Open learning through distance education has come to be accepted as a well-recognised mode of education and training relevant to, and necessary for, meeting the emerging demands of Indian society. Areas hitherto unreached by the conventional education system are now gradually being taken care of by the open learning system in India. One such area is the education and training of local self-government functionaries. Since their number runs in millions, it poses a pedagogical challenge for distance education. This paper argues that education and training programmes offered through the distance mode can effectively meet the training needs of a large number of functionaries, if such programmes are needs-based and give due recognition to the learning styles and preferences of the target group. The author builds his argument around the outcomes of his project in this area of training.

ABSTRACT

This article examines the views of male and female learners regarding how Life Orientation (LO) sexuality education is taught at their schools. Learners in the study were selected from five former ‘Black’ schools in the Eastern and Western Cape Provinces of South Africa. Focus groups were used to identify what learners could recall about their LO sexuality education classes. The strong trend in the data speaks to how LO sexuality education implies a gendered, heteronormative and moralistic approach to youth sexuality which silences and negates same sex relationships and girls’ accounts of sexuality. Although LO sexuality curricula are, as crafted on paper, often sophisticated learning programmes, participants point to a disjuncture between the official LO sexuality education curriculum and how LO sexuality education is taught in the studied schools. The paper concludes with some specific recommendations for teachers to promote a non-judgemental approach to sexuality education that challenges heteronormativity and other gendered injustices as part of the teaching of LO sexuality education.

Abstract

Purpose: This article explores the impacts of action learning on graduates’ abilities to use interdisciplinary knowledge to solve problems, practice teamwork on the job and become change agents through study in two MSc programmes at the Norwegian University of Life Sciences (UMB).

Design/methodology/approach: Electronic questionnaires were sent to students who had graduated from the Agroecology and Management of Natural Resources and Sustainable Agriculture (MNRSA) MSc programmes between 2000 and 2007.

Findings: Both study programmes encouraged students to become change agents promoting sustainable practices through application of knowledge and methods from natural and social sciences. Agroecology graduates applied a greater range of creative research methods, and improved their capacity for holistic and systems thinking more than MNRSA graduates, while the latter were more skilled in building consensus. Graduates from both programmes increased their abilities to create a positive team environment, bring people together to express their views and take multiple views into consideration when making decisions.

Practical implications: This survey documents how action learning develops students’ skills and knowledge to handle complex social and environmental challenges and become change agents.

Originality/value: In the context of increasing challenges in agroecology and natural resource management the findings on how to translate knowledge into action are important for teaching/learning institutions dealing with education for sustainable development.

To support pupils’ learning, teachers must understand what and how their pupils have learned, and teacher education should teach candidates how to do this. This article reports on survey data (n = 270) from three programmes and observation data (N = 104 h) from six programmes, located in Norway, Finland and the US. It examines the candidates’ opportunities to analyse pupils’ learning within their coursework. The authors argue that such opportunities might constitute profound possibilities to examine the complexity of teaching and learning. However, the study finds that the candidates have few opportunities to analyse pupils learning and that the full potential of these opportunities is unrealized. The authors argue for increased, specific attention to pupils’ learning within teacher education coursework, through a pedagogy of teacher education informed by existing research on how to elicit pupils’ learning.

As institutions of Higher Education try to balance limited resources with the rising costs of technology, some institutions are turning to Open Source software for campus-wide applications such as course management systems and portals. The assumption is that Open Source will provide the flexibility to build pedagogically sound learning environments while increasing technology efficiencies. This paper outlines the current state of Open Source software deployment in US Higher Education based on a survey of 772 Chief Academic Officers and Chief Information Officers conducted in 2006. The results indicate that Carnegie classification is a critical differentiator of awareness, adoption, and perceptions of Open Source software applications, with perceived cost of ownership being the key driver of Open Source adoption. Moreover, the study shows that institutions have made little progress in the development of polices and procedures for Open Source regulatory compliance and security. The study serves as a baseline for future research into the conditions for successful use of Open Source for supporting integrated learning environments that deliver campus-wide efficiencies.

Abstract

The notion of “resources” is often framed in an economic sense: money, time, equipment and the like. The authors reconceptualise this notion, situating resources as embedded in curricular frameworks, teacher practice and student experience. This leads them to define resources as “the potential to participate in socio-cultural action” which is illustrated in this article through a series of reflections on the part of the authors, all within the context of engineering education. First, they demonstrate that curriculum can be productively thought of as a route marker for the development of resources that students need in order to enact their role as professional engineers. Thereafter, they show that lecturers bring tacit resources of trust, care, creativity and credibility to the teaching and learning space, and that these are necessary to overcome the inertia that often resists the transformation of teaching and learning practice. Finally, they reflect on how students’ prior learning experiences can be harnessed as a resource for teaching and learning. In so doing, they present resources as tied to sociocultural practices and personal and institutional histories, and encourage others to take up these ideas so as to consider how resources, viewed in the authors’ sense, are valued within (engineering) education.

