It is a widely accepted maxim that, like business generally, higher education is globalising. For many countries, higher education is now an important export sector, with university campuses attracting international students from around the world. Licensing production, in the form of franchising degree provision to international partners, is beginning to mutate into foreign direct investment as many universities set up campuses in other countries. While there are clearly parallels between the globalisation of business and higher education, this paper examines the supply- and demand-side drivers within the university sector. It argues that an alignment of special factors, rather than an inexorable trend towards commercialisation, has caused the recent internationalisation of higher education and concludes that current trends are unsustainable in the medium-term.

The present European higher education policy and research policy can be characterized as emphasizing external financing of universities, competition between and within universities, and the need for a more practical and economically profitable output from research and education. A theoretical framework of analysing the impacts of this new rationale can be constructed on the following two premises. First, the funding structure of universities and university research is a main factor that influences the situations in which universities and their members make their decisions on teaching, research and administering. Second, universities consist of various groups of personnel each having and developing objectives and preferences of their own. This theoretical framework is applied to the Finnish science university system. On the basis of the analysis it can be seen that although the new policy probably has clarified the division of labour between universities, there have emerged some negative unintended consequences of the new funding structure. Indications of weakening performance in research and education can be identified in the empirical analysis.

This paper presents the findings of a study undertaken by the United Kingdom Quality Assurance Agency for Higher Education (QAA), with support from the International Network for Quality Assurance Agencies in Higher Education (INQAAHE), aimed at investigating the challenges and limits to cross-border cooperation in the quality assurance of transnational education. The study builds on the outcomes of the recently concluded Erasmus Mundus project Quality Assurance of Cross-Border Higher Education (QACHE) and in particular the QACHE Toolkit developed as part of the project to foster cooperation between quality assurance agencies in quality assuring transnational education. Based on the responses to a survey sent to QAA’s partner agencies in key sending and receiving countries of transnational education, the study extract recommendations to agencies to help them developing viable strategies for inter-agency cooperation, identifying concrete ways in which they might or might not cooperate across borders.  相似文献

Reform in higher education financing in Kenya has been occasioned by both endogenous and exogenous variables. Internal pressures of a declining economy, rapid demographic growth and increased inter-and intra-sectoral competition for scare financial resources, couple with external neo-liberal doctrine championed by global donors like the World Bank have resulted in a new market-competitive policy of financing higher education. This paper analyzes the equity and risk effects of the new policy for the main stakeholders, namely students, academics and institutions themselves. The paper contends that the policy shift has had a significant effect on equity just as it has introduced universities to risks through engagement in academic capitalism with its emphasis on marketization of university programs and services. The paper concludes with suggestions on some policy options that could help to mitigate the negative consequences of this new policy.

The UNESCO International Bureau of Education (IBE), through the Community of Practice (COP) in Curriculum Development, organized eight Regional Preparatory Workshops on Inclusive Education in 2007. These workshops had the overall goal of initiating a participatory, consultative process in order to highlight key issues and challenges regarding inclusive education, to be presented at the 48th session of the International Conference of Education (ICE) 2008. Each preparatory regional workshop centred on four sub-themes around which the IBE Council has proposed to articulate the 48th ICE: Approaches, Scope and Content; Public Policies; Systems, Links and Transitions; Learners and Teachers. In the framework of conceptual dimensions of inclusive education, and the sub-themes of ICE 2008, this article identifies trends across regions within the ICE sub-themes and highlights points for future debate on inclusive education.

This article focuses on responses of higher education institutions to governmental policy. We investigate the influence of organisational characteristics on the implementation of quality management in Hungarian higher education institutions. Our theoretical framework is based on organisational theories (resource dependency and neo-institutionalism), Allison’s models on organisational decision-making processes, and also addresses some of the more specific characteristics of higher education institutions. Our empirical investigation shows that organisational characteristics matter in policy implementation of quality management in Hungarian higher education. Certain organisational variables, viz. leaders’ commitment to the implementation process, the involvement of external consultants, institutional reputation, and bureaucratic and political decision-making processes have strong effects on the implementation of quality management. Characteristics particular to higher education institutions were much less influential.

This study examined the experience of faculty ethicality in education. Research questions focused on faculty characterizations of professional ethics, related socialization experiences, and responses to dilemmas. Interviews were conducted with 32 faculty members and analyzed using the constant comparative method. Findings describe the experiential dimensions of faculty ethicality and the influence of a higher education ethos on professional reasoning and decision making. The tenure and promotion process is the most influential dimension; but faculty reward systems in general, as well as personal and family identification, also help to structure ethicality. Four elements of academic ethicality are discussed: standard, information, diversity, and integrity.

This article explores the theoretical foundations of social cohesion as it relates to higher education institutions. In so doing it seeks (a) to understand the core elements of social cohesion—social capital, human capital and ethical behavioural norms that serve a common good—and (b) to establish a flexible framework for understanding the combined contributions of higher education to society. Tertiary institutional phenomena (those occurring in higher education) that are involved in the creation of social cohesion are hereafter termed academic social cohesion. The particular emphasis is on higher education’s role in cultivating moral awareness as a vital product of institutions’ primary activities. These core functions of colleges and universities are discussed in relation to both academic social cohesion and the degree to which they should involve the creation of specific ethical norms.

This paper characterizes and evaluates the student allocation in the Portuguese public higher education system. It describes the supply and demand sides of the system by looking at the numerus clausus across areas of study and institutions, institutions’ degree of diversity, and performance and adjustment indicators based on students’ revealed preferences. Performance indicators quantify the adequacy between demand and supply, across institutions and fields of study, and gauge the performance of public higher education institutions in the competition for candidates. Adjustment indicators allow us to predict the potential impact of changes in higher education regulations on student allocation and its stability. According to these indicators, such changes could result in an expansion for some institutions and fields of study, whereas other institutions might face a reduction.

