This paper examines the expansion of the OECD's Programme for International Student Assessment (PISA) and associated growth in the influence of the OECD's education work. PISA has become one of the OECD's most successful ‘products’ and has both strengthened the role of the Directorate for Education within the organization and enhanced the significance of the organization in education globally. We provide an overview of the OECD, including organizational changes in response to globalization and the changing place of the Directorate for Education within the organization, particularly with the development of PISA in the late 1990s. We show how the OECD is expanding PISA by broadening the scope of what is measured; increasing the scale of the assessment to cover more countries, systems and schools; and enhancing its explanatory power to provide policy‐makers with better information. The OECD has also developed the Programme for International Assessment of Adult Competencies (PIAAC) and PISA‐based Tests for Schools, which draw on the PISA template to extend the influence of its education work to new sites. The paper draws on data from 33 interviews with past and present personnel from the OECD, the International Association for the Evaluation of Educational Achievement (IEA) and the English and Australian education systems, as well as analysis of relevant OECD documents. We argue that PISA, and the OECD's education work more broadly, has facilitated new epistemological and infrastructural modes of global governance for the OECD in education.  相似文献

The Organization for Economic Co-operation and Development’s (OECD) Programme of International Assessment of Adult Competencies (PIAAC) is put forward as a landmark development in the lifelong monitoring and international comparison of education. The first round of PIAAC’s Survey of Adult Skills compared performance in literacy, numeracy and problem solving in technology-rich environments across 24 countries. However, the translation of any OECD agenda into national policies is mediated by many actors, including the media. This paper examines and compares how the national media of Japan, England and France reported on the PIAAC results of their countries and the extent to which these reports mirror key messages from the OECD’s Country Notes. It begins to trace how the OECD PIAAC agendas materialise into national policies. Although their role in this initial period was limited, we argue the roles of the media together with other policy actors must be monitored as they interact to shape possibilities for sustainable adult education policies.  相似文献

Women's schooling has long been regarded as one of the best investments in development. Yet countries vary widely in the extent to which a year of schooling conveys useful skills and knowledge and hence schooling and education cannot be treated as synonyms. Using two different cross-nationally comparable data sets which contain measures of schooling, assessments of literacy, and life outcomes for more than 50 countries we show the association of women's education, defined as schooling and the acquisition of literacy, with four life outcomes (fertility, child mortality, empowerment, and financial practices) is much larger than the standard estimates of the gains from schooling alone. In our preferred instrumental variables (IV) estimates, that correct for the attenuation bias induced by measurement error, the gain from education is more than 3 times larger than the standard OLS estimates of gains from schooling alone. While our results are not causal estimates, if anything like our results are true in the causal pathways whereby schooling and learning lead to improvements in women's well-being this implies the estimates of the costs and benefits of expansions in grade attainment versus improving learning need to be adjusted accordingly.  相似文献

Education policy has undergone transformation in many countries over the last decade. In this article, we focus on the effects of the most significant international initiative in secondary education, which is the Organisation for Economic Co-operation and Development's (OECD) Programme for International Student Assessment (PISA). We analyse two countries that provide variation regarding the degree of change in their respective education policy-making due to this study; while Germany substantially reformed its education system in reaction to its mediocre PISA results, almost no change has been observed in England. As we show, alterations and shifts in ideas of education policy best account for such a change.  相似文献

This article is based on two major studies. One study was carried out in 1985 and the other in 1987. The discussion examines Form IV Cambridge School Certificate pupils' aspirations in Zimbabwe with special reference to the post‐independence period. Among the main factors said to determine pupils' aspirations, highlighted in the study include: the class structures of scoiety, parents' occupations, gender, the urban‐rural dichotomy and the type of schools attended.

Pupils' aspirations for a developing country such as Zimbabwe have implications for the country's education policies. These implications are in areas such as the expansion of educational provisions, universal primary education, material provision, educational costs, manpower supply and demand and entry into the University.

As far as cost implications are concerned, there is debate in Zimbabwe as to whether the country can afford free and compulsory primary education given limited resources. At the same time limited resources have affected the quality of education. This article attempts to give suggestions as to what education policy makers could do to improve upon the situation.  相似文献

Background:?The extent to which the global financial crisis (GFC) has impacted upon teacher education in universities in Australia is potentially, like most other aspects of teacher education, a contested area.

Purpose, aims/questions:?The aim of this article is to examine the impact the GFC along with other funding constraints, has had on teacher education in Australia.

Sources of evidence:?On the surface we could cite some aspects of teacher education which may point to a significant impact of the GFC such as funding from the government not keeping pace with other OECD countries' spending on higher education in general and teacher education in particular, increased pressure to find appropriate practicum placements for students, increased staff/student ratios, reduction of hours for teaching in university courses, obsession with profit margins and cost-driver budget models. However, all of these issues were evident or at least immanent before we started hearing about the GFC. Alistair Mant in his book Intelligent Leadership (Crow's Nest, NSW: Allen and Unwin; 1997) employs the metaphor of frogs and bicycles to describe organisations and systems. Universities and most organisations are in fact more naturally like frogs than bicycles. They are organic in that all parts interact to create the whole and they are complex systems, which are not susceptible to technical, machine-like approaches. A bicycle is a machine and a frog is a living thing.