Abstract

Schools need teachers who can provide English language learners with equal access to academic content and to information technologies. The authors propose that the integration of standards in TESOL (teaching English to speakers of other languages), the theory of multiple intelligences (MI) and technology can provide an equitable education, support learning differences and develop English language skills across the curriculum. The authors suggest how the integration of TESOL standards, MI theory and technology can become a part of pre-service teacher education and discuss some of the challenges to transferring this integration into the classroom

ABSTRACT

Given the absence of a chronology of the historical philosophies, perspectives, and practices of recruitment within the higher education institutions in the United States, the authors have assembled an overview of the material on recruitment strategies and ideologies of American higher education institutions. Literature from and about the past aids in illuminating the current context while helping to navigate the future of higher education recruitment. The authors have identified five general periods: prior to 1920, 1921 to the end of the Second World War, the post-War decade, mid-1950s through the 1970s, and 1980s to the present. Documentation for each period varies significantly in quality and amount, with the densest data found for the two later periods. Future researchers may explore how recruitment practices and language encourage or discourage under-represented populations in higher education. Further research in other areas of educational recruitment is also suggested.

Abstract

In this article two teacher educators describe an approach they have used with preservice early childhood and early childhood special education majors. They explain how the approach that they call “stories about teaching” resembles, yet differs from case study methods. The authors explain the process they used to develop, pilot, and use stories derived from qualitative data that they gathered in various early childhood settings. They explain how discussions based on the stories have provided their students opportunities to explore real‐life teaching situations from multiple perspectives, increase the depth of their reflections, and link theory to practice. © 2005 Elsevier Inc. ABSTRACT

Partnership in higher education has gained prominence over recent decades, but recent studies have identified a lack of research exploring how partnership practices unfold in specific disciplinary contexts. This article explores how a transdisciplinary approach can be used to better understand and facilitate student–staff partnerships where staff and students have diverse disciplinary backgrounds and knowledge. We present a case study of the Bachelor of Creative Intelligence and Innovation at the University of Technology Sydney, focusing on the adaptation of our curriculum co-creation processes by drawing on multiple knowledge types through a reflexive process of mutual learning. We conclude that explicit consideration of these principles, which are common to both transdisciplinary and partnership frameworks, have the potential to enhance consideration of diverse perspectives and the roles played by worldviews, norms and values when building student–staff partnerships around curriculum co-creation.

Book reviews
Distributed Learning: social and cultural approaches to practiceEdited by Mary R. Lea and Kathy Nicoll, 2002 RoutledgeFalmer 214 pp., £19.99 ISBN 0 415 26809 5Distributed Learning: social and cultural approaches to practice, edited by Mary R. Lea and Kathy Nicoll, is published as part of the Open University UK course Understanding Distributed and Flexible Learning within the Postgraduate Programme in Open and Distance Education. The book comprises of 12 chapters written by authors from different academic backgrounds. They draw on their extensive practical experiences to present and reflect on a number of conceptual models and describe best practices in distributed learning. The volume is aimed at practitioners who intend to use technology in a higher education setting and also helps those who may have been using it for a few years to rethink their approaches to online learning and teaching. The reader is introduced to several theoretical concepts based on different disciplines and perspectives, e.g. anthropology, psychology, sociology, philosophy, economics and pedagogy. The specific focus is on the social and cultural aspects of learning. What does the term distributed learning mean? It describes practices on the continuum between traditional distance education and campus-based face-to-face education (cf. flexible learning, blended learning). With the proliferation of information and communications technology (ICT) in campus-based educational settings the boundaries between distance education and face-to-face education are fading. More and more traditional campus-based universities are providing access to higher education in a distance learning format. In fact, ICTs facilitate contact over a distance. Some authors even speak of a convergence between the two forms of education (Mills &;Tait, 1999). Campus-based institutions cannot deny their tradition: they insist that contact sessions are essential for successful internet-based independent learning, although distance education with its high quality pre-prepared study materials and tutorial (online) support has proven otherwise. This is what models for blended learning try to illuminate: the appropriate mix of face-to-face and distance teaching approaches. A strength of the book is that the authors come from both distance teaching as well as campus-based institutions and thus different views on the continuum are presented.

