Performance management systems have been an inevitable consequence of the development of government research evaluations (GREs) of university research, and have also inevitably affected the working life of academics. The aim of this paper is to track the development of GREs over the past 25 years, by critically evaluating their adoption in the UK and Australian higher education sector and their contribution to the commodification of academic labour, and to highlight the resultant tensions between GREs and academic freedom. The paper employs a literature-based analysis, relying on publicly available policy documents and academic studies over the period 1985–2010. GREs are a global phenomenon emanating from new public management reforms and while assessments of university research have been welcomed, they have attracted critique based on their design, the manner in which they have been applied, and the unintended consequences of their implementation on academic freedom in particular. Consistent with international research on the impact of GREs, Australian research assessments appear to be undoing the academic freedom that is central to successful research. Further empirical research on the impact of GREs on academics is urgently needed.  相似文献

Abstract

This paper reports a study conducted amongst heads of department at a British university into their perspectives of teaching and research. It explores the reasons why research is given higher status, even though academics believe that, in principle, both aspects of the lecturer's role are equally valuable and mutually supportive. The links between teaching and research are investigated, and the categories of ‘teaching’ and ‘research’ are found to be somewhat inadequate concepts for distinguishing between different aspects of the academic role. The article concludes that closer relationships between the two can provide the basis for a programme to improve the quality of university teaching. Such an approach is underpinned by the view that students’ understandings should be taken seriously. They can make a significant contribution to the lecturer's research, as well as to student learning.  相似文献

The purpose of this study is to explore the relationship between learning climate congruence and the affective commitment of university academics. The strategy of inquiry for this research is quantitative, involving a non-experimental design for the survey research. A non-probability sample of 900 academics from a large Australian university was selected, with a response rate of 30.33%. The major conclusion drawn from this study was that the congruence between current and preferred learning climate was related to the affective commitment of university academics. More specifically, academics’ level of affective commitment was enhanced in a learning climate where they were encouraged to take risks, had plenty of time to learn new tasks and were encouraged to openly express their ideas and opinions. This study is important in a practical sense for academic managers and universities to build relationships and develop better connections with their academics.  相似文献

This study explores how academics who expanded their teaching-only positions to include research view their (re)constructed academic identity. Participants worked in a higher professional education institution of applied research and teaching, comparable with so-called new universities. The aim is to increase our understanding of variations in academic identity and to be better able to support academics’ ‘role making’ within and across different worlds of practice. Data from semi-structured interviews with 18 academics at a Dutch new university were analysed using a grounded theory approach. This revealed six well-rounded academic identities reflecting participants’ personal scholarly objectives: the ‘continuous learner’, ‘disciplinary expert’, ‘skilled researcher’, ‘evidence-based teacher’, ‘guardian of the research work process’ and ‘liaison officer’. The researcher role served to promote the overall development of participants’ identities. The ‘disciplinary expert’ matured through participation in the academic world and research activities. Participants discovered what ‘being’ and ‘becoming’ a researcher in the new university might entail, and contributed to the professions’ knowledge base. Participants learned to apply various research-based teaching approaches. As brokers, they linked research projects to practices in meaningful ways. The six identities embodied an emergent power in creating and preserving a complete academic profession. Participants’ accounts showed tensions inherent in an extended role portfolio and constraints in ‘role making’ given inconsistencies between the university’s espoused research mission and the one in use. These imply challenges for university managers in aligning policies and practices, and scaffolding academics’ attempts to integrate their academic roles in different worlds of practice.  相似文献

Neo-liberal reforms in higher education have resulted in corporate managerial practices in universities and a drive for efficiency and productivity in teaching and research. As a result, there has been an intensification of academic work, increased stress for academics and an emphasis on accountability and performativity in universities. The paper proposes that while managerialism in modern universities is now the norm, corporate approaches have disempowered academics in their institutions and reduced productivity because they ignore the nature of academic work. Using Foucault’s conception of power relations in institutions, policies that directly affect academic work such as workload allocation and performance management are identified as key ways in which power is exercised in universities. The paper reports on a case study in one university which explored the relationship between the academic workload allocation and performance management policies and concludes that a more balanced power relationship is needed in which academics can have more influence over these key processes which control their work so they preserve the self-managed aspects of academic work and the intrinsic motivations driving their careers.  相似文献

Much has been studied regarding university reforms and their impacts on scientific development worldwide. This paper aims to enrich current perspectives on university reform by developing a distinct concept of social science development in the context of the emergence of academic social sciences in Indonesia. Using a bibliometric method, this paper finds a significant increase in the volume of international scientific publications focusing on socio-economic and political issues. However, two issues that presently color the landscape of social scientific publications are the bifurcation of academic dependencies and limited extension of Western social theories. The future of the social sciences in Indonesia will be determined by interrelationships between the state, universities, and networks of academics who can address the former issue and ensure that academics publish in mainstream international journals emphasizing the prominence of the latter. In doing so, the social sciences will have the potential to improve future university teaching and engagement in public policymaking in Indonesia.  相似文献