Main argument:?Governments view universities as bicycles or machines, and this thinking is further reinforced through the introduction of a market forces model. Teacher education when treated as a bicycle when it is really more of a frog, shows signs of adaptation for as long as it can cope with various bits being cut off, but then will become unsustainable. While the impact of the GFC in Australia generally was much less severe than in many other countries, the continued starving of teacher education of adequate funding over a long period has taken its toll as reflected in unduly high staff student ratios, an over-reliance on casual staffing, insufficient funds to support the requirements of practicum placements, unrealistic staff workloads, lack of succession planning and inability to innovate.

Conclusion:?The issues discussed in this article are likely to be attributable to a highly successful and prolonged period of economic rationalism and policies, which emanate from New Right ideologies. The influence of neo-conservative and neo-liberal policies is well in evidence in universities generally and in Australia, successive governments have underfunded higher education.  相似文献

The OECD's recent research initiative, Attracting, Developing and Retaining Effective Teachers ( OECD 2002 ), has highlighted teacher supply and demand as an area of international concern. Using data collected in this area as part of a wider OECD initiative (the PISA 2000 study) an individual‐level analysis was conducted on the views on teacher recruitment and retention of 5416 headteachers, principals and administrators working in secondary schools in 25 countries. The findings showed considerable variation between countries in terms of perceptions of the impact of teacher shortages, inadequacy and turnover. Surprisingly, however, differences in the reports of headteachers working in the same countries were only rarely related to the size, location, or other characteristics of the schools in which they worked. Although there has been considerable previous research into headteachers’ views on this issue, much of this research has been, by necessity, small scale and restricted to a single nation. This article provides a much larger scale perspective and allows international comparisons to be made.  相似文献

In their seminal article, Guiso et al. (2008) uncover a positive relationship between several measures of gender equality and the math gender gap (which tends to favor boys) by exploiting cross-sectional variation in PISA test scores from 39 countries - the majority of which belong to the OECD - at a given year (2003). Using five waves of PISA data spanning the period 2003-2015 and exploiting variation both across- and within-countries, we find that the positive association between the female-male gender gap in math test scores and several measures of gender equality vanishes in OECD countries once we account for country fixed effects. Interestingly, our analysis also uncovers a positive and statistically significant association between the math gender gap and several gender equality indicators for countries in the bottom quartile of per capita GDP. This association is robust to controlling for country-level time-invariant unobserved heterogeneity.  相似文献

The Organization for Economic Co-operation and Development (OECD) has identified an elaborate set of indicators by which to judge aspects of education systems. This paper provides a comparative analysis of the education-related features of 28 high-income countries in terms of three blocks of indicators relating respectively to the contexts, processes and results of each system. Factor analyses showed that several aspects of the OECD model are more complicated than previously thought. For this reason, the OECD faces a choice of enriching the range of indicators or pruning some components to gain parsimony and greater country participation in data collection. The article demonstrates that to the extent that the OECD model holds, education context variables appear to influence costs, resources and school processes. In turn, processes appear to influence results including achievement though in some cases weakly and in other cases surprisingly. Although further changes in the OECD model deserve consideration the article also shows how it has grown substantially in scope, methodological rigor and country participation during the past decade.  相似文献

Amid growing debates around international assessment tools in educational policy, few have critically examined how students themselves are cast in policy tool production processes and discourse. Drawing on Stuart Hall's concept of representation, we show how higher education (HE) ‘students’ are constructed, fixed and normalized by the Organisation for Economic Co-operation and Development's (OECD) Assessment of Higher Education Learning Outcomes (AHELO) initiative. Based on an analysis of AHELO texts, we argue that the OECD, during the early stages of test production, fixes and circulates the meaning of ‘students’ as represented objects. We identify and analyze two distinct representational practices at work in AHELO texts: classifying and organizing, and marking. We posit that by fixing images of the student as an object of learning and as a consumer–investor subject, the OECD creates ‘usable’ representations of ‘students’ to claim jurisdiction over teaching and learning in HE and to justify intervention through standardized testing.  相似文献

Returns to Higher Education in 21 OECD Countries: The impact of economic and university policies. – We present new estimates of the private internal rate of return (IRR) to Higher Education (HE) in 21 OECD countries. In 2001 the IRR varied considerably across countries, ranging from 4 percent for women in Italy (5 percent for men in Spain) to 14 percent in Ireland. IRR are relatively homogeneous across gender. At 6¼ percent the IRR for Germany falls short of the OECD average (8½ percent). The largest contributor to benefits from HE is the educational wage premium; the largest contributor to costs is foregone income while studying. Cross-country differences in IRR are driven by differences in the wage premium (27 percent in Spain versus 91 percent in Hungary and the United States), in the duration of HE, the marginal tax rate, and direct costs of HE. We then simulate the effect of policy reforms on the IRR. An increase in tuition fees equivalent to 15 percent of average national income would reduce the IRR by 0.8 to 1.6 percentage points (Germany: 1.1 percent). Shortening the duration of studies by 10 percent and reducing the progressiveness of the income tax schedule would compensate for the fall in the IRR.  相似文献

