This paper outlines the findings of a study that examined the conceptions of academics regarding the nature of ‘leading’ and ‘managing’ learning and teaching in six Australian universities. These data were considered in the light of institutional systems and documentation regarding the leadership and management of learning and teaching and the contemporary literature on leadership and management, particularly in higher education. The research found that there was congruence between academic conceptions of the roles of leaders and managers in HE and those found in other contexts. In contrast, there was considerable variance and significant gaps between these conceptions and HR and professional development practices. The paper reports findings that have significant implications for more systematic and explicit professional development for University leaders and managers of teaching and learning. In addition, it argues that changes are required to the prevailing approaches in the current HR systems and policies in order to effectively develop, support and recognize effective leadership and management practices as they relate to learning and teaching.  相似文献

In the unfolding Maltese education scenario of decentralization and school networking, I explore distributed leadership as it occurs at the college level through the leaders’ narrative and performance in an investigation of the power relations among the different-tiered leaders. This article uses data from the case study of a Maltese college consisting of four primary and three secondary schools. Using these data from an ongoing doctoral study, all subjected to narrative and discourse analysis, I adopt the stance of a ‘story teller’, as I craft a narrative from the data to represent a ‘play of voices’. Foucault’s theories of power, governmentality, discourse and subjectivation are used to explore the unfolding of power relations. Analysis reveals a dichotomy between the leaders’ narrative of distributed leadership and their performance of it. There is the presence of a raging battle among the discourses of collegiality and isolationism, through the discourse of distributed leadership, and within the discourse of educational leadership itself. Distributed leadership is a challenge to perform at the college level; with resistance being demonstrated in overt or more subtle ways along the different hierarchies, although power does circulate. This article contributes to educational leadership literature with regard to the power relations among top educational leaders in a networked school setting.  相似文献

English primary schools are considered quasi‐collegial institutions within which staff communicate regularly and openly. The activities of staff, however, are bound by institutional norms and conditions and by societal expectations. Wider agendas of governmental control over the curriculum and external controls to ensure accountability and learning standards have influenced the development and purposes of middle leaders’ roles. This is a conceptual paper that explores issues around the agency of primary school middle leaders within a wider context of the political and educational agenda. Through a reconsideration of research conducted by one of the authors since the inception of the notion of ‘subject leaders’, we exemplify ways in which primary school middle leaders’ attitudes have developed and changed over the past 15 years. In this paper we identify attitudes to leadership, the influence of distributed leadership on primary school role‐holders and possible ways forward for middle leaders.  相似文献

Abstract

Practices such as formal focused professional dialogue groups, coaching conversations, mentoring conversations and professional learning staff meetings have been taken up in schools and pre-schools as part of long-term action research and development activities to improve the learning and teaching practices. The development of relational trust has long been described in the literature as pivotal for the ongoing ‘success’ of such research and development in sites. In this article, we attempt to re-characterise relational trust as it is accounted for by participants in action research. We present data from a cross-nation study of middle leaders from Australian primary schools and Swedish pre-schools. Middle leaders are those teachers who ‘lead across’; they have both an acknowledged position of leadership or responsibility for the practice development of colleagues and a significant teaching role. The larger study examined the practices of middle leaders; and in this article we draw on interview data from one of the case-study sites that illustrate how colleagues in schools recognise the role middle leaders have for facilitating action research and teaching development. This article specifically presents excerpts from semi-structured interviews with 25 teachers, three principals, three executive teachers and three district consultants. Interviewees described how nourishing a culture of relational trust and mutual respect are critical features in the change endeavour. For them, the practices of the middle leader who facilitated the action research were instrumental in developing trust for teacher development. Analysis of participant accounts revealed five dimensions of trust: interpersonal trust, interactional trust, intersubjective trust, intellectual trust, and pragmatic trust.  相似文献