Institutional change includes the supplanting of the old model of production with a new one, the elimination of old markets and the emergence of new ones. As higher education around the world shifts from national markets to an integrated transnational market, and possibly toward a virtual market, Christian higher education, like other market sectors, will have the opportunity to redefine its market niche. Emerging opportunities linked to new institutional rules will challenge higher education in ways that may not yet be obvious to its present managers and faculties. How the university in its portfolio of options might negotiate the elimination of old markets and the creation of new markets is the subject of this essay. A general set of principles and recommendations is offered.

While a vast literature exists on students and their learning, work on lecturers and their teaching continues to lag some way behind. This paper explores the notion that the complexity of Higher Education (HE) today significantly impacts upon what goes on in the classroom through a two-tiered study. Semi-structured interviews were conducted to explore lecturers’ perceptions and experiences of teaching a specific module. Interviewees raised issues pertaining to the wider departmental, institutional and socio-political context. Consequently, focus groups were run with key people in the University to explore their perceptions of teaching and learning within the current HE climate. The findings suggest that lecturers perceive numerous external factors to impinge upon their teaching and attempt to militate against these in various ways in order to achieve ongoing enhancement of learning for students.

Embracing the Russian Federation since 2003, the Bologna process is no longer exclusively confined to western European countries. As early as 1999, Vladimir Putin declared the Russian exclave of Kaliningrad, wedged between Lithuania and Poland, as a potential pilot region for intensified cooperation between Russia and the EU on a number of policy areas, including higher education. In this paper, we study whether the Bologna process has served to underpin these ambitions. With a view to the EU, we will ask to what extent the European Union has proffered a model or directly influenced the path for transformation of Kaliningrad’s higher education system. We argue that a number of Kaliningrad-based actors in higher education have recognized the salience of European models and the need to work closely with partners from the EU, while Moscow only allows for marginal discretion in terms of Kaliningrad’s higher educational policy.

This article reviews the work of Jong-Hsiang Yang in science education and his efforts in creating a research culture in Taiwan. Following in Yang’s footprints, the rebuilding of science education, implementing a new science curriculum, and gaining the academic status of science education, we go through the important years of the development of science education in Taiwan. His leadership in introducing interpretive research methods and expanding international studies catalyzed profound changes to science education research in Taiwan.

Chile’s higher education system stands out as being one of the most privatized and open to the market in the world. Recently, the Chilean Congress passed Law # 20.027 of 2005, which provides the legal framework for the creation of a student loan system guaranteed both by the State and by higher education institutions (HEIs), financed by the private capital market through the securitization of the loans. The system operated for the first time in 2006, where approximately 21,000 students were able to access financing of their higher education for the remainder of their careers. It is expected that as the system matures, more and better information will be available, which will benefit the students and the HEIs; and it is highly likely that the current number of financed students could grow significantly in the next few years. The purpose of this article is to describe the outstanding characteristics of this system, explain its conceptual basis and analyze the public policy choices available in its design.

As state-level merit-based financial aid programs proliferate, analysts both find that these programs have a disproportionate effect on students traditionally under-represented in postsecondary education and question the use of limited public resources in an inefficient and inequitable manner. This study, using survey data regarding the perceptions of all potentially eligible scholarship recipients, explores the impact the Tennessee Education Lottery Scholarship on college access for minority and low-income students. The empirical results indicate that African American and low-income students are more likely to perceive their eligibility for merit-based scholarships as having an impact on their decision on whether or not to attend college. A consequential policy implication is that a liberally awarded merit-based scholarship program, while inefficient, may provide sustainable access for those students in greatest need of financial aid.

In this paper, the influence of personal networks and social support on study attainment of students in university education is examined. Furthermore, the paper aimed at clarifying the possible mediating role of achievement motivation, time spent on studying and working, procrastination and self-esteem. The study is a follow-up of the ’89 cohort study, but is restricted to those students who have transferred to university education after finishing secondary education. The students have been approached with a questionnaire in 2004. Multinomial logistic regression shows that social support has no effect on study attainment, but that personal networks do have an effect on attainment. The relationship between social support and personal networks on the one hand and study progress on the other hand is not mediated by the before mentioned variables.

Although there is a growing interest of policy makers in higher education issues (especially on an international scale), there is still a lack of theoretically well-grounded comparative analyses of higher education policy. Even broadly discussed topics in higher education research like the potential convergence of European higher education systems in the course of the Bologna Process suffer from a thin empirical and comparative basis. This paper aims to deal with these problems by addressing theoretical questions concerning the domestic impact of the Bologna Process and the role national factors play in determining its effects on cross-national policy convergence. It develops a distinct theoretical approach for the systematic and comparative analysis of cross-national policy convergence. In doing so, it relies upon insights from related research areas—namely literature on Europeanization as well as studies dealing with cross-national policy convergence.

This experimental study was designed to investigate whether supervision meetings, in which students receive specific advice on how to use a development portfolio to monitor their progress and plan their future learning, helps them to develop self-directed learning skills and improve their learning in the domain. In the first year of a hairdressing program in vocational education, supervision meetings were used to provide students with either specific advice or not. Students in the advice group (n = 21) formulated better learning needs, selected more suitable learning tasks, completed more practical assignments, and acquired more certificates than students in the feedback-only group (n = 22). Interviews also showed that students in the advice group appreciated the supervision meeting more and perceived them as more effective than students in the feedback-only group. Guidelines are provided for the use of development portfolios and the organization of supervision meetings in on-demand vocational education.