Although countries worldwide are emphasizing the importance of science education for technological development and global economic competition, comparative findings from standardized international student assessments reveal a huge gap in science scores between developed and developing countries. Certain developed economies too have made little progress in raising science achievement over the past decade. Despite school improvement being placed high on the policy agenda, the results of such actions have been poor. Therefore, there is a need to explore additional ways in which science achievement can be enhanced. This study focuses on the family and examines whether parents' attitudes towards science (how much they value science and the importance they place on it) can influence their children's science achievement. Individual- and school-level data are obtained from the Program for International Student Assessment 2006 survey for 15 Organisation for Economic Co-operation and Development (OECD) and non-OECD countries. Hierarchical linear modelling is employed to estimate the equations. The findings indicate that parents' attitudes towards science have a positive and statistically significant effect on science achievement, after controlling for other important student- and school-level variables. Moreover, students from poor backgrounds appear to benefit from more positive parental science attitudes as much as students from high socioeconomic status, such that equality of student achievement is not affected. This study recommends that schools and teachers encourage parents to play a more pro-active role in their children's science education, as well as educate parents about the importance of science and strategies that can be adopted to support their children's science learning.  相似文献

ABSTRACT

The year 2015 was significant for the arena of international development, as UNESCO’s Education for All agenda was replaced by Education 2030, which would identify minimum standards of education quality. The OECD had been working on extending its existing PISA assessment into low- and middle-income countries through PISA for Development (PISA-D) and positioned the new assessment as a means of tracking progress on the post-2015 goals. The organisation maintains that PISA-D was introduced primarily in response to the demands of the international community, especially low- and middle-income countries, and that the assessment was developed in partnership with them. This paper investigates those claims through an analysis of the arrival of PISA-D in Cambodia, situating the analysis within UNESCO’s shifting agenda and the strategic visions of the OECD and World Bank that first emerged in the 1990s. The result is a very different picture to the portrayals of local agency, demand, consensus and partnership that adorn the official websites and pamphlets of global agencies and much academic research, raising serious doubts about education governance post-2015.  相似文献

The positive effects of Early Childhood Programs (ECP’s) on children’s school success have been demonstrated in the literature. However, most studies were completed in the U.S.A., where ECP’s vary widely, based on differing auspice, regulation, cost, and other factors. In European countries, ECP’s are generally far more homogenous. This is particularly true for Germany where most programs are community-based Kindergartens operated under similar structural conditions.In this study, we examine the relationship between Kindergarten attendance and the 7th grade school placement of children in West Germany, differentiating associations for the children of German citizens as compared to those of immigrants. Using information from a representative population sample, the German Socio-Economic Panel (SOEP), different models were estimated. The results indicate that there is no significant relationship between Kindergarten attendance of children of German citizens and children’s later school placement. However, for children in immigrant households the reverse is true: later school placement was significantly associated with Kindergarten attendance prior to school enrollment. Additionally, the analysis showed that controlling for Kindergarten attendance changed the level of significance for other well-known “school attainment determinants,” such as father’s education and household income.  相似文献

Although originally created for economic purposes, the Organisation for Economic Co-Operation and Development (OECD) has increasingly gained weight in education policy in recent years and is now regarded as an international authority in the field, particularly through its ‘Programme for International Student Assessment’ (PISA), which was highly esteemed in many countries and enabled diverse domestic education reforms. OECD derived a variety of policy recommendations from the PISA results. However, which of these were implemented at the national level and how OECD was able to achieve an impact on its member states have not yet been analysed in sufficient depth. To answer these questions, we analyse which OECD recommendations were reflected in Switzerland and the US. As their reception differs across countries, we assess under which conditions policy convergence towards the OECD ‘model’ took place. Then we elaborate on the governance mechanisms that caused policy convergence. We show that in Switzerland PISA's platform for transnational communication enabled policy learning at the expert level, thus leading to a rather high degree of policy convergence. This was not the case in the US, where PISA was regarded only as one of many studies assessing the performance of education systems.  相似文献

ABSTRACT

This paper suggests that the Organisation for Economic Cooperation and Development (OECD) education policy work of the last 20 years has achieved a paradigmatic shift in the thinking and framing of education; however, this process was not exclusively based and dependent upon the cold rationality of numbers. Crucially, as the article will show, it has also involved processes of socialisation and learning. The paper argues that a constructivist-institutionalist perspective based on the notion of socialisation provides adequate tools to explain the dominance of the OECD in the education policymaking world. The paper makes use of policy learning theory to show how and why it is the coming together of various actors in social terms that sustains and reinforces the numbers game, rather than simply the validity or strength of the numbers themselves. It uses the case of the publication of the OECD Review of Swedish education in 2015 to empirically flesh out the argument. Although the influence of the OECD has been great to a number of countries, Sweden is perhaps one of the few that displays such unanimity of public opinion and the academic and policymaking worlds in regard to the indispensability of the OECD as an education policy expert and actor.  相似文献