ABSTRACT

The purpose of this article is to explore the development of the knowledge base on middle leadership in schools. Since the seminal reviews conducted by Bennett a contemporary scan only of the scholarly literature on middle leaders/leadership in schools has not been undertaken. Consequently, this article looks at outputs relating to this topic by examining research papers indexed in the Web of Science and in SCOPUS between 2003 and 2017. The prime purpose of this review is to offer some reflections on the development of the empirical base on middle leadership in schools since 2003 and to highlight some of the implications for future research. The article concludes that middle leadership in schools remains an ongoing focus of research inquiry in a growing number of countries but suggests that the knowledge base would benefit from more sophisticated empirical studies and greater theoretical analysis.  相似文献

This article reports on the findings from a study into high-performing leadership teams in English primary schools. The schools, in the sample, received ‘outstanding’ Office for Standards in Education (Ofsted) grades overall, and for leadership and management, in their most recent school inspection. The evidence suggests that developing a successful primary school leadership team takes time, commitment and continuity. The development of leaders requires a deliberate approach to build individual capacity and team unity. Effective team working takes time to develop and that ‘quick fix’ solutions to inadequate team work are inappropriate.  相似文献

ABSTRACT

The image of backbone teachers has long informed the modern-era Chinese educational system. Backbone teachers play leadership and modeling roles in school-based groups of teachers focusing on research, lesson planning, and grade development. China’s New Basic Education (NBE) reform, which differs from previous Chinese reforms, aims to systematically transform schools in order to respond to contemporary social and economic changes. NBE views the development of individual subjectivity as education’s ultimate goal. Teachers’ roles need to shift from transferring knowledge to students to constructing knowledge with students and from teacher-as-curriculum-implementer to teacher-as-curriculum-maker and knowledge constructor. Backbone teachers are foundational to the NBE reform. In this article, we introduce the NBE initiative, and elaborate how NBE nurtures backbone teachers so they can ‘model as leaders; [and lead] other teachers as backbones’ in the reform. To end, the national and international implications associated with our case are discussed, along with future research suggestions.  相似文献

ABSTRACT

This study builds on research which contends that just as effective principals must lead across a broad purview of responsibilities in order to build successful schools, so too must middle leaders. Decentralisation of school management has resulted in an expansion of school principals’ responsibilities, contributing to a further distribution of leadership responsibility to middle leaders. This conception of middle leadership requires a shift in understanding of the nature of middle leaders’ work. There is vast potential for middle leaders to contribute to their schools beyond subject administration, yet the research base yields limited insight on such work and on how middle leaders can be supported to accomplish it. This research finds that middle leaders who expand their leadership responsibilities do so in contexts that utilise school mission, policy enactment and organisational design as platforms for enhanced middle leadership.  相似文献

ABSTRACT

This research critically examines the role of pedagogical leadership as it is distributed amongst middle leaders. It seeks to better understand the playful utility of a popular culture metaphor as a frame for understanding empirical data about pedagogical leadership in two Australian schools during a period of imposed curriculum change. Utilising ‘the theory of practice architectures’ (Kemmis, Stephen, Jane Wilkinson, Christine Edwards-Groves, Ian Hardy, Peter Grootenboer, and Laurette Bristol. 2014. Changing Practices, Changing Education. Wagga Wagga: Springer), the paper explores a direct quotation as metaphor from several pedagogical middle leaders that ‘we’re spies’ – and from one participant, ‘in a good James Bond sort of way.’ This research plays with and interprets the politics of practice including collaborating or ‘licensed trouble shooting’, and empowerment or ‘interrogation’ in everyday pedagogical leadership practice where distributing leadership may create espionage, or compliance during reform. Educational reform is espoused for ‘the good of the empire’ of education through the enabling and constraining practices of pedagogical middle leaders.  相似文献