This paper analyzes a significant but virtually unexplored recent development within Canadian higher education, namely the growing importance of research grants to universities and academics. It addresses three main questions. First, the paper examines why and how research grants are becoming more important to Canadian universities and academics, focusing in particular on the role played by federal higher education policy. Next, it explores how the growing importance of research grants is transforming relations between and among the key players in Canadian higher education and academic research, including university administrators, academics, government, and the broader community. The paper’s final section takes up some of the actual and potential implications of these changes and raises concerns about detrimental effects on Canada’s universities and citizens. ABSTRACT

Currently, Russian academics are facing significant demands because of a new, urgent requirement to pursue their research in accordance with international standards. Until recently, these academics were used to working within a familiar community and communicating their research via the Russian language, but now, they are expected to move beyond that and function on a global level, which can challenge their academic identities. A qualitative study was carried out in a research-intensive Russian university. The aim was to explore academics’ experiences and perceptions of the dynamic changes in their academic work with a particular focus on the limitations and pressures they meet in their career path towards global research. The data were collected by means of reflective journals during a course on English for academic purposes. Thematic analysis was employed for data analysis. The results showed that global trends turned out to be unachievable for Russian academics due to the lack of specific knowledge, attributes and skills required to do research globally. This might be the first study from Russia contributing to the literature on academic identity construction. The article provides insights into the experiences and perceptions of Russian academics and offers a research agenda for further investigation to bridge identity shifts in academia. In terms of practical purposes, the results will be used as a source of preliminary data within a broader research project aimed at supporting Russian academics in their research in an international English-speaking academic context.  相似文献

As a result, there has been an intensification of academic work, increased stress for academics and an emphasis on accountability and performativity in universities. This paper critically examines these developments in institutions and draws on evidence from universities across the sector and a detailed case study in one university to identify the impacts of these changes on academic work. Given its ubiquity and the link of academic productivity to institutional experience, the paper argues that assumptions underpinning academic performance management need to be rethought to recognise the fundamentally intrinsic motivational nature of academic work. The paper explores the effects of performance management on individual academics as a case study in one institution and proposes a re-design of academic performance management to improve productivity based on the evidence.  相似文献

Enquiries into the governance, structure and management of higher education institutions across the globe have stimulated changes to the legislative and policy frameworks within which universities operate and to their organizational structures and processes. These changes have subsequently brought into question the proper role of academics in relation to the leadership and management of their departments/institutions. While mainstream academic staff conceive of academic leadership as being strictly associated with teaching, research and community outreach, university administrators and policy makers conceptualize it more broadly. Their definitions often include the management of change, quality, information, finance, and physical and human resources - functions that many mainstream academics perceive as being the responsibility of departmental/institutional administrative or support staff. Such differences create major challenges for academic development units. What type of training should they provide? Should they embrace activities that support these new conceptions of leadership and management? These are among the central issues explored in this paper.  相似文献

The literature demonstrates that stress in the working life of academics has increased over recent years. However, qualitative research on how academics cope with this is very scarce. Using online interviewing with thematic analysis, this paper examines how 31 academics in a post-92 predominantly teaching-focused UK university cope with the stressors of work. An innovation was to ask about both positive and negative experiences at work unlike most stress research which focuses only on negatives. Six themes emerged from the data; administrative loads, coping with stress at work, task preferences, the academic role, and positive and negative feelings around research/scholarship and thoughts around leaving academia. Increases in student numbers, being able to spend less time with students, heavy workloads, increasing administration, poor management, funding cuts and government initiatives threatening the future of education, obtaining research funding, and increasing insecurity of academic posts were all stressors. Positives identified included satisfaction gained from teaching students, support from colleagues, relative autonomy at work and the ability to manage their time more effectively were perceived as factors that can moderate some of the negative consequences of work stress. Overall, academics reported being happy at work because of the satisfaction gained from teaching and research.  相似文献

Although the slow progress of female academics compared to their male colleagues and the challenges that female academic leaders have to face in taking leadership roles have been well-documented, very little is known about female academic leaders and managers’ career advancement in developing countries like Vietnam. This paper reports on an exploratory study of a research project funded by the Cambridge—Viet Nam Women Leadership Programme, which aims to advance an understanding of the status of, and identify strategies to empower, female academic managers in Vietnamese higher education. The focus of this paper is on university leaders and female Deans’ perceptions of the barriers to female academic Deanship and female Deans’ reflections on the facilitators for their career advancement. The study found that the main barriers are strong family obligations, negative gender stereotypes regarding females as leaders, and female academics’ unwillingness to take management positions. The major facilitators of female Deans’ career advancement are self-effort, strong family support, and, what is perceived to be, a favourable or ‘lucky’ selection context. The paper provides empirical evidence to support the view that family support is a crucial factor for female academic career advancement in Vietnam. Women are both an agent and an object of change in empowering female academic leadership.  相似文献

