The effect of government policies on the acquisition of library resources in Nigeria

The acquisition of library resources in Nigeria at one time was mainly import oriented. This made the acquisition process very involved in foreign trade and foreign exchange transfer, with most items purchased from overseas book dealers. In the 1970s and 1980s Nigeria was affected by the prevailing world economic condition, and the nation experienced a decline in foreign exchange earnings. In order to improve the nation's economy, the government introduced certain structural policies. This paper highlights the effect of these government policies on the acquisition of library resources generally and the book trade in particular in the country, and the survival measures adopted by the Nigerian libraries.

随着数据库等网络资源的蓬勃发展,图书馆的图书收藏受到了很大影响。在经费逐年萎缩,图书价格逐年上涨的情况下,为了提高图书馆图书采访质量,必须对图书采访工作进行量化控制。文章从购书经费的分配、采购图书内容的确定、年度采购计划的制定等方面入手,探讨了图书采访工作全过程的控制方法。     

Library and information science literature: Research results

This paper reports the findings of a study on library fundraising in Pakistan. The review of literature revealed that no formal survey on this topic was carried out before. However, general library literature in the country mentioned the examples of donations and gifts received in libraries. An opinion survey of selected experts in the field of library and information science from various cities was conducted. Their interviews were also audio-recorded. The library leaders showed their opinions on the importance of various fundraising activities. A SWOT analysis (strengths, weaknesses, opportunities and threats) of Pakistani libraries was also conducted. The respondents also expressed their opinions about which institution/group should start the process of library fundraising. According to respondents “there is a potential for library fundraising” in Pakistani society. The paper stresses that Pakistani librarians should be made aware of the importance and methods of seeking private money to improve their services.

Applications of Internet of Things in university libraries of Pakistan: An empirical investigation

This study aims to investigate the applications of the Internet of Things (IoTs) and highlights the challenges faced to implement IoTs in Pakistani university libraries. This study opted exploratory sequential mixed-methods approach and was completed in two phases. In the first phase, purposefully selected university librarians were interviewed. In the second phase, quantitative data were collected from 122 university librarians across Pakistan. This study found that Pakistani university libraries implemented IoTs-based appliances including smart air conditioners, automatic fire alarms, smart hand sanitizer machines, and smart security doors. Moreover, the university libraries were using limited IoT-based services that are auto notification of check-out, check-in the reading materials, self-check-out and self-check-in system, recognition of user's card, and the use of Radio Frequency Identification (RFID) tags for security perspective. The major challenges to implementing IoTs applications were found lack of a highly networked and integrated environment, budget problems, unavailability of policy and strategic plan, and the lack of technical personnel. This novel study explains the extent of IoTs applications and the challenges to adopt and implement IoTs in Pakistani university libraries. The research findings would be useful for library and university administrators who are interested to implement IoTs applications in their libraries.

[目的/意义]研究应用智能手机实现图书馆读者在书店借书的外借服务流程及其信息交换。[方法/过程]借鉴国外图书馆读者决策采购(PDA)的基本原理和具体实践,运用手机图书馆技术实现读者、图书馆、书店三者之间的信息交换和互操作,从而实现图书馆与书店合作开展移动外借服务。读者在书店看到想借阅的图书,可以用手机扫描该书的ISBN条形码获取图书的基本信息,手机应用程序将此信息与图书馆的馆藏目录和征订目录进行比对,以决定读者是否可以在实体书店借阅该图书,或者将该图书推荐到图书馆的荐购目录中。[结果/结论]读者、图书馆、书店三者之间的信息交换和互操作是实现图书馆与书店合作开展移动外借服务的关键技术环节。