The Beacon scheme was devised by the Department for Education and Employment as a project ‘specifically designed to help raise standards in schools through the sharing and spread of good practice’ (DfEE, 1999a). The article outlines the nature of the Beacon Schools Scheme and examines and delineates some of the management processes in one such school, a Church Aided Lower School, in one of the largest towns in the UK. As a central contention the article argues that the ubiquitous management paradigm of ‘collegiality’ is neither a sufficient nor an accurate representation of effective models of school leadership. An alternative conception of ‘co-constructed leadership’ is suggested which may provide equal benefits in legitimating leadership decisions, whilst at the same time enabling the exercise of appropriate ‘authority’ by school leaders.  相似文献

This paper examines middle leadership of the heads of English, maths and science departments in four international secondary schools in Malaysia. It focuses on their roles, responsibilities, role relationships, instructional engagement and leadership involvement within the theoretical framework of instructional, distributed and teacher leadership. The study is a qualitative multi-method case study, involving observation, documentary analysis, and semi-structured interviews with 12 heads of department, 36 teachers, and four principals. With respect to the middle leaders’ roles and responsibilities, the findings illustrate cross-school and in-school differential developments, with contextual factors contributing to uneasy role relationships. The results also show that, while broad-based leadership opportunities are limited for the middle leaders and teachers, the most powerful and common feature of all these international schools is the centrality of teaching and learning.  相似文献

Currently educational research literature demonstrates wide discussion and endorsement of ‘distributed’ leadership while concurrently traditional, hegemonic forms prevail in practice. This article investigates understandings about educational leadership held by Australian school principals. The article describes the contradictory conceptions about educational leadership currently in circulation. It interrogates underlying assumptions and questions how both hegemonic and newer leadership conceptions and assumptions serve educational leaders. Data from principals around the country and across education systems reinforced the predominance of un-theorised or under-theorised notions about leadership, with similar assumptions found in important policy artefacts and practices. This article emerges from interviews with 100 principals focusing on their professional learning needs, which revealed interesting ideas, issues and dilemmas concerning ‘leadership’. It fills a gap in research on distributed leadership by exploring contradictions inherent in policy, practice and understandings in this area. The article is structured into four sections. First, extant literature on this topic and the research are explained. Second, the article focuses on principals' conceptions about leadership and those inherent within important policy and practical artefacts. A discussion of the findings focuses on the discrepancy between theory and policy endorsement and the views of practitioners. This paper examines leadership in Australia’s vocational education and training (VET) sector. VET leaders make a vital and growing contribution to learners, industry and society, yet research on their work is limited. This has direct implications for ensuring leadership is most effective, and for framing evidence-based capacity development. The current research draws together reviews of complex and often competing contexts, analyses of prior research, and results from a national survey of 327 practising VET leaders. Analysis of what VET leaders report doing in their jobs suggests that while they are attuned to the education-focused demands of their roles, they now need new capabilities to respond to internal and external developments. To identify the powerful forces which shape leadership, the study established criteria seen to mark out effective performance in each role. It highlighted a set of indicators identified by VET leaders as those most important in making judgements about the effective delivery of each role. Identifying indicators of effective performance is important, as it is these which, ideally, drive leaders’ aspirations and behaviours. The future capacity of VET in Australia will be underpinned by the capability and regeneration of its leadership. New programmes need to focus on concrete ‘change management’ skills, working through complex real-world problems and leading change in ambiguous environments. The more authentic and active modes of learning were advocated by VET leaders, who expressed an overwhelming preference for practice-based and self-managed, as opposed to formal, forms of professional learning.  相似文献

This article reports on a study that was funded by the National College for School Leadership in order to explore practices, drivers and barriers to leadership talent identification, leadership development, leadership succession planning and leadership retention within a group of contextually different schools. The article offers two narratives from primary school headteachers, operating in different circumstances, in order to show the ways in which schools are attempting to ‘grow their own’ leaders through systematic policies for leadership development. Key features of successful schools which consider themselves to be good at leadership development, which may be relevant to other primary schools, are outlined.  相似文献

