, Smithsonian Institution. She is the former editor ofScience, Technology & Human Values and is currently writing a book on ethical misconduct in research communication. Monitoring the implementation of scientific and technical programs in Kazakhstan

This paper presents the experience of the National Center for Scientific and Technological Information in providing information and analytical support to scientific and technological programs in Kazakhstan. This paper also describes key methods and mechanisms for such support. Statistical data related to scientific and technological programs that were registered in the National Center for Scientific and Technological Information in the period between 1995 and 2012 are presented. An in-depth analysis of programs that were implemented in 2011, as well as of their effectiveness, and the financial and staff resources involved, is performed. Sectoral programs are more effective in terms of patents filed and the use of the end results. Basic-research programs are more effective in terms of publication activity. The ranking of programs by effectiveness is correlated with their ranking by total volume of funding, as well as by the number and qualifications of the staff involved in the implementation of the programs.     

The place of the scientific discipline of documentation in the system of sciences

Theoreticians’ views of the place occupied by the scientific discipline of documentation among the related scientific disciplines were considered. A new approach has been suggested, taking into consideration the relationships between the scientific discipline of documentation and the metasciences (documentology, noocommunicology, and informology) and the structuring of the scientific discipline of documentation itself.     

Classifications and classifiers in the field of scientific and technical information

The correlation between the semantically close triads of the terms “rubric-rubrication-rubricator” and “class-classification-classifier” is considered in the historical aspect. The main types and structures of indices (codes of classifiers) of STI databases with various themes (VINITI RAS, INSPEC, PASCAL, JICST, Chemical Abstracts, COMPENDEX, Science Citation Index (SCI), GeoRef, METADEX, AEROSPACE and High Technology) are illustrated proceeding from the modern definition of the concept of classification systems.

The development of a system for the collection and use of scientific and technological results

The main aspects related to the development of a system for the aggregation and use of scientific results (hereinafter, the System) are discussed. A unified comprehensive approach to the development of the System and the qualitative improvement of the information about the performance of the Russian research sector provided to the target audience is being suggested for use by academic institutions, government regulators, and the business community. The improvement is meant to be achieved through the development of technology that provides access to the relevant electronic resources. The presented conclusions lay the basis for a range of research and development works in the field related to the collection of scientific results.

Sharing results of federal R&D: A look at the department of energy's system for managing scientific and technical information

The Department of Energy's (DOE) scientific and technical information system, operational since the mid-1940s, is described as an example of the manner by which a large Federal R&D agency organizes, manages, and disseminates the information produced by its laboratories and contractor organizations. The role of the Office of Scientific and Technical Information (OSTI) within the DOE R&D cycle and its place in the DOE information infrastructure are outlined. OSTI's activities, products, and services are described under the following headings: management and dissemination of DOE research results; access to worldwide information on energy R&D; information management and accountability systems; and information consulting and specialized services.     

The international flow of scientific and technical information

On February 27, 1985, the Federal Library and Information Center Committee (FLICC) convened its second annual Forum on Federal Information Policies at the Library of Congress. “The International Flow of Scientific and Technical Information” brought together some one hundred public and private sector librarians and information policy leaders to hear distinguished professionals discuss a subject of great and growing importance to the future of world communications.Dr. Carol A. Nemeyer, Associate Librarian for National Programs, welcomed participants and thanked key members of the FLICC Executive Advisory Committee for their help in planning the program.