The authors use their own experiences with social software to argue for the need for caution in its uses in education. They particularly draw attention to difficulties in engagement, the effects on identity, an emphasis on superficial issues, lack of coherence, and problems with authenticity and trust. While Facebook and Second Life appear to have potential for educational applications, the disquiet associated with them may need to be taken into account: and this can affect both students and their teachers. One of the authors is a student on an online course and extracts from her blogs and journal capture the emotional and psychological effects of engaging in these new worlds at the time it happened. Both authors have noticed changes in their responses over time and point to the need for integration and coherence for “virtual identities” to play an appropriate part in higher education. The paper raises more questions than it answers and suggests that there is an urgent need to theorise online identity, the roles of academics and students, and the codes of practice in such environments. If social software has a serious place in academic life, these issues will need to be widely debated.

ABSTRACT

In spite of their apparent benefits, learning management systems can be regarded as a hindrance to effective online learning. Their design, functionality, complexity, price, and value are beginning to be questioned by some users. As a new generation of Web-based tools and approaches evolves, Web-based learning management systems are becoming better suited to meet the need for dynamic online learning, interaction, collaboration, and networking. The new tools and collaborative approaches these systems provide allow learners to take proactive control of their own learning. In June 2004 a consortium of New Zealand Tertiary Institutions led by the Waikato Institute of Technology secured a one-year Ministry of Education grant to support the “Open Source Courseware Initiative New Zealand” (OSCINZ). The OSCINZ project focused on the development and implementation of “Moodle” (Modular Object-Oriented Dynamic Learning Environment) to create a uniquely New Zealand learning management system, based on quality open source code developed and tested by leading educational providers. This paper describes the response of faculty in three of the project's partner tertiary institutions to the implementation of Moodle in their institutions.

Several reports on higher education have identified the need to improve the quality of student learning. Higher education research identifies the approach to learning as a significant factor affecting the quality of learning. If educators are to find ways of improving the educational experience of their students, they must understand how students learn and the effects of the learning environment on their learning approaches. This study examines the approaches to learning adopted by Irish and overseas students studying on the BA in European Business at Dublin City University (DCU) [1] .

Abstract

For some four decades governments in Commonwealth Caribbean (CC) countries have been introducing interventions in their school systems to provide quality education for all. Examples of these are learner-centred teaching pedagogy and the integration of technology into teaching and learning. The data for the paper is based on published research and evaluation studies of these interventions. How successful have these interventions been? Following a discussion of how quality in education and learning has been interpreted, this paper seeks to answer this question through a review of selected interventions in schools in three CC countries. Challenges that CC countries need to address as they pursue goals relating to quality education are: the intersection of quality with access and equity, limitations in teacher training which have militated against change in teaching pedagogy, and resources and infrastructure.

Abstract

Social work educators are increasingly using advanced information technologies in their distance education programs. Despite the widespread use of distance learning in social work education, there is limited information available regarding the effectiveness of courses, particularly practice courses, that use these technologies or the experiences of the students and instructors who are helping to pioneer these technological initiatives. This article presents reflections from students from two MSW practice classes linked together through interactive TV, also known as compressed video. The authors, who were course instructors using this technology, present their reflections on the process and make recommendations for future distance learning courses.

Studies of the impact of education on adults’ lives must go beyond the background details of students, the course and the immediate learning outcomes, and be grounded in the changing lives of learners in a changing world. Life histories provide a rich source of data to assess the significance of education but are difficult to analyse. New approaches based on life course analysis show at what stage in students’ various ‘careers’ they participate, what else is going on at the time, and how education affects areas of their lives. The paper begins with a brief review of the literature on collecting life histories and a justification for the method adopted which provides the starting point for life course analysis. A case study of a student living in an area of multiple deprivation who took an Open University community education course is presented to show how life course analysis can be carried out and the place and influence of education evaluated.

ABSTRACT

Blended learning has been a feature of higher education practice and research for almost two decades. This article takes stock of current blended learning research, contributing to the growing number of meta-analyses of higher education and blended learning research more generally, through a review of ninety-seven articles relating to blended learning in higher education published in fifteen journals between 2012 and mid-2017. The review focused on where and when the articles were published; their provenance, scale, scope; methodological approach; the broad research themes; and definition of blended learning used. The review shows that despite its ubiquity, blended learning’s definition is all-encompassing; its spread is global but research is dominated by key players; it is of technical interest; and its research is small-scale, individually focused, seeking to evidence the benefits of blended learning. The article concludes with recommendations of how higher education research could provide institutions with evidence to ensure their ‘best of blends’.

What is open learning?
The recent change in this journal's title, from Teaching at a Distance to Open Learning, poses obvious questions of definition. What is open learning? And how does it relate to distance education and adult education? In this article, Roger Lewis, Head of Educational Development Unit at North Staffordshire Polytechnic, makes use of his considerable and varied experience of working with the Open University, the Council for Educational Technology, the Open Tech, the National Extension College and other practitioners of open learning in providing some answers. Readers should find the analytical tools and examples included in the article of considerable use in examining their own experiences in the open learning field.
