AIM: To compile a list of the issues regarding access to learning resources which affect students on placement in the UK and suggest some ways in which these can be resolved. RESULTS: Issues relating to PC access, network access, software, firewalls, disciplinary procedures, electronic information resources, virtual learning environments, service level agreements, physical access to libraries, book loans, reading lists and course committees are identified and discussed in relation to NHS libraries. CONCLUSIONS: Successful resolution of the IT and library issues, which are increasingly inter-linked, can help to ensure that students have a positive placement experience. Resolution will depend on close, regular liaison and can be assisted by negotiation of a clear Service Level Agreement.  相似文献

Domestically produced children’s television is frequently highlighted as both an area of market failure, and also as an area where children’s changing consumption habits necessitate new and different ways of thinking about funding children’s content across a range of platforms. In the light of a recent U.K. proposal to set up a Public Service Content Fund to support “genres” under threat, including children’s programming, this article considers how you fund diverse high-quality children’s content in a more challenging media environment where children’s content is arguably still a market failure “genre.” The first part of the article provides context by outlining the market failure characteristics of children’s content as a framework for analyzing the validity of market failure arguments across a range of platforms. It then investigates the causes of perceived market failure in the U.K. children’s television production market. The final part examines the implications of recent U.K. policy responses to provision for children that seek to address market failure through (1) the possible introduction of a contestable fund for public service content; (2) more stringent obligations on the British Broadcasting Corporation; and (3) the re-imposition of quotas on commercially funded public service broadcastings (ITV, Channel 4, Five). Drawing on regulatory and stakeholder responses, it concludes that attempts to overcome market failure in U.K. children’s television appear unsuited for funding the longer-term curation, distribution, and discovery of new types of content on platforms other than broadcasting.  相似文献

In its 50 years of existence, the United Nations Economic Commission of Africa (UNECA) has created and holds a vast quantity of information and knowledge in a variety of formats, including printed and electronic. These represent the corporate memory, providing historical evidence of its actions and decisions. The information resources include published materials such as flagship publications, journal articles, conference proceedings, technical reports, mission reports, annual reports, working papers, policy briefs, speeches and other grey literature, all which outline important research or decisions that have been made on the economic and social development in Africa. In 2009 the Library was awarded seed funding to implement the ECA Institutional Repository (IR). This paper discusses the various activities that have been undertaken to realize the project including; highly customized Dspace installation to support the MARC21 metadata, digitization, migration of metadata from the Library Integrated Management System (HORIZON) and, customization of the Dspace workflow to enable review of imported records. The paper also highlights lessons learnt, challenges and some of the best practices developed throughout the implementation and roll out of the ECA IR project. The Institutional Repository at http://repository.uneca.org/ is the first of its kind within the United Nations Secretariat and offers unique knowledge and information not available elsewhere pertaining to regional programmes, decisions and resolutions promoting social and economic development of Africa.  相似文献
