我国货币政策管理分析

近年来,我国政府为了扩大内需,稳定经济增长,防止通货紧缩,实施了积极的财政政策,并辅之以适当的货币政策,取得了较好的调控效果.但是,从我国经济运行的总体状况看,仍然有一些问题没有得到根本性转变,比如,政府投资对经济增长的拉动作用并不如预期有效;民间投资仍难以启动;经济结构的不合理,影响了消费结构的变化.因此,在今后一段时间内仍需继续实施积极的财政政策和稳健的货币政策.

本文对价格总水平上涨的若干关键性范畴进行辨析.首先,讨论了价格总水平上涨与纸币膨胀两个范畴的关系,说明“通货膨胀”一词是过时了近百年的词汇,阻碍着对价格总水平上涨的研究和治理.其次,区分了主动性纸币膨胀和被动性纸币膨胀这两个范畴,说明治理主动性纸币膨胀导致的价格总水平上涨,货币政策是有效的,而治理与被动性货币膨胀相对应的价格总水平上涨,货币政策则是失效的.现代经济所面临的多是与被动性货币膨胀相对应的价格总水平上涨,因此,货币政策往往失效.     

优化经济结构:走出通货紧缩困境之路

由于生产能力过剩和国内外有效需求的不足,我国经济出现了日益严重的通货紧缩。除了继续实施积极的财政政策和稳健的货币政策以外,我们更应走制度创新、结构调整之路,治理通货紧缩,实现经济的真正启动

通货紧缩是近几年困扰我国国民经济的一大难题,扩大内需已成为我国发展国民经济的一项国策。作为一种过剩经济的市场表现,通货紧缩有其自身的规律和特点;而作为经济转型时期的发展中的中国,通货紧缩更是有其自身的特性。对此,运用财政、货币政策对市场进行调控时,应充分考虑经济基础、市场环境、经济体制,适时、灵活地把握好扩张的度,兼顾近期及长远目标,进行合理的定位。     

我国货币政策的传导与疏通

我国货币政策的目标是稳定货币币值并以此促进经济增长,实现这一目标的关键是提高我国货币政策传导机制的有效性.近年来我国货币政策与金融调控是积极有效的,但目前货币政策时滞延长,传导机制并不顺畅,效力受阻.尤其是在通货紧缩的形势下必须进一步发挥货币政策的作用,提高我国货币政策传导机制有效性,促进国民经济的增长.     

资产价格与货币政策

股价波动对消费支出有显著影响。居民的消费多数是由其对未来预测财富所决定的。由此可见，市场机制充分发挥作用的同时，如果资产价格波动超过实物经济所能承受的范围时，货币政策应当对资产价格进行调控。货币政策面临的新挑战主要来自于资本市场，美联储的货币政策将 更多的考虑股票市场的因素。     

通货膨胀与房地产价格对实体经济的冲击影响——基于不同货币政策规则的DSGE模型分析

运用DSGE模型,引入价格粘性与信贷约束,分析不同货币政策规则、通货膨胀以及房地产价格对实体经济的冲击影响,其结果提示:(1)当紧缩性货币政策冲击发生时,产出、消费需求、投资和企业借贷水平都会出现一定程度的回落,但考虑房地产价格后的货币政策对实体经济的冲击影响相对较弱;(2)货币当局若实施扩展泰勒规则的货币政策(考虑房地产价格因素),通胀冲击对实体经济的影响就会变得较为有利,而且房地产价格的适度回落将有利于实体经济的健康、稳定发展.责是之故,宏观当局应实施遵循扩展泰勒规则的货币政策(考虑房地产价格因素),保持相对温和的通胀水平,防止房地产市场价格的剧烈波动,有效规避潜在金融风险对实体经济的冲击影响;与此同时,宏观当局应充分关注各类实体经济变量受冲击影响的差异性和复杂性,选择最佳时机推出合意的宏观调控措施.     

正确理解我国当前的财政政策和货币政策

在现代市场经济条件下,市场在资源配置中起基础性作用,但市场的调节作用并不是万能的,市场经济的正常发展,需要国家的宏观调控。近10年来,我国在宏观调控中综合运用财政、货币政策方面也取得了重大成绩,积累了丰富的经验。1998年,为了应对当时亚洲金融危机,我国实施了积极财政政策和稳健货币政策,使我国摆脱了通货紧缩的阴影,促进了经济的快速稳定增长,引起了世界瞩目。2004年底,为了应对当时出现的投资过热的经济状况。开始实施“双稳健”政策,即稳健的财政政策和稳健的货币政策,确保了国民经济平稳快速健康发展。