This paper explores some of the relationships between the understanding of gender equity and gender issues in education held by academic staff in an institute of higher education, and their views on the importance of incorporating gender into the curriculum. The paper discusses findings pertaining to how academics approach gender issues in their teaching in their relationships with students and with other members of staff. In so doing the question is raised—what messages are trainee teachers receiving about gender issues? The findings also discuss some of the pedagogical implications arising from the absence of theoretical perspectives or orientations in relation to gender in preservice teacher education.  相似文献

Adopting a pluralistic view of academics’ informal learning that draws on Habermas (1987), this article suggests that a great deal of academic learning results from tensions and incompatibilities between individual interests and those of employing institutions increasingly resonant with the ideology of New Public Management (NPM), with its emphasis on market forces (e.g. student as ‘customer’), enhanced management power, surveillance, and measurement. To explore these ideas further, the article draws on interviews with academics at an Australian university to examine their informal learning about teaching. The academics interviewed had learnt a great deal from the changing context about how teaching is perceived by their institution, as well as about their own personal status and security in the new environment. The paper suggests that the ruthless push of NPM and associated ideologies and pressures impacting on higher education in Western countries represent ‘currents’ running counter to the efforts of academic developers to foster teaching excellence and expertise. The article’s conclusions suggest value in further research into the impact of ideological changes such as NPM on ‘learning about teaching’ in a variety of institutional settings.  相似文献

The use of mentoring for staff development is well established within schools and the business sector, yet it has received limited consideration in the higher education literature as an approach to supporting learning for academics. In this study located at one metropolitan university in Australia, an online questionnaire and one-on-one semi-structured interviews were used to explore academics’ experiences of mentoring, with a view to understanding the broader benefits mentoring might offer to the academic community. Findings from the study highlight that in an era where change is pervasive tertiary education providers should consider implementing mentoring as a valuable approach for supporting the work of academics. The academics in this research explained that through mentoring, they learnt how to build professional relationships and friendships; it helped them develop a sense of personal satisfaction; acted as a catalyst for career and leadership enhancement; expanded understandings of teaching and research and as a consequence of engaging in self-reflection it opened up new ways of thinking about their work.  相似文献

Chinese higher education institutions have been subjected to the intensive bureaucratic governance led by the central authorities since 1949. Since the new public management has been a burgeoning social discourse, some reforms have been conducted recently, centering on the competitive contract-centered employment of staff, integration of industrial sectors, universities, and research institutes, and the evaluation of teaching quality at the undergraduate level. By embracing the ideas of new public management, a mode of mixed governance has evolved within the larger milieu of Chinese higher education. By in-depth interviews with 36 university teachers from a university in western China, this study finds that the distribution of income within the academic community has been polarized, so that the career development of new teachers and those in low priority disciplines is curtailed. Additionally, research is assigned more priority than teaching; institutional service has made distracted academics from knowledge. Lastly, Chinese academics’ work has been greatly affected by a mixed mode of governance spawned by the unique integration between paternalistic governance, bureaucratic management, and new public management.  相似文献

In this article we examine issues of academic identity through the lens of academics’ everyday workplace writing, offering a complementary perspective to those already evident in the higher education research literature. Motivated by an interest in the relationship between routine writing and aspects of professional practice, we draw on data from interviews with 30 academics across three different universities. Our discussion is illustrated with excerpts from interview data, and is organised around three emerging themes: ‘reconstructing academic identities in a shifting academic workplace’, ‘considering new articulations of disciplinarity’, and ‘moving on from the golden age’. We conclude that the reconstruction of academic identities, through engagement with established and emerging workplace documents, may well be enabling academics to build new identities within the changing university.  相似文献

Performance Indicators (PIs) are playing an increasingly important role in many western governments' approach to the management of higher education (HE) institutions, and this includes Australia. However, the introduction of PIs by these governments in the HE sector has been far from smooth. The literature on the limitations of PIs, particularly in research and teaching, are plentiful. This paper argues that an effective way to improve the application of PIs is to obtain input from university academics. It starts with a survey of the attitudes of Australian academics from four representative universities towards the application of PIs in their institutions. Although this was found to be generally negative, the academics did point out some strengths in the current PI system. Reasons for their dissatisfaction with the indicators were also covered, such as the inability of the current indicators to capture the dimensions of academic work, and privileging research over teaching. Furthermore, the academics provided numerous suggestions for improving the application of PIs in HE.  相似文献