Understanding the various dimensions of teacher leadership is requisite knowledge for encouraging the development of more teachers as leaders. The purpose of the current study was to examine primary and middle school principals’ evaluations of their own instructional leadership behaviours, and thereby pay closer attention to the ideal instructional leadership behaviours suggested in the related literature and the realities of principals’ instructional leadership behaviours. Although studies in the instructional leadership literature have vastly examined instructional leadership and its relationship with various variables, few studies have focused on school principals’ evaluations of their instructional leadership behaviours using a qualitative approach. This study was framed to contribute to gain an insight into the essential characteristics of instructional leadership in Turkey and to suggest some educational implications for school leadership in a Turkish context. The researchers conducted a qualitative case study in a large city in South-eastern Turkey in the academic year of 2012–2013. The study group consisted of 11 primary and middle school principals chosen via a maximum variation sampling technique. It was found that some of the school principals painstakingly tried to improve school-related factors which may potentially increase positive student outcomes. However, they were not able to display some instructional leadership behaviours such as change management, promoting teachers’ professional growth, collaborating with teachers and forming a positive learning environment due to multifarious reasons. The study concludes by presenting implications for the development of school principals as instructional leaders in Turkey.  相似文献

School–community partnerships have shown promise as an educational reform effort. In these partnerships, schools expand their traditional educational mission to include health and social services for children and families and to involve the broader community. Such partnerships have been found to enhance student learning, strengthen schools and support struggling neighbourhoods. Little is known, however, about the implications for school and community leadership in different types of partnerships. A previous review of the literature indicated four basic types of partnership, each with a different scope and purpose and different implications for leadership. Informed by interagency, leadership and social capital theories, this article describes the leadership practices that support each model and the dilemmas these partnership leaders face. The overall goal of the article is to deepen understanding of leadership in these models in order to strengthen the conditions for school–community partnership success.  相似文献

The purpose of this phenomenological study was to capture first-hand accounts of K-12 educational leaders whose school districts were directly affected by the deadly 27 April 2011 tornadoes in rural Alabama, USA. This study was framed by the literature base of leadership; specifically crisis leadership and resilience theory. Findings are organised under the headings of crisis management, crisis leadership characteristics, post-crisis support and crisis preparation. In this study, educational leaders demonstrated resilience in the face of adversity and took decisive steps to rebuild not only their schools but also their communities as well. Additionally, leaders expressed the importance of sharing their stories with others so that the lessons they learned in response to the tornadoes would not soon be forgotten. The study concludes with reflections about crisis planning and implications for future research as well as a call to action to improve crisis management in K-12 educational settings.  相似文献

UK higher education is undergoing a period of significant change that generates a series of tensions and difficulties for universities and university leaders. This paper explores these tensions through analysis of findings from a study comprising 152 semi‐structured face‐to‐face interviews in 12 UK universities. Building on from theories of ‘distributed leadership’ in schools, five main constituent elements of leadership practice in higher education are identified (personal, social, structural, contextual and developmental) and explored to show how they shape perceptions and experiences of leadership. The paper concludes with a refined model that teases apart the multilayered nature of higher education leadership at individual, group and organisational levels. In particular, it is argued that ‘social capital’ and ‘social identity’ act as important bridges between individual agency and organisational structure and that although widely distributed, higher education leadership may be best regarded as ‘hybrid’.  相似文献

Most discussions about special education leadership address the work of principals and district administrators, without reference to the collective and distributed forms of leadership that have taken center stage in contemporary discussions about improving schools. To explore the contributions of and roles for teacher leadership in special education, selected teacher leadership literature in general education is reviewed, including the emergence of new teacher roles in schools, roots and meanings of teacher leadership, and possible benefits of teachers as leaders. Although no studies were found that specifically investigated the work of special education teacher leaders, illustrations of their work are provided as they lead through school-wide collaboration, participate as clinical faculty in Professional Development Schools (PDSs), serve as mentors to new colleagues, and work in district-wide professional development. After a review of several examples of teacher leadership in special education, barriers to teacher leadership and ways of supporting the work of teacher leaders are considered.  相似文献
